5 What is your strongest area of legal expertise? General jurisdiction trial court judge experience What recommendations do you have for improving court system funding and administration? The judiciary must be respectful, yet insistent, with the legislative and executive branches in asserting their constitutional responsibilities to adequately fund the co-equal judicial branch. As presiding judge of KCSC, I successfully negotiated 3 annual budgets with 3 different county executives and budget directors. The judicial branch must also demonstrate that it is efficient and not wasteful. Improvements in technology can also lead to efficiencies, such as the electronic filing conversion that KCSC implemented while I served as the Presiding Judge. In some cases, user fees may be necessary to keep services that are not constitutionally mandated, but if so, a system of waivers for the truly indigent must be readily available. What actions have you taken in the last five years on issues regarding access to the judicial system? As Presiding Judge of KCSC, I oversaw the development of a 5 year Strategic Plant which recognized access as one of the key values and objectives of the Court. During this same period, numerous improvements were made to interpreter services, and our legal forms, especially in family law were translated into multiple foreign languages, a project spearheaded by Judge Mary Yu and which the entire court supported. The decision to maintain the core staff in Family Court Services, even if it necessitated some fee increases, was based upon the need to keep essential staff in family court to guide the large number of self-represented litigants. The system of financial waivers for indigent litigants was reviewed and simplified. What recommendations do you have for increasing access to the judicial system (Civil and Criminal)? Adequately fund indigent legal services (I serve on the Board of the King County Bar Foundation which exists for this purpose); encourage lawyer and law firm pro-bono efforts; maintain adequate funding for trial court operations. Primary accomplishment was managing to weather the King County budget crisis. Have you reviewed the General Rule Definition of the Practice of Law, and the Practice of Law Board s Work? As Presiding Judge, my appointments of other judges into key positions included 3 women (RJC Chief, Chief Civil and Chief Criminal), Juvenile African American male, and one openly gay Chief. These appointments totaled approximately 60 % of the total during my tenure. What are the main messages of your campaign? What is your campaign plan? How many doors have you knocked on to date, pieces of mail planned, budgeting, staffing? What is the fundraising goal for your campaign? How much have you raised to date? Why will you win? The main message of my campaign is that I have a record of accomplishment as the Presiding Judge of the state s largest metropolitan court, and built a respected reputation as a trial court judge for 12 years, plus 20 years in public and private law practice, which combine to make me exceptionally well-qualified to serve on our State s highest court. I have spoken to hundreds of people as part of my campaign, but it is impractical to doorbell and I have not done so. The details of the direct mail strategy are still being decided. Our fundraising initial goal is $300,000, and we have raised approximately $40,000 in the first six weeks. Our campaign will win because I am the most qualified judicial candidate in the race (as shown by over 75 trial court endorsements, 8 former Supreme Court Justices, and 14 current or former Court of Appeals Judges), and because we will run the best campaign.
