4 LETTER FROM THE CHAIRMAN DANIEL RUBIN CHAIRMAN DEAR FRIENDS, The past year has been a busy one for NCSEJ, and the coming year promises to be just as filled with challenges. Political change is sweeping through the Western world and how new governments will confront anti-semitism is being carefully watched in Eastern Europe and the former states of the Soviet Union. Any signs of weakness in the resolve to fight anti-semitism by the West could have catastrophic repercussions in less stable areas of the world. Last September, NCSEJ led an American Jewish delegation to the 75th commemoration of the Babi Yar massacres in Kyiv. The commemoration was attended by thousands, and included participation of government representatives from Europe, Israel, and the United States. We celebrated the renovation of the formerly dilapidated memorial site into a beautiful plaza, a commitment by the Ukrainian government to promote Holocaust education, and the announcement of plans to build a multimillion dollar museum of Jewish history in Kyiv. However, our vigilance was also tested, when a main boulevard in Kyiv was renamed after Stepan Bandera, an anti-semitic nationalist from the 1940s. Even more disturbing was the fatal beating of a rabbi in Eastern Ukraine. NCSEJ works every day to confront these issues, with government officials and the local communities, to assure they do not go unpunished and prevent future acts. In Washington, we had very productive meetings with the ambassadors from Azerbaijan, the Baltic states, Georgia, Kazakhstan, Russia, and Ukraine. Mark Levin and I attended the 20th anniversary of the Russian Jewish Congress in Moscow and held very constructive meetings with American Ambassador John Tefft a great proponent for the Jewish community of Russia and a good friend of NCSEJ. On June 7, we will be honoring our most recent past chairmen Edward Robin, Richard Stone, and Stephen Greenberg at a gala event in New York City. The event will not only honor these most deserving men, but will highlight the important work of NCSEJ. We hope you will all be there! There is no doubt that the coming year will continue to be challenging for the Jewish communities we support. We are committed to making sure that none of them, no matter how large or small, are forgotten. We are planning a significant mission to some of the more remote communities in the former Soviet region, Ukraine, and Poland, and will keep you updated as plans develop. The work NCSEJ does is not very often front page news, however, our quiet and behindthe-scenes negotiations and advocacy have a profound effect on policies that affect Jews in Eurasia and Eastern Europe. And the support we receive from all of you in the NCSEJ family is deeply appreciated. Finally, the more time I spend with NCSEJ, the more admiration I have for our extraordinary staff led by Mark Levin and Lesley Weiss. Their commitment is truly 24/7. They respond to emergencies and events with speed and thoroughness, whether they affect individuals or entire communities. 5 LETTER FROM THE PRESIDENT ALEKSANDER SMUKLER PRESIDENT DEAR FRIENDS, Three months after I immigrated to the United States, the Soviet Union came to an end. Growing up in the Soviet Union I could not imagine that I would become an American citizen or that the USSR would cease to exist. I was not alone. Four hundred fifty thousand Russian Jews immigrated to the USA and more than a million went to Israel. We constituted the besteducated generation in Soviet history. Our backgrounds in science and technology made us welcome in Silicon Valley and in Israel, where we played a critical role in the development of an advanced technology sector. Our impact has also been felt in business and the arts. Our skills have given us an advantage in international trade, and singers, musicians, and artists with Russian Jewish names and have become familiar across America, Israel, and around the world. The contributions of Russian Jews to their adopted countries, especially in science and technology, constitute a significant loss for Russia. The years spent nurturing and educating a generation is a national investment dissipated when millions emigrate. Imagine if Sergey Brin had not come to America with his parents in 1979, might Google have been created in Russia? I don t think so but we can never know. This year, following the 25th anniversary of the collapse of the Soviet Union, we have completed the English translation of Yuli Kosharovsky s monumental We Are Jews Again (Syracuse University Press, 2017). Yuli Kosharovsky was one of the leading figures of the dissident Soviet Jewry movement, and my friend and mentor. Edited in English by Ann Komaromi and condensed into one volume from the four volume original, Kosharovsky recounts the stirring story of thousands who came together to form a movement for our freedom to be Jewish. Yuli Kosharovsky s book will be available at the June 7th event, and if Yuli had not died tragically three years ago, I am sure he would be on a plane to join me in New York on June 7th. It is an important occasion. Not only will we honor three past chairmen Ed Robin, Richard Stone and Steve Greenberg whose vision has made NCSEJ critical for the future of Jewish life in twenty-five countries, but we will also celebrate our history. We will remember our cause, our heroes, and our victory in the geopolitical struggle of the Cold War. We will freely affirm We are Jews again, against all odds. We can celebrate the role of the National Conference on Soviet Jewry, NCSJ, during those critical decades of struggle and also look to the future. I am proud to be the President of NCSEJ. I know that my friend Yuli looks over my shoulder and urges me onward to promote and protect Jewish communal life throughout the region once controlled by the Soviet empire, to support Israel, and to combat anti-semitism in whatever form or place it occurs. 6 LETTER FROM THE CEO MARK B. LEVIN EXECUTIVE VICE-CHAIRMAN & CEO DEAR FRIENDS, This has been a challenging year. Problems in Ukraine remain unresolved. The Russian Jewish community is thriving even as U.S.-Russian relations have become more strained. Rightwing groups that only recently were considered marginal, now hold elected seats in parliaments across Eastern Europe. If the situation in the region was not worrying enough, politics here at home have also posed new challenges. It is important to remember that NCSEJ is not a partisan organization. However, NCSEJ does stand for a set of principles. Our long history as Jews has repeatedly demonstrated that we thrive best in countries with a secure legal system and democratic government committed to the rights of all people. We seek to reinforce the fragile democratic institutions characteristic of the region. We seek to facilitate the efforts of Jewish communities to engage their governments and to exercise their rights. We recognize that anti-semitism can assume many guises including anti-zionism, which targets the legitimacy of the State of Israel. Our history has taught us that we must take a forceful stand wherever, whenever and in whatever guise anti-semitism appears. Historically, Jews and Jewish communities have too often been the target of direct state-sponsored abuse. Today, fortunately, that is not the case. NCSEJ monitors the implementation of laws that protect the well-being of vulnerable communities in our region. Our members include individuals and groups that hold a wide array of political positions. For more than forty-five years we have worked together to make the issues confronting Jews in the region a bipartisan concern for Members of Congress. We have also successfully collaborated with the executive branch to ensure that the rights of Jews living in Eastern Europe and the Eurasian region are a foreign policy priority. As an American Jewish organization, our advocacy enhances our mission to inform and educate governments and citizens about enlightened policies advantageous to the advancement of Jewish life and communities in the region. Overseas A delegation of over twenty NCSEJ leaders traveled to Kyiv, Ukraine to commemorate the seventy-fifth anniversary of the 1941 massacres at Babi Yar. CEO Mark Levin was a member of the governmental planning commission for this event. Members of the NCSEJ delegation participated in the remembrance ceremony and met with government leaders, including the President and Prime Minister. The commemoration marked the first time Ukraine formally recognized and honored its Jewish citizens as the massacre s primary victims. NCSEJ leaders participated in the Conference of Presidents of Major American Jewish Organizations annual overseas mission, to Turkey, Egypt, and Israel, to discuss U.S.-Israel relations, Israel s security, and the situation in the Middle East. Lesley Weiss, NCSEJ Deputy Director and Chair of the U.S. Commission for the Preservation of America s Heritage Abroad, traveled to Berehovo, Ukraine for a Holocaust memorial dedication and to Uzhgorod, where she met with the Uzhgorod Hesed and Ukrainian 6 NCSEJ 2016 ANNUAL REPORT

As a member of the World Jewish Restitution Organization, NCSEJ worked closely with the governments of Russia, the Baltic states, Ukraine, and Poland regarding the restitution of Jewish communal property. CEO Mark Levin traveled to Vilnius as a member of the Good Will Foundation of Lithuania, where the Foundation met to determine how government funds would be distributed to Holocaust survivors for religious, cultural, education, and health care programs. CEO Mark Levin co-chaired a plenary forum in Russia on techniques to counter modern forms of anti-semitism at the first Moscow International Conference on Anti-Semitism, sponsored by the Russian Jewish Congress. NCSEJ urged Ukraine to become a member of the International Holocaust Remembrance Alliance, an intergovernmental body that garners political and social leaders support for Holocaust education, remembrance, and research. Israel NCSEJ urged countries in the Eurasian region on the United Nations Security Council to vote against UN Resolution 2334, which unjustly criticized Israel, and to vote against the UNESCO resolution that denied the Jewish people s historical ties to Jerusalem. NCSEJ participated in efforts at the Organization for Security and Co-operation in Europe (OSCE) to establish a European Parliament working definition NCSEJ 2016 ANNUAL REPORT 7

CEO Mark Levin addressed two sessions at the annual AIPAC Policy Conference on the issue of Russia and the Middle East. NCSEJ and Azerbaijani Ambassador Elin Suleymanov briefed Congressional staff, discussing the country s strong ties with the United States and Israel. Azerbaijan, a predominantly Muslim country, is a key strategic partner for Israel. United States CEO Mark Levin moderated a program at the United Nations General Assembly in New York, sponsored by the Ukrainian, Israeli, and U.S. Missions, to commemorate the anniversary of the Babi Yar massacre. Several hundred people attended, including diplomats and community leaders. NCSEJ regularly met with and advised U.S. Special Envoy to Monitor and Combat Anti-Semitism Ira Forman and U.S. Special Envoy for Holocaust Issues Thomas Yazdgerdi about developments in the region. NCSEJ set up consultations with Eurasian embassies in Washington for American Jewish Joint Distribution Committee (JDC) leadership. NCSEJ also arranged meetings in Washington for Federation leaders, national Jewish organization representatives, and Jewish leaders from the region with representatives of Congress, the administration, and the Department of State. Notable Washington meetings included: Ñ Russian Ambassador Sergey Kislyak, at his residence, with NCSEJ Executive Committee members, to discuss the state of Russia s Jewish community. Ñ Mayor of Kyiv Vitali Klitschko, to discuss building a Holocaust museum and memorial in Kyiv and the welfare of Ukraine s Jewish community. Ñ President of Azerbaijan Ilham Aliyev, during the 2016 Nuclear Security Summit, for a frank exchange about the strategic relationship between United States, Israel and Azerbaijan. Ñ Deputy Head of the Presidential Administration of Ukraine Dmytro Shymkiv, who chairs Ukraine s reforms council, to discuss reform proposals and implementation. Ñ Amb. Tedo Japaridze, chairman of the Georgian parliament s Foreign Relations Committee, and Zurab Abashidze, personal representative on Russia for the Prime Minister of Georgia, to affirm Georgia s commitment to strengthening democratic institutions and ties to the West, while cautiously rebuilding relations with Russia. Ñ Current and former Chairmen of the Foreign Affairs Committee of Estonia s Parliament Sven Mikser and Marko Mikhelson, and Estonian Ambassador to the U.S. Eerik Marmei. Ñ Lithuanian Vice-Minister Mantvydas Bekešius, to discuss issues important to the Lithuanian Jewish community. NCSEJ has also researched all reported incidents of anti-semitism in the region to assess their validity and to establish the facts. In all verified incidents, NCSEJ protested vigorously to the governments in question, demanding investigations and criminal charges. Cases in 2016 included: Ñ A Holocaust-era massacre site in Kovel, Ukraine was used to host a zoo and a circus. Ñ The desecration of the gravesite of Rabbi Nachman of Breslov, in Uman, Ukraine. Ñ A Holocaust-era massacre site in Kaunas, Lithuania was used as a venue for outdoor festivities. Ñ An armed assailant attacked the Moscow Choral Synagogue in Russia. Ñ The Kyiv city government renamed streets after Ukrainian nationalists who killed Jews during the Holocaust. Ñ Vandals burned an Israel flag at the Babi Yar Holocaust memorial in Kyiv. Ñ Desecration of a Jewish cemetery in Ivano-Frankivsk in Western Ukraine. Ñ Ultranationalist Waffen-SS supporters marched in Riga, Latvia. Ñ A synagogue desecration in Orgiev (Orhei), Moldova. Communications NCSEJ supports a focused communications program that provides the American Jewish community, including the Federation system, and communities abroad with up-to-date electronic and hard copy coverage of news and analysis. NCSEJ s multi-lingual staff in Washington and representative in Kyiv monitor major websites and newspapers and other news sources, and speak directly with local leaders and government officials. NCSEJ distributes a weekly roundup of important news articles to Federations, national agencies, and policymakers that provides background and information about developments across the globe that affect Jews and Jewish life in the region. NCSEJ staff research and write country reports that highlight Jewish conditions in specific countries, a unique and useful resource. Over the past several years NCSEJ has become an important source of reliable information in crisis situations, for the U.S. and other governments, international organizations, Jewish communities abroad, and the American Jewish community. NCSEJ produces and distributes alerts about breaking newsworthy events, and tracks incidents of anti-semitism. Its briefs are a respected source for accurate information in rapidly changing circumstances, when conflicting reports are common. NCSEJ 2016 ANNUAL REPORT 9

12 ULTRANATIONALISM In the past year, we have seen an increase in ultranationalism, xenophobia, and popular anti-semitism in the Eurasian region. This increase reflects a populist trend that has shaken Europe and poses a potential threat to the future well-being of Jewish communities throughout the region. In some countries like Poland and Hungary, rightwing governments are in power. Poland in 2015 elected the populist Law and Justice party leader Andrzej Duda as president and Viktor Orbán, of the conservative Fidesz party, rules Hungary. Other countries are glorifying extreme nationalists. In Ukraine, the Kyiv city council renamed a prominent boulevard in honor of Stepan Bandera, a nationalist Nazi era collaborator. In the Baltic region, veterans of Waffen SS units and their supporters continue to hold annual gatherings. Russia has been accused of disinformation campaigns, cyberattacks on political parties and public institutions, and financial support for radical and far-right groups. This new kind of international interference, accompanied by restrictions to protect against terrorism, have further restricted NGO and civil society activists. Hungary s Fidesz party has become an outspoken advocate against the European Union. In Poland, the president has appointed partisan judges and enacted a law that limits judicial independence. 10 NCSEJ 2016 ANNUAL REPORT

On Tuesday, June 7, Chairman Daniel Rubin convened the Spring NCSEJ Board of Governors meeting with representatives of member organizations, Jewish Federations and National Agencies, and members of the diplomatic community. Mr. Rubin addressed the issue of political uncertainty in Ukraine, especially the conflict in the East and the economic crisis that threatens to destabilize the country. In Russia, he noted the adverse effects of an economic downturn. He concluded with a review of the rise in far-right groups and populist political actors in Eastern Europe. Several leaders from Jewish communities in the region spoke. Yasha Moz, Director of Global Relations at Hillel International, discussed Hillel s twenty years of working in Ukraine. Elena Berkovich from Georgia reviewed her community s history and its current circumstances, underscoring the long tradition of tolerance and peaceful coexistence between Jewish and non-jewish Georgians. Marina Lekartseva discussed the history of Jews in Moldova, and the challenges of confronting anti-semitic vandalism, issues of Jewish property restitution, and inadequate legislation and enforcement of hate crimes. Lithuanian Jewish community leader Faina Kukliansky gave an overview of the community s revival after the country s independence. 16 NCSEJ 2016 ANNUAL BOARD OF GOVERNORS MEETING LEFT TO RIGHT: Bridget Brink, U.S. Deputy Assistant Secretary of State; Kathleen Kavalec, U.S. Deputy Assistant Secretary of State; U.S. Senator Chris Murphy (D-CT) U.S. Deputy Assistant Secretary of State for European and Eurasian Affairs Bridget Brink addressed the current situation in Ukraine. She noted that while there have been some vital reforms, corruption and the lack of an independent judiciary continue as areas of concern. She concluded her remarks by underscoring continued U.S. commitment to Ukraine. U.S. Deputy Assistant Secretary of State for European and Eurasian Affairs Kathleen Kavalec spoke about the growth of nationalism, xenophobia, anti-western rhetoric, and increasing pressure on the political opposition, as well as the shrinking of freedoms and human rights in Russia. She also discussed the U.S. administration s strategies to continue to engage with Russia, while standing firm against any aggression or violation of borders in the region. U.S. Senator Chris Murphy (D-CT) discussed Congressional support for Ukraine and for combatting Russia s aggression. He also spoke about the vital importance of NCSEJ bringing attention to the region and safeguarding Jewish communities in Eurasia. Executive Vice-Chairman and CEO Mark Levin discussed plans for commemorating the 75th anniversary of the Babi Yar massacre in Ukraine that took place in September He detailed the Ukrainian government s engagement and the NCSEJ delegation to the commemoration. He stressed the significance of the event, which may have been among the last opportunities to hear the personal testimony of survivors. NCSEJ 2016 Annual Board of Governors Meeting TUESDAY, DECEMBER 6, 2016 WASHINGTON, D.C. The NCSEJ Board of Governors held its annual meeting on December 6. Chaired by Daniel Rubin, the meeting included NCSEJ leadership, representatives of member organizations, Jewish Federations, and national agencies, and members of the diplomatic community. Chairman Rubin reported on NCSEJ s successful mission to Kyiv and on the commemoration of the 75th anniversary of the Babi Yar massacres. He praised the Ukrainian government s public acknowledgement of Jewish deaths and the suffering of the Ukrainian Jewish community under German occupation. Lithuanian Deputy Speaker of Parliament Gediminas Kirkilas spoke about his role in Lithuania-Israel relations and efforts to provide restitution or compensation for properties taken during the Holocaust era. Lithuanian Member of Parliament Emanuelis Zingeris, a Jewish community advocate, praised Lithuania s vote against the UNSECO resolution on Jerusalem holy sites. Lithuanian Ambassador Rolandas Kriščiūnas highlighted the importance of working with Israel and the Jewish community. Collins discussed U.S. foreign policy in the new administration. Ambassador Collins talked about Vladimir Putin s presidency, options for President-Elect Donald Trump, and the state of Western institutions. When asked about Syria, Ambassador Collins said that the U.S. and Russia want similar outcomes in Syria but differ on President Assad s role. U.S. Department of State Special Envoy to Monitor and Combat Anti-Semitism Ira N. Forman explained differences in contemporary anti-semitism in Western and Eastern Europe. He discussed his support for the working definition of anti-semitism at the OSCE and urged its adoption. Chief Rabbi of Ukraine Yaakov Bleich presented an assessment of Ukraine and Ukrainian Jewish communities that concluded what is good for Ukraine is good for its Jews. Rabbi Bleich expressed pleasant surprise at the Ukrainian government s approach to the commemoration at Babi Yar, but noted that Ukraine still has to address its own history. U.S. Representative Eliot L. Engel (D-NY) was the keynote speaker. He discussed his support for the House of Representatives bill to deter Russian aggression in Ukraine and to assist Ukraine s democratic transition, and combating anti-semitism on college campuses. He also spoke about his continued close relationship with NCSEJ and of his proud ties to the Jewish community.
