SC MINUTES SOUTH CAROLINA STATE ASSOCIATION FEBRUARY 23, Thursday Morning - February 23 The Moderator's message (Appendix I.) was presented after a hymn and prayer. Following the message, the moderator called the 53rd State Association to order and "Buddy" Seay gave the welcome. Joe Cagle gave the response. The Partial report of the Credentials Committee was given (Appendix II). The delegates were seated and the program was approved. The Committee on Committees was appointed: Lamar Smith (SC), Ansel Smith (GC), David Carter (BC), Marty Cox (EC), and Tony Miles (CA). Visitors, National Representatives and other representatives were recognized. [Recess] The morning service was opened with a hymn and special music by the host church. Joe Cagle brought a message entitled Restoring The Power from Isaiah 50: [Recess] Thursday Afternoon - February 24, 1994 After a hymn and congregational singing Mike Haynes gave the devotional from Isaiah 41:10,14 entitled Living A Cheerful Life. After the message the Committee on Committees submitted their report (Appendix III). The Executive Committee report (Appendix IV) was given and items 1-9 and 11 were MSC. Item 10 was received as follows: MSC for Norwood Gibson to draw up a five (5) year lease for Allen Gibson to be studied by the Executive Committe and to be presented at the next business meeting for the State body's approval. The following items were tabled: Item #1 (Appendix IV - General Board motion). Item #2 - two amendments to the State Association Constitution and By-Laws: 1- Amend ARTICLE VIII - COMMITTEES, Section One, by deleting 4.b.2. Examine and approve the financial report prepared by the Treasurer for presentation to the body for approval. 2- Amend ARTICLE VII - OFFICERS, Section Two: Duties under Treasurer to read: It shall be the duty of the Treasurer to receive all monies that come into this Association. Through a checking account in a bank of his convenience, he shall dispense all appropriated funds and pay all bills and expenses incurred by an agent or agency of this Association. He will be a standing member of the Finance Committee, and shall prepare and present an annual financial report to the General Board for approval, and presentation to the body. 3
4 The Youth Camp report was MSC (Appendix V) From the floor - MSC to receive the following proposals to alter the State Association's financial system to comply with our incorporation status with the understanding that the plan developed will be presented to the State body for approval before it can be implemented: 1. Request the directors of our State ministries to prepare and present a financial budget for their ministry at the February 1996 State Association meeting for body approval. 2.Request that all State ministry directors meet with the Promotional Director as often as needed in 1995 to develop a system that will best serve each ministry with the following framework: 1)Must have one state treasurer and all financial giving would go to him. 2)The State treasurer will disburse the funds to the ministries as designated. 3)The ministry treasurers will become Assistant Treasurers, must operate according to the ministry's budget and will disburse funds as they do now. [Recess] Thursday Night - February 24 The White Savannah FWB Church hosted a banquet for the State Association in honor of Carlisle and Marie Hanna. During the Banquet a book of memories and a plaque honoring their forty two (42) years of service in India was presented. The latest amount raised for Project 42 was announced (approximately $66,000.00). The offering during the Thursday night service was designated as a love offering to the Hannas (approximately $2,000.00) During the Thursday night service the Hannas were presented with congratulatory frames from the State House and the honorable Governor of South Carolina David Beasely for their service as missionaries to India. Also Fred Warner, representing the FWB Foreign Missions, presented the Hannas with individual gifts and an inscribed frame. After special music from the host church brother Carlisle Hanna presented a stirring message entitled My Vision for India. Friday Morning - February 24 The session was opened with a hymn and prayer. Douglas Pate presented the morning devotional entitled The Significance of the Birth of Christ from Mt 1:25. The following reports were MSC: Promotional Office (Appendix VI) State Home Mission Board (Appendix VII) [Recess] The host church presented special music for the morning service. Brother Sigbee Dilda brought the message from Is. 52:7-15 entitled, The Preeminence of Christ and His Word. [Recess for Lunch] Friday Afternoon - February 24 The last session was commenced with a hymn and prayer. Donnie Miles brought a devotional entitled Too Soon To Quit from 2 Tm 2:15. From the floor - MSC to lay on the table the following motion until the 1996 State meeting: 1. The Executive Committee will appoint the Nominating Committee when they plan the program. 2.The Nominating Committee will be furnished with a list of offices that need to be filled, and will meet as many times as necessary to determine a suitable nominee for each office. 3.Each standing board or committee can submit a list of three (3) to five (5) suggested nominees for each vacancy needing to be filled. The Nominating Committee is not required to choose from that list. 4.Each nominee shall be contacted prior to the presentation of the Nominating Committee report to determine his interest and willingness to serve in the area of his proposed nomination after informing him of the duties and responsibilities thereof. MSC that any excess monies from Project 42, after the needs in the Hannas account have been satisfied, go directly to Carlilse Hanna to build churches in India. MSC to write a letter to the Foreign Missions Department requesting clarification regarding the extra 1% (for missionaries with accounts in the red) taken from Carlisle Hannas Account while in a deficit and report the findings back to this body. MSC to lay on the table the following motion until the 1996 State meeting: The conferences and associations must be seated and must have paid their fees before their members are allowed to be nominated or to continue to serve in any standing board or standing committee in the State Association. Those serving on standing boards or standing committees without meeting these requirements shall be replaced. 5 The Nominating Committee report was MSC (Appendix XIV)

Those present in the meeting were as follows: Earl Hendrix, David Aycock, Joe Cagle, Bobby Bowers, Lamar Smith, Donnie Miles and Norwood Gibson. 7

September 29, Via Phone 4.MSC to approve the upgrading of the Promotional Office computer system at an approximate cost of $900. November 7, Columbia, SC Present: Earl Hendrix, Joe Cagle, David Aycock, Lamar Smith, Bobby Bowers, Norwood Gibson and Fred Kirby representing the State Home Mission Board. 5.MSC to approve the purchase of the said property by the SC State Home Mission Board for the mission work in Aiken, SC. Motion in the SC State Home Mission Board minutes on September 29, 1994: The purpose of this meeting was to view another parcel of land in Aiken, SC as a possible site for the Home Mission work there. The asking price for the property was $12,000 per acre. It was agreed to go ahead and purchase a five-acre tract of the property if this was acceptable to the owners. The Director gave the owner a check for $500 as a binder. 6.MSC that the SC State Association incorportation documents received be kept at the Promotional Office for safe keeping. 7.MSC that the Executive Committee discuss with the General Board our position concerning preachers who are members of a local Association who have two living wives speaking at the State Association. 8.MSC for Carlisle Hanna to be the speaker at our 1995 State Association meeting during the Thursday night service, providing Fred Warner be willing to postpone the invitation given him for a later date. 8

10 APPENDIX VII State Home Missions Report The Mission Board met on March 24 to view property sites and looked at a prospective building for a possible location for the Mission on Highway 19. This did not later appear to be the right place. The director and Rev. Leroy Lowery returned to Aiken, SC to look at a parcel of land on Pine Log road and a house for a Mission work and to inquire about the possibility of purchasing land for the mission. They were not willing to sell the land without their old home on that side of the road. The Mission was holding services in South Aiken High School at this time. Brother Mark informed the director about their willingness to sell across the Highway a five (5) acre plot of land for $12, an acre. The director and brother Lowery returned to see and authorize the Missionary and director to pursue the purchase of said property. The board met on the 29th of September to authorize the director to agree to the price asked. The director paid down $ to the property owners. The transaction was finalized on November 22, The following Board members Rev. Billy Vanderford, Rev. Robert Rose, Rev. Norwood Gibson, the Promotional Director of SC, Mark Barber, missionary, Rev. Richard Adams the National representative for the National Home Missions who loaned the money for the purchase of the land were present at the closing of the purchase of the property. Our State Moderator who is on the National Board helped us with some sound advice. Brother Mark and wife Karon plus little Daniel, 4; Lauren 2; and Hayley 8 months are doing well in Aiken, SC. They have a really nice home that they are buying by the grace of God. The Mission has about eight men and more women at this present time. They are averaging about in the morning service. The American Legion is a much better place to meet and worship. Besides it is much cheaper on the young mission. Brother Mark knocks on an average of 300 doors a month. It would be greatly appreciated if any of you pastors will go and visit and knock on doors. The board asks that all o fus, throughout the state of South Carolina, get behind a drive to have this land paid for, if possible, by next year or as soon as possible. Please pray to this end. What a blessing to retire this debt in We can if we pray and work together in God's will. God bless all of our foreign and national missionaries. 11 APPENDIX VIII State Woman's Auxiliary The 46th annual meeting of the South Carolina State Women Nationally Active for Christ was held at White Savannah Free Will Baptist Church on March 19,'94. The theme for the day was "Thy Word Have I Hid in My Heart." The scripture was taken from Psalm 119:11, and the thought for the day was "Hiding God's Word in my Walk, Work, and Ways." Missionary Bobby Poole presented the message using the scripture for the day (Psalm 119:11.) The following reports were presented and accepted: Registration: 26 delegates, 159 visitors, 41 officers, 12 pastors and missionaries for a total number present of 238. Credentials: 4 districts reporting - all in order for a total number of 47 local auxiliaries. The First Church in Inman will host the 1995 State Meeting. Treasurer's Report: An offering of $ was received. Resolutions: (2) The five S.C. foreign missionaries be changed to: Hannas, Pooles, Moores, Cowarts, and Gainer; (3) The home missionaries be changed to Turners, Hymans, Childers and Barbers; (4) New resolution to donate books to Welch Library at Free Will Baptist Bible College in support of national resolution; (6) New resolution that all officers and delegates on National, State or Local level must be members in good standing of a Free Will Baptist Church (this resolution is in support of a national resolution; Under the standing resolutions: (2) Change from paying officers $.20/mile to read current prevailing rate; (4) Change from $3.00 paid for local delegates to $5.00 to have voting power; (6) That President and Field Worker be paid mileage at current prevailing rate; (12) This change concerning dues was made on the national level) Dues will now be $12.00 per active member; Resolutions concerning contributing to Eunice Edwards Fund and the Minute Money were deleted. The host church was given a rising vote of "thanks," and the meeting was adjourned. Gwen Hendrix, State President APPENDIX IX Children's Home Report 1994 has been a great year for us at the Childrens Home. We have made many new contacts with people who have a heart for our children and the Lord through you has blessed us with the means to provide the necessary things to give our children a good home. We have a great staff. Maura Story in the boys dorm and Linda Wilhide in the girls dorm have made the buildings into beautiful places and have established a very homey atmosphere with a warm and peaceful place in which to live. Our recreation buildings are now nice family rooms where they gather for family times. Ricky Wilhide and the staff have worked hard on the outside to compliment the rest of the improvements. 27
12 There are 21 children living here and during the year we served 16 other children who are no longer with us. Some of that 16 had lived here for up to three years. Its a blessing to see our children return to their homes and begin a new life with families that can now care for them properly. We still have two students in Free Will Baptist Bible College who need our prayers and support. We thank every one who have prayed for us and have supported us. We also thank you for the many items that you have brought that we don't have to buy and therefore have saved us thousands of dollars during the year. We have made a concentrated effort to up-grade the buildings and make this place a "God Home for Our Children".Thanks again and come to see us! After the special music Paul Ange brought a devotional from 1 Corinthians 10:31. The Bible competition was held on Friday (May 13). There were 5 Bible Memorization contestants (grades 1-3), five Sword Drill contestants (grades 4-6), two Tic-Tac-Toe teams (grades 7-9), and two Bible Bowl teams (grades 10-12). Then Donnie Miles appointed the following committess: Digest Committee: David Anders, Angie Melton, Johnny West Nomination Committee: Nauvard Baker, Mary Ann Smith, Joe McKnight The Music & Arts competition was held on Saturday (May 14). There were 51 entries. The Digest Committee reported that 12 churches representing 3 districts were present. Total registering on Friday evening were 144, Saturday 160, making a total of 304 in attendance. 16 APPENDIX XII Resolutions Committee Resolution #1 Whereas, the President of the United States of America has nominated Dr. Henry Foster for Surgeon General of the United States; and, Whereas, Dr. Foster does not share our concern for the sanctity of human life as demonstrated by his murdering unborn children; and, Whereas, the South Carolina State Association of Free Will Baptists has repeatedly stood in opposition to abortion. Therefore, be it resolved that we stand opposed to the confirmation of Dr. Henry Foster as Surgeon General of the United State; and, That our clerk send a copy of this resolution to our South Carolina US Senators. Resolution #2 Whereas, the South Carolina State Association recently expressed strong support four our Free Will Baptist Church Covenant; Therefore, be it resolved that we commend our Foreign Mission Board for their recent decision not to reappoint missionaries who fail to implement the Covenant in ther respective fields. Be it further resolved, that a copy of this resolution be sent to the Foreign Missions Staff and Board members of our Foreign Missions.
