Holt, SUPERINTENDING SCHOOL COMMITTEE To the members of the Superintending School Committee and Citizens of W inter H arbor: I have the h on or o f presenting to you m y fou rth annual report o f the condition, progress and needs o f your schools. The same teachers that we had last year are teaching for us again this year They show by their work and by the results obtained that they are faithfully perform ing the tasks set before them. Pupils and teachers are working together in fine spirit o f cooperation. The work in the class room not only shows how m uch work can be done from day to day but also how well it can be done. With such a willingness to work on the part of pupils and teachers we shall find that the m ajority of th e pupils will pass on to the n ext higher grade well qualified to do their work. Regular daily attendance of all pupils is a very important factor in getting the necessary am ount of school work done. W hen pupils are obliged to stay out of school for one thing or another, it not only holds those particular pupils back in their work but the work of the classes to w hich those pupils belong is also retarded. The lessons th at the pupils missed while they were absent have to be reviewed so that they will not fall behind the rest of the class in their studies. I am very grateful to the parents for helping to have a good a t tendance. Term expires M arch 1935 Term expires M arch 1936 Term expires M arch 1937 The teachers of our elementary schools raised a sum of m oney by having entertainments and candy sales. With this m oney m aterials were bought for swings and teeters. We. now have eight swings, four teeters 'and a horizontal bar % from w hich the children get a great am ount of exercise and pleasure. We hope that m ore play ground equipment will be bought before our schools close next June. Rem em ber, proper

The m em bers of your school com m ittee and your superintendent of schools are working not only to get the school buildings in good condition but are also working to keep them in good condition. This year the Grammar Building had its three class rooms painted two coats. One of its chim neys was built higher so that the stove that keeps the toilets warm would have a better draft. The front of this building had two coats of paint, and some work was done on the foundation. This building needs to be painted outside. In side this building, the toilet room s and halls need painting. * N» All of the seats and desks at this building were refinished so that they are as good as new. The outside of the high school building had two coats of paint and the- Chimney was topped out. All of the seats and desks at this building were refinished. A great deal of work needs to be done on the inside of this building. Instead of replastering the walls and ceilings of the class rooms and halls in this building it would be better to put on them either steel or wall board. Besides the extensive repairs m entioned «above, m any m inor repairs have been made. The health work of our schools, under the leadership of our school nurse, is showing excellent progress. Through the instructions given by our school nurse and by the teachers it is very evident that the pupils are realizing the value of good eye sight, clean and wholesome teeth and a sound and healthy body. One of the most im portant things the Eighty-Sixth Legislature did was to pass an act authorizing the governor to appoint a commission of fifteen representative citizens of Maine to make a survey of public school finances in the State of Maine. The commission has been appointed and the survey has been made. The report of this commission I have sent to some of you. Others have read the report in the daily newspapers. I have read and studied this finance report very carefully and I am convinced that it presents the best educational plan th a t has ever been brought before the citizens

Every tow n will have th e sam e educational o p portunities offered to it and every town will have at least a m inim um fou n dation program. s I hope that this legislative body w hich is now in session will carry out th e plan o f this com m ission for in so doing it will m ean that th e State of M aine will have taken a very im portant step in improving the educational privileges of every ch ild in the State. ANNUAL REPORT OF THE FLANDERS BAY NURSING SERVICE FROM JANUARY 1, 1934 TO JANUARY 1, 1935 To the Citizens of W inter Harbor, I hereby subm it the Annual Report of the Public Health Activities for the past Y ear of 1934: The Flander s Bay service is affiliated with th e Maine

36 ANNUAL TOWN REPORT 35 Public Health. Association of Augusta and is under its d i rect supervision, the personnel remains the same as in the past years, with Mr. Fletcher T. Wood as Chairman, Mrs. Rubie J. Tracy as Secretary, Mr. Chas. Small as T reasurer, and Mrs. Theresa Anderson, R. N. o f Augusta as D i rector of Nursing. The service is supported by sum m er residents, Christmas Health Seals and by town appropriations. The m ost im portant program in any Public Health Service is the in fan t and p re-sch ool child and pre-n atal p rograms. Through the thirty-four conferences and clinics held the past year, two hundred eighty-three instructive visits were m ade to babies and three hundred fourteen m others and adults were benefited by this program. Tw enty-six p re-n atal cases registered early and received supervision and advice. In the school health work, we find the relation of the child s weight and height and age is the best single index of general health and nutrition. In general, if a child is ten per cent below or twenty per cent above the standard weight, it justifies a physical examination, and involves an inquiry into the child s habits of living. One thousand one hundred ten examinations and inspections were made to three hundred tw enty school children in school, this in cludes the audiometer hearing tests, the one hundred fiftyeight throat and eye examinations given by a specialist, and the physical examinations given by the local physician. Personally taken by the nurse to have defects corrected are the following: Eight to the physician, eight to the occulist, seventy-two to the dentist, sixty-tw o to the hospital (for throat corrections) four to the chest clinic held in Bar H arbor, and four for X-rays,. These chest clinics are arranged by the Maine Public Health Clinic Service and the Christmas Health Seals help to pay for this service. As a result of these clinics, one child was taken to the sanitarium and the other three are under supervision. As the Flander s Bay Service is over tw enty miles from a dentist or general h ospital, children th a t are taken forty-five miles to a hospital

37 36 ANNUAL TOWN REPORT for throat corrections, must be brought back the next day, as the surgeons do n ot consider it advisable to take the ch ildren hom e the same day of the operation, this as may be seen takes the greater part of two days. The school inspection shows that a great m any defects have been corrected this past year, teeth taking the lead in corrections, but teeth still take the lead in defects. Plans are under way for a free dental clinic in W inter Harbor this summer, the teachers and pupils of the grade schools I * f are cooperating and have earned a small am ount towards this project. Entertainm ents and suppers will be given d u r ing the winter to- earn more m oney for this purpose. May we ask the co-operation o f the com m unity in this worthwhile project? This includes the pre-school child also the grade pupils. In the general service, visits have been made to give care to surgical and medical cases; instructive visits have been made to pre-natal, pre-school, post-partem and T. B. cases with the help of the Maine Sea Coast Mission, and an interested summer resident a few articles of clothing and layettes were distributed, as Red Cross material was not a- vailable this year In closing, I wish to thank the teachers, school superintendent, and all others who by their co-operation have helped to m ake the h ealth program a success, and as the past years I appeal to the continued interest and support to keep the team work that has brought results in the past years.
