8 Selectmen's Report The Selectmen of the Town of Topsham herewith submit a report of the financial condition of the affairs of the town for the financial year beginning February 2, 1904, and ending February 1, The value of the taxable property, as taxed, on the first day of April, A. By appropriation, $ Amount received from town of Brunswick for support of poor, supplies, etc., Amount received from town of Howdoinham, for medical attendance, etc., for poor, 14 Balance overdrawn during the year, 533 *2 $1,54* 54 $1, During the year of 1903 the two accounts of "poor out of the house" and "town farm" account, were run together and it was practically impossible to tell just what the expense of the separate accounts was. Accordingly, at the last town meeting it was voted "that the town instruct the Selectmen to keep separate accounts of the poor in, and out of, the alms house." In accordance with that vote, the account has been so kept, and there has been paid out, on the poor out of the house account, since February 1, 1904, the sum of $1, We have received from various towns and from the appropriation, the sum of $1, which leaves an overdraft of $ for the year. It seems proper to state that these bills have not all been contracted nor paid during the present financial year. The bill paid to the town of Lisbon, amounting to $ was contracted during the early part of 1903 and was not paid until February 13, 1904, which was 13 days after the books were closed, a year ago, and about three weeks previous to the election of the present board. If it had been paid during the previous year, the overdraft that year would have been $518.55, instead of $317.52, as
28 stated in last year's town report, and consequently the overdraft of this year would have been #332.79, instead of $533.N2, as the books now show. However, in any ease, the poor aeeounts showed an overdraft of * on February 1, 19(14, and an additional overdraft of *533.*2 on February 1, 1905, the whole amounting to SS There is due the town, on this account, *36.1<> from the town of Bowdoin, and quite a sum from the State for the support of John Pitko and Mary Davis, in the insane asylum. 52 4!t Report of Road Commissioner. In making my report for the year , it will not be necessary to give an account of money i'aised or of money expended; all of this can be obtained from the Selectmen's report, where all the approved bills are collected under their proper heads. To do so would only be an added expense. We have endeavored in every instance to give the town the worth of their money in honest work. Whatever mistakes have been made we cheerfully assume. We have had some difficulty in getting some of the agents "appointed by Mr. Hunter," and accepted by myself, to perform the necessary work in their several districts, some refusing to work after Mr. Hunter resigned. Where they have refused to serve, I have appointed new agents. The snow bills this winter will lie quite large, and it would be good policy as well as a matter of law, to raise at our March meeting a sufficient amount to pay them. If they have to be paid out of the Highway Fund, the Commissioner will be crippled in his work for the coming year. The large amount taken from highways during the past year for bridges and sidewalks; "more than $1,0.," has obliged us to adopt a policy in which we do not believe, namely, that of patching the highways. Money enough should be raised to put the roads in good shape. After that the expense can be much less. There are many places in town where the bushes should be removed from the roadside. They prevent the drainage of the roads in summer, and cause the snow to drift in winter. I have no doubt the damage they do to the roads in two years, would pay for their removal. There are some six places in town where it will be necessary to blast through ledges to get a drainage for the roads. One-half of each bridge on the Little River needs repairing, also three bridges near the Branch schoolhouse need replanking, and I think the short bridge across the Granny
53 5(1 Hole stream will need to lie replanked, making about "20 M. bridge plank we shall need the ensuing year. You will also want about l. r ) M. sidewalk plank. The town has pine on its poor farm which are growing poorer every year. It would be good policy to cut some for these uses the coming year. The bridge at the end of the paper mill stock house should have its sides covered. It is built with composite chords and the water cominir in contact with its raanv ioints will soon render it unsafe. There are four iron bridges in town that must be repainted as soon as the weather will permit. The reason there is so much to do in 1905 is, the work has either been neglected or a sufficient amount of money has not been raised. Iu forming an estimate of the cost of the State road built the past year I will state that the actual cost of the road built was about $8.. The other bills charged up against it were for moving, erecting new buildings over the same, and shingling; also bills for parts of machines that had been stolen, or worn, bills for piping, etc. I would recommend the town raise $5. 54 51 IN MEMORIAM. John A. Smith, Chairman of the Board of Selectmen. At the time when our annual report is nearly finished, we learn, with deep sorrow, that Mr. John A. Smith, the Chairman of the present Board of Selectmen, has been visited by the Angel of Death, and called to the Great Beyond. It seems fitting, at this time, for his associates on the Hoard of Selectmen, to say a few words regarding their departed comrade. Mr. Smith was a man of sterling qualities, a man honest and honorable in all his dealings with his fellow-men, and always cheerful, obliging and agreeable. To have been associated with him in a business and social way is a pleasure long to be remembered, and the loss of his companionship and cordial greeting, and social good fellowship is deeply felt and deplored by his official associates on the Board of Selectmen. We bow in humble submission to the edict of the Allwise Ruler of the Universe, feeling "that each sorrow has its purpose by the sorrowing oft unguessed; but as sure as the sun brings morning, whatever is is best." 55 5-2 School Report. During the past year, several changes ha^e been made in our teaching force. In some cases teachers have resigned and in some casesj it was deemed best, by the School Committee, to make changes. It has been the policy of the School Committee, for some time past, to retain only such teachers as it was considered for the best interests of the schools to retain. In accordance with that policy, some teachers have been dropped from our teaching force during the past year. The Committee wishes it to be understood that they want to employ only such persons as teachers, as are throughly qualified to teach and have charge of scholars, and whose character and habits are such as to command the respect of the community in which they have charge of scholars, and such as, by their example, will influence children under their charge, to become noble, honest and upright citizens. The future prosperity of the community depends largely on the teachings and examples of the present teachers, who are largely forming the characters of the scholars who are now attending our public schools. In most cases, in town, during the year just past, where trouble has arisen in schools, it has been found that the trouble was not with the teachers. In all cases where it has been found that the teacher was incompetent to discharge her duties properly, changes have been made. Once in a while teachers seem to get the idea into their heads that all that is required of them is to put six hours a day into school work, and draw their pay at the end of the term. For such teachers, the Committee has no use. The time has come when it is necessary for teachers to put, not only their time, but their souls into their work.
56 53 It has been and is now, the policy of the Committee to retain the same teacher in a particular school as long as she does good honest work. It is not the policy of the Committee to change teachers, whenever some one person happens to think that "it is time for a change" and with no better reason than that. A little over a year ago Musical Instruction was introduced into the schools thoroughout the Town, and very satisfactory results have been obtained. It seems to be a good move, as there is no substitute for it as in years ago. At the time when most of the parents of the present scholars were young, singing schools were held in a majority of the rural districts throughout the Town, but there is nothing of that sort now, and the only way children can gain a knowledge of music is to pursue such studies under private teachers or have the Town pursue the course now in operation in our public schools. Within the past few years several new schools have been opened in Town. An extra school has been opened at Pejepscot, the old "brick" school house in the eastern part of the village has been opened, and during the last year the school in the Haley District has been re-opened. It was found that there were enough scholars in the Halev District to make a fairly good school, and it had arrived at a stage when all the scholars from that district could not be conveniently transported elsewhere. The time has also arrived when it was found that firstclass teachers could not be procured for our graded schools at the prices we were formerly paying those teachers. In view of all these facts the time seems to have arrived when it is necessary for the town to make an increased appropriation for our common schools and it seems advisable for the town to raise $3,0. for our common schools for the coming year.
57 r>4 An unusually large amount will not be required school repairs and school supplies. The usual appropriation for school books will probably be sufficient for the coming year. One year ago the town appropriated $1 for fire escapes for the High school building. The escapes have been erected at a cost of $93. The school property in town is generally in very good shape. At the end of last spring term Miss Nellie R. Minott, who had been assistant in our High school for several years, resigned as assistant in order to pursue her studies farther. It is but just to Miss Minott to say that she was an exceedingly painstaking, honest, faithful and conscientious teacher, and that she endeared herself to scholars and parents alike for her zeal and fidelity in her work as a teacher ami adviser. We were exceedingly sorry to lose her services. John W. Frost, a graduate of Bowdoin College in 1904, was procured to serve as assistant in place of Miss Minott, and has done good work as such. He is thoroughly interested in his work and is meeting with good success. Mr. John A. Cone is still principal of the High school and is doing the same excellent work which has characterized his labors there for the last ten years. Miss Eva M. Haley is still principal of the Grammar school and is meeting with her accustomed success. Miss Clare P. Hussey is still principal of the primary school, which position she has held successfully for many years. Several changes have been made in the principalship of the intermediate school during the year, for various reasons, principally on account of the health of the teachers, and it is now hoped that the present principal will be able to succeed in making a prosperous and profitable school for the scholars attending there. for
