1 6:00 PM The 15th General Council meeting of the 55th Elected Council of the Six Nations of the Grand River Territory was held on the above noted date held in the Council Chambers of the Administration Building, Ohsweken, Ontario, with Chief William Montour presiding as Chair. 2 PAGE 2 (2) DELEGATIONS COMMUNITY DEVELOPMENT TRUST FUND PRESENTATION OF 2010/11 AUDIT Tom Darnay and Tammy Martin presented the Community Development Trust Fund Audited Financial Statements for the year ending March 31, is first full year that 25% of portfolio was held in stocks Assets of $13M has not changed much from last year Book value ($12M) and Market Value ($12M) due to unrealized gain in investments 2010 Project Expenditures were $506,834 with remaining commitments for 2011 totaling $1.2M Council requested copy of details of project expenditures for inclusion in Council s Newsletter Council also requested a list of projects that did not get funded Trust Fund Policy does includes a process for appeal for unsatisfied applicants GC#257/05/24/2011 Moved by George Montour and seconded by Carl Hill that Six Nations Council accept the Community Development Trust Fund Audited Financial Statements for the year ended December 31, Trustees requested an update from the Adhoc Committee Meeting regarding operational changes and the motion for 25% allocation from Rama: It was noted that Councillor Miller provided a lengthy report to Committee of the Whole this morning and they recommended the issue to next week s General Council Meeting A legal opinion may also be required regarding Agreement as includes Rama Committee of the Whole felt that issues regarding the Trust Fund may have to go to a Community Meeting Councillor Miller will redo her report and provide a recommendation for Full Council to decide how to move foward The Trustees have a regular meeting scheduled for tomorrow along with an open house for Community Awareness Update is required from Central Finance on the exact amount of 25% Rama allocation DOCTOR AMY MONTOUR Councillor Ross Johnson invited Amy Montour and Pastor Dan Montour to attend the meeting for Council and the community to recognize the achievements of Dr. Amy Montour who has just completed her education in the medical field. GC#258/05/24/2011 Moved by Melba Thomas and seconded by Roger Jonathan that Six Nations Council recognize the accomplishment of Dr. Amy Montour who has received her doctorate in the medical field. YOUTH GROUP A youth group delegation was in attendance to request that Council move forward with development of a youth center. The youth group passed the feather to various members of the group who in turn spoke of their experiences with suicide, alcohol, traditional values and the need for a youth center. The group requested to see any plans or research for a center or to turn over the old police station

3 PAGE 3 It was noted that the Police station is not a safe building right now as it contains mold, leaks and the front stairs are damaged. The building is Council s liability and an engineer report is required to determine the integrity of the building and cost to repair. Councillor Roger Jonathan felt that Council should have provided the group with an answer before they left or at least let them know if it is a possibility. Councillor Robert Johnson spoke to some of the youth and they do not necessarily want the old police station but they do want a building as soon as possible Councillor Helen Miller read a letter submitted by the group which stated that they do not want to collaborate with any colonial system Council agreed that youth should become a priority and the following suggestions were made by Council and community members that were present: o Add the youth center discussion to the Planning Meeting scheduled for Monday. o Convert No. 5 school to a youth center o Talk to local businesses to determine if location in the village is the best place for a youth center o Invite all youth groups to meet with Council to discuss their needs to see what we can come up with as a starting point o Have the youth delegate a spokesperson to attend meetings with Council to start moving forward o A community member noted that the group just want to know that something is getting done and they want to be involved with activities and have someplace safe to go o There is currently a drop in night at Social maybe there is a need for another one at the Community Hall o Community member recommended that Council have an exploratory meeting with the group on Friday to let each side know what they are thinking o Parents should also be involved in discussions and decisions o Community Member suggested that each district councilor meet with youth in their district to get communication line open and then bring ideas together o Suggestion was made to prepare a questionnaire and distribute to the schools for youth to fill out before the end of school year o Suggestion was made to hold a free BBQ in Chiefswood Park at the end of the school year GC#259/05/24/2011 Moved by Melba Thomas and seconded by Ross Johnson that Six Nations Council approve to hold District Meetings during the months of June/July 2011 with various youth representatives in their district to discuss ideas and open lines of communication with regard to a Youth Center and that Councillors submit reports back to Full Council. 4 PAGE 4 (3) ADOPTION OF THE OF MAY 17, 2011 Councillor Carl Hill requested that an Action Items list is included with each set of minutes GC#261/05/24/2011 Moved by David Hill and seconded by Carl Hill that the General Council Minutes of May 17, 2011 be adopted with noted changes. (4) PHYSICAL AND ECONOMIC DEVELOPMENT COMMITTEE RECOMMENDATIONS HOUSING GC#262/05/24/2011 Moved by David Hill and seconded by Carl Hill that Physical and Economic Development Committee recommend to Six Nations Council that the CMHC Offer to Lend Subsequent Renewal in the amount of $174,400 be accepted and signed. GC#263/05/24/2011 Moved by David Hill and seconded by Lewis Staats that Six Nations Council waive second reading on Motion GC#262/05/24/2011. (5) PHYSICAL AND ECONOMIC DEVELOPMENT COMMITTEE RECOMMENDATIONS PUBLIC WORKS GC#264/05/24/2011 Moved by Robert Johnson and seconded by David Hill that the Physical and Economic Development Committee recommend to General Council that the Groundwater Investigation Six Nations Active Landfill Site Additional Site Work final report dated February 2011 as prepared by Neegan Burnside be accepted and that a copy of the report be forwarded to INAC. (6) GANOHKWASRA TRILLIUM FOUNDATION APPLICATION GC#266/05/24/2011 Moved by Melba Thomas and seconded by Ross Johnson that Six Nations Council Resolution (SNCR) is issued and signed in support of Ganohkwasra Family Assault Services application to the Ontario Trillium Foundation for funding to facilitate sexual assault counseling in the amount of $120, GC#267/05/24/2011 Moved by Ross Johnson and seconded by Lewis Staats that Six Nations Council waive second reading on Motion GC#266/05/24/2011. (7) SCHEDULING GC#268/05/24/2011 Moved by Carl Hill and seconded by Ross Johnson that Six Nations Council delegate Helen Miller and Ava Hill to attend the Iroquois Caucus Meeting in Oneida on June 8 & 9, 2011.
