Opening Worship Executive Secretary Rosemary Lambie led the group in worship, beginning with the singing of hymn Morning has Broken (VU409), accompanied by guitars played by herself and Recording Secretary Joel Miller. Candles representing each of the Presbyteries, the Conference and the Christ Candle were lit signifying union with the larger Body of Christ. Rosemary led the group in prayer, and Patricia Lisson, Montreal Presbytery Chair asked that, as job cuts are coming to the social services, healthcare and housing sectors within the Province, those who would be losing jobs in the future be held up in prayer. 2. Approval of Agenda: MOTION: (Ruda /Baird) that the agenda be adopted as circulated. Carried Rick Balson, Conference President, reminded the group that reports and documents needed to be submitted sooner, and that in the future, a reminder would go out to remind members to prepare for meetings. It was agreed that the agenda would be circulated at least 10 days ahead of meetings. 4. Minutes - Executive Conference Call Meeting of September 16, 2014 MOTION: (Reynolds/R. Allen) that the Minutes of September 16, 2014 be accepted as circulated. Carried Rick explained how the agenda worked and how each mission statement is itemized at the beginning of each section. 5. Promote the spiritual support, pastoral care, and professional development of Ministry Personnel - Promouvoir le soutien spirituel, les soins pastoraux et le développement professionnel nécessaires au personnel ministériel. i) Correspondence ii) President s Report (see appendix A) iii) Executive Secretary s Report (see appendix B) iv) Presbytery Reports Ottawa Presbytery (see Appendix C) It was highlighted that Ottawa Presbytery has hired a new staff person, Mr. Bruce Peterkin beginning on Nov. 1. Information about Bruce is appended to the Presbytery report. Bruce will be working part time, on the basis of 28 hours a week on average and will be in this role until the position is filled with a permanent position. He will not be dealing with the whole range of duties that past Presbytery Minister Reverend Lillian Roberts covered. The presbytery has been very active in its efforts to search for Presbytery Minister. Provide leadership in supporting Presbytery efforts to ensure that all Pastoral Charges have ongoing effective pastoral ministry and participate in the formation of new Ministry Personnel - Diriger et soutenir les efforts des consistoires pour que toutes les charges pastorales bénéficient d'un ministère pastoral efficace et sans interruption, et participent à la formation du nouveau personnel ministériel. i) Correspondence

Lee Ann Hogle, QS Presbytery re LLWL (for action) e) November 5, 2014 Kent Chown, secretary for Montreal Presbytery Pastoral Relations re LLWL(for action) ii) Executive Secretary s Report MOTION (Ruda/Lee) that having received responses from each presbytery to the June 16, 2014 questions regarding sharing of Licensed Lay Worship Leaders across the Conference geography, and that whereas Licensed Lay Worship Leaders (LLWL) are trained, accredited and held accountable each to their own presbytery, and whereas there are times when due to geography or language, it would be in the best interest of the ministry site requiring worship to be able to have leadership from a LLWL of another presbytery, the Executive requests that the presbyteries indicate agreement of circulating the names annually of their LLWL for the benefit of all, and of welcoming a LLWL from another presbytery in the Synode Montreal and Ottawa Conference to conduct worship. At all times, the Licensed Lay Worship Leader would remain accountable to their own presbytery, and there would continue to be a regular review/assessment and licensing conducted by the presbytery. Carried This motion supersedes the motion in June 16 th 2014 Executive: MOTION (Piché/Moser) That French-speaking Licensed Lay Worship Leaders licensed in one of the five presbyteries of M&O Conference are permitted to lead worship in French or bilingually within the boundaries of M&O Conference, reporting to the presbytery of the ministry site. Carried Discussion: How are LLWLs held accountable within their Presbyteries? How are LLWLs held accountable when entering into another Presbytery? In Quebec Sherbrooke Presbytery the onus is on the LLWL to inform the Presbytery of their comings and goings within and outside the Presbytery. Therefore, it is the Presbyteries responsibility to inform LLWL that they are expected to communicate when and where they are preaching, and it is the LLWL s responsibility to follow through on these instructions. The Executive Secretary explained that the motions from the Executive meeting will go out immediately after the meeting to members as well as to the Secretaries of Presbytery, and committees affected by motions need to be made aware by the Secretaries the motion above regarding LLWL will go to the supervising committees (i.e., Christian Development committee in Seaway Valley Presbytery). Should a presbytery not agree with the above motion, they must inform the Executive in writing and not include the names of their LLWL on the list which is to be circulated. Furthermore, the Pastoral Charge supervisor should be aware of who is leading worship in the congregations they supervise and from which presbytery. MOTION (Lisson/Hamilton) in order to assure a coherent accompaniment and evaluation of the students in French throughout the Licensed Lay Worship Leader Training course, the Executive of Synode M&O Conference approve that the Conference s presbyteries create an oversight

4 The United Church of Canada Page 105 working group whose members would be proposed by the presbytery representatives at the Table régionale de concertation M&O in accordance with the consultation procedures for such appointments that apply to their respective presbyteries. This oversight working group will oversee the LLWL program during its two year cycle ( ). This committee would: Receive the names of the people interested in becoming a LLWL Discern with the students their motivation, learning needs and progress Forward for approval by the appropriate presbytery body the names of those candidates seeking licensing by the presbytery following completion of the program. The committee would include its assessment of the candidate s readiness for licensing. Carried This does not change the provisions in the Manual 2013 regarding LLWLs: B 7.4.5a and I Discussion: Oversight remains within the Presbytery and this motion is designed to create an oversight working group which extends into parts of the Maritime Conference for this particular course. The oversight working group will be accountable to the Table de concertation régionale des ministères en français du Synode Montreal &Ottawa Conference, which is a Conference Committee with Presbytery representation. MOTION (Baldwin/Piché) that the Synode Montreal & Ottawa Conference Executive approve the revised Policy entitled Synode M&O Conference Licensing for the Administration of Sacraments November 2014, (see appendix F). Carried Discussion: This document applies to students who are in distant education programs because these students are considered under joint-internship and academic see page 3 of document). Conference does not license students to administer the Sacraments. Students in the five year program are under the supervision of the pastoral charge supervisor and educational supervisor, therefore, the presiding at the Sacraments must be done by the supervisors, or a minister or retired ministers in the area. The student can help to administer the Sacraments, but cannot say the words of institution. MOTION (Baldwin/Piché) that in order to simplify the process for Diaconal Ministers and Designated Lay Ministers to be licensed for administering the Sacraments and solemnizing marriages, while maintaining the appropriate documentation, in accordance with Section D.2.9 of The United Church of Canada Manual (2013), the Executive recommends that a ministry site requests the granting of licensing to administer the sacraments (see Synode M&O Conference Licensing for the Administration of Sacraments November 2014 attached hereto as appendix F) and conduct weddings, at the same meeting as voting on a Call or Appointment request to the Presbytery. Such requests should be forwarded to Executive of Conference, affixed to the Call or appointment Form. Carried It was suggested that the JNAP be updated to reflect the decision that, when requesting the granting of licensing to administer the sacraments and conduct weddings, this be done at the same meeting as voting on a Call or Appointment request to the Presbytery. Such requests should be forwarded to Executive of Conference, affixed to the Call or appointment Form. iii) Reports: Continuing Education Funds: will be meeting on November 26, 2014, Education and Students (see appendix G), Interim Ministry: Committee has been very inactive and needs to move forward, Internship and Educational Supervision (see appendix G): The next training

5 Page 106 The United Church of Canada course is currently being held, courses are usually planned every two years. Training can occur based on the number of requests for training, and it was suggested that those interested, begin grouping their requests for training. Conference Interview Board (see appendix G): MOTION (R. Allen/Ruda) that the Executive of the Synode Montreal and Ottawa Conference, having considered the recommendation and report of the Conference Interview Board, does by formal resolution on Friday, confirm the suitability of the following candidates for Admission: 1. Reverend Zacharia Mandara, the Lutheran Church of Tanzania; 2. Reverend Andrew Kinoti Lairenge, the Methodist Church of Kenya; 3. Reverend Jonathan Daniel Upham Cathell-Williams, Co-operative Baptist Fellowship U.S.A.; 4. Reverend Sun-Young Kim, the Methodist Church of Kenya; 5. Reverend Hovhannes Svadjian, Armenian Evangelical Church of the Near East, Beirut Lebanon. Carried MOTION (R. Allen/Ruda); WHEREAS the five clergy mentioned herein-above have had their Ordination and academic credentials cleared by the General Council of the United Church and are deemed acceptable for Admission into the United Church of Canada; WHEREAS the five clergy mentioned herein-above have been examined by the Synode Montreal & Ottawa Conference Interview Board, and have been recommended to the Conference Executive eligible for initial appointment as Ordained Supply to any Pastoral Charge or Mission Unit within the United Church of Canada. The initial appointment can be renewed for up to three years, while during such time the required academic courses are to be completed for final Admission into the United Church. The five clergy mentioned herein-above will be in contact with the Conference Personnel Minister East as they work to complete their educational requirements, and at the end of the three year period they will be examined by the Conference Education and Students Committee and Conference Interview Board, before the Rite of Admission at the Conferences Celebration of Ministry service; WHEREAS each the five clergy mentioned herein-above have an up to date police records check, as well as having completed the boundaries workshop and Racial Justice workshop. That the Conference Executive agree with the recommendations of the Synode Montreal & Ottawa Conference Interview Board, that Reverend Zacharia Mandara, Reverend Andrew Kinoti Lairenge, Reverend Jonathan Daniel Upham Cathell-Williams, Reverend Sun-Young Kim and Reverend Hovhannes Svadjian be eligible for appointment to any congregation or Mission Unit within the United Church of Canada. Carried Discussion: Previously, an admission candidate requested to work in a hospital chaplaincy, however they were informed that in order to qualify their candidacy for admission into the United Church of Canada they needed to work in a pastoral charge. Rev. Jonathan Daniel Upham Cathell-Williams is working as a Chaplain at McGill and is seeking a part-time position within the Conference. The Conference Personnel Minister East will seek clarification on the definition of ministry as it relates to admission candidates and/or seek dispensation from Abiel for Rev. Williams and his chaplaincy and youth ministry. MOTION (R. Allen/Ruda):

6 The United Church of Canada Page 107 WHEREAS the current discernment process as outlined in Entering Ministry, August 2013 does not specify number of sessions within the twelve months led by Presbytery Education &Students representative, the Conference Interview Board has determined that emphasis needs to be on examining the different streams of ministry. That the Synode Montreal & Ottawa Conference Executive recommend to all Presbytery Education and Students Committees that the discernment process for all discerners within the Conference be raised from a minimum of six sessions to eight sessions over a period of a minimum of twelve months with sufficient time dedicated to the different streams of ministry. Defeated The Conference Personnel Minister East will discuss with the Conference E&S Committee suggestions from the Executive (i.e., providing training for E&S Committees and creating opportunities for exposure to different streams of ministries in order to develop context), and the idea that the Committee provide a how to do discernment training day for the Presbytery E&S Committees. MOTION (R. Allen/Ruda) that the Synode Montreal & Ottawa Conference Executive concur with the recommendation of the Conference Interview Board that Sally Meyer DM and Ruth Sword serve as co-chairs of the Conference Interview Board, effective immediately. Carried MOTION (R. Allen/Ruda) that the Synode Montreal & Ottawa Conference concur with the recommendation of the Conference Interview Board that the role of the psychologist be considered crucial to the interview process, and that the following qualities be attributed to the role of the psychologist: to be bilingual (French-English); to use current testing tools; to use tools that are culturally inclusive. Carried MOTION (R. Allen/Ruda) that the Synode Montreal & Ottawa Conference Executive concur with the recommendation of the Conference Interview Board to engage psychologist Dr. Rachel Jones-Cadeaux in accordance with the normal Conference Interview Board procedure during the Conference Interview Board process. Carried Prevention of Sexual Misconduct: Committee is quiet, but search for more members is ongoing, especially on the Eastern side of the Conference, as well as those who are capable of speaking French. Settlement: There is a frustration with Pastoral Relations Committees signing off on multiyear appointments which are contrary to the Manual, unless otherwise agreed to by the Settlement committee first. Appointments can be renewed for further time. After a short break the Executive reconvened. Rev. Rosemary Lambie led the group in the singing of I See a New Heaven (VU 713) accompanied by her and Joel Miller s guitars Promote the co-ordination of strategic use of resources through exploring regional co-operation - Favoriser la coordination et l'utilisation stratégique des ressources en explorant les possibilités de coopération régionale. i) Correspondence a) October 14, 2014 Rev. Allen/Hamilton) that the Synode Montreal and Ottawa Conference affirm the work of the task group and accept the BHAL-JUN 발전 Fund Guidelines (see appendix H) and application (see appendix I) process for funding ministry within the Conference as outlined in the guidelines. Pending translation, these will be posted on the M&O website. Carried iii) Reports: La Table de Consultation régional des ministères en français: Working on National Strategy for French Ministries, with discussions taking place during the General Council Executive meeting this November First online Licensed Lay Worship Leaders course in French and there are 14 students registered. YAYA: Jean-Daniel Williams has begun his part-time interim work. The Executive was asked to support Jean-Daniel in his role and were invited to look at his Facebook page. Trois-Rivières Fund All of the fund has been used up for this calendar year Promote efforts/initiatives/support of development and redevelopment of Pastoral Charges and Mission Units - Favoriser les projets de développement et de revitalisation des charges pastorales et des unités de mission, et soutenir les efforts dans ce sens. iii) iv) Executive Secretary s Report Report from Mission Support (for action) MOTION (R. Allen/Ruda) That the Executive receive the report from the Mission Support Committee, and approve the recommended grants for 2015, subject to the budget decisions of the General Council Executive at its November meeting with the understanding that the Mission Support Committee has a strategy to deal with any funding cuts. Carried There has never been a time when the Mission Support Committee didn t have a budget for the following year. Therefore, this year s decisions are pending the decision on the budget from the National Church. It is estimated that a potential 5% cut will be in the budget and funds have been awarded to reflect this. Once the budget is finalized (at General Council Executive) the grants awarded will be prorated based on the actual amounts (if there are not funding cuts, the 5% that was withheld will be given back to the applicants. See amounts awarded in appendix J. v) Reports from the United Theological College: The College received a generous donation which helped in the installation of technology, enabling the college to teach more online, and for students to have access to people from all around the world. There was recently a celebration (September 2014) marking the 100 anniversary of Montreal School of Theology (Montreal Diocesan Theological College, Presbyterian College, United Theological College), the oldest ecumenical school of theology in North America. House of Lazarus: (see appendix K), Rideau Hill Camp (see appendix K) Ensure ways of providing a collective Conference voice on public Christian witness S'assurer de faire entendre la voix collective du Synode comme témoignage chrétien sur la scène publique. i) President s Report There was a wonderful celebration in Kanesatake for the unveiling of a monument to Chief Joseph Swan (Rosemary presented some pictures from the event using PowerPoint). The Grand Chief was present at the event and the community expressed gratitude for the United Church s presence and inclusivity of their community. iii Executive Secretary s Report MOTION (Baldwin/Baird) that a letter be addressed to Rev. Shaun Fryday indicating that the matter of the procedure is completed as far as the Executive decision regarding support for the Philippines. Carried - Dave McCormack Abstains

8 The United Church of Canada Page 109 MOTION (Baldwin/Baird) Whereas the Synode Montreal and Ottawa Conference has been partnered with churches in the Philippines as its primary global partner relationship, the Executive affirms that support for its partners in the Philippines remains a priority of the Conference; support including financial and advocacy. Carried Reports from AGM 2015 planning, JGER, Native Concerns: (see appendix L) Rick Balson, President of Conference and Co-Chair, reiterated the revised mandate of the committee. Based on this mandate, Ottawa already now has a group which is ecumenical and very active within the urban aboriginal community. There will be a meeting Nov. 28 with Jamie Scott addressing how to deal with the closing of the Truth and Reconciliation Commission which will be in June Reconciliation Canada, coming out of British Columbia, is planning a walk for May 31 (weekend of AGM). It is suggested that a walk be filmed at the AGM during early morning worship and that the worship deals with aboriginal issues. The material (video) will join collective material going in from across the country. Reconciliation Canada does not want the closing of the TRC to be the end, and they don t want the closing event to be only in Ottawa, and want to support events across the country at the same time Reconciliation Canada hopes to see these events as a way of leaving a legacy behind as TRC is closing the door. It would be nice to see events happening in every Presbytery to celebrate the work that has been done, and celebrate looking ahead to the work that is to come Provide an inspirational link between local United Church communities and the United Church of Canada as a whole community - Devenir un pont et une inspiration entre les communautés locales de l'église Unie et l'église Unie du Canada comme communauté d'ensemble. i) Correspondence a) September 30, 2014 Rev. Gary Paterson, Moderator, General Council of UCC re General Council 42 Commissioners (for information) The logo for GC 42 was displayed using PowerPoint, the theme was read out loud: Behold, I make all things new Voici je fais toutes choses nouvelles and the poem prepared by The Right Reverend Gary Paterson was read out loud: God s circle of love that holds us; of the currents and waves that carry us forward, through storm and in calm; and of the fish, Jesus Christ, who is in our midst, who is on the move, and who invites us to put down our nets into the deep, to fish on the other side; to follow him even when it means stepping out of the boat! The Executive suggested that the Conference offer the Mohawk version of the theme, to perhaps be placed on the logo for GC42. ii) iii) iv) President s Report: Harvey Gabriel and Rick Balson have been skyping with a Mohawk community; and this has allowed the community to explore both traditional practices within the Mohawk community and Christian practices marks the 25 th anniversary of the Oka Crisis, and considerations are underway for how to mark the event. Executive Secretary s Report New POLICY for the election of commissioners The motion will be on the agenda of a future meeting of the Executive following discussions with Barbara Reynolds and the legal counsel at General Council. Report from General Council Executive Representatives ( Order of Day at 1 pm)

9 Page 110 The United Church of Canada v) Reports from, UCW (see appendix M, also see appendix M(m) which is the appendix to the report): Kim Baird, President, made reference to Bread Not Stones, Taking Action to End Child Poverty and With Change Comes Opportunity (see report). Communications: Rev. Daniel Hayward, Chair of Communications Committee reminded Executive to have articles sent in to Clarion Presbytery representatives for posting in the electronic version of the Clarion on the Conference website. It was suggested to include pictures of commemorative stone and an article detailing the ceremony. It was also suggested that if there were pieces of national interest that they are written-up and sent to the Observer as well as the Clarion. The Edge network along with Rev. Trish Elliott, past Presbytery Chair, have put together the Hope Collection ( which are stories about new and emerging ministries; another possible avenue for sending articles. 6.7 Promote whole-life stewardship - Promouvoir le soutien de la vie dans ses diverses dimensions. Report from Stewardship Committee (see appendix N): Carolyn Ruda explained that Stewardship was about promoting whole life stewardship and not just about raising money. The committee needs to hear the voices from Presbytery committees, creating a network to help promote whole life stewardship; and to share these voices and stories throughout the Conference. She read out the definition of Stewardship: is a faithful response to God s mission for a just, loving and generous world, which impacts what we as God s people do, give, and spend, not just in our churches, but in all aspects of our lives. The General Council Philanthropy Unit is holding stewardship events to help explain the new toolkits. It is the hope that pastoral charges struggling with stewardship can learn from others throughout the Conference who are doing well, and that they do not struggle on their own. 6.8 Provide administrative effectiveness in the art of making our Conference life happen. Alan Hall, Executive Minister of MEPS re Housing Compensation (for information) iii) Reports from Archives: There will be requests for time on agendas at Presbytery meetings in the spring for providing instruction on archival work and what is expected in archival records (baptismal, marriage, cemetery), guidelines ( etc. One congregation brought in a file folder of s explaining that this was how Minutes were kept, and this is not acceptable. Reference was made to similar training offered to congregations in Quebec-Sherbrooke Presbytery, under the tutelage of Rev. Malcolm T. Cogswell. It was suggested to ask the finance committee to hire students again to help get archival records at the Conference Office in order (as was done last year). It was suggested to check the McGill School of Librarians for stage students. Congregations need to be reminded to divert 2% of the sale proceeds from their buildings to go towards the cost of archiving records. Doug Robinson deals with all the archival records for Ontario and Beverly Levine for Quebec. Some space has been cleared at the Conference as Archives National recently came to the office and picked up seven boxes of records. Drouin Collection has all of the Roman Catholic archival records as well as the Anglican and Presbyterian Church (some United Churches). Rev. Rosemary Lambie will follow up with finding out more about the Drouin Collection and how churches can have their archives become part of it. Finance (see appendix O): MOTION: (R. Allen/Reynolds) to accept the financial statements as prepared. Carried

Whereas mission and ministry needs and patterns within each of the five presbyteries in the conference are changing and evolving rapidly, Conference Executive invites and requests the appropriate officials, authorities and bodies of the Church to adopt a flexible and forward looking approach to implementation of the terms of the Handbook 2013 Admission to the Order of Ministry in regard to the areas of mission and ministry for which applicants for admission may apply, so as to enable and strengthen the ability of presbyteries to respond to new and prospective needs and challenges. Andrea Harrison, General Council Clergy Representative, used a PowerPoint presentation to highlight topics contained in the General Council Executive workbook to be discussed at the upcoming General Council Executive meeting, on November 15-17, 2014 in Toronto, ON (workbook can be accessed on the United Church website: ). It was explained that the main topic for discussions at the upcoming Executive meeting will be the Comprehensive Review. What is known is that the proposal coming from the Comprehensive Review Task Group will contain the structure of a Middle Council. A package from the Comprehensive Review Task Group will be going to this General Council Executive meeting to provide more detail, but is not currently available. Therefore, not much can be said in regards to the Comprehensive Review until after this Executive meeting. Rev. Andrea Harrison displayed the agenda and time block and described each section in fuller detail, highlighting what will be discussed: These sections are listed in bullet-point here-below and some description and recorded discussions are provided. Any additional information regarding details of each of the topics listed in bold here-below can be found in the workbook (see above link). Comprehensive Review: It was explained that when the Comprehensive Review Task Group brings its recommendation to General Council 42, it will go to a Sessional Committee. Sessional Committees are defined in the workbook (see page 124 of the workbook). Rev. Harrison outlined some of the criteria for naming Commissioner to the Sessional Committee: An ability to think clearly and reflect theologically. A strong knowledge of the ethos and history of The United Church of Canada. An openness to the leading of the Spirit in the context of a rapidly changing society and church. An ability to hold the tension between their own particular perspectives and the good of the whole church. An ability to articulate their thoughts and beliefs, in a clear and concise manner. Theology And Inter-Church, Inter-Faith Committee Accountability Report: In the past there has been focus on United Church relations with Judaism and Islam. There is a current focus which deals with relations with Hinduism. This work will be circulated to congregations. One Order of Ministry Proposal: Committee is currently assessing feedback which should reach the General Council Executive in March Full Communion/Mutual Recognition of Ministry Discussions: The United Church of Christ in the United States and in the Philippines, the Presbyterian Church in the Republic of Korea, Ghana Methodist Church, etc. Theology of disability: In every congregation there is at least one member with a disability. The role of a licensed lay worship leader is to prepare and lead worship services; prepare and deliver sermons; work with local ministry members and staff, i.e. musicians, lay readers, church administrators; and be aware of and address congregational responses to lay leadership and service content. An Exercise was conducted entitled Finding the sensitivity for hearing all voices and was developed as a webinar on Intercultural Lens. The Exercise in Intercultural Lens (Chocolate Cake Policy): Title: Origin: Chocolate Cake Policy General Secretary The Executive of the General Council approves that: Chocolate cake will be served as the first course of every meal, whenever the Executive gathers. a) All participating in the meeting must be present and seated before the chocolate cake will be served. b) All participants must complete the chocolate cake they are served before the remainder of the meal will be served. Background: Following the last Executive of the General Council meeting, the General Council Office received two requests from two members of the Executive from different Conferences, that chocolate cake be served at all meals. The voic and requests were passionately worded and clearly very important to those concerned. Considering that requests were received from two different Conferences, it is apparent that this is a concern across the country. Acknowledging that everybody loves chocolate cake, and that participants are often tired by the time a meal break arrives, it makes sense to begin with chocolate cake. Because people sometimes feel shy or guilty about eating a whole piece of chocolate cake, or about eating more chocolate cake than their neighbour, everyone will receive the same amount of cake and be required to complete it before the rest of the meal is served. The benefits of chocolate cake are hard to dispute as participants will have more energy from the sugar and generally feel better about their work, having consumed a piece of chocolate cake, almost like they are at a birthday party. Beginning each meal with chocolate cake will remind the members of the Executive of their many blessings. As Marie Antoinette is rumoured to have said, "Let them eat cake!" This policy should take effect immediately so that the benefits of the theology of abundance may begin! Putting the Exercise into focus at it relates to One Order of Ministry

15 Page 116 The United Church of Canada if this happens, we will leave the church Comprehensive Compensation For Ministry Personnel: Correspondence from Seaway Valley Presbytery (see section 6.8, i, a) and note from Jim Allen, bringing into question the Comprehensive Compensation For Ministry Personnel model, stating that it was not clear, the roll out was not adequate, receiving over the summer was rushed, etc. It was expressed that cost of living is misnomer and that house expense and cost of living are not synonymous. Promote the spiritual support, pastoral care, and professional development of Ministry Personnel - Promouvoir le soutien spirituel, les soins pastoraux et le développement professionnel nécessaires au personnel ministériel. On October 16, I attended the Orientation session for clergy who are new to the Conference. It was a treat to meet the students and ordained personnel who are undertaking their new positions in the Conference. There was enthusiasm and energy as we learned, discussed and shared fun exercises together. As one participant said, There was a real sense of community in the gathering. 2. Provide leadership in supporting Presbytery efforts to ensure that all Pastoral Charges have ongoing effective pastoral ministry and participate in the formation of new Ministry Personnel - Diriger et soutenir les efforts des consistoires pour que toutes les charges pastorales bénéficient d'un ministère pastoral efficace et sans interruption, et participent à la formation du nouveau personnel ministériel. 3. Promote the co-ordination of strategic use of resources through exploring regional co-operation - Favoriser la coordination et l'utilisation stratégique des ressources en explorant les possibilités de coopération régionale. In preparation for a meeting of the Conference Finance Committee, I joined a sub-group to discuss possible criteria and process for the Bhal-Jun Fund. The Committee has developed a process and criteria for the distribution of the money in this Fund and it will be discussed at the November 7 Executive meeting. On November 5, I participated in the final planning session for the Cracks Festival in Ottawa. 4. Promote efforts/initiatives/support of development and redevelopment of Pastoral Charges and Mission Units - Favoriser les projets de développement et de revitalisation des charges pastorales et des unités de mission, et soutenir les efforts dans ce sens. 5. Ensure ways of providing a collective Conference voice on public Christian witness S'assurer de faire entendre la voix collective du Synode comme témoignage chrétien sur la scène publique. The AGM Planning Committee met on October 29 to look at the theme and to block the time for the weekend. On November 1, about 65 people from across the Ottawa Presbytery and people from other communities of faith, gathered at the Waubano Healing Centre for a program Towards Reconciliation Together. The morning was spent doing the Kairos Blanket Exercise and the afternoon was mostly about planning for the closing of the TRC. There will be a lot of work to do over the next number of months for all who are interested in and committed to Aboriginal issues. Jamie Scott and I will be talking further about how to mobilize as many people as possible across the Conference. 6. On November 3, I participated for the second time, with Elder Satewas (Kanesatake, Quebec) in his Skype program with another United Church congregation as we discussed Love as it is reflected in both Aboriginal traditional practices and Christian beliefs. 7. Promote whole-life stewardship - Promouvoir le soutien de la vie dans ses diverses dimensions. 8. Provide administrative effectiveness in the art of making our Conference life happen. - Fournir l'efficacité nécessaire à la pratique de l'art de faire vivre' notre Synode. On October 26, I was pleased to be one of those that poured tea at the reception that was held for Rev. Lillian Roberts as she moves to her new position with the Manitou Conference. On October 28, Barbara Reynolds, the Executive Secretary and I met to discuss a draft Election Policy which Barbara had produced. The hard work that Barbara did in providing this material gave us a wonderful place to start our discussions. The draft will be discussed at this Executive meeting.

Promote the spiritual support, pastoral care, and professional development of Ministry Personnel - Promouvoir le soutien spirituel, les soins pastoraux et le développement professionnel nécessaires au personnel ministériel. This work has many challenges as the Comprehensive Review process has added stress to many who are concerned about the future of the church. 2. Provide leadership in supporting Presbytery efforts to ensure that all Pastoral Charges have ongoing effective pastoral ministry and participate in the formation of new Ministry Personnel - Diriger et soutenir les efforts des consistoires pour que toutes les charges pastorales bénéficient d'un ministère pastoral efficace et sans interruption, et participent à la formation du nouveau personnel ministériel. The Effective Leadership program is moving ahead with good support from most of the presbyteries using the new tools for JNAP and PC&O. Doug and I did training for all the churches in the lower Laurentien churches to launch the JNAP project with these small rural congregations who are in need of leadership. We are waiting for dates to offer more training sessions to assist in this oversight ministry but have been required to provide a written evaluation of our accomplishments and challenges to the national office. An Orientation event was held in October with a range of very experienced ministers and student ministers, all new to our Conference coming from the Maritimes to British Columbia. The Conference Interview Board interviewed six potential candidates in October (see report) 3. Promote the co-ordination of strategic use of resources through exploring regional co-operation - Favoriser la coordination et l'utilisation stratégique des ressources en explorant les possibilités de coopération régionale. The Youth and Young Adult support Committee had a conference call in early October, welcoming new chair Jamie Webber, and discussing the revised position description. Unfortunately there are several presbyteries with no presence on the committee which adds to the challenge of this ministry. Jean-Daniel Williams was accepted at the Conference Interview Board and began the interim position on November 1 for two months while the search for a half-time position is in process. La Table de Consultation régional des ministères en français is working with Percolab, a consulting company, to support three projects and encourage those also working with EDGE from the national church. They are also wanting to support the training of Francophone Licensed Lay Worship Leaders. 4. Promote efforts/initiatives/support of development and redevelopment of Pastoral Charges and Mission Units - Favoriser les projets de développement et de revitalisation des charges pastorales et des unités de mission, et soutenir les efforts dans ce sens. The Mission Support Committee will be meeting immediate preceding the Executive, on November 4-5 to review funding requests for our ministries supported by Mission Support funds. Recommendations will come to the meeting for 2015 support.

The Native Concerns Committee has a separate report. There was also a wonderful celebration in Kanesatake for the unveiling of a monument to Chief Joseph Swan. The AGM 2015 planning committee has chosen the theme, On Holy Ground/ Dans un espace sacré/ "Kariwahtokentiston with theological reflectors as we address the Comprehensive Review. At the Annual Meeting, there were a number of concrete suggestions about how funds could be raised for the Cordillera People s Alliance, and $1, was collected from the plenary. This money has been sent to the General Council office. Gifts for Vision (page 10) is also offering a way to support directly. Following presentations and the August appeal letter, other funds have recently been received for funding pump boats and other needs as identified by our partners in the Philippines. 6. Provide an inspirational link between local United Church communities and the United Church of Canada as a whole community - Devenir un pont et une inspiration entre les communautés locales de l'église Unie et l'église Unie du Canada comme communauté d'ensemble. I continue to respond to invitations to present my trips to the Philippines, one of which was with the Youth group of a congregation beginning to partner with a church in Manila. I also was guest speaker for the UCW, talking about female role models who are friends. I was invited to preach at the 100 th Anniversary of Roebuck United (SVP), the 100 th Anniversary of Greenfield Park (MP) and bring greetings to the 90 th Anniversary of St. Andrew s, Delson (MP). I was unable to attend St. Paul s Richmond because of a previous commitment but I brought a message of farewell for Rev. Lillian Roberts at Ottawa Presbytery. 7. Promote whole-life stewardship - Promouvoir le soutien de la vie dans ses diverses dimensions. The Stewardship Committee is in good leadership with Caroline see separate report. 8. Provide administrative effectiveness in the art of making our Conference life happen. - Fournir l'efficacité nécessaire à la pratique de l'art de faire vivre' notre Synode. Hanna Strong was hired during the summer to work with Larry, spending over 100 hours gathering all Conference Policies into a searchable document. The work has made great progress, but remains a work in progress before the project is completed. The Finance Committee met by conference call to address the mandated work of the June Executive to bring an updated Finance Policy. The Archives committee met in October, discussing the need to a new Heritage Fund brochure and the importance of education for pastoral charges regarding what materials need to be archived. A PowerPoint will be created and a request for time at each presbytery meeting in The Staff Committee met on October 1 by conference call to recommend the two position descriptions for the Conference Personnel Minister East and the Youth and Young Adult worker. Information available online at The youth event The Point was held on Nov 1 st with the theme All My Perfect Imperfections. It featured worship and share faith through music, drama, art and poetry. The Open Table, a dinner and program for youth adults, is a partnership of Anglican, Lutheran, Presbyterian and United Churches. In the following days, Ottawa Presbytery continued to reach out to those affected by this

Barrhaven UC hosted an event entitled Is There Room for Truth and Reconciliation? as part of a study of the Israeli-Palestinian conflict. St. Paul s Eastern UC which is partnering with ODAWA, one of the local centres for aboriginal people, is hosting an event with Rev. Jamie Scott Our Call to Build Right Relations: The Role of the United Church and the Truth & Reconciliation Commission The Presbytery Church in Society organized a learning event on right relations entitled Towards Reconciliation Together. Promote whole-life stewardship - Promouvoir le soutien de la vie dans ses diverses dimensions Drawing from the overall theme of Creating and Re-creating in Community, a working group of Executive is developing sub-themes that can be explored at each presbytery meeting. In November, for example, the focus will be on lament. The working group felt that for the church today, a significant fact for many folk is lament lament arising out of their felt grief at much change: for what is disappearing, what they see as being lost. At the October Presbytery meeting, the Mission Support Ministry Team presented the recommendations for mission support grants to be forwarded to the Conference committee. Those ministries receiving grants are: Ottawa West End Chaplaincy, Carlington Community Chaplaincy, Centre 507, Algonquin Campus Ministry and Aylwin Pastoral Charge. In the past the Carleton University Ecumenical Chaplaincy has also received mission support funding. However, the ministry is currently under review and did not submit an application at this time. The presbytery also gives direct grants to all these ministries and the Carleton University Ecumenical Chaplaincy. Lillian Roberts, the presbytery minister led in worship. The meeting was her last with Ottawa Presbytery before moving to Manitou Conference to assume the position of Conference Personnel Minister. Her reflection focused on passing the mantle of leadership. There was a time of de-covenanting and giving back symbols of the ministry that had been shared. Ottawa Presbytery then expressed its appreciation for Lillian s ministry. Rev. Rosemary Lambie, Executive Secretary of M&O Conference, Isabel Eastman, Rev. Grant Dillenbeck and Barbara Reynolds each gave testimonies to the gifts of ministry Lillian has shared. Ottawa Presbytery has decided to staff the Presbytery on a three stage basis: (i) a short term Presbytery Secretary to begin November 1, 2014 and conclude on the arrival of the provisional Presbytery Minister;

22 The United Church of Canada Page 123 (ii) a provisional Presbytery Minister to begin as soon as possible and last until December 31, 2015; and (iii) a joint needs assessment process to make a recommendation about staffing beyond December 31, The job description of the short term Presbytery Secretary includes the role of Corresponding Secretary of Presbytery and ensures that the duties outlined in The Manual are fulfilled. It does not include duties relating to congregational life or communications. The job description of the provisional Presbytery Minister, on the other hand, includes administration, congregational life and communications. Ottawa Presbytery is pleased to announce that Mr. Bruce Peterkin is the short-term contract Presbytery Secretary effective November 1, He has been a member of the Carsonby United Church for the past twenty years where he is a lay worship leader and involved on various church committees. He comes to this interim role with over 27 years of experience in the provision and delivery of health care services throughout Canada, with particular emphasis on Aboriginal Health and health care services delivery in rural northern communities. 23 Page 124 The United Church of Canada Ottawa Presbytery Welcomes - Presbytery Secretary on a short-term contract When Presbytery Minister Lillian Roberts announced plans to relocate to the Manitou Conference, the Executive of the Ottawa Presbytery began their search for a Supply Presbytery Minister to replace Rev. Roberts. Due to the time requirements for the recruitment of the new Presbytery Minister, the Presbytery Executive made the decision to hire, on a part-time contract, a qualified and suitable individual who would take on the duties of the Presbytery Secretary in order to ensure that the day to day duties and requirements of the management of the Presbytery Office would continue without interruption. A committee consisting of Brian Cornelius, Paul Dillman, and Diane Filby interviewed qualified candidates. The Executive of the Presbytery is pleased to announce the election of Mr. Bruce Peterkin as this short-term contract Presbytery Secretary effective November 1, Mr. Peterkin has been a member of the Carsonby United Church for the past twenty years where he is a lay worship leader and involved on various church committees. His professional background includes hospital administration, community health and social services, long-term care administration, mental health and addictions, health policy and community development. His experiences encompass many aspects of the principles and practices of management in complex health organizations and the utilization of multi-disciplinary approaches in facilitating healthy communities. Mr. Peterkin retired in October 2013 and has decided to return to work by assisting the Presbytery as the Secretary. He has held several senior executive positions such as Assistant Deputy Minister of Operations in the Department of Health & Social Services for the Government of Nunavut, President and Chief Executive Officer of several rural hospitals in Ontario and Executive Director positions, Carlingview Manor for one of Ottawa s largest long-term care facilities (303 beds) and Executive Director of one of Ontario s largest Aboriginal Health Centres, located in Hamilton and Brantford Ontario which provided a wide range of primary health and social services to over 15,000 urban aboriginal people. Mr. Peterkin s educational background includes a Bachelor of Arts Degree, a Masters of Adult Education, and a PhD in Health and Human Services, as well as executive development at the Banff School of Management and Harvard University. Since 1986, Mr. Peterkin has been an executive member of the Canadian College of Health Leaders and holds a long-term care Administrator s license for the Province of Ontario. He recently was honoured with a lifelong membership by the Canadian College of Health Leaders. Mr. Peterkin brings to this interim position a solid understanding of administration, organizational operations, Board and committee capacity building and working with Boards, committees and volunteers.

Martha Nell Thomson as pastoral charge supervisor of Mascouche United Church effective April 1, Promote the coordination of strategic use of resources through exploring regional Co-operation. Conference Mission and Service and Financial Planning Mrs. Carolyn Ruda and Mr. Paul Sales have been invited to address the Montreal Presbytery at its upcoming November 29, 2014 meeting. Conference Working Paper on Dispersal of funds from sale of church property The Executive of the Montreal Presbytery has sent a letter to the M&O Conference regarding the working paper entitled dispersal of funds from sale of church property. 4. Promote efforts/initiative/support of development and redevelopment of Pastoral Charges and Mission Units French ministry The Executive is continuing its discussion on ministry in French in the Montreal Presbytery. Conference Pastoral Care and Oversight Letter The Presbytery Chair and Secretary met with the Executive Secretary on a number of issues. One of these was regarding the letter from the Conference re: Pastoral Care and Oversight. It is proposed that two consecutive Presbytery meetings be set aside to hold workshops to train the members of the Presbytery using the model outlined in Effective Leadership and Healthy Pastoral Relationships Pastoral Care and Oversight Committee tool Kit. EDGE Consultant Bob Richards a Consultant with EDGE (a network for new ministry development & ministry renewal) will be giving a two hour presentation at the November 29, 2014 Presbytery meeting. M. Norman Levesque of the Green Church Project led a workshop at the September Presbytery meeting. 6. Provide an inspirational link between local United Church communities and The United Church of Canada as a whole community.

Cedar Park will host an event with the moderator on the Sunday evening and on Monday the Moderator will visit the St. James/MCM initiative, St. Columba House and the LGBTQ Teen and Seniors Centre at Beaconsfield United 7. Promote whole-life stewardship. 8. Provide administrative effectiveness in the art of making our Conference life happen. Sale of Ste Therese United Church property The Finance and Extension Board continues to market the Ste-Thérèse property. Eglise Unie St-Jean sur Richelieu transfer of property The Montreal Presbytery continues to market the Eglise Unie St-Jean sur Richelieu property. The responsibility for dealing with the Cemeteries has been transferred to the Finance and Extension Board. The following motion was passed. Motion: that the Montreal Presbytery amend its resolution of March 26, 2014 so that it is understood that the Finance and Extension Board is authorised to deduct from the proceeds of the disposition of assets an amount sufficient to discharge the obligations of the pastoral charge with respect to the all cemetery properties under its jurisdiction. Hemmingford Pastoral Charge Hemmingford Pastoral Charge wishes to enter into an agreement with a non-profit corporation backed by the Municipality which would buy the church property for $1. This non-profit would then lease back the hall to the congregation for $1 per year for 99 years. The new Corporation would cover all operating costs. Included in the agreement are guarantees that the property returns to the United Church in case of default by the new Corporation. The Executive passed the following motion that the Montreal Presbytery give the Trustees of Hemmingford Pastoral Charge permission in the first instance to explore available options for St. Andrew s United Church (Hemmingford) property. Management Reimbursement To help offset the cost of the extensive amount of time Presbytery staff and volunteers spend managing the upkeep and sale of property, the Montreal Presbytery passed the following motion the Montreal Presbytery concurred with the Finance and Extension Board motion of August 28, 2014 which stated when there is no income forthcoming to the Finance and Extension Board upon the Presbytery allocation of the net income on the sale of a building; the Board be authorized to charge a management fee of 15% on the deferred charges (disbursements and outlays). Beaconsfield United A letter was sent to Beaconsfield United Church regarding repayment of outstanding loans. Election of Commissioners to General Council The Executive sent a letter of concern to the Conference regarding the process for electing commissioners to General Council.

26 The United Church of Canada Page 127 Appendix E Seaway Valley Presbytery: Report To M&O Conference November 2014 Promote the spiritual support, pastoral care and professional development of Ministry Personnel. A pension luncheon is planned for Nov. 14 th. The topic for discussion is Fishing on the Other Side. Provide leadership to ensure that all Pastoral Charges have ongoing effective ministry and participate in the formation of new Ministry Personnel. The Pastoral Relations Committee has been very busy. They are currently participating in 2 search committees and supporting one internship. Pastoral Care & Oversight has reviewed the constitution of 2 new Ministry Units and is proceeding with the pastoral charge visits scheduled for this year. There are currently two new discernment committees being organized. Promote the co-ordination of strategic use of resources through exploring regional co-operation. A successful Youth Event was held at Christ Church United in Chesterville on September 19-20, The theme Getting to Know Your Neighbour was the basis of the worship and activities. The highlight of the event was the presentation by Harvey and Sue Gabriel on aboriginal issues. Thank you to Shanna Bernier for her leadership in this event. Seaway Valley continues to be a source of finances and volunteer time to Rideau Hill Camp. The Camp reported a successful year with a total of 350 campers taking part in the various camps. Of these 350 campers, 160 were sponsored in whole or in part by the Rideau Hill Council, churches and UCWs, Children s Aid Society/Family and Children s Services of Brockville, Cornwall and Ottawa, Max Keeping Foundation, schools, Ontario Disability Support Programme, House of Lazarus, Big brothers and Sisters, Kids in Camp, Rotary Club and Individuals. Seaway Valley continues to support the House of Lazarus as a Mission Outreach in our region. Promote efforts/initiatives/support of development and redevelopment of Pastoral Charges and Mission Units. Discussions and planning for redevelopment of Ministry Units continues within Seaway Valley Presbytery. A motion was passed to support a new shared ministry for a one-year trial period beginning January Seaway Valley Presbytery supported the decision of the Hawkesbury United Church to close effective October 15 th, A joint board of trustees from the former Hawkesbury Church and Seaway Valley are overseeing the details of selling the building. Ensure ways of providing a collective Presbytery vote on public Christian witness. Whereas we, as Christians, are called to welcome the stranger, and Whereas the people of Syria have been forced to flee from their country and millions have no way of settling in neighbouring countries, Seaway

27 Page 128 The United Church of Canada Valley Presbytery has undertaken the moral and financial obligation of refugee sponsorship for a family of four for one year. The Partners in Mission Committee are currently involved in the application process and congregations are beginning the task of raising the needed funds as well as considering how to provide the volunteer commitment to ensure the family is supported. Provide an inspirational link between local United Church communities and the United Church of Canada as a whole community. The Moderator s visit to Seaway Valley Presbytery on Nov. 9 th, 2014 will include a Town Hall Meeting at Ingleside-Newington. Congregations are encouraged to come and meet the Rev. Dr. Gary Paterson. The topic for discussion will be the Comprehensive Review Model but other topics may be raised. Promote whole-life stewardship. Enrichment time at the September Presbytery Meeting focused on Compassion and the 12 steps to a Compassionate Life. Interestingly, the points made during this presentation were recounted during the discussion on the motion for supporting a Syrian refugee family. Whole-life stewardship in action. Recognition that property is a gift from God to be stewarded for all of God s people Property does not belong to the church or to any one of its branches. Property belongs to God. The church is a trustee, called to steward property in its care in the interests of its true owner and maker. 2. Recognition of shared mission All church courts share the mission to which the property is dedicated. The courts are not in competition for the management control of property. 3. Recognition of joint responsibility for property management Three church courts jointly manage property but with varying responsibilities depending upon the particular circumstances of the property. Each court honors the interests of the others; each court honors the responsibilities of the others. 4. Based on and not in conflict with the Manual These principles are based upon the regulations of the Manual and not intended to be in contradiction to the Manual in any way. Where they lay out agreements beyond those in the Manual the intention is to be in essential agreement with the principles that appear to govern the Manual. 5. Recognized that the Mission Support Committee with representation (2) from each presbytery is aware of needs and funding distribution through Mission Support, local presbytery sources and also the Trois-Rivières fund and therefore will serve as this Committee. (February 18, 2014) Criteria of funding requests: The BHAL-JUN 발전 Fund is one of the funds that provide monies to be used in projects throughout the Conference. On April 29, 2014, the Synode Montreal and Ottawa Conference Executive approved the name which means development in Korean. Using proceeds of the sale of the Central Korean United Church in Montreal, this fund is intended to provide seed money for new, innovative and unique projects. It does not fund annual operational costs. Individual requests should come through the two presbyteries representatives who serve on the Conference committee and have local knowledge. They will be able to identify what other funds might be appropriate. They will also report on grants to their respective presbytery. There will be consideration of one application per ministry site per year. Total monies available from this Fund are expected to be approximately $50,000 annually. Applications to this Fund are expected to be substantial in amount but not so large as to limit the consideration of other worthy proposals. Maximum allocation per project will be $10,000. Proposed allocation for the fund (subject to an annual review by the committee): a) New Ministry Initiatives 30% $ 120,000. b) Overseas Global Partner Support 20% $ 80,000. c) Aboriginal Ministry 10% $ 40,000. d) Youth and Young Adult 10% $ 40,000. e) Intercultural 10% $ 40,000. f) Transitional Work 10% $ 40,000. g) Archives 5% $ 20,000 h) Other 5% $ 20,000 TOTAL 100% $ 400,000 Appropriate applications, financial accounting and accountability reports would be required

The application will demonstrate the following: Encourage new expressions of ministry with the ability to be vital and effective; A strong faith commitment; Good management of finances, staff and/or volunteers; Cooperation among congregations or other groups; Broad support from the church and, if appropriate, the community. Multi-year funding will be considered in appropriate circumstances, subject to regular progress reports and financial reports (funding for a maximum of three years). Applicants who submit requests for funding for projects they previously received a grant for should be aware that they may not receive any funding in subsequent years or, if they do receive funding, that it will be at a reduced level. The Committee will not consider applications that are from or for the benefit of an individual or to reduce accumulated capital or operating deficits, Accountability for the use of grants shall be governed by the following: A plan for the project, its operations and assessment will be required; Financial reporting shall be made available at predetermined times and upon request; Regular evaluation of the project at predetermined times. Applications shall have been approved by the governing body of the submitting group. Grant Process 1. Develop a vision and plan for the project. 2. This was very successful 2 years ago and really helped to introduce fresh produce to some of our clients, and we noticed a particularly positive impact on the kids. As a member of the Poverty Working Group of Cornwall and Area we participated in developing a 84 page document that address local poverty issues and offers potential solutions to community and municipal and provincial governments. Rideau Hill Camp Rev Ralph Taylor board member We had 350 campers, of which 160 were sponsored, in whole or in part, by various groups and individuals. The Council uses moneys raised to sponsor 97 of these We have received our accreditation from the Ontario Camping Association Here is a list of some of the capital needs for Rideau Hill: Rec Hall renovation, new tractor, new dock new roofs, new basketball court/rims, bunk beds and mattresses. 50 The United Church of Canada Page 151 Appendix L M&O Native Concerns Committee Report to Conference Executive On October 4, 2014, several members of the NCC participated with the communities of Kanesatake and Hudson, Quebec, in the dedication of a monument to Chief Joseph Swan. Susan Gabriel and Elder Satewas were the hosts and sponsors of the event. The existence of the monument is largely due to long and patient work of these two people. Grand Chief Serge Simon was one of the speakers. Rev. Rosemary Lambie blessed the monument. The ceremony was followed by a feast at the Kanesatake elementary school. Several members of the NCC assisted with the planning and execution of the Fifth annual Covenant Chain Link event in Ottawa on October This event is aimed to provide educators of 4 different school boards in the Ottawa region with information on Aboriginal (First Nation, Metis and Innu) resources that can support classroom activities. On October 24, the NCC met at Riverside United Church. Louise Profeit-Leblanc was a guest to the group and began with an explanation of the 7 Grandfather teachings. Louise is a First Nations person from the Yukon who now lives in Wakefield, Quebec. She is a story teller and artist. One of her passions is reconciliation and the role that everyone plays in making reconciliation a reality. The Committee reviewed its mandate and has written a revised mandate. The emphasis for the Committee is on providing an overarching presence that links all Presbyteries in the Conference. It will continue to be a link between the Conference and the National programs. It will continue to sponsor and foster Aboriginal events and to support Aboriginal communities and groups in the Conference area. The Committee discussed with Jamie Scott, the role that it might play in the short-term and long-term. In the short-term, it will continue to foster groups in the Presbyteries as well as working towards the closing of the Truth and Reconciliation Commission. This will include working with various groups, including a group representing the original TRC parties, Reconciliation Canada and Kairos to design and implement a walk on May 31, 2015 among other events. The long-term, will include how to continue the education and support work that comes from the final report of the TRC as well as the projects and programs of the National Aboriginal group. 51 Page 152 The United Church of Canada Appendix M MONTREAL AND OTTAWA CONFERENCE UNITED CHURCH WOMEN REPORT TO MONTREAL AND OTTAWA CONFERENCE EXECUTIVE NOVEMBER 2014 Carolle Dallas-Arbuckle, Conference UCW President Elect and I attended the National UCW Fall Gathering at the Queen of Apostle Renewal Centre in Mississauga the third week of September. It was a week of business, General Council staff reports, worship and fellowship. One of the highlights was the town hall session with Moderator Rt Rev. Gary Paterson. Reaffirming our commitment at our last NUCW gathering in 2013 a motion was passed to support the United Church of Canada s Bread Not Stones, Taking Action to End Child Poverty. Phyllis Buchner, Hamilton Conference UCW was installed as our new UCW National President. Our Conference UCW Fall Gathering was held late October at Summerlea United Church in Lachine, Quebec. Our theme was Girlfriends, Women of the Bible. The day centered on worship and theme presentations on various women from the bible. There was a mix of humour with one act skits The Story of Samson and Delilah and The Story of Martha and one monologue Lessons from my Mother-in-Law, spoken by Ruth. We were pleased that Rosemary Lambie joined us for the day as well as being our theme speaker. Rosemary led us in an interactive workshop through beautiful artwork and scripture on various women of the bible then challenged us to put ourselves in their shoes and share in our groups how our lives today parallel these women of yesteryear. Business was kept a minimum to allow more open space discussions and fellowship. Several challenges were common to all Presbyterials (1) finding an effective communication tool between Conference UCW/Presbyterial UCW and the local UCW s; (2) how do we increase membership which would also help with declining financial support. I have been invited to be the speaker at the Montreal Presbyterial s Advent gathering. Given the challenges of declining members and financial obstacles the theme of my talk will be With Change Comes Opportunities. Ottawa and Seaway Valley Presbyterials have gatherings planned this month of which I hope to attend. These gatherings give me the opportunity to meet the women around the Conference, to thank them for their service and to provide updates at the Conference and National level of United Church Women. Under separate attachment I am circulating the brochure prepared for our fall gathering. In the brochure you will find our Conference report to National UCW and my expanded report on the National UCW fall meeting as well as the Presbyterial UCW reports and various other reports. 69 Page 170 The United Church of Canada Appendix N Montreal and Ottawa Conference Conference Stewardship Committee Report November 6, Villa-St. Martin Stewardship: is a faithful response to God s mission for a just, loving and generous world, which impacts what we as God s people do, give, and spend, not just in our churches, but in all aspects of our lives. Stewardship has a bad rap as being all about money, that annual stewardship campaign to raise money to cover the budget. The Conference Stewardship Committee would like to work with the presbyteries in our conference to bring a clearer understanding of what stewardship really is to people. For this to be successful we need to develop a means for two-way communication to occur between the Conference Stewardship Committee and the presbyteries. We know there are churches out there that have really embraced all aspects of stewardship. Other churches should hear those stories so they can be encouraged to look at stewardship in a new light. We are asking the Conference Executive for help in making meaningful dialogue with each of the presbyteries. If not Stewardship Committees in the presbyteries, then how can we make this work? We are very pleased to announce that the leadership team of the General Council Philanthropy Unit will be holding a Stewardship event here for clergy and lay in our Conference.
