Federation CJA Impact report Years of Building Community

It began as a dream in To support and nurture those building a better life. To heal and care for those in need. To save, rescue and welcome those in peril. To speak up for those who could not speak for themselves. To celebrate, teach and carry on our traditions. A century later, no other Jewish organization has helped so many people in so many ways. Thanks to you and all who came before us, Federation CJA continues to be the driving force of the Montreal Jewish community. And our history is only our beginning.

Celebrating 100 Years of Building Community When you pause and think about these last 100 years, to a time long before television, the internet and air travel united us, and imagine a community in 1917 of just over 30,000 Jews in Montreal, many of them having fled the pogroms in Russia, one thing stands out: Our ancestors knew that unity is strength. In fact, this was the slogan of the very first fundraising campaign that began on January 2, 1917 as part of the newly formed Federation of Jewish Philanthropies, known today as Federation CJA. The Federation of Jewish Philanthropies united multiple Jewish organizations under one umbrella organization responsible for planning, coordinating and fundraising for the Montreal Jewish community and its network of social service agencies. And thus, the community was able to develop its own social safety net and the notion of the collective gift was born. Thanks to you and all those who came before you, for 100 years, and through many waves of immigration to Montreal, Federation CJA has been at the heart of fortifying the Montreal Jewish community as well as playing a central role in supporting Jews worldwide during their time of greatest need. Our collective history, the modern-day history of the Jewish people, can be told through the lens of the Federation. From the Great Depression to the atrocities of World War II to the trials and tribulations of the fledgling State of Israel, through the arrival and absorption of Jews fleeing Arab countries, and the hope of Operations Exodus and Solomon, we have been there every step of the way helping, supporting, and connecting. The dedication of the Montreal Jewish community has made it one of the strongest communities in North America. Thanks to an unparalleled network of affiliated agencies and communal organizations, no other organization has the depth and breadth to support the community, evaluate our community s changing landscape, and capitalize on our most exciting possibilities. And as we look ahead to the next century, we take pride in celebrating our rich legacy of innovation and achievement, of vitality and vision, and together, we will continue to shape our community long into the next century. This is our debt to our ancestors, and our promise to future generations. With our heartfelt appreciation, Evan Feldman President, Federation CJA Dr. Karen Sigman Laxer Chair, Allocations and Community Relations Committee Joel Segal Chair, 2016 Combined Jewish Appeal Campaign Deborah Corber, LL.M. Chief Executive Officer, Federation CJA 1

One Gift: Countless Possibilities Thanks to you and the generosity of 15,000 donors, and working with our extensive network of affiliated agencies, communal organizations, national and international partners, we: Care for the Vulnerable We transform the lives of those living below the poverty line, unemployed, elderly, abused and many others. Together, we offer a hand to improve their quality of life, help them achieve greater independence and fulfill their human potential. Strengthen Jewish Life and Continuity We ensure that our youth have many meaningful opportunities to understand and explore their Jewish heritage, continuously working to strengthen the fabric of the Montreal Jewish community and ensuring it remains vibrant for generations to come. Advance Our Communal Interests Together with our local and national partners, Federation CJA works to advance our communal interests and create a greater understanding of our community s unique contributions to society. Through our support of advocacy strategies, we defend our community in the face of anti-semitism and efforts to delegitimize Israel. Support Israel and Our Global Jewish Responsibility Federation CJA is an advocate for and an ally to Israel, and to Jews around the world. We are especially proud to partner with our sister region of Beer Sheva-Bnei Shimon and to invest in programs that affect real change to secure both the short and long term future of the Negev. 2

Times change. Caring doesn t Basic Needs One in five Jews in Montreal currently lives below the poverty line, including over 3,650 Jewish children under the age of 15. Our priority is vulnerable families, individuals and seniors. We provide access to emergency and crisis services to those in need, and financial support and assistance to a growing number of marginalized seniors, many of whom are Holocaust survivors. For youth, our focus is on breaking the cycle of poverty with necessary support services, employment and training opportunities, defraying the cost of a Jewish education, and capacity-building programs. Together, we care for the vulnerable We nourish the soul: over70,000 meals were provided through programs including our kosher soup kitchen Le Café, food banks, and food delivery such as our Lunch for a Bunch school lunch program. Supporting those in greatest need within our community, in keeping with our Jewish value of chesed, is a paramount expression of our collective responsibility for the well-being of the entire Jewish community. In , we invested $11.3 million to care for the vulnerable, including $7.75 million in direct and indirect poverty relief, helping to break the cycle of poverty. 4

Together, we care for the vulnerable Federation CJA allocated $2.45 million in to caring for our seniors. Seniors The proportion of elderly in the Montreal Jewish community is much higher than the proportion of seniors in the overall Montreal population (20.4% vs. 13.5%). Many rely on us to remain independent, live with dignity, and stay active and connected to the community through social services, housing, enriching programming or basic needs such as homebound care. 2,073 Holocaust survivors developed a sense of belonging and autonomy thanks to community programs tailored to meet their needs last year. [The annual Yom Yocheved Clothing Giveaway] helps a lot. It s very hard when you have 5 children and need to buy kosher food, to buy clothes for each of them. We are very lucky because we have a Jewish community that takes care of each other. Thank you very much for thinking of us. - A young mother of 5 children under 12 years old 5

Empowering Our Youth $3 million in tuition-assistance was allocated to 53% of students enrolled in Jewish day school last year, making formal Jewish education more affordable for a considerable number of lower income families. A bright future for us all requires providing our youth with every opportunity to thrive. The needs of thousands of our youngest community members, particularly among those living in economically or socially challenged environments, are supported through programs such as tuition assistance allocations, early intervention, educational support to help youth-at-risk achieve social and academic success, employment services and school services. Thanks to the community, we have the opportunity to give [these children] the educational support and the undivided attention they may not receive at home. Those hours each week make a big difference in her life developing the skills she needs to succeed academically and socially. - Julia, a youth-at-risk volunteer 6

Together, we care for the vulnerable Individuals with Disabilities We support children and adults with disabilities and their families in meeting their unique challenges and ensuring their participation in Montreal Jewish communal life, including: school-based academic intervention, therapy, camp experiences, supported employment and recreational programs. Last year, we supported 5,479 individuals with disabilities and their families through 18 programs. Mental Health Federation CJA supports a wide range of mental health programs to help reduce isolation, boost self-esteem, stabilize illnesses and reduce setbacks and hospitalization. 8,513 people in our community received help coping with life challenges and critical situations arising from addiction, abuse and stressful unforeseen events. Immigration From pre-migration to arrival and integration, Federation CJA is there to assist newcomers to our community, and ensure that they feel at home every step of the way. Last year, 2,215 recent immigrants from France, the Ukraine, Russia and Argentina received a wide range of community support services including employment assistance, language courses, and social activities. 7

Times change. Nurturing doesn t Over the last 5 years, Federation CJA s Generations Fund CAPS program has provided 2,045 grants totaling close to $5 million to effectively freeze tuition, thereby improving access to a Jewish day school education and stabilizing costs for middle-income families. Together, we strengthen Jewish life & continuity Our organizational mission to preserve and strengthen the quality of Jewish life, engagement and identity drives significant investment in this important area. This means facilitating broad exposure to Jewish experiences including day school, summer camps, and a wide-range of Jewish learning opportunities outside of the school environment starting as early as six months old with PJ Library. Developing our future Jewish leaders also requires that our youth have ample opportunity to engage in Israel experiences, including March of the Living and Birthright. Ultimately, we are all beneficiaries of a thriving Jewish community. $9 million has been invested for to help strengthen our community by building and enriching Jewish identity. 8

Together, we strengthen Jewish life & continuity 1,550 Montreal children have received a $1,000 incentive grant towards their first summer at Jewish overnight camp or a multi-year access grant since the inception of Federation CJA s Generations Fund. Studies show 70% of young Jewish leaders get their start at Jewish overnight camp. 32,249 free Jewish children s books were delivered to families last year as part of our Generations Fund PJ Library Program, empowering parents to embark on a Jewish journey with their children. Access to Jewish Life The increasing demand for financial support to access Jewish services and programs has led to innovative responses that reduce barriers to Jewish life. Together with our affiliated agencies and communal organizations, we enable families to make a Jewish life a more viable choice. Jewish Education We support schools pursuit of educational excellence so that they are able to graduate Jewishly literate, passionate, skilled, proud, socially-conscious Jews. We work to ensure that this high quality of Jewish education is both affordable and accessible to the broadest range of families in our community. 9

4,184 young Montrealers participated last year in Federation CJA programs that provide opportunities for social, networking and leadership development, fostering a sense of belonging among vibrant and engaged Jewish youth. Next Generation & Leadership Development A bright tomorrow means investing in our young people today. Federation CJA is committed to helping our young adults connect and stay in Montreal through multiple points of engagement in Jewish life, learning, and leadership development. From job training to networking, from identity-building opportunities to campus activities, from Israel experiences to tikun olam, we are helping to develop engaged Jewish citizens and the leaders of the future. 10

Together, we strengthen Jewish life & continuity Israel Engagement In partnership with the Jewish Agency for Israel and the Jewish Community Foundation, Federation CJA s Israel Engagement Initiative (IEI) was launched in 2015 to help enrich Israel education in Montreal and deepen the person-to-person connection with our extended family in Israel. IEI provides Israel education strategy and planning tools to various organizations including schools and synagogues; oversees the Shinshinim program, which places a select group of Israeli teenagers in our local community; and brings hands-on educational activities to the greater Montreal Jewish community. Over 1,000 youth in our community interact with our Shinshinim through an Israel-based activity at over 25 different schools and institutions every week. Culture, Heritage & Memory Our Jewish heritage and culture are tremendous sources of pride, and we have a responsibility to preserve and promote them. Last year, 8,426 students from a broad range of backgrounds were educated on the Holocaust, impacting their attitudes regarding the importance of tolerance and the dangers of racism. Thanks to the extensive community archives, students are able to explore their past through over 120,000 archived photos, recordings and documents, motivating them to continue to transmit our heritage from generation to generation. And our diversity and creativity are continually showcased through Jewish theatre, festivals and a myriad of programs that leave an indelible mark on our Jewish souls. With the support of Federation CJA, over 8,500 young adults have been enriched by an Israel Experience such as March of the Living or Birthright since

Times change. Remembering doesn t Together, we advance communal interests Our allocation to Jewish Federations of Canada-United Israel Appeal (JFC-UIA), the national agency for Canadian Jewry, assists us in fulfilling our national mandate on two levels: National responsibility: Jointly with other large city federations, we protect the vibrancy of Jewish life in smaller communities across Canada. Advocacy: We provide crucial support to the Centre for Israel and Jewish Affairs (CIJA), the advocacy arm of Canadian federations, to advance the public policy interests of Canada s organized Jewish community, fight anti-semitism in all its forms, provide steadfast support for Israel, and offer expertise and resources to partners facing local advocacy challenges. 12

Together, we advance communal interests Local Advocacy In 2016, advocacy efforts included, among others: on-site support to 25 campuses in 9 provinces; 8 successful anti-bds initiatives on campus; 1,571 mentions in media; 153 influential Canadians hosted on missions to Israel; 1,000 Jewish and pro-israel activists trained across Canada; and 30,000 pro-israel products distributed at Canadian universities. Locally, CIJA-Québec continues to provide strategic advocacy services and programming, and actively engages with government representatives, universities, media, civil society and other faith and ethnic communities to advance our communal interests. Social Action Federation CJA supports communal organizations devoted to social action. We play a leadership role in a coalition of organizations within the Jewish community working to advance public policy issues of common concern such as social equity, anti-poverty, housing and access to health care services. We fight for social justice for all Quebecers and we support organizations that provide practical assistance to the most vulnerable, disadvantaged individuals in society. 13

Times change. Dreaming doesn t Investment in Israel Federation CJA s relationship with Israel reflects the deeply held commitment of our community to Israel and its people; we stand in solidarity with Israel during times of peace and times of conflict. While we continue to support Jews in need in Israel, our relationship has also evolved over time, moving beyond that of donor-recipient to one of mutual growth and strengthening of Jewish identity. Together, we support Israel and our global Jewish responsibility For a century, Federation CJA has played a central role in supporting Jews worldwide through an unparalleled network of national and international partners. We are uniquely able to amplify our impact worldwide including mobilizing resources in Israel and any corner of the Jewish world and planning for the future with advanced research tools and innovations. In , Federation CJA allocated $3.8 million to Israel in our direct investments and through our national and international partnerships with the Jewish Agency for Israel, Keren Hayesod and the American Jewish Joint Distribution Committee. 14

Together, we support Israel and our global Jewish responsibility 6,500 children, youth and adults from Beer Sheva and Bnei Shimon took part in Federation CJAsupported programs that help improve quality of life. Supporting Our Partnership Region We are proud of the strong partnership we have with our sister region of Beer Sheva and Bnei Shimon. Since 1988, we have worked collaboratively and strategically with our local, national and international partners and we have played a key role in changing the very landscape of the Negev, ensuring Jewish vibrancy and a strong future in Israel, and strengthening our own Jewish identity here at home. In 2016, Federation CJA s Israel Fire Relief Fund raised $50,000 for victims of the devastating blaze. Rescue and Crisis When crisis strikes anywhere in the world, Federation CJA, through our national and international partners, is there to provide critical assistance, delivered quickly and effectively. This is the power of the collective gift and the strength of our network: Our impact is greater because we don t act alone. Last year, despite ongoing political and economic challenges, over 60,000 impoverished Jews across the Ukraine received critical care services including food, medicine, and clothing for the harsh winter. Global Jewish Responsibility Recent events in Europe have left Jews feeling vulnerable locally and globally. In 2015, Initiative France-Montréal, a multi-partner program for French Jews interested in immigrating to Montreal, was launched to facilitate the immigration process, employment and integration into the Montreal Jewish community. 15

Sources of Funding: Federation CJA relies on the generosity of our donors to meet the needs of the Jewish community in Montreal, Israel and abroad. While our annual Combined Jewish Appeal campaign remains the lifeblood that sustains our community each year, we are fortunate to benefit from other gifts that help us to plan for the future. These funds, in the form of endowments, allow us to identify and invest in the longer-term needs of our community. Annual Campaign Thanks to the success of the 2016 annual campaign and the generosity of approximately 15,000 donors, this past year Federation CJA raised $36.3 million for the Combined Jewish Appeal. In addition, we raised $2.08 million in one-time free gifts and $3.66 million in one-time gifts designated to local and Israel-based projects*, for a total amount of $42 million. The funds raised are allocated in two ways. They are distributed to the Montreal Jewish community through our network of affiliated agencies and communal organizations, allocated to our national system and invested in Israel. They are also used to maintain our community: running the annual campaign, operating the facilities in which many of our agencies are housed, and supporting the operation of Federation CJA and our affiliated agencies with key services such as community security, human resources, information technology and other fundamental supports.** The Cost of Fundraising Federation CJA is proud to have one of the lowest percentage costs for raising money, ensuring that the maximum amount can go to doing the work and providing the programs and services that impact Jewish life here in Montreal, Israel and around the world. Fundraising expenses are 6.1%, which represent the cost of raising funds for the annual Combined Jewish Appeal Campaign, and an additional investment of 4.4%, which is attributed to Financial Resource Development and future revenue acquisition. We attribute this success story to two very important factors: Our Corporate Sponsorship program reaches out to the non-jewish business community to corporately sponsor the work of Campaign. Last year we raised over $1.3 million in corporate sponsorships to offset the cost of the Campaign. Combined Jewish Appeal benefits from the volunteer solicitation by over 600 lay volunteer canvassers. This impressive volunteer base helps to optimize our human resources. Endowments THE FEDERATION CJA GENERATIONS FUND The Federation CJA Generations Fund is one of our most significant and ambitious investments in the future of the Montreal Jewish community. This important endowment fund, established by Federation CJA in partnership with generous and visionary donors, now includes commitments of over $68 million in endowed funds designated to strengthening Jewish identity and helping to secure the long-term vibrancy of the Montreal Jewish community. Last year, through the Federation CJA Generations Fund, we made available a total of over $3.2 million in our community. Of this sum, $3 million was earmarked for our Jewish day schools and camps for capacity building initiatives and match grants, and to ensure that Jewish families have greater access to a Jewish education and Jewish overnight camping experiences. OPERATION MONTREAL One of our core goals is to ensure that our Jewish community continues to grow and prosper in Montreal for generations to come. Operation Montreal (OM) was conceived with the specific purpose of helping to ensure that young people choose to stay in Montreal. Created through a capital campaign in 1996, OM has helped many young Montrealers build a strong Jewish foundation here by supporting programs that respond to their needs. In , we allocated $633,000 from OM to programs aimed at sustaining young leaders and helping them build a life in Montreal. THE JEWISH COMMUNITY FOUNDATION The Jewish Community Foundation of Montreal is a strategic partner and major funder of Federation CJA and Generations Fund programs and initiatives. * Designated gifts refer to donations that are made to a specific agency or area of interest. ** A detailed breakdown of our revenues and allocations is available upon request. 16
