The honorable Minister of Religious Affairs Republic of Indonesia; The honorable Director General Islamic Education and Director of Islamic Higher Education, Ministry of Religious Affairs Republic of Indonesia; Distinguished guests, speakers, presenters, participants, ladies and gentlemen; on behalf of the organizing committee, I would like to welcome you all to the 18 th Annual International Conference on Islamic Studies (AICIS 2018) at IAIN Palu. AICIS 2018 at Palu on Islam in A Globalizing World: Text, Knowledge and Practice consists of 10 sub themes, namely The Quran, Hadith and Contemporary Interpretation; Islamic Education, Culture and Knowledge Production; Muslim Mobilities, Migration and Diaspora; Authors, Texts and Islamic Scholarship; Piety, Popular Islamism and Media; Agency, Power, Populism and Local Politics; Islamic Economics, AEC and SDGs; Interreligious Relations and Minority Affairs; Science and Technology in Islamic Universities; and Islamic Visual Arts, Architecture and Performance. AICIS 2018 brings together researchers, academicians, professionals, and students of various fields in Islamic studies from Indonesia and beyond. It characterizes the current inter-disciplinary approach of Islamic studies in Indonesia. It aims to develop friendly world civilization in upholding moderate Islamic values. The conference invitesa number of renowned international speakers; Prof. Dr. Dominik M. Müller (Max Plank Institut for Antropology, Germany), Prof. Dr. Hans Christian Gunther (Albert Ludwig Universitat, Freiburg, Germany), Dr. Hew WaiWeng (University of Kebangsaan Malaysia), Ken Miichi (Waseda University, Japan), Prof. Dr. SherBanu Al Khan (National of University Singapore), Dr. Yuka Kayane (Japan), Prof. Dr. Hakimolahi (Taheran University, Iran), Dr. Muhammad Ali Mirzani (Taheran University, Iran), Dr. Ahmed Senouni (Director of Muwatta Center Abu Dhabi), Dr. Eiman Khaleel (Zaid UniversityDubai, UEA), and Mr. Richard Mathews (Australia Consul General of Makassar, Indonesia). AICIS 2018 received more than 1500 applicants of 15 invited panels, 177 selected panel, and 634 individuals from universities in Indonesia and overseas. All abstracts and papers have been reviewed by Steering Committee of leading professors of Islamic studies in Indonesia. It results in 15 invited panels, 27 selected panels, and 19 open panels which constitutes 18% of total applicants. We expect the accepted and presented papers will be published to accredited national and reputable international journals. However, in the future we expect all accepted papers in AICIS can be published in a Scopus indexed proceeding. This can be realized if AICIS steering and organizing committee cooperate with a publisher which has been recognized by Scopus. AICIS 2018 would not be possible without the support and assistance of many parties. In this occasion, I would like to sincerely thank the Minister of Religious Affairs, H. Lukman Hakim Saifuddin; Director General of Islamic Education, Prof. Dr. Phil. H. Kamaruddin Amin, MA; and Director of Islamic Higher Education, Prof. Dr. M. The Annual International Conference on Islamic Studies (AICIS) is certainly a very important academic event. The idea to have a conference on Islamic studies in Indonesia came up in the Forum of the Directors of the Postgraduate program, State Islamic Higher Institutions, held in Semarang in At the beginning, the conference started from a few presenters, mostly from the Islamic higher institutions in Indonesia. Later on, year by year, the conference becomes larger and larger, where the speakers and participants come from different universities and countries in the world. The venue of the AICIS also moves from one city to another. Given the fact that Indonesia is a very diverse country with different cultural backgrounds, the venue of the AICIS represents the uniqueness of Indonesia in general and Indonesian Islam in particular. Today, we come to the 18th AICIS, held in Palu, Central Sulawesi. Palu is well-known as one of the historical cities in Eastern Indonesia, where the State Institute for Islamic Studies (IAIN) develops rapidly. The major theme of the AICIS this year is Islam in A Globalizing World: Text, Knowledge and Practice. This theme is very significant to understand the current dynamics of Islam, especially in Southeast Asia, which has been frequently neglected in the global discourses on Islam. Although Southeast Asia is geographically far away from Mecca and Medina, the center Islam, and its Islamization came much later than that of the Middle East, the Muslims in this region has developed their own texts, knowledge and practices of Islam that are similar to, but at the same time different from, those of the Middle East. Moreover, it is also substantial to understand the dynamic relations between Islam in this region with that of the global world, especially with the Islamic trans-national movements in their various forms and ideologies. We all realize that we are living in a global world where almost everything is interconnected. It is somehow annoying that globalization puts us into a paradox. We feel more and more similar to one another, but at the same time, we are more intensely exposed to differences. Identity politics, including religious and ethnic identities, becomes more intrusive to our social life and sometimes lead to serious conflicts. In this context, scholars are not only demanded to explain and analyze the social phenomena, but also to find alternative solutions to problems. We hope that, ideally speaking, the papers presented in the AICIS can cover both research findings and recommendations for policy makers to face social problems in our world. 4 Remarks Welcoming Remarks Director of Islamic Higher Education Ministry of Religious Affairs, Republic of Indonesia Assalamu alaikum Wr. Wb. Welcome to the 18th Annual International Conference on Islamic Studies (AICIS) We are immensely proud and happy to continue this annual academic tradition in the city of Palu, Central Sulawesi. Bringing up the theme of Islam in A Globalizing World: Text, Knowledge, and Practice, this year AICIS aims to look into the dynamics of Islam in the region including how Islamic texts were translated into regional languages and have shaped religious knowledge and authority in institutionalizing Islam in local contexts. As a home to almost 25% of total Muslim world populations, Southeast Asia is a ground for historical and cultural roots which shape the way in which Islam has been understood and practiced. In the light of this purpose, the 18th AICIS has invited all scholars: national, regional, and international to participate in this academic gathering to exchange ideas, research findings, insights, knowledge, and also to widen the networks. Let me extend my welcome to all plenary, invited, and parallel speakers who are contributing in this conference. I do hope that this event could also serve as an intelectual hub that could initiate more collaborative research projects in the future. Ministry of Religious Affairs through the Directorate of Islamic Higher Education is still opening the Call for Collaborative Research Proposal until December We expect more and more proposals coming from this conference participants. I would like to acknowledge that AICISs have evolved from year to year getting better and better. The discussions in each panel have been better, deeper and more focused, thanks to the chairs who have safeguarded the balanced discussion and connected to the main theme of the conference. With such excellence, we could promise that the panel sessions in the 18th AICIS are must-attended. In the spirit of increasing the research productivity, I hope that the papers presented in AICIS 2018 could be disseminated to some research outlets such as reputable journal publishers both nationally and internationally. We are currently working on inviting international proceeding publishers to publish selected papers from this conference. Alternatively, there are also some nationally acrredited journals on SINTA rank 1-4 which I encourage you to send your articles as well. Finally, let me express my deepest gratitude and highest appreciation for all committee members, both steering committee and local committee who have been working really hard to make this great event happened. Enjoy the conference, enjoy the city of Palu. Have some insightful discussions, have some meaningful conversations, have more academic connections, and finally, have a great time. 5 Background Background Despite the fact that Southeast Asia is home to about 25 percent of the world s 1.6 billion Muslim populations, scholarly works on Islam have paid only little attention to this region. For many observers and researchers on Islam, Southeast Asia remains a periphery in the whole landscape of the Muslim world. Since centuries Islam has spread widely in Southeast Asia and informed the social, political, economic and cultural dynamics in the region. Over the decades, many Southeast Asian Muslims began translating Islamic texts in Arabic into the regional languages. Through the process of transmission, reproduction, appropriation and contextualization, these texts shaped religious knowledge and authority that played a significant role in institutionalizing Islam in local contexts. The modes of knowledge production among Southeast Asia Muslims are complex, evolving and diverse in its institutional and practices. In fact, religious institutions have been established, alongside with the proliferation of social, political, economic, educational, and cultural institutions. It is in those institutions the practices and everyday lives of Southeast Asian Muslims are entangled with the normative understandings of Islam in multiple ways. Apart from such historical and cultural settings, this conference thus scrutinizes the normative ideals deployed from these knowledge-producing institutional settings, particularly with regard to new challenges for Southeast Asian Muslims of being modern in a changing landscape of globalizing Southeast Asia. A sense of attachment to the global modernity is built through popular culture that in turn enables Southeast Asian Muslims to develop a new discourse of reflexive subjectivity and frame their activisms. In order to grasp the complex ways in which Islam is negotiated with global modernity, the conference intends to compare of the transformation of religious landscapes in Southeast Asia with those in other parts of the Muslim world. A broadly comparative study of the practice of Islam in the global world will provide new insights on Southeast Asia Muslims capacity to deal with larger major transformations and contemporary challenges in the new millennium. This conference is interdisciplinary. All sub-themes may be explored from various disciplines, including theology, philosophy, history, sciences of the Qur an and hadith, sociology, anthropology, education, philology, Islamic law, psychology, pure and applied sciences, etc. Panelists can present their disciplinary papers but the chair will safeguard a balanced and interdisciplinary approach to each panel and the connection to the main theme. Theme The theme for the 18th AICIS is Islam in A Globalizing World: Text, Knowledge and Practice. As the breakdown of the theme for the conference, there are ten subthemes offered to the 18th AICIS as listed below. - The Quran, Hadith and Contemporary Interpretation - Islamic Education, Culture and Knowledge Production - Muslim Mobility, Migration and Diaspora - Authors, Texts and Islamic Scholarship - Piety, Popular Islamism and Media - Agency, Power, Populism and Local Politics - Islamic Economics, AEC and SDGs - Interreligious Relations and Minority Affairs - Science and Technology in Islamic Universities - Islamic Visual Arts, Architecture and Performance Places The 18th AICIS will be held at Marcure Hotel Palu and State Institute of Islamic Studies (IAIN Palu). Schedule The 18th AICIS will be held on September 17-20, Furthermore, the agenda will organize AICIS Roundtable meeting to converse the main objectives of the conference. Several plenary sessions are held to facilitate foreign speakers and local speakers presenting their brilliant ideas about the three main objectives. By the end of the conference, all of the party will be invited to formulate recommendations for future steps and design. The conference will present a cultural and art performance as part of raising cultural diversity. Activity Form The conference includes presentation from keynote speakers, as well as the presenters with various backgrounds of disciplines. All scholars and researchers of various disciplines to participate in this conference submitted their panel proposals or research papers to be presented in this conference. Müller Max Planck Institute for Social Anthropology, Germany Dominik M. Müller is the Head of the DFG Emmy Noether Research Group The Bureaucratization of Islam and its Socio-legal Dimensions in Southeast Asia, which is based at the Max Planck Institute for Social Anthropology in Halle. He also holds a Post-Doctoral Scholarship from the Daimler and Benz Foundation ( , project Social Categorization and Religiously Framed State-Making in Southeast Asia ), and a non-resident Research Fellowship at the Center for Asian Legal Studies, National University of Singapore ( ). He has recently been a stipendiary Visiting Fellow at Harvard University s Islamic Legal Studies Program: Law and Social Change (2018). Before joining the MPI, he was a post-doctoral researcher within the Cluster of Excellence Formation of Normative Orders at Goethe- University Frankfurt ( ) and a PhD student at the same institute ( ). He studied anthropology, law and philosophy in Frankfurt and Leiden (ERASMUS) from 2003 to His PhD thesis (summa cumlaude) on the rise of pop- Islamism in Malaysia received the Frobenius Society s Research Award for the best anthropological dissertation submitted at a German University in 2012 and was published by Routledge in 2014 under the title Islam, Politics and Youth in Malaysia: The Pop-Islamist Reinvention of PAS. An article on the same topic received a Commendation from the peerreviewed journal Indonesia and the Malay World (University of London, SOAS) in its Young Scholar Competition He received the John A. Lent Prize 2018 from the Association for Asian Studies (AAS) for a paper presented at the AAS 2017 Conference outlining the Emmy Noether project s approach. Since completing his PhD, Müller has also held short-term visiting positions at Stanford University (2013), the University of Brunei Darussalam (2014), the University of Oxford (2015), and the National University of Singapore (2016). He has taught anthropology courses in Frankfurt, Mainz Heidelberg, Halle and Leipzig. In 2016 he was appointed as a member of the JungeAkademie Mainz. His research has been published in such peer-reviewed journals as Asian Survey, Globalizations, Indonesia and the Malay World, South East Asia Research, Paideuma: Mitteilungenfür Kulturkunde, Internationales Asien forum: International Quarterly for Asian Studies, the Journal of Contemporary Southeast Asian Affairs, the Cambridge Journal of Law and Religion (forthcoming), and in the Encyclopedia of Islam. Sinaga is founder of the Society of Interreligious Dialogue, sat on the Theological Commission of the Council of Churches in Indonesia, and served as study secretary for the Theology and the Church program at the Lutheran World Federation in Geneva. Sirozi, M.A., Ph.D. UIN Raden Fatah, Palembang Muhammad Sirozi is a Professor of Educational Studies at Raden Fatah State Institute of Islamic Studies in Palembang, Indonesia. In 1992, he finished his master program in Department of Social Anthropology at School of Oriental and African Studies (SOAS), University of London. In 1998, he finished his Ph.D program in Department of Educational Policy Studies, School of Education, Monash University, Australia. His major areas of research interest are the politics of education, higher education and globalization, internationalization of Islamic higher education, and higher education management. Professor Sirozi has published 11 books and 90articles on various topics related to his areas of interests. From 2002 to 2004, Muhammad Sirozi was subsequently a Fulbright Visiting Scholar and Research Fellow at Hartford Seminary, Connecticut, USA; Ohio University, Ohio, USA; and University of Urbana Champaigne, Illinois, USA. He is a member of Fulbright New Century Scholars Research Group, focusing on Globalization and Higher Education. From 2000 to 2007, Sirozi was Director of Postgraduate Studies and since 2007 is Vice Rector for Academic Affairs at Raden Fatah State Institute of Islamic Studies. He is also currently the Chairman of South Sumatera Education Council, General Secretary of South Sumatera Association for Muslim Intellectuals, and a member of the Advisory Board of Mayor of Palembang City. 12

14 Islam and The Globalizing World Special Panels 1 Islam is considered one of the world religions. That is to say, Islam is a global religion, embraced by different people of different nations of the world. As the second largest religion in the world, Islam cannot avoid the effects of globalization. Moreover, as Klaus Schwab puts it, we are in the fourth industrial revolution era when digital technology and the internet easily connect us one another. Through the internet, social media and smart phones, we share information of almost anything in the world, and the continuing political crisis in the Middle East is not an exception. It is common that the Middle East is understood as the hub of Islam, and politics of the region is strongly attached to this religion. However, as a global region, Islam is not only embraced by the people of the Middle East, but also by other people of other regions, including Southeast Asia. Moreover, the present developments of Islam in different parts of the world are interconnected. There are trans-national Islamic movements across the nation state boundaries, but at the same time there are efforts to bring Islam into local cultural contexts. This plenary session will discuss the intricate position of Islam in the globalizing world, by looking at the role of the internet and the new media, the intersection between Islam, ethnicity and local politics, and the significance of dialogue among schools of philosophical thought in the world. As part of his Fellowship, Hans-Christian Günther is working on the project Bossuet: writer, intellectual and political thinker in the context of his time, together with his collaborators Béatrice Guion and Gérard Ferreyrolles. Dr. Hew Wai Weng University Kebangsaan Malaysia A research fellow at the Institute of Malaysian and International Studies, Universiti Kebangsaan Malaysia (IKMAS, UKM), Wai Weng s research interests include the intersections between ethnicity, religiosity, class and politics in Malaysia and Indonesia. He writes about Chinese Muslim identities, Hui migration patterns, and urban middle class Muslim aspirations in Malaysia and Indonesia. He has been a visiting fellow at ISEAS-YusofIshak Institute, Singapore, and Zentrum Moderner Orient (ZMO), Berlin. He is the author of Chinese Ways of Being Muslim: Negotiating Ethnicity and Religiosity in Indonesia (NIAS Press, 2018). Prof. Dr. Hans Christian Gunther Albert Ludwig Universitat, Freiburg, Germany Hans-Christian Günther, who studied in Freiburg and Oxford, is professor for Classics in the Albert-Ludwigs- Universität-Freiburg. He has been Feodor-Lynen-scholar of the Alexander von Humboldt Foundation in Venice and has been awarded the Gerhardt-Hess-price of the Deutsche Forschungsgemeinschaft. He is editor of several book series and member of advisory boards of several learned journals. He is member of the Gesellschaftfür Interkulturelle Philosophie (GIP), the Hans-Pfitzner-Gesellschaft and Vice- President of the International Association for Comparative Studies of China and the West (IACSCW). He received Ph.D in Political Science, Kobe University. 15 Special Panels 1 Islam and The Globalizing World Dr. Inaya Rakhmani University of Indonesia InayaRakhmani is the Head of the Communication Research Centre, Faculty of Social and Political Sciences, Universitas Indonesia and an associate at the Asia Research Centre, Murdoch University, Australia. She is a media sociologist with a particular interest in the cultural political economy of knowledge, information and entertainment as well as the role of media in processes of democratisation. Her most recent project assesses the research environment in Indonesian state universities for the Global Development Network. Her work has been published in the International Communication Gazette, the Asian Journal of Social Science, Bijdragen tot de taal en de volkenkunde, Review of Indonesian and Malaysian Affairs (RIMA), and MIT Press. 14

16 Current Development of Islam in South-East Asia Special Panels 2 As the region, that hosted about 25 percent of the world s 1.6 billion Muslim populations, Southeast Asia has been unarguably a significant locus for the study of Islam and Muslim society. Indeed, the penetration of Islam to this region, and its later development in the area have gone through diverse and multi facet ways, which show the complexities, diversities as well as its distinctiveness of the character of Islam within the region, such as the nature of moderate Islam. In some instances, this development also accumulated from various intersection of Islam as religion with the local or national politics, social and cultural aspect of the given communities. In fact, within the region of Southeast Asia, religious institutions have been established, alongside with the proliferation of social, political, economic, educational, and cultural institutions. It is in those institutions the practices and everyday lives of Southeast Asian Muslims are entangled with the normative understandings of Islam in multiple ways. This panel will examine the current development of Islam and Muslim societies in the region of Southeast Asian through various field of study (history, sociology, anthropology, and so forth) by focusing on the historical study of [diasporic] Muslim, the mobility or knowledge transmission, as well as their sociopolitical relations and mutual influences, including to the neighbor country like Australia. In its turn, it will inevitably capture the complex ways in which Islam is negotiated with global modernity within the Southeast Asia Muslims communities. 17 Special Panels 2 Current Development of Islam in South-East Asia Richard Mathews Australia Consul General in Makassar, Indonesia Mathews is a career officer with the Department of Foreign Affairs and Trade and was most recently the Director of the Nuclear Policy Section. He has previously served overseas as Deputy Representative, Australian Commerce and Industry Office, Taipei; Deputy Head of Mission in Athens; and as Second Secretary in Bandar Seri Begawan. In Canberra, Mathews has worked in the India, Sri Lanka, Bangladesh and Europe sections. He has also worked as a Director at the Centre for Defence and Strategic Studies; Indonesia Director in the Northern Territory Government; and as a Visiting Fellow and Indonesia Merdeka Fellow at ANU. Mathews holds a Bachelor of Arts (Hons) and a Diploma of Education from the University of Melbourne, a Graduate Diploma in Foreign Affairs and Trade from the Australian National University, and is fluent in Indonesian. 16

He is also a member of the Board of Trustee of Indonesian Consortium for Religious Studies (ICRS-Yogya), representing UGM. In 2009 he was appointed as Indonesian Associate for UNESCO Chair in Interreligious and Intercultural Relations Asia Pacific (associated with the Chair at Monash University, Australia). He received his doctorate in the Department of History and Philosophy of Science, Indiana University. His previous education includes undergraduate in mathematics (Bandung Institute of Technology, Indonesia, 1992) and Master s program in Islamic philosophy and science (International Institute of Islamic Thought and Civilization, ISTAC, Kuala Lumpur, 1994). He is currently the Indonesian Regional Coordinator for the Pluralism Knowledge Programme, a collaboration between four academic centers in Netherlands, India, Indonesia and Uganda. The program includes coordinating three local researches and initiating the publication of Annual Report on Religious Life in Indonesia since Recently he led a research ( ) on four decades of discourse and practice of inter-religious dialogue in Indonesia.
