Linda Johnson Carol Lee Nick Hasty Thank you for Voting! CITY OF DESOTO REGULAR COUNCIL MEETING MINUTES November 15, 2011 Mayor Chapman called the meeting to order at 7:00pm. Answering roll call was: Mike Bach, Ted Hansen, and Brandon Hutcheson; Absent: Matt Boston, Steve Cox. Staff present included City Clerk Marcia Thomas, Police Chief Ron Caudle, Public Works Director Dan Van Langen, Library Director Brianna Glenn and City Attorney DuWayne Dalen. Motion by Hansen/Hutcheson to approve the agenda: Bach,Hansen,Hutcheson all in favor; Motion carried 3-0. Motion by Hansen/Hutcheson to approve the consent agenda. Bach,Hansen,Hutcheson all in favor; Motion carried 3-0. Mayor Chapman gave the oath of office to newly elected council member, Linda Johnson. Mayor Chapman appointed council member Steve Cox as Mayor Pro Tem and employee liaison. Motion by Bach/Hansen to approve the first reading of Ordinance #296; An Ordinance Amending the Code of Ordinances of the City of De Soto, Iowa, 2009 by Amending Solid Waste Control Ordinance. Bach,Hansen,Hutchson,Johnson all in favor; Motion carried 4-0. Motion by Hutcheson/Hansen to approve Resolution ; A Resolution approving the compensation of the De Soto Fire & Rescue department per call amount to $6.00. Bach,Hansen,Hutcheson,Johnson all in favor; Motion carried 4-0. No action was taken on item #5 on the agenda; Residential single stream recycling collection by Waste Management. Item # 6 was tabled; The council is waiting to get a quote from MidAmerican Energy on the installation of lights on Greene Street. Discussion took place regarding the remodeling of the police building. Public Works Director Van Langen received a bid from Westridge Construction. The council instructed Van Langen to get two more bids for the project. Item # 7 tabled until the December 20 th council meeting. Item #8 was tabled. The council instructed City engineer Gross to reevaluate the replacement of the gravel access road to the Oakhill sewer lift station and report back at the December 20 th council meeting. Motion by Hutcheson/Johnson to approve the contribution of $ to the Dallas County Local Housing Trust Fund for the 2012/2013 budget year. Bach,Hansen,Hutcheson,Johnson all in favor; Motion carried 4-0. Motion by Hutcheson/Hansen to approve adding insurance for the Public Works salt dome building to our policy with EMC insurance at a yearly cost of $ Bach,Hansen,Hutcheson,Johnson all in favor; Motion carried 4-0. Motion by Hutcheson/Johnson to approve a new 60 month lease agreement with Infomax for a printer/copier. Bach,Hansen,Hutcheson,Johnson all in favor; Motion carried 4-0. Motion by Hutcheson/Hansen to approve having Simmering & Cory revise the City of De Soto s urban renewal area to include the water treatment plant with an approximate cost of $ Bach,Hansen,Hutcheson,Johnson all in favor; Motion carried 4-0. Motion by Hutcheson/Bach to approve the Tif rebate payment of $20, to De Soto Corner Properties, due June 1, Bach,Hansen,Hutcheson,Johnson all in favor; Motion carried 4-0. Motion by Johnson/Bach to approve the police department purchase of tires and an alternator the Chevrolet blazer. Bach,Hansen,Hutcheson,Johnson all in favor; Motion carried 4-0. Motion to adjourn until the next regular council December 20, City Hall. ATTENTION PROPERTY OWNERS The City is in the process of compiling a list of property maintenance infractions, as well as junk vehicle violations. DOGS BARKING? City Code: ANNOYANCE OR DISTURBANCE It is unlawful for the owner of a dog to allow or permit such dog to cause serious annoyance or disturbance to any person or persons by frequent and habitual howling, yelping, barking or otherwise; or by running after or chasing persons, bicycles, automobiles or other vehicles. YARD WASTE will be picked up curbside on the 1st and 3rd Wednesdays of each month starting April 1 through November 1, Yard waste and grass clippings must be in biodegradable bags that can be purchased at hardware and discount stores. Twigs and brush need to be in bundles less than 2 inches in diameter and no longer than 4 feet in length. This is a City ordinance and will be enforced, effective immediately. The City of DeSoto will follow the guidelines in the City Ordinance for delinquent water bills. Water bills are due on the 15th of the month. The City will notify each delinquent customer that service will be discontinued if payment is not received by the date & time specified in the Notice of Delinquency Letter. The City accepts payment by cash, check, visa, mastercard and ACH payments. There will be NO further notice given. If you notice a street light that is not working, please feel free to contact Mid America Energy on the web. The street light outage form is easy to fill out! 3 DALLAS COUNTY LOCAL HOUSING TRUST FUND A mission to provide and expand safe and affordable housing to low income residents of Dallas County. DCLHTF Owner-Occupied Rehabilitation Program assists homeowners within Dallas County with housing repairs and correcting code violations. In order to qualify applicants for DCLHTF Owner-Occupied Rehabilitation Program, the applicant and property must meet certain eligibility requirements. Please contact City for more information $$ REMINDER - UTILITY BILLS $$ DECEMBER 2011 payments must be received by 4:00 pm Thursday, December 15, Payments received after 4:00 pm on December 15, 2011 will have penalties applied, and a delinquent/disconnect notice sent. Payments not received by 8:00am December 21, 2011 will be subject to shutoff and a $75 reconnect fee due before water will be turned back on. * We also offer payment by Visa or MasterCard and ACH payments. A night drop box is available outside City Hall as well. * ACH automatically transfers the monthly amount due from your checking or savings account on the 15 th of each month (or next business day after if the 15 th falls on a weekend or holiday). * If you use electronic bill pay please allow sufficient time for processing and mailing of these payments (5-7 days). 4 Attention Citizens - PLEASE READ The City will soon be plowing the snow and ice from your city streets. This is a reminder that as hard as we try not to hit mail boxes and garbage cans accidents do happen. It is the responsibility of the home owner to ensure the proper placement of your mail box. This means it is also the responsibility of the home owner to replace or repair it if it is damaged by our plows. Now is a good time to check to make sure that your mail box does not hang into the streets right of way and that it is secure, often times the snow coming off the plow is heavy and can do damage to mail boxes that are not properly mounted to a post. Also, please remember to shovel an area specific for your waste tote. Just because the plow has gone by your house one time doesn t mean we re done. If you place your tote onto the edge of the street it will be hit by our plows. Lastly - Please Please have a talk with your young children about the dangers of playing in snow piles. Keep them out of forts built at the end of driveways or dead end streets. Too many close calls last year!.let it snow, let it snow, let it snow! To assist in your planning for the upcoming year, Waste Management will observe the following six holidays: New Year s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Christmas Day. If a holiday is during the week, Monday through Friday, prior to your service day, collection will be delayed by one day. If the holiday is on Saturday or Sunday, your collection will not change. The holiday schedule is effective for all services including trash, yard waste, and recycling and only applies the week of the holiday. Service the week before and after the holiday will not be impacted. It s that time of year again SNOW & ICE ORDINANCE REMINDER SNOW AND ICE REMOVAL During the period of time when snow and/or ice is falling and for a period of forty-eight (48) hours after cessation of snowfall and/or icefall, it is unlawful for any person to park, abandon, or leave unoccupied or unattended any vehicle on any public street, alley or public off-street parking area. (Code of Iowa, (1) ) PET LICENSES 2012 Pet licenses will be available beginning December 1st at City Hall. The cost is $5.00 for spayed/neutered pets and $15.00 for unaltered pets. You must provide a current rabies vaccination certificate in order to purchase a license. License fees become delinquent after January 31, The penalty is $5.00 plus $2.00 for each additional month the license is not obtained. To purchase by mail, please send a copy of the current rabies vaccination certificate for each pet to be licensed, a self-addressed stamped envelope, and a check for the total annual fee payable to the City of De Soto at P.O.
