PURPOSE - REORGANIZATION MEETING OF THE BOARD OF COMMISSIONERS FOR 2017 IN THE MATTER OF APPOINTMENT OF CHAIRMAN OF THE BOARD OF COMMISSIONERS FOR 2017 Dr. Graham moved that Commissioner, David C. Maple, Jr., be appointed as Chairman of the Board of Commissioners for the Year 2017?. Mr. Gentile seconded. IN THE MATTER OF APPOINTMENT OF VICE-CHAIRMAN OF THE BOARD OF COMMISSIONERS FOR 2017 Mr. Gentile moved that Commissioner, Dr. Thomas E. Graham., be appointed as Vice-Chairman of the Board of Commissioners for the Year Mr. Mr. Maple seconded. IN THE MATTER OF DETERMINATION OF REGULAR MEETING DAY AND TIME FOR THE BOARD OF COMMISSIONERS DURING THE YEAR 2017 Dr. Graham moved the regular weekly meeting of the Board of Commissioners be held on Thursdays at 9:00 A.M. Mr. Gentile seconded. IN THE MATTER OF ESTABLISHING RULES FOR SPECIAL MEETINGS Mr. Gentile moved the following rules be established for Special Meetings for 2017: 1. All Special Meetings may be called by one or more of the Board of Commissioners of the County of Jefferson, State of Ohio. 2. There is to be a minimum of forty-eight (48) hour notice of any and all such special meetings, and 3. Notices are to be posted at all appropriate locations of any and all such special meetings, said notices to be in accordance with Ohio Revised Code Section (F) (Sunshine Law). Dr. Graham seconded.

IN THE MATTER OF ADOPTION OF COMMISSIONERS PUBLIC PARTICIPATION POLICY RESOLUTION NO JEFFERSON COUNTY Dr. Graham moved the Board of Commissioners, County of Jefferson, State of Ohio, Adopt the following Resolution: JEFFERSON COUNTY COMMISSIONERS PUBLIC PARTICIPATION POLICY RESOLUTION On May 30 th, 2002, the Board of Jefferson County Commissioners Adopted Resolution , thereby establishing Rules for Public Participation before said Board of Commissioners. The Board of Jefferson County Commissioners Adopts Resolution which supercedes and replaces
5 Volume 73-Page 797 Resolution All meetings of the Jefferson County Board of Commissioners, except those held in Executive Session in accordance with Ohio Revised Code Section (G), are open to the public. Public participation at the Board of Commissioners meetings is not required under Ohio Law and the Jefferson County Board of Commissioners has made the decision to schedule public participation in order to better serve the citizens of Jefferson County and promote open government. The Jefferson County Board of Commissioners invites public participation in accordance with the following guidelines: 1. Public participation will be permitted at a meeting only when it is listed and approved by the Board of Commissioners as an agenda item for that meeting. 2. In order for the Board of Commissioners to fulfill its obligation to complete the planned agenda in an efficient manner, the portion of each meeting devoted to public participation will be limited to thirty (30) minutes. Public participation may occur at the conclusion of the business of the Commissioners Meeting, but before any scheduled Executive Sessions. 3. A public participant must be either a) a resident of Jefferson County or b) a person with a legitimate interest in the actions of the Jefferson County Board of Commissioners. 4. Each public participant must complete a participation slip provided by the Commissioners Clerk and is asked to provide a written copy of any statement he or she presents to the Board. 5. A public participant must be recognized by the presiding officer before speaking and must begin his or her comments by providing his or her name, address and group affiliation, if any. 6. Each statement by a public participant must be limited up to five (5) minutes, unless the presiding officer determines that additional time is prudent or necessary. 7. No public participant may speak twice on the same topic until all others who wish to speak on that topic have been heard. 8. All statements by a public participant must be directed to the presiding officer. No participant may address or question Board members individually. 9. The presiding officer may: A. Interrupt, warn or terminate a public participant s statement when the officer determines that the statement is too lengthy, personally directed, abusive, obscene or irrelevant.
6 Volume 73-Page 798 B. Request a public participant to leave the meeting when that person does not observe reasonable decorum. C. Request the assistance of law enforcement officers in the removal of a disorderly participant when that participant s conduct interferes with the orderly progress of the meeting. D. Call for a recess or adjournment to another time if the lack of public decorum becomes so extreme that it interferes with the orderly conduct of the meeting. E. If an individual is not listed on the agenda and wishes to address the Board then public participation may be permitted at a meeting at the discretion of the President of the Commission. 10. This policy on public participation does not apply to portions of meetings of the Jefferson County Board of Commissioners held in Executive Session in accordance with Ohio Revised Code Section (G). IN THE MATTER OF RE-APPOINTMENT OF DR. THOMAS E. GRAHAM, JEFFERSON COUNTY HEALTH INSURANCE REPRESENTATIVE Mr. Gentile moved that Jefferson County Commissioner, Dr. Thomas E. Graham be Re-Appointed as Jefferson County s Representative on the Health Insurance Board. Mr. Maple seconded. THE MATTER OF RE-APPOINTMENT OF MS DELORES WIGGINS-COMMUNITY-AT-LARGE MEMBER ON THE BROOKE-HANCOCK-JEFFERSON METROPOLITAN PLANNING COMMISSION-YEAR Dr. Graham moved that Ms Delores Wiggins, be Re-Appointed as a Community-At- Large Member on the Brooke-Hancock-Jefferson Metropolitan Planning Commission Board, as Dr. Graham s Representative, said term to begin on January, 2017 and to end on January, Mr. Gentile seconded. IN THE MATTER OF STATEMENT BY JEFFERSON COUNTY COMMISSIONER, THOMAS E. GRAHAM COMMISSIONER THOMAS E. GRAHAM - I just want to commend Commissioner Gentile for this last year 2016 leading the Commission. He takes the job very seriously. He is certainly business minded. He attempts to run the County as a business and able to balance our budget. We have never had a budget that we haven t balanced. And that is attributed to the leadership of Commissioner Gentile and Commissioner Maple and myself chiming in as well. This County is run very fiscally responsible and that is the way it aught to be. And I commend Commissioner Gentile for this past year. And I also look forward to working under the leadership, as well, under Commissioner Maple. He takes the job very seriously, again, financially in tuned to what is going on in the County and the budget. He keeps a close eye on the budget process. He knows it very thoroughly. And I am glad that he is going to be Chair this year as well. I look forward to working under his leadership in that manner as well. I also want to commend Vickie (Winski) in the Auditor s Office. She is just a wealth of knowledge and really knows the finances in and out of this County very well. So, Vickie, thank you for all of your hard work. And I commend the staff here, Stacy (Williams) and Betty Lou (Tarr). You have done a great job you put up with three (3) individuals, which is difficult because we are all our own individual people. And we all approach things differently. You
8 Volume 73-Page 800 have three (3) different bosses, and that is not easy, with equal power. So thank you for your hard work. I also want to thank Mr. Mark Law from the Herald Star for covering the meetings and such a objective way. We really appreciate it. You are here all of the time. You know what is going on. Some of the media they show up for ten (10) minutes and think they have the story and they don t. You have to be here, and Mark Law is always here and knows a lot what is going on. We really appreciate, Mark, what you do. IN THE MATTER OF STATEMENT BY JEFFERSON COUNTY COMMISSIONER, THOMAS G. GENTILE COMMISSIONER THOMAS G. GENTILE - I have said this many times during my campaign last year. I actually put it in some of my adds that were in the paper. I really considered it privilege to work with my two (2) fellow Commissioners. Their integrity, their intelligence, their experience just makes this job so tremendously rewarding for me because of the way we are able to get things done. I have a great deal of confidence in Commissioner Maple being the Chairman this upcoming year. I look forward to working with both of my fellow Commissioners in the upcoming year. I want to commend our staff here. We went from three (3) people when I first came here eight years ago to two (2) people today and they are managing - we haven t missed a beat. Everything is getting done and they re doing a phenomenal job. The relationship that we have with you (Vickie Winski) and the Auditor s Office is absolutely unbelievable. And I don t think this office could have done what they did without that relationship with the Auditor. And as I grow to find out it is not always the relationship in many counties that the Auditor s office and the work as hand in hand as we do. If you talk about the future for Jefferson County, I am so excited about so many things that are on the horizon but I feel confident that we will do them well because of the cooperation, because regardless of political boundaries or anything else the three (3) of us work together. We work with the Auditor s Office. We work and respect all of the other elected officials. I think there is a mutual respect and consideration for the way we work together, which makes me just absolutely excited about these next four (4) years and the things that are coming to Jefferson County. I also want to thank all of the other elected officials and staff that we deal with because there are truly some remarkable people that are very passionate about their jobs. IN THE MATTER OF STATEMENT BY JEFFERSON COUNTY COMMISSIONER, DAVID C. MAPLE, JR. COMMISSIONER DAVID C. MAPLE JR. - I want to thank my fellow Commissioners for having the confidence in me to elect me as Chair. I know that sometimes we think this is just whose turn is it. But I don t take the vote lightly and the vote of confidence in electing me this year I thank you gentlemen for that vote of confidence. I want to congratulate Commissioner Gentile on successful leadership in I think it will show 2017 is going to have as many challenges as But if you look back at the calendar year the things that he leads us through is
9 Volume 73-Page 801 significant from budgets to infrastructure to the Towers Building to tearing buildings down. And I have the echo his comments that the three of us seem to know each other well enough to understand what our positions are going to be and be able to work and cooperate well enough to get through those positions and get the job accomplished. And we are able to do it in a manner that is respectful to the citizens of Jefferson County. We had a comment from someone that used to sit in Mark Law s seat twenty (20) some years ago and she attended one of our meetings, and the compliment she gave to us, and it wasn t the first time she said it, to see what Commissioners meeting used to be like to what they are now is so significantly different. I think that helps us accomplish the goals that we have set out to do. I want to commend both of you on your participation and cooperation in that respect. I do look around the State and I look at counties that do seem to fumble and always seem to be at odds. And they don t move as efficiently. So congratulations to both of you on an excellent 2016 and I plan to continue that into There have been a lot of projects that we are able to juggle. And we did well and I don t plan on dropping the ball to continue the analogy. The staff here is always prepared and always pleasant to walk through that door and here the ding, someone is always with a smile and even when politics were tough for Stacy (Williams), she still managed to smile here and there. But that is the other thing about this office that you are able to walk in and it is a low stress feel, it is no conflict and no drama. And I know many employees would love to walk into any office that had coworkers that didn t have to feel drama everyday walking in and you never feel that here. You just feel people hard at work getting the job done and support us and thank you very much. And Vickie (Winski) I agree if we didn t have you representing the Auditor s Office. And I will continue to take credit for a lot of the financial stuff, but everybody knows in this Courthouse that you are significant part of helping walk us through all of those things, of course along with Pat (Marshall). But he is not here, you are so thank you very much you do a great job. And I do now have, Mark (Law), a new respect since my daughter is a journalist. People forget you are not just reporting the news. You are satisfying an important part of the structure of our government. And I think this next four (4) years with a new president that is going to be very evident. I mean the role of the press is going to be challenged. It is always good to have you here, if you weren t here, we are good guys, people start changing rules on their own without being held in check. I don t know if we would do that. But I think people forget the role the press in that respect and you do it really well so thanks for being here.
