In justice to themselves, the selectmen wish to call attention to a few points which have a vital bearing on the present financial condition of the town. The past year has been of more than usual interest as regards municipal affairs. The total amount of appropriations voted at the last annual meeting far exceeded that of former years. As a natural result the rate of taxation was high enough to cause some taxpayers to become restless. The majority however responded cheerfully and have been apparently satisfied with the situation. We are able to congratulate our tax collector, Mr. S. S. Thornton on having made a remarkable record as a result of his first years service in this capacity. The full amount of taxes committed to him for collection was paid to the treasurer before March 4th. This prompt collection of taxes has greatly aided in maintaining the financial equilibrium of the town during a year of large expenditures. There are very good reasons for the unusually large excess of liabilities shown in the present report. The cost of repairing our highways considerably overrun the estimate, but we feel that the result has as a whole proven the wisdom of the expenditure. Nearly all roads in the town are in excellent condition, better than for many years. The Fenderson and Worster roads are still in need of considerable improvement. However the amount of funds necessary for repairs next year will be comparatively less. The Aroostook bridge has been replanked in a manner that should give the greatest amount of service for the least amount of money. Sidewalks have been fairly well repaired. In accordance with instructions a snow roller was built, and it has proved to be an exceedingly serviceable machine. The work done has been much superior to that of the plows formerly in use. This roller should be considered an asset.

36 I903-4 ANNUAL REPORT OF ASHLAND, MAINE. 35 At the last annual meeting the selectmen were instructed to settle with N. S. Coffin for land occupied by road to Ashland Mill. This has been accomplished but there was no appropriation to pay the bill. The result of the smallpox epidemic was an expenditure of over $2,100 for which there was no appropriation, $457 of this amount went to pay bills contracted before March 4 of last year but not estimated in former reports. The miscellaneous account of last year showed an overdraw of $4^7.42. There were also bills outstanding amouuting to $ not estimated, making a total of $ The appropriation for the year just ended was only $500, not enough by $ to pay the overexpenditures of last year. A total of $585.7 has been expended in payment of bills contracted before March 4, 1903, and charged to the several school accounts. These bills were not estimated in former reports. In the report of the District note of $500 due W. P. Bridgham was not shown in the list of liabilities. One disagreeable matter is still in abeyance. The Ashland M f g Co/s tax for 1901, which the town at a special meeting voted to exempt, still remains on the collector s books, and continues to figure among the assets. This matter having been passed over by two successive Boards of Selectmen, the present Board did not feel like assuming the responsibility of abating, in face of considerable opposition from citizens who persist in declaring that meeting illegal. Care should be taken at our annual meetings to see that the voters fully understand conditions, and instructions to officials should be explicit.

42 ANNUAL REPORT OF ASHLAND, MAINE. 41 Report of Superintendent of Schools* To the Citizens of Ashland : In accordance with the annual custom I beg to submit my report of the management and condition of your public schools, for the year ending March 4th, I wish, first, to make this statement. When I assumed the duties of Superintendent last April, I did so with the distinct understanding that every matter of any importance should be laid before the School Board for their approval before being acted upon by me. This has been strictly adhered to throughout the year. I found the High and Grammar Schools in session for the Spring terms, also the South School and Horse Brook School, both substitututing winter terms. The South School was discontinued at the end of a six weeks term by the sudden resignation of the teacher. The Horse Brook School, being deemed unprofitable, owing to non-attendance, was discontinued at the end of seven weeks. I show following the work of the year : Term. Teacher. In many cases the teacher s efforts have been

44 ANNUAL REPORT OF ASHLAND, MAINE. 43 responded to by the pupils, and fairly good work has been the result. In many more cases success has been doubtful. Tardiness, truancy and non-attendance for various reasons, have greatly retarded the school work for the whole year. For this, I consider that the parents are often responsible. The fact that the State law in regard to truancy and non-attendance is not enforced, is, of course, due to culpable leniency on the part of the authorities. To my share of this I am willing to plead guilty. It is a disagreeable law to enforce, and parents or guardians recognizing this fact, should be particularly careful to see that no fault lies at their own door. I am sorry to note that very few citizens have visited any of our schools. This is to be deplored. There is no doubt whatever but all parents feel a deep personal interest in the school work, but this interest should be made manifest by at least an occasional visit to the school attended bv their children. I fail to see how any person can intelligently criticise a school, either to praise or censure, except they inquire personally into its management. The work done in the High School has been continued by Mr. Turner, the Principal for the last two years, and therefore needs no comment. For reasons of economy, it was decided to dispense with an assistant for this year, and Mr. Turner is now doing the entire work. The result has shown the wisdom of this step. Even now the class will have a struggle to pass the entrance examination to the High School at the close of the present school year. The Primary School is over-crowded. Grammar schools need proper grading. The Primary and The two schools should be divided into three departments Primary, Intermediate and Grammar, to contain possibly nine grades. If this division is made I recommend furnishing the room under Masonic hall for the use of the Primary grades. This is a matter that should be attended to at once. A regular course of study should be established for all schools in the town and the school year should be extended to thirty-four weeks. I see no reason why we should not give our scholars the advantage of as many weeks as they would receive in other towns. are. There is need of a larger appropriation for common schools if the school work is to progress. It is every year becoming more dif_ ficult to obtain satisfactory instructors for low wa^es, and the day ^ o 7 J has gone by when any person who may be able to teach the R s and wield a ruler is considered competent. If we are to continue to maintain a High School of standard grade, a slightly increased appropriation will be necessary to pay the teaching staff. It is simply a question of whether we wish to furnish a training school for teachers at low wages, or whether we prefer to employ teachers already trained, at a small increase of expenditure. Personally, I firmly believe that the consistent education of our children should hold the first place in our consideration. Education has always furnished the foundation of all progress, and the limited amount of knowledge that answered all practical purposes twenty-five years ago will prove altogether inadequate to the boy or girl, who, during the next quarter of a century, may undertake to successfully fight the battle of life. Therefore, it behooves us to pay particular attention to this matter and make sure that the children of Ashland have all possible advantages. I am aware that he who advocates increased expenditures is regarded as a dangerous citizen, but I have faith in the judgment of our tax payers and feel that they will be generous wherever the future of their children is concerned. In accordance with instructions, a school-house was erected near the Ashland M T g Co. settlement. This building contains two rooms with a total seating capacity of one hundred. Owing

47 46 AN N UAL REPORT OF ASHLAND, MAINE to the price of material, particularly lumber, the cost was somewhat greater than the first estimate. However, the fact that John E. Whitney was in charge of the building force is a guarantee that every part was well and economically done. The lot selected was purchased from N. S. Coffin for the sum of one hundred dollars. for this purpose. This bill remains unpaid, no money having been raised The seating of the Worster school-house was completed with seats from the London building at the Mill. The remainder of these seats being held in readiness for the Thornton School where they will be needed in the Spring. A woodshed was built for the Worster school-house, and the porch finished. Some desultory repairing was done about several other buildings and the remainder of the money was expended in sealing the school-houses in Sheridan. These buildings were formerly unfit for use in cold weather. There still remains much to be done. The Horse Brook School contains only the old board seats and broken ones at that. The South building is partially furnished with desks equally as crude. Both these houses need additional repairs. The High School building needs a larger chimney, and something must be done to the roof to prevent leaking. If the room under Masonic Hall is to be used for the primary school it must be fitted and furnished. 48 I ANNUAL REPORT OF ASHLAND, MAINE. 47 Board of Health Report To the Selectmen of the Town of Ashland : The Board of Health begs leave to submit the following report. During the past year, with the exception of our small-pox cases, Ashland has been quite free from contagious diseases. One case of diphtheria brought from a neighboring town succumbed to the disease. There were upwards of twenty exposures from this case ; but through the prompt use of diphtheria anti-toxin in good immunizing doses, rigid quarantine, and thorough disinfection, the spread of the dsease was checked. In common with the rest of the county, w~e have had our epidemic of small-pox. It was introduced into Ashland by one Depere, who came from Wallagrass, where he had been sick with a mild attack of the disease. With one exception it was confined to that portion of the town which we may term our new possession, and among those who had opposed vaccination. There were 49 cases and 16 houses infected. We should congratulate ourselves when we consider the class with which we had to deal, that there were not more cases, that it has been kept out of our lumber crews, and that the disease came in the summer time when it could be easier handled than in the colder months. To the fact that we are well protected by vaccination is owing the immunity of the rest of Ashland, and especially the village, to small-pox, xor there were many exposures on many occasions. With one exception, a doubtful case with vaccinal scars more than 20 years old, no case of small-pox developed in any-

49 4 S ANNUAL REPORT OF ASHLAND, MAINE. I one with a vaccination scar. This is in striking contrast with those persons whose arms showed no scar, and who, upon exposure, contracted the disease. There was one person whose last successful vaccination was more than thirty years ago, and, although constantly exposed to the disease for more than six weeks, did not become infected. It is not usual for one vaccination to protect for so long a period, and we would advise all who have not been vaccinated within three >ears, to have the operation done, especially while small-pox continues to spring up throughout the county. Expecting to need a pest-house this Winter or Spring for small-pox cases that might drift upon us from the lumber camps we have retained the Bridge school house under quarantine regulations. It will be impossible to disinfect this building thoroughly, until the cot beds, bedding, etc., can be removed. The sanitary conditions of the village can be greatly improved if the householders comply with certain regulations passed by the Board of Health some years ago. We fully realize that without a system of water works and public sewerage, ideal conditions cannot exist. May and October would tend contaminated than at present.
