1 In Attendance: Council Members: Tom Clark, Richard Brabham, Eunice Aaron, Mike Hill, Roy Mosley, Phil Konz, Sana Sunia, Kelly Wilson, Melissa Tumaneng, George Conklin, Patsy Finster, David Letuligasenoa, James Ross, Jeannie Hobson NCNC Staff: Diane Weible 10:00 am Meeting called to order by Council President, Eunice Aaron. Welcome to Berkeley First Congregational and some history of the church by Richard Brabham Treasurer s Report: 1. Tom reported that the 2015 audit was clean and was done by an outside source MOTION: Audit report referred for acceptance by Council Audit Committee Moved Roy Mosley, 2 nd Mike Hill motion passed unanimously PP Budget Proposal: Tom reports that 2018 budget will also have an expected deficit. Need income to come up. Questions regarding the budget line items Conferences and Gatherings & Outdoor Ministries Tom to check into these and let the Council know where the figures for the budget have come from. ACM Daniel Ross- Jones helping Tom to put together a narrative budget for presentation at Annual Meeting. Much discussion regarding whether a deficit budget should be approved. It is clear that this type of budget cannot be sustained. At the time of the Conference Minsters search process associations/churches identified full staffing of conference as an urgent priority. Council s strong recommendation to the newly hired CM was to begin immediate search for ACM s (Associate Conference Ministers) How can we increase the OCWM (Our Churches Wider Mission)? Diane reports that she and Daniel are working on a booklet to explain OCWM and what it actually supports. Does the NCNC have a plan? Some thoughts: o OCWM increase thank you to churches began last year. Council wrote thank you notes during Council July meeting and visited churches (who had given significant amounts) to present Thank You certificates prepared by staff o OCWM for churches not giving how do we help them to get involved. Should they be billed for services that the conference gives them? o OCWM levels low or have decreased What can NCNC do to help the levels to increase? Some ideas: do visiting for the churches not giving or if the levels are low or decreased. Get associations involved with visiting their churches and explaining OCWM. Remind churches that we are a covenantal organization and supporting OCWM is part of that Covenant. During state of the conference at Annual Gathering do a parchment down NCNC May 13,

2 the center aisle with what OCWM monies support. Send a pledge card home with each church delegation thoughts on how to handle OCWM 1) set a percentage of your churches budget for OCWM 2) Have a per-capita amount for each church member 3) If no contribution to OCWM any service requested from conference would be billed based on actual costs MOTION: The NCNC UCC Council accepts the budget as presented, with the condition of checking the line items on Conferences/Gatherings & Outdoor Ministries line items, for presentation to the Annual Meeting. Moved Jeannie Hobson, 2 nd Richard Brabham. Motion passes unanimously Annual Gathering: 1. Roy Reports: Have 20 workshops, 2 keynoters. Worship is diverse and is shaping up. AG will focus this year on who & what are we Strengthen our covenant. Only 3 business items which cannot be altered but will need discernment sessions. The business committee has been busy Raised $14, $11,000 to 1 st Congregational Berkeley to help defray costs of the fire and $3000 for scholarships for AG Raising the Voices 2. Kelly Reports: Last AG 7 meeting was May 4 th. If you are a commuter to AG and need the cost information call Joy Davis in the NCNC office. The outside service projects are moving forward. There are 24 youth registered for AG at this time! Personnel Contracts: (for summer camps at Camp Cazadero and Camp Tamarack) 1. Contracts for summer camp projects submitted for: a. Jeannie Hobson, On Site Manager Camp Tamarack b. Wade Hobson, Camp Tamarack Manager c. Sheryl Johnson, On Site Manager Camp Cazadero MOTION: NCNC UCC Council accepts contracts for Jeannie Hobson, Wade Hobson, and Sheryl Johnson as amended. Moved: Personnel Committee of NCNC does not require a 2 nd. Motion passes unanimously Change of Staff Status: 1. Sonny Graves has been called by the NCNC UCC to serve as Minister of Clergy and Conference Vitality in a four way covenant with 1 st Congregational Berkeley, NCNC Bay Association, NCNC Conference, and himself. Will have little fiscal impact. Sonny will need to have NCNC Council approve housing allowance after his ordination. NCNC May 13,

3 Conference Leadership Election 1. Richard reports that the Leadership Recruitment Committee was fully staffed this year! 2. First item is to have the NCNC UCC Council elect President and Vice President for Eunice Aaron and Richard Brabham have agreed to stay on in those positions. MOITION: NCNC Council President for Eunice Aaron, Vice President Richard Brabham Moved Jim Ross, 2 nd Melissa Tumaneng Motion passes unanimously 3. NCNC UCC Council affirms the appointment of Rev. Phil Konz Moderator for and Eppie Encablo Vice Moderator for Rev Phil and Eppie added to the slate for presentation at the Annual Meeting 4. The nominating slate discussed. Note some committees have vacancies. If anyone has suggestions for these vacancies contact Richard Brabham see attached Motion: NCNC UCC Council affirms the Leadership Recruitment slate and recommends it to the Annual Meeting. Moved Richard Brabham chair of Recruitment Leadership Committee does not need a 2 nd. Motion passes unanimously Camp Report: 1. Jeannie reports on Camp Cazadero Facilities Management Committee Committee met at Cazadero with UCCR for its annual meeting. Main purpose was to set priorities for the MMR. (Major Maintenance Reserve) 2. There have been some communication issues regarding the action taken at the last NCNC UCC Council meeting regarding the MMR. These issues are resolving. 3. The current balance of the MMR is $71, MOTION: NCNC UCC Council approves the Camp Cazadero Facilities Management Committee s recommendation of $51, from the MMR for improvements and maintenance of Camp Cazadero. Final Costs of each project to be forwarded to NCNC Council. Moved: Richard Brabham, 2 nd Jim Ross. Motion passes unanimously 4. Discussion of the resolution passed regarding the MMR and history of why this was passes. NCNC May 13,

4 MOTION: NCNC UCC Council amends the previous resolution of March 18, 2017 to state: Remainder of the MMR to remain in the present account at UCCR (United Camps Conferences and Retreats) and if needed for use would require NCNC UCC Council approval. Moved: Melissa Tumaneg, 2 nd Kelly Wilson. Motion Passes Unanimously Note: Jeannie Hobson Council Representative to the Facilities Management committee will inform the Committee of the two motions Conference Minister s Report: Programs a. Annual Gathering: see previous report from Roy Mosely and Kelly Wilson b. Congregational Leaders Event/Church Day Survey: still in progress c. Authorized Ministers Retreat: Sonny Graves putting a team together to organize this d. Endowment for Church/Clergy Vitality: will roll this out at Annual Gathering e. Partnership with CB&LF and Cornerstone related to church buildings: need more information regarding this before moving forward f. HR Support to Churches: Continuing to get question about this issue from churches. It is clear that some churches are not following rules regarding HR. There will be a workshop at Annual Gathering regarding this issue. g. The Balm-media presence: Still working on segments. Idea is to present two segments a month h. Justice and Witness Issues: i. Anti-Racism Training (update): Training to take place in a few weeks (First Congregational Berkeley) then hopefully to get training in place to enable to move out to more churches ii. Domestic Violence Workshops/Partnering with Family Justice Center: Continues to be a priority iii. Sanctuary Churches: Many churches have shown interest. Webinars have been popular i. Diane asked Council to guide her on signing resolutions that come to her from other sources asking for the NCNC UCC to sign. Sometimes these are timely issues can she sign for the conference (uncomfortable doing this) or only sign for herself? In addition can the Justice and Witness Missional Team sign on behalf of the Conference? It is the consensus that of the NCNC UCC Council that the Council should approve such resolutions on behalf of the conference. If the issue is timely an vote can be obtained. Misc. Items to report/request feedback on: NCNC May 13,

5 a. Our Churches Wider Mission (OCWM): See previous discussion b. Personnel Handbook: Still in progress c. Guerneville/Livermore/NCF/S. Berkeley Churches i. Guerneville: Bridge was being fixed but now the fire department has redtagged the bridge. Can walk across but not drive across therefore congregants must park on the other side of bridge and walk across for church activities. The homeless shelter that they are trying to put in place is receiving some opposition by local people. Diane has pledged whatever support the conference can give to help this process. ii. Livermore: No change iii. NCF: Church members still trying to decide how to move forward iv. S. Berkeley: Diane finally reached someone from the church (the treasurer) She indicates that the church is still meeting at 11:00 am on Sunday s. Both Davena and Eunice attended services on different Sunday s and report that only 1-2 folks attend (including them). Diane asked for more information and no response has come at this time. Insurance now in place. The Berkeley Councilman representing the churches district has been informed of the churches possible inactivity regarding services that the City of Berkeley has at the facility. d. Sacramento Marshallese Church: Still Elk Grove. No word from them as if they wish to become full status in NCNC. Note: that of the 10 churches that have been in care (some for years) 6 have now full standing, 1 disaffiliated, and 3 are still in care e. United Church Insurance Board: Diane just returned from her first BOD meeting. She reports that only 30% of the NCNC churches participate with the United Church Insurance Board (even though the board was started in the NCNC). She encourages churches to at least look at the policies as they may not only get a better rate but other benefits as well. f. Office 365/Council Work Integration: Still working on implementation g. YOMC/UCCR Facilities Management: See previous discussion h. Discussion as to why the motion was sent to NCNC Council MOTION: The NCNC UCC Council approves exploring the Sequoia Association request for setting up program committees for Camp Tamarack and Camp Cazadero Moved Rev. Phil Konz, 2 nd Melissa Tumaneng motion passes unanimously Gill Lodge Floor Repairs ($8900 MMR) This repair is essential because of deferred maintenance and more cost of repairing if postponed and becoming an unsafe situation. Redwood Lodge hall flooring ($5000 MMR) This repair needs to be done because of complaints from our customers about the presentation and condition of the flooring. Little Place Furnace Replacement ($4200 MMR) This project also needs to be done because the furnace is unsafe to use. Road repairs(grading and gravel) ($8326 MMR) Due to major storms this winter season. The road into camp has had some damage and slippage situations. Tractor Repairs ($2000 MMR) This project is for maintaining the road repair with the tractor after the major road repairs are completed. Crew Cabin Repairs ($2500 MMR), To meet staff housing needs for the upcoming season. New Staff Housing Trailer ($7500 MMR) This purchase is to also to support the housing needs for our upcoming season. New Water heaters and some cabins ($1500 MMR) This project will help us save a lot of staff time dealing with older hot water heaters issues. NCNC May 13,

7 Install Vinyl Window Coverings on backs of cabins ($1200 MMR) This project will help us save energy, increase winter use, and make our customers more comfortable in the cabins during the winter. Floor replace and repair front room and bedrooms Redwood Lodge ($10000 MMR) This repair will make the Lodge more presentable and comfortable to our customers. 8 Motion: The sequoia Association of the Northern California Nevada Conference (NCNC) of the United Church of Christ asks the NCNC Council to consider the following: Establish Program Committees for each of the NCNC camps Camp Tamarack and Camp Cazadero. Two members of each of the Program Committees would then be represented on the Youth and Outdoor Ministries Committee (YOMC) Background: The intent of this would be that each committee would work independently making decisions that are unique to the respective camp s summer programs. This would then allow for a smaller YOMC with representation from both Program Committees could be charged with overall youth and young adult programs for the NCNC and with reporting from each of the respective Program Committees. YOMC could have input on hiring of paid staff but that the staffing of the individual camps and program for these camps would come under the Program Committees responsibilities Each camp is different in culture as well as geographical By establishing Program Committees for each camp it would take the difficult task of staffing and program for summer NCNC programs off the YOMC allowing this committee to be smaller in number as well as focus on the broader issues of Youth and Outdoor Ministries NCNC May 13,

11 Conference Openings 2017 Slate [as od 5/12/17] CONFERENCE COUNCIL NCNC priority and policy setter; provides mission-based leadership and strategic governance; manages the Conference s physical and financial assets and acts as the Conference between Annual Gatherings. Commitment is for a four-year term, about nine meetings per year, plus active participation on Council Sub-Committees and some communication between meetings. The Moderator and Vice-Moderator of the Conference are voting members of the Council. Each Association elects two members of the Council; eight members-at-large are elected by the Annual Meeting, at least four of whom must be under the age of 30 when elected. Associate Members have voice without vote on the Council.
