REPORTS/UPDATES: a. Bureau of Indian Roads Department Agency Engineer - Roland Becenti NO SHOW Maintenance Supervisor Lloyd Secody
2 Roland did not provide any information. of handout Did a lot of signage with graffiti right after US in Lechee. Lola Smith: N20 at south end of pavement never installed cattle guard. I asked Roland about this and he said he can include in the Planning and Design with the next phase. Then I also asked the Designed and Engineer where they said it s not possible. Do we need to do Arch and EA clearance? RESP: Cattle guards run to $10, to install. Some will hangover and this will require clearance. As far as maintenance we shouldn t be doing any cattle guards. Ernest Goatson: N21 where the pavement ends need signage for awareness. People are not slowing down and causing accidents. Lorenzo Isaac Jr.: N6510 north of N59 when is the sand drift to be done? RESP: loader should be going out there tomorrow. Motion by Ernest Goatson, second by Chester Claw b. TCDC Update Willie Begay & Leslie Dele NO SHOW c. Arizona Department of Transportation Kee Yazzie - NO SHOW d. Peabody Coal Company Walter Begay NO SHOW e. Agency Roads Committee Members/Alternates NO REPORTS f. Navajo Division of Transportation Road Inventory Virgil Henderson, Principal Engineer Tech. Conducted report on the past 4 years road inventory public hearing started in This year 2011 we had 5 schedules with 2 re-schedules. As of last week we completed Lechee, Wednesday with 3 chapters and Kayenta, Thursday with 4 chapters. 139 routes to verify to ensure public route. To use NDOT & BIA forms to verify total 282 miles to work with, in hopes to submit same to the March 15 th deadline, but directive to submit by February 2011 due to the NDOT Conference in March. Ernest Goatson: Kaibeto sent Pete, CSC did he add? RESP: A couple of roads with additional contact information to our office. Larry Goodman: what about my community submit same a few years ago and Roland says they are approved. According to Lloyd he said NDOT need to select which to maintain. N16 needs to go to NDOT for the public for maintenance. Why are we doing a new listing? RESP: we are not doing a maintenance list, we are only doing the road inventory hearings where verification I will do and submit to BIA. Lorenzo Isaac: When will we to see a new list of the inventory? Roland needs to be here to give us a list with full update. Because it is said that BIA roads are listed on some of these road maintenance listing schedule. Stanley Clisto: We should be given a list at these ARC meetings.
3 Larry Goodman: This information is the responsibility of the BIA. You still need to get an Arch and EA clearance done prior to maintenance project. Who will get this done with a mile cost at $12, to get the clearance done. Maybe we need to go to the Navajo DOT conference to ask of this. Stanley Clisto: Navajo DOT should wave the registration cost for the ARC members who are to attend and we can pay for the per diem. Lorenzo Isaac, Jr.: Point of Order we need to get back on Inventory reporting. We need to get the inventory listing. Lola Smith: Road Maintenance listing was pasted out to us and my chapter was not listed and I need to add 2 more roads. Stanley Clisto: We are adding but they are not being maintained. We have problem roads year around. Once or twice a year for blading is not enough. When you see other roads they are holding up and Navajo DOT needs to consider maybe gravel base. Navajo DOT in my view they are just getting top heavy with less operators and maybe they need to reassess. Kayenta has only 1 operator with waiting for Window Rock to do maintenance on the equipment. Kayenta has approved land for a yard. Lorenzo Isaac, Jr.: Raymond Barney and Roland Becenti need to set up meeting and see what needs to be address. Prioritize the main roads. Ernest Goatson: 2 years ago we asked Navajo DOT for a Maintenance Plan they never put back before us. Whatever the plan is we need to know. Chester Claw: question to Llyod can BIA go into Hopi? No Navajo DOT with FET funds I heard can be applied. Llyod: 638 reviewed in October. BIA is re-writing everything for Navajo Tribe. Castillo and Roland are helping. Notice to proceed will not be issued until this summer. August of 2012 to expire. These roads were rambling picked by Navajo DOT. This is where Roland and I were saying why haul distance a long way. Nothing has really transpired but there are some roads they picked but we still have not located them. Roland has made changes I don t know how many times. Motion by Erenst Goatson, second by Stanley Clisto Senior Planner Margie R.S. Begay Presented the January 05, 2011 Agency Roads Committee Operating Procedures. Provided copies to each Member with reading each paragraph and elaborated reasons for changes. Ernest Goatson: We had this information coming for something now and there are changes everywhere. I think we should approve this new operating procedures and start out with this. Can we still make little recommendation very small areas?

Membership, Selection & Term: (1) 2 alternates at large, (D)(4) District be replace with Agency, (E)(1) district be replace with agency, (5)(A)(2)(b)first Monday be replaced with Thursday of every other month. Larry Goodman: Selection of new officers to the next agenda. Lola Smith: it should be this group to act on it this meeting and start fresh with new officers and operating procedures. Motion by Chester Claw, second by Stanley Clistso Ensure that Western Navajo Agency will have a project each year without any gaps Add on to agenda for resolution Motion by Ernest Goatson, second by Chester Claw for 2 items b. Resol: WNARC# : The Western Navajo Agency Roads Committee accepts and approves the January 05, 2011 Agency Roads Committee Operating Procedures. Motion by Chester Claw, second by Ernest Goatson with changes recommended and discussed in the reporting section and to implement this January 2011.
