To this end, the commission has covered the media into 3 categories: - Visual media : TV - Audio media : radio - Print media : The Details of this report are the following: State media Private media (Kabul) Coverage of audio media (radio) Provincial media Print media Political advertisements Female candidates coverage Public outreach programs I. State Media Radio Television Afghanistan (RTA TV) is providing free airtime to candidates in a program that started airing July 27. The station provides candidates an opportunity to present his or her platform to TV audiences. Technically, each candidate is allotted 3 minutes to speak. No body hosts the candidates program; every candidate presents his/her remarks and recorded opinions. RTA TV publishes its notification through 8:00pm nightly news service in order to notify the parliamentary candidates by calling their names. In general, candidates who have appeared on the program are speaking less than three minutes, while others are speaking beyond the three-minute mark. The quantitative report highlights the coverage of each candidate on the candidate presentation program by seconds, revealing that many candidates are speaking beyond the three-minute mark.

2 In addition to the mentioned program of ( da darwazo ter sha ) that is going to be broadcast through RTA station, coverage of the candidates who attended in the mentioned program such as, Shakiba Hashemi (Kandahar), Fatima Nazari (Kabul), Mohammad Khan ( Kabul ) and Haji Abdul Salam Qazizada (Herat) in the program have spoken relevent to economic problems. Also Sayyed Muhammad Gulabzoi attended in Enekas program and discussed about the topic of arbakai, or private militias. RTA TV did not have other election-related programs or candidate coverage during the reporting week. II. Private media (based in kabul ) TELEVISION STATIONS With less than three weeks to Election Day, coverage of the candidates, particularly Kabul candidates, has significantly increased on private Kabul-based networks. Several stations recently launched election programs that provide free airtime to candidates in various forms. In addition, many candidates, including sitting parliamentarians, are being invited to speak as political experts and observers on talk shows to discuss various current events topics and issues of politics and government. In general, the most frequently featured candidate across private based television stations are Mohammad Harun Mir (Kabul) and Mohammad Daoud Sultanzoi (Ghazni). The main topics of discussion on nightly news bulletins and talk shows was election security polling centers, corruption and the ban on private security companies. Many stations reported on the attack on campaign workers of Fauzia Gailani (Herat). 1. TOLO TV airs a special election related program Election 89 which provides free airtime to candidates, including non-kabul nominees. The program is hosted by a journalist who poses questions to the nominees. Early in the campaign period this program primarily invited a select group of candidates to speak on political issues and current events topics. In the last few weeks the program has invited a range of candidates. During the reporting week this program featured several candidates, including six women: Azita Refat (Badghis), Ahmad Shahpur, Humaira Mohammadi, Zohra Shafiye Hasib, Sayyed Mohammad Alawi, Ruqia Nayel (Ghor), Faiz Mohammad Rawan, Haji Mohammad Akbar Darman, Abdul Hadi Rashed, Sidiqa Mubarez (Wardak), Ghulam Mohammad Fayez, Mohammad Rasul Barekzai, Rahmatullah Sharifzada, Ahmad Zahirudin Azhar (Baghlan) and Kubra Shirzad. (All candidates except as indicated are from Kabul.) During the week the station also featured Ahmad Behzad (Herat) in its investigative program 6:30 Report where he spoke about administrative corruption. The Goftoman program, a talk show, featured Sardar Mohammad Rahman Oghli (Faryab), Abbas Nawyan (Kabul), Mamur Abdul Jabar Shilgari (Ghazni) and Mohammad Farhad Azimi (Balkh) discussing election security, including the closure of polling sites in places like Ghazni and Balkh. TOLO also featured nominee Nasrullah Partow Naderi (Badakhshan) in a program where he spoke about Dari literature and classical poets. TOLO also featured Alhaj Dr. Mohammad Ghani Bahadori in a news story with direct speech discussing election insecurity in Ghazni province.

3 2. CHANNEL 1 TV first aired its new Election 1389 program on 17 August. The program is unique compared to other election programs on private teleivison as it features nominees answering the questions of audiences in studio. During the reporting week 15 candidates appeared, including 4 women: Ahmad Zaki, Anar Kali Onaryar, Abdul Reza Rezaye, Shenkai Zahine Karokhel, Ghulam Rabbani Rabbani, Ghulam Rasul Farayin (Panjshir), and Parwan candidates Zainab Haibat, Shafiqa Noori, Sayyed Mirzad, Hajji Abdul Shukur Qudusi, Khoja Sediqi Osmani, Haji Gul Aqha Rahimi. Most of the candidate spoke about their re-election or their plans as parliamentarians, if elected. Mr. Farayin spoke for just over one minute compared to the other nominees. During the week, the stations talk show Amaj featured Saleh Mohammad Registani (Kabul) and Gen. Aminullah Amarkhel (Kabul) speaking about private security companies. In a separate episode Amaj featured Ahmad Behzad (Herat) speaking about the withdrawal of foreign troops and civilian casualties. The program Sham Ba Aber briefly featured Jawan Sher Haidari (Kabul) with direct speech. Among the candidates featured with direct speech in news program were Kabul nominees Esmat Qane, Gen. Abdul Wahed Taqat and Abdul Kabir Ranjbar speaking about U.S. troop withdrawals, as well as Mohammad Harun Mir (Kabul), Sardar Mohammad Rahman Oghli (Faryab) and Mir Ahmad Joyenda (Kabul) speaking about regional political issues. Also featured during the reporting week on the news was Kabul parliamentary nominees Ahmad Sayyedi, Abdul Karim Bekran and Gen. Aminullah Amarkhel. 3. ARIANA TV broadcasted 170 nominees through a notifications so far that 11 parliamentary nominees such as Abudl Hameed Islam poor, Saed Yousaf Qader, Nazar Muhammad Popal, Noor Ahmad Chahardiwaal,Haji Faiz Muhammad Musazai, Rauf Sarkhosh, Muhammad Daud Akbar Najraby, Yousaf Ali Zaki, Muhammad Ibrahim Ezaty, Abdulzameer Kabuly and Zuhra Shafi Hasib have been invited to present their platforms to public at no charge. Candidates present their platforms without moderation. The candidate presentations air on the Election 89 program, which is also inviting select candidates to speak on a variety of political topics. in Election 89 program of Ariana TV : Dr. Ghulam Farooq Nejrabi and Fauzia Sadat Samkanai, Hasina Sahak have been featured. The candidates presented information about themselves and discussed about legal systems. In talk show Studio 3 featured Mohammad Daoud Sultanzoi (Ghazni), where he spoke about the central government. The station also featured Habiba Danish (Takhar) in a cooking show with direct speech. ARIANA s news bulletins featured Zabul nominees Rahim and Fauzia Younusi Kakar with direct speech talking about election transparency, and Haji Mohammad Mohaqiq (Kabul), featured with direct speech thanked ARIANA TV for having kept the balance of broadcasting by Ariana television network. 4. NOOR TV has featured a number of candidates on its various programs, though there is no electionspecific program. During the reporting week the station featured Abdul Qayum Sajadi (Ghazni) and Fazil Sancharaki (Saripul) discussed about the closure of polling centers in their provinces. The Akher Khat program during the week featured Abdul Hafiz Mansur (Kabul), who spoke about the disqualification of some candidates. In other program Sayyed Hussain Alemi Balkhi (Kabul) was featured talking about government corruption. Also Abdul Reza Rezaye (Kabul) had attended in other program talked about, transparency and fraud in election. Musa Fariwar (Kabul) was a guest and spoke about U.S.

4 policies in Afghanistan. The Goftegoy Baz program featured Hamidullah Tokhi (Zabul) speaking about disbanding private security companies, while the program Parliament Dar Haft Roz featured Nazari Paryani (Kabul), who alleged the government administration that Independent Election Commission given a list of candidates it would like to see elected. NOOR TV s news bulletins featured direct speech of Zabul candidates Mullah Abdul Salam Rocketi and Haji Abdullah Khan Shirzad Hotak, who said they were pessimistic about the election outcome. Also featured with direct speech in the news were Mohammad Harun Mir (Kabul) and Ahmad Sayyedi (Kabul) speaking about issues of politics and government. 5. NEGAH TV continues to invite a limited number of candidates to a round table programming. During the reporting week the station featured Mohammad Daoud Sultanzoi (Ghazni), who spoke about election insecurity. In a separate episode, Kabul nominees Abdul Kabir Ranjbar and Hayatullah Balaghi were featured speaking about the role of parliamentarians. NEGAH s news bulletins featured Mohammad Amin Halemi (Kabul) with direct speech speaking about challenges facing Afghanistan. Also featured in the news with direct speech was Mir Ahmad Joyenda (Kabul) questioning the wealth of some MPs. 6. SHAMSHAD TV is providing a platform for candidates to come and speak about their campaign plans. Candidates are appearing on the program Tawda Bashuna and the Election 1389 program. Tawda Bashuna guests in the week included Kabul nominees Janan Musazai, Bakht Mohammad Zadran, Abdullah Shahkar, Ajmal Gulab, Alhaj Mohammad Shoaib Nizai and Haji Saifullah (Kuchi). Election 1389 nominees, including one woman, included: Amanullah Ayub (Nangarhar), Mohammad Ibrahim Bari (Kabul), Gen. Aminullah Amarkhel (Kabul), Ashoqullah Yaqubi (Kabul), Mazdoryar (Kabul) and Shirullah Jabarkhel (Kabul). Other Kabul nominees featured were Mohammad Afzal Habib Safai, Qazi Mahbubullah Shafiq, Shakila Navid, Abdul Ghafar Rasuli, Gen. Zalmai Wardak, Alhaj Janat Khan Fahim Chakari, Nurullah Omarkhel (Wardak), Ghulam Sakhi Masraf, Alhaj Mohammad Hanif Yousufzai, Abdul Hadi Rashed, Alhaj Mohammad Hassan Hesam, Babi Haikal, Mir Daad, Kabul Khan Tadbir Zurmati and Zarab Shah Zahir.they have provided their information about nomination, aims, platforms and about electoral campaign. Also Abdul Kabir Ranjbar (Kabul) has been featured in Tawda Bahsuna speaking about regional politics. During the reporting week, Esmat Qane (Kabul) was featured in the news with direct speech speaking about the Taliban; Nasim Gul Totakhel (Kabul) spoke about the Afghan National Army. Also featured with direct speech were Sina Rahmani (Kabul) and Shenkai Zahine Karokhel (Kabul) speaking about the election. Also featured in the news was Gen. Haigul Sulaimankhel speaking about the American army s withdrawal from Afghanistan. 7. RAH FARDA TV is featuring a number of candidates primarily in the form of advertisements. This TV station is paving the way for the nominees slogan that affiliated with the Hizb Wahdat party.

5 During the reporting week the station aired a special message from the Hizb Wahdat Party that featured Mohammad Abdo (Balkh). The program Rahkar featured Abdul Hafiz Mansur (Kabul) speaking about Nato troops and security issues. In a special program on Aug. 27 Haji Mohammad Mohaqiq (Kabul) was featured in a Friday prayer message calling on people to participate in the election. Meanwhile, Ahmad Sayyedi (Kabul) was featured on Tarjuman Seyasi speaking about the central government and past elections. News bulletins during the week featured several stories about station owner Haji Mohammad Mohaqiq (Kabul), including his meeting with a U.N. representative about the elections. Also featured in the news with direct speech were Mir Ahmad Joyenda (Kabul) speaking about corruption. Haji Khalil (Kabul) was also featured with direct speech in the news speaking about assistance to flood victims. On Aug. 27, the news featured Haji Mohammad Mohaqiq (Kabul) calling for people to vote on Election Day. 8. DAWAT TV is primarily airing religious programming. The station is owned by nominee Abdul Rabb Rasul Sayyaf (Kabul), who gives religious sermons on the program. During the reporting week the station also featured Haji Mohammad Omar Khan (Kunduz), who explained why he s running for parliament. 9. TAMADON TV by comparison has limited election and candidate programming. During the reporting week the station featured Sardar Mohammad Rahman Oghli (Faryab) talking about a regional summit in Russia, while Sayyed Hussain Alemi Balkhi (Kabul) in the program Bad Az Khabar discussed the U.S. withdrawal from Iraq. Other candidate coverage was related to advertisements. 10. NOORIN TV is featuring candidates in its programs Rai and Salam Sar Zamin Man. During the reporting week Rai featured Kabul nominees Mohammad Sulaiman Kakar, Fahima Sarfaraz, Enayatullah Hafiz, Ahmad Sayyedi and Sayyed Mohammad Alim Hashemi, who generally spoke about why they re running for parliament and their plans, if elected. During the reporting week Musa Fariwar (Kabul) and Gen. Abdul Wahed Taqat (Kabul) appeared on the program Faraso speaking about security issues. Salam Sar Zamin Man meanwhile featured a clip of candidate Esmat Qane (Kabul) claiming he was drunk in the clip and insulting members of Parliament, resulting in negative coverage of this candidate. Following the clip, the program aired critical comments about Qane made by university students, contributing to the negative coverage. In a separate program, a guest accused Torpekai Zia (Kabul) of land seizing. The following day, in a separate episode of the program, she called into the program and stated that she would like to speak with the person who was making the accusations against her. Candidates who appeared with direct speech on NOORIN news bulletins included Musa Fariwar (Kabul) and Malalai Ishaqzai (Kabul) speaking about foreign troops and poverty. Also featured Ahmad Behzad (Kabul) speaking about disbanding private security; Ahmad Sayyedi (Kabul) was featured speaking about the presence of U.S. troops. Also featured was Sardar Mohammad Rahman Oghli (Faryab) speaking about the government. 11. AINA TV as of Aug aired an election program that featured Kabul nominees Haji Mohammad Aslam Shewa, Ghulam Ali Munir, Humaira Mohammadi and Abdul Jalil Basiri speaking about their campaigns and their personal backgrounds. Other relevant coverage was limited to advertisements.

6 12. ARIYA TV was offline (not broadcasting) for most of the reporting week. In general the station does not election related or candidate programming. 13. EMROZ TV was banned by the government last month and no longer broadcasts. 14. AFGHAN TV featured Mohammad Yasin Habib (Kabul) and Bashir Ahmad Bezhan (Kabul) in its Hushdar program speaking about corruption. In a separate episode Kabul nominees Mohammad Harun Mir and Mir Ahmad Joyenda appeared speaking about issues of politics and government. The Mosalas Saya program featured Ramazan Bashardost (Kabul), Mohammad Hakim Torsan (Kabul) and Sardar Mohammad Rahman Oghli (Faryab) talking about drug addiction issues. Meanwhile, the Seysat Dar 60 Daqiqa program featured Sayyed Hussain Alemi Balkhi (Kabul) discussing the Taliban and security issues. and Mohammad Harun Mir (Kabul) speaking about relations with Pakistan and the ban on private security companies in a separate news story. Also featured in the news were Sardar Mohammad Rahman Oghli (Faryab) speaking about Taliban negotiations and Abdul Hadi Jamshidi (Herat) related to an attempted assassination against that candidate. 15. Bakhtar TV featured kabul parliamentary nominees such as Freeba Charkhy, Neema Suratgar and Nazary Paryani in its Parwezan program, they spoke about their platforms and why they are running for the parliament. Coverage of Radio Stations 1. ARMAN FM: There was no relevant candidate coverage on this station during the reporting week. There has been very limited election or candidate coverage on this station. 2. ARIANA FM: The station featured Ajmal Sohail (Laghman) in its program Tanadi where he spoke about Afghanistan and U.S. military plans in Afghanistan. 3. SALAM WATANDAR SERVICE has been featuring a number of candidates in its Ba Khabar program. During the reporting week the following candidates were featured: Nahid Ahmadi Farid (Herat), Gulalai Noor Safi (Balkh), Mohammad Yousuf Ghazanfar (Balkh), Abbas Ibrahimzada (Balkh) and Alhaj Rozi Guldi Owichi (Balkh) speaking about election security. Also featured were Kabul candidates Partpal Sangapal and Anar Kali Onaryar speaking about representing Afghan Sikhs. Other candidates featured were Alhaj Dr. Mohammad Ghani Bahadori (Kabul), Khayal Mohammad Hosani (Ghazni), Saleh Mohammad Registani (kabul), Abdul Fatah Mehrian (Kabul), Hosnia Sahak (Kabul), Ferishta Amini (Nimroz), Haji Mohammad Omar Sakhawat (Nimroz) and Dr. Mohammad Nawaz Haqiqat Sani (Kunar). In a round table program the station featured Sayyed Daoud Hashimi (Kabul) speaking about security issues. In the program Hukumat Wa Mardom the service featured Nader Khan Katawazi (Paktika) speaking about linguistic diversity in the country and why he s running for parliament. 4. KILLID FM (KABUL) during the reporting week featured Qaida Afif Twayin (Herat) talking about nominees who are buying votes and Mamur Abdul Jabar Shilgari speaking about insecurity in Ghazni. The program Zhwara Katana featured Gen. Abdul Wahed Taqat speaking about disbanding private security companies. The program Char Pahloy Khabar meanwhile featured Sardar Mohammad Rahmad Oghli (Faryab) speaking about the presence of foreign troops. Also featured in a news magazine program was

7 Najla Dahqan Nazhad (Herat) speaking about election insecurity. 5. NOORIN FM featured Ahmad Behzad (Herat) and Sardar Mohammad Rahmad Oghli (Faryab) in separate news items speaking about issues of politics and government. 6. NAWA FM (KABUL) featured an advertisement for Alhaj Asadullah Sherzad (Farah). There was no other relevant coverage during the monitoring hours. 7. RAH FARDA FM candidate coverage was primarily related to its news programs, with most stories featuring station owner Haji Mohammad Mohaqiq (Kabul). Also featured with direct speech were Mir Ahmad Joyenda (Kabul) and Sayyed Hussain Alemi Balkhi (Kabul), speaking about corruption and ethnic minorities, respectively. 8. DAWAT FM featured station owner Abdul Rasul Sayyaf (Kabul) speaking about religious topics. 9. EMROZ FM was not online during the reporting week and had no programming. 10. Mawj FM, featured Shah Agha Sakhizada ( Kabul ) in an advertisement. Moreover this radio station featured kabul parliamentary nominees such as Najila Anjela, Abdul wasy Ferozy in form of an advertisement. III. Provincial media Candidate coverage on some of the provincial media is also increasing ahead of the election. SAQI TV in Herat leads in candidate coverage. 1. SAQI TV (HERAT PROVINCE): Compared to all monitored media, SAQI TV leads in candidate coverage. SAQI is providing free airtime for candidates in the program Farhange Entekhabat. The program allows candidates to interact with callers and present their programs. During the reporting week several candidates were featured in the election program Farhange Entekhabat. Those candidates included Safi Allah Mujaddedi, Sharif Shahb, Tahera Omer and Masuda Karokhi. Negative coverage of candidates on this program is related to negative comments and criticisms made of the nominees by callers. Several candidates were also mentioned or featured in the program Begah which was raising funds for a sick resident. Featured were Haji Nisar Faizi Ghoryani, Tahera Omar and Haji Mohammad Halim Tarak. Negative coverage of Sayyed Ibrahim Emad in this program was related to a caller s comments that the candidate did not donate money to the sick person as promised. Other relevant programming on SAQI was related to candidate advertisements. 2. SIMA GHORYAN (HERAT PROVINCE) This station featured several candidates in the reporting week and provides free airtime to candidates in the program Mosahebe Rayagan. The program featured Haji Mohammad Daoud Noorzaye and Sayyed Ibrahim Emad. In a report candidate Alhaj Mohammad Rafiq Shahir was featured criticizing the government and promising to support Heratis. Other programming was related to candidate advertisements. 3. KUNDUZ PROVINCE - ZOHRA FM

8 The station featured several candidates in its election program. Candidates who appeared on the station during the reporting week to speak about why they re running for parliament included: Barat Mohammad Omarkhel, Noorullah Arzbegi and Haji Abdul Momin Omarkhel. Other relevant coverage during the week was in the form of candidate advertisements. 4. JOWZJAN PROVINCE - ARMAGHAN FM Coverage on this station through Aug was primarily in the form of candidate advertisements for Mohammad Omar, Shah Mahmood Paiwastun, Abdul Jabar Usmani and Mohammad Akram Yawar. 5. BADAKHSHAN PROVINCE - AMO FM The station featured several candidate interviews in a program entitled Election Candidates featured included Alhaj Mawin Safar Mohammad Mubarez, Abdul Shukur Waqef Hakimi, Kashaf and Rohullah Amani. The candidates spoke about why they re running for parliament. AMO FM broadcasted interviews of lots of parliamentary candidate including Elhaj Mawen sefer Muhammad Mubarez, Abdulshukoor Waqef Hakemy, Keshaf and Rohul Ameen, Candidates spoke why they are running for the parliament, Amo FM has been announcing those candidates who are invited to the station, but until the reporting week, candidates had not appeared. 6. PANJSHIR PROVINCE - KHORASAN FM During the reporting week the station re-aired an interview featuring Aziz Ahmad Hanif. In that interview he spoke about his background and why he s running for parliament. The station also reported on the death of campaign workers for the campaign of Herat nominee Fauzia Gailani. Mohammad Wasel was also mentioned in a death announcement. 7. KHOST Solh FM Coverage of the candidates on this station during the week was primarily in the form of candidate advertisements for nominees including Malalai Wali, Hamid Gul Mangal, Liaqatullah Babarkerkhel, Haji Ajab Noor Mangal, Alhaj Daoud Khan Shahidzoi, Alhaj Mujiburahman Salimzoi Zadran, Alhhaj Mawlawi Sardar Zadran, Omar and Sahira Sharif. The adverts are in the form of messages from the candidates as well as short dramas promoting candidates. The station continued to announce that candidates were invited to appear as guests on the station to reach out to Khost voters. 8. NANGARHAR PROVINCE - SHARQ FM Since the start of the monitoring period on 3 July SHARQ FM has been primarily airing candidate advertisements. On Aug. 26 and 28 the station had extended candidate related coverage. The station featured several candidates including Abdul Latif, Hasiba Sadat, Abdul Ghafar, Haji Mullah Jan Shinwari and Hashima Sharif. The candidates spoke mainly about their plans if elected and topics related to parliament. Other relevant coverage during the week was in the form of candidate advertisements. 9. PAKTIKA - PASHTUN GHAG FM Coverage on PASHTUN GHAG FM through Aug. 28 was primarily in the form of candidate advertisements for Gul Mohammad Gulzai. 10. BALKH - NAWA FM The station had no relevant candidate coverage during the reporting week. IV. Print media

9 NEWSPAPERS : During the reporting week, OUTLOOK newspaper, an English-language paper published some articles that featured several candidates, including Farida Tarana (Kabul), who said her candidate posters were torn. Also featured was Fauzia Gailani (Herat) about the murder of her campaign workers. Ghazni candidates Alhaj Najibullah Gulestani, Haji Taj Mohammad Musa and Alhaj Mohammad Ghani Bahadari, Ajmal Sultani and Hosai Andar were featured speaking about campaign problems in Ghazni. SOROSH MELAT newspaper regularly publishes positive articles about Dr. Jafar Mahdawi (Kabul) that feature his direct speech. During the reporting week an article and photos were published about his assistance to flood victims as well as his comments on the Hazar-kuchi tensions. Combined with adverts, Mr. Mahdawi continues to be the most frequently featured candidate in that newspaper. Meanwhile, RAH NEJAT published a column written by Sayyed Hussain Alemi Balkhi (Kabul) related to his analysis of the Afghan Constitution. Combined with his adverts, Mr. Balkhi continues to be the most frequently covered candidate in this newspaper. During the reporting the week the paper also featured Mohammad Daoud Sultanzoi (Ghazni) in a report about negative campaigning between candidates. RAH NEJAT appears to have given free article space to Ustad Jafari (Saripul) with direct speech explaining why he s running for parliament. 8 SOBH published an article quoting Bamiyan candidates about the number of polling stations in the province. Those candidates included Nadir Fahimi, Mohammad Ewaz Esar, Haji Fakur Behishti and Fatima Kazemyan. Also, Mohammad Daoud Sultanzoi and Shah Gul Rezaye of Ghazni were featured with quotes speaking about polling station closures in Ghazni. ERADA featured an interview with Haji Najbiul Kabuli about his TV station EMROZ TV. In another article on corruption Ahmad Behzad (Kabul) and Abdul Kabir Ranjbar (Kabul) were featured. Other relevant coverage was in the form of advertisements. BAKHTAR quoted Noorulhaq Ulumi (Kandahar) and Mir Ahmad Joyenda (Kabul) speaking about civilian casualties. In another article Ramazan Bashardost (Kabul) was quoted on misspending by NGOs. MANDEGAR featured an article quoting Noorulhaq Ulumi (Kandahar) on private security companies. The paper also featured a report quoting Shekiba Hashimi (Kandahar) speaking about anticipated polling insecurity and violations. In another article Nazari Paryani (Kabul) was mentioned based on his comments that the government wants to appoint candidates to parliament. ARMAN MILLIE newspaper published an article about corruption featuring comments by Ahmad Behzad (Herat) and Abdul Kabir Ranjbar (Kabul). Other candidate coverage during the week was in the form of advertising. AFGHANISTAN daily also featured Ahmad Behzad (Herat) and Abdul Kabir Ranjbar (Kabul) on the topic of corruption. The paper also featured Faizullah Faizan (Ghazni) related to election insecurity in Ghazni. Anees daily featured the introduction of 18 nominees of the parliament.as an example Hearma Alokozai, General Abdulwahid Taqat, Muhammad Nader Qalandari, Engineer Muhammad Afzal Ahmadzai

10 Hewad daily is featuring the nominees in form of advertisements every day as previous week, including Shafiqullah Salim Poya, Ezatullah Nasratyaar, Engineer Muhammad fazel Ahmadzai and Breshna Rabi ( parliamentary candidiates. Eslaah daily also featured the introduction of parliamentary candidates as previous week it did as an example of Mir Ahmad Joyenda, Elhaaj engineer Muhammad Hanef and Noor Muhammad yaqobi as an example these number of candidates have been introduced through this program. Mandgar daily featured the introduction of Nazary paryani, Saed Hussain Anwari and Dr Saed Ali Kazimy in the form of advertisements Armaan Mele daily featured Safia Sediqi,( Nanagarhar ), Sarda Muhammad Rahman Oghle ( Faryab ) and Khalid pashtoon ( Qandahar )and published their views as well. this coverage is published under the topic of (Afghans are wondered to whom they vote for ) WEEKLIES During the reporting week PAYAM MUJAHID WEEKLY published an interview with Abdul Hafiz Mansur, who is editor-in-chief, discussing his election campaign. His advertisement was also published. IQTEDAR MILLIE WEEKLY featured Shekiba Hashimi (Kandahar) in an article where she discussed Kandahar election violations. And spoke about violations. And as well as broadcasted Abdul Hafiz Mansor, Ustad Suhaila Ansari and Rauf Sarkhosh in the form of advertisements. AGAH and MUJAHID WEEKLY had no relevant candidate coverage during the reporting week. V. Political advertisements Similar to last week, candidate advertisements on private Kabul-based television networks are increasing in quantity and frequency. By comparison, candidate advertisements on Kabul-based radios are nearly nonexistent. This is probably explained by the greater focus and attraction of television in the capital. The stations with the greatest amount of advertising during the week were RAH FARDA TV, NOORIN TV, NOOR TV and CHANNEL 1 TV. By comparison, there was no advertising on ARIANA TV. There was advertising on AINA TV, AFGHAN TV, TAMADON TV. Other stations airing advertising include TOLO TV, NEGAH TV and SHAMSHAD TV. There are no candidate adverts on DAWAT TV and the state media, RTA. Provincial Media: Meanwhile, provincial candidates appear to be favoring their local radio stations to reach out to potential voters. This appears to be the case for candidate adverts on SHARQ FM, DA SOLI PAIGHAM FM and ZOHRA FM. In the case of ARMEGHAN FM and PASHTUN GHAG FM, which has limited election related programming, relevant candidate coverage was in the form of advertisements. Candidates in Badakhshan and Panjshir do not appear to be maximizing the use of local radio (AMO FM and KHORASAN FM). Print Media : As in past weeks, Abdul Hafiz Mansur (Kabul) is primarily featured in advertising in the PAYAM MUJAHID weekly with 75.09% coverage share. Meanwhile, Dr. Sayyed Ali Kazemi dominates advertising in the weekly IQTEDAR MILLIE at 67.64% coverage. It should be noted that Mr. Mansur is editor-in-chief of PAYAM MUJAHID, while Dr. Kazemi is president of the political party that publishes the

11 weekly paper. Sayyed Hussain Alemi Balkhi (Kabul) dominates advertising in RAH NEJAT. His coverage share of advertisement was 87.37%. Meanwhile, Dr. Jafar Mahdawi (Kabul) dominates coverage of advertising in SOROSH MELAT newspaper at 100% coverage share. OUTLOOK and 8SOBH have no advertising. During the reporting week there was no advertising in CHERAGH newspaper, which has featured at least three candidate adverts in past issues.. VI. Women s coverage Coverage of the women running for parliament is generally limited across television, print and radio, including news and non-news programming. many outlets have given a platform for women candidates to speak about campaign challenges and concerns in the news bulletins and as segments in talk shows or candidate presentations. For example, radio stations like KILLID FM and SALAM WATANDAR SERVICE have featured a range of interviews with women in their programming. Women candidates, where they do appear, generally talk about topics related to the election, security and issues of politics and government. Shukria Barekzai (Kabul) is frequently featured on private television, including on TOLO TV, ARIANA TV and AFGHAN TV. On AFGHAN TV she was the most frequently featured candidate on non-news programs at 12.37% coverage share. In general, women candidates are not even among the top five most frequently featured candidates in news or non-news programming. Some stations like TAMADON and NOOR TV rarely feature women candidates. Provincial media are not doing a much better job of giving time to women candidates. Hasiba Sadat and Gulalai Naseri are among the top three most covered candidates on SHARQ FM, but other stations have more frequently featured male candidates as guests. Women candidates are taking advantage of advertising time on stations like Sulh and ZOHRA FM in Kunduz. Sadai zan Radio station is broadcasting the parliamentary nominee Jamila Mujahid frequently, this woment is introducing herself from radio and asks people for votes. VII. Public Awareness Programs In general there were limited election awareness programs on the TV stations during the reporting week. While stations are regularly airing news reports and/or inviting commentators including candidates and elections officials to speak on the election process, few stations are dedicating original programming to the importance of the election, the promotion of democracy or encouraging political participation. The same applies to radio stations, which are airing public awareness announcements and radio dramas by the IEC and others, such as Equal Access and USAID, but there appears to be little original programming focusing on encouraging voter participation or the role of elections.

12 During the reporting week, RAH FARDA FM in a news bulletin featured statements by station owner Haji Mohammad Mohaqiq (Kabul), who encouraged voters to go to the polls. Advertisemtents relevance to public outreach and participation in election has been increased in comparison to last week. Discussion that relates to public outreach it s almost election relevant issues. The weekly news is about to subject (security) in different region of the country. Anees daily published its first report of the Media Monitoring MM in issue No 121. Anees daily published the following news in issue number 121: the final list of election center has been announced. Omission of 10 parliamentary nominees in the final list was mentioned in issue number 121. In section of political analysis relevance to election, Payam-e-Mujaddad weekly with the topic under the title of: (Your slogan represents your personality and wonders of electoral campaign, election and concerns) were placed at the tope of electoral analysis. Hewad daily also has published the first report of media monitoring in the issue Number 122. This daily in the same issue mentioned a subject under the title of (electoral transparency and peoples responsibilities) and mentioned about the importance of transparency in election. Maandgar daily has emphasized on topics of importence of election and necessity of peoples participation in election in the issue number 398 under the title of ( Entekhabat wa chand sawal ) and ( Ba hozortan ba entekhabat shafafiat bebakhshed ).
