2 Descriptions of Elective Offices THE 174 TH ANNUAL CONVENTION OF THE DIOCESE OF CHICAGO Canonical Bodies Bishop and Trustees For election: One cleric and three lay persons for three-year terms The chief function of the Bishop and Trustees presently is to hold title to and oversee the use of, the real property used by the missions of the Diocese. Purchases, sales, construction projects involving mortgages and other transactions affecting mission real estate all come before the B & T for approval. B & T also holds title to the Episcopal Church Center property. In recent years B & T has moved more actively in support of the bishop and his staff, to inventory mission property, consider where sales of excess property can be made, and move to acquire property in areas where new missions should be established. Canonically, B & T has other financial authority, notably the program and administrative budget of the diocese and the management of investments, which in actual practice have devolved upon other bodies. Cathedral Chapter For election: One cleric and one lay person for three-year terms The Cathedral Chapter serves as the legislative and administrative body of the Cathedral Corporation of St. James Cathedral. The chapter oversees important ministries of its five commissions. Committed Christians are needed on chapter and especially those persons who understand in depth some of the concerns of urban life, those who have experience in reaching out to city (apartment) dwellers and those who have been involved in funding ministries and programs. Standing Committee For election: one cleric and one lay person for three-year terms Canonically, the work of the Standing Committee has three major components: participating with the Commission on Ministry in the process leading to ordination; giving authorization to parishes to sell or encumber real estate; and providing advice and counsel to the bishop. Other canonical responsibilities include concurring in the election of all bishops and being in charge of the diocese in the absence or disability of the bishop. Recent changes in the canons and the procedures of our diocese have shifted the primary responsibility for recruiting and screening candidates for ordinations to local communities of faith and the Commission on Ministry. The Standing Committee reviews the credentials required of postulants for candidacy and candidates for ordination, but now spends far more time getting to know postulants and candidates. In recent years greater emphasis has been placed upon the role of advice and counsel to the bishop. As such, its function is much like that of a cabinet which presents a variety of points of view to the bishop. The desire of the Standing Committee is to be visible and available as communicators for the diocese. The Standing Committee invites communication from all in the diocese on issues of concern. The Diocese of Chicago is engaged in the same mission the Church has been about since the first Pentecost: bringing people to unity with God in Christ. The Bishop and Trustees are charged with stewardship of the financial and real properties of the Diocese, and much of their work focuses on strengthening and using those resources to facilitate the work of mission congregations. B&T must always remember that the assets God has entrusted to our diocese are to be used as instruments of that mission, to help us proclaim the Kingdom of God. As Rector of a parish, I know what it s like to have to wrestle with the faithful use of buildings and grounds as instruments of mission. As a member of the Diocesan Council representing the Rockford Deanery, I have come to know more about the work of diocesan governance and the particular nature of the church s work in the western part of the Diocese. Through my work in Campus Ministry, I have supported some of our most innovative and important ministry outside the parish context. Constance Bonbrest, M.D. Bishop and Trustees Lay Nomination Ballot #11 Retired Physician St. Paul and the Redeemer Chair, Buildings and Grounds N/A Bishop and Trustees (since 1996) Bishop and Trustees holds title to all real estate associated with mission churches or agencies. It may award grants to missions, or offer them loans. It has the responsibility to assure that construction or repairs of its buildings proceed with appropriate safeguards of insurance, permits, bonding requirements, etc. I have been a member of Bishop and Trustees for 15 years, and the secretary for 12 years, which has given me both experience and a historical perspective. 5 Mr. Jeffrey Hill Bishop and Trustees Lay Nomination Ballot #12 Professor, Northeastern Illinois University St. Mark s, Glen Ellyn N/A Vision Committee, St. Mark s, Glen Ellyn; Bishop s Committee, Church of the Incarnation, Bloomindale, IL. Bishop and Trustees, The Episcopal Church of Chicago, and Bishop and Trustees in particular, continues to face dramatic change. As Chicago grows and as populations shift, the Church must find ways to expand its mission to newly developed areas, while simultaneously serving the changing communities and often different cultures in its older, more urban areas. The role of Bishop and Trustees is to help these newer missions, suburban and urban alike, find and develop the worship facilities they need in order to thrive. We need to plan for their future, find land now when it is available and relatively inexpensive, and support these future faith communities. At the same time, B and T must also help long established missions maintain the facilities that have well served their members for so many years. The difficulties that face the wider Episcopal Church serve to make this task even more important than it has been in past years. As a former member of a mission, and now as a member of a parish that has seen and is recovering from adversity, I am familiar with the needs of faith communities that serve growing communities outside of Chicago. As a professor of political science and public administration at Northeastern Illinois University in Chicago, I am familiar with the rich diversity of age, race, and ethnicity that characterize our urban neighborhoods. I have been able to put my experience to good use as a member of B&T; I have been blessed with the opportunity to help missions in city and suburbs plan for growth in their congregations; and, I have been able to participate in planning for a program to award grants to missions in the Diocese. I look forward to continuing this process of strengthening our existing missions, and planning for the needs of new communities as the suburbs expand to the west. 458 Dee Lane Roselle, IL

6 Ms. Polly Tangora Bishop and Trustees Lay Nomination Ballot #13 Self-employed All Saints Episcopal Church, Chicago Coordinator for Youth and Children s Programs Vestry member, Warden, Coordinator for Children s Programs Bishop and Trustees, ; Diocesan Budget Committee, ; s Commission, Bishop Lee has given us a wonderful if a bit daunting mandate to Grow the church, form the faithful, and change the world. I feel this summarizes well the challenges to the Church in our time. Within the Diocese of Chicago I think we need to ask ourselves: 1. How do we develop growing vibrant congregations that have resources to serve not only their members but to reach outside their congregation to provide support and inspiration to their communities, country and the world? 2. How do we maintain, redesign or reconstruct our buildings to support this mission? 3. How does our diocese become a more active partner with our congregations to live out this mission? Building vibrant and dynamic congregations in all types of facilities that support modern needs for worship and service within a variety of circumstances seems one of the most critical issues for our diocese. As a former vestry member and past warden of All Saints, Chicago, I bring experience working with the members of our congregation over the last 19 years to develop a vibrant congregation in a building over 125 years old. I have been privileged to participate as our congregation at All Saints has worked through problems of declining membership in a building with serious deferred maintenance problems. Today our congregation has gone from approximately 20 in attendance on a Sunday when I joined to over 200 on a Sunday. The landmark building where we worship is being gradually renovated and somewhat restructured to support our mission to change people s lives.

7 In their charge to oversee the financial and property issues of the Diocese, Bishop and Trustees can provide strong leadership to seek out potential for partnerships that will build bridges between congregations, communities and across the globe to aid in accomplishing Bishop Lee s challenge to us. As a current member of Bishop and Trustees I have worked with congregations to seek solutions to the problems of strengthening their congregations as they struggle to maintain their buildings as well as working to shape the financial philosophy of the diocese. As liaison for Bishop and Trustees to the Diocesan Budget Committee I have worked with that committee to develop a Diocesan Budget for Administration and Programs that is more transparent and accountable to our mission. As a member of the s Commission I have been involved in finding ways to better coordinate the congregations work in mission with support from Bishop and Trustees for the needs of their physical plant North Magnolia Avenue Chicago, IL

Donald Frye Cathedral Chapter Clergy Nomination Ballot #21 Priest, St. James Episcopal Church; Registry Chaplain, Good Samaritan Hospital St. James, West Dundee Rector Adult Spiritual Formation, Mission and Outreach, EfM Mentor NASSAM Council of Tentmakers Chicago, 2009-present Our Cathedral provides both a public forum and voice as we address the major issues facing all of our communities across the diocese and the world spiritual formation, unemployment, hunger, world peace, the undocumented, health care disparities, racism, religious tolerance, and domestic violence. I believe that our Cathedral helps us to continue the dialog and educating ourselves in these areas so that we can become agents of change. I want to see our Cathedral continue to grow as a vibrant and vital community of faith. I believe that I can be a support to our Dean and Cathedral with my experience as an urban missionary, creative planner, marketing experience, and my lay and clerical experience in the church and world. As faith and society intersect more outside of traditional venues, I would love to see more participation of Saint James and parishes both in the city and suburbs to engage society in new and unique ways West Gypsum Circle Naperville, IL

9 Ms. Judy Carmack Bross Cathedral Chapter Lay Nomination Ballot #31 Retired consultant in leadership development and fundraising St. Chrysostom s Episcopal Church Co chair, Rector Transition Committee; Coordinator of the Southeast Mexico Project; Benefit Chair Senior Warden; Capital Campaign Chair; Communications Chair Strategic Planning Committee; Communications Committee A vibrant church, welcoming new members, extending hands to neighbors in need, visiting parishioners who are unable to come to church, developing new leaders while paying thanks to those who have served for a long time in key positions, is one following Jesus's words and looking up and around at opportunities for service to all. Building lay leadership who use their particular skills to help the clergy is essential. The Cathedral stands at the center of our Diocese, both as a dynamic focus and as a parish church as well. It needs to raise funds to implement outstanding ideas of our Bishop, Dean and members, welcome in the larger community and set an example by the mission work that we could do. A great opportunity for our Diocese is developing new parishes, I feel that Cathedral leadership must see their role in this greater mission and welcome emerging churches into its midst. As a capital campaign/annual fund consultant and a trainer in leadership and board development in my recent career as well as former Senior Warden and capital campaign chair at St. Chrysostom's Church, I have experiences and certain skills in benefit and other special event planning as well as the development of new leadership I would like to share. I have chaired several non-profit boards and have learned from fine leaders as well as from my own mistakes. How a group works together with mutual respect, how new people are brought up to speed, how each can best help in volunteer and fundraising projects can be joyous occasions because we are furthering our Gospel messages North Orleans Street Chicago, IL

The church, like many institutions, is living through challenging cultural change. We truly don t know what the church will look like in 30 years, or even 3. Our Episcopal structures and identity are under the same pressure our congregations experience: with fewer members, less money and changing resources, how do we creatively live the gospel so that others are inspired to join us? With oversight of most institutional functions of the Diocese, and as the Bishop s council of advice, the Standing Committee can help create flexibility and strength in our structures as we navigate and minister to a changing world. Serving on the s Commission of this Diocese, I ve been engaged in strategy and decisions about how our congregations and Diocese can meet the challenges of changing financial and cultural context. In local ministry like Ashes to Go, I ve had the opportunity to think creatively about our tradition as a means to engage the world. Through work with CDSP and in the Diocese of Missouri, before returning to Chicago, I bring experience with institutions navigating challenge and change. I also bring to this work a deep appreciation for how the Holy Spirit can work through our institutional structures and processes. 105 West Maple Street Lombard, IL

This struggle is not new. When St. Paul wrote to the Romans, Do not be conformed to this world, but be transformed by the renewing of your minds, so that you may discern what is the will of God what is good and acceptable and perfect, he was speaking of this struggle. The church needs to be engaged with the world, or the message will not be heard, but if the church becomes conformed to the world the message loses the way. As a member of the Standing Committee, we give advice and counsel to the bishop. This collegial group of lay and ordained people plays an important role in helping to maintain this balance for the diocese. They also play an important role in supporting the health and well being of the bishop, helping him to maintain healthy boundaries of work and rest, church and family. Working with the young people of the diocese has helped me stay in touch with our potential to impact lives in the world, both today and tomorrow. Black Standing Committee Lay Nomination Ballot #51 President & CEO, Chicago Sunday Evening Club St. James Cathedral Communications Committee, Cathedral Choir Junior Warden, Cathedral Chapter, Arts & Music Committee (Chair) Delegate to Diocesan Convention (2008, 2009, 2010) Responding to change is the greatest challenge for both the Diocese of Chicago and the Church: change from within as the Spirit challenges us to grow more deeply into our walk with Christ; change from without as we are challenged by the world to respond as Christ s followers to its longing for spiritual and physical wholeness. The diocese understands its call to be growing the Church, forming the faithful and changing the world, which are all acts of change. The Standing Committee, in its advisory role to the bishop, helps move the diocese through change. I have been CEO of a Chicago non-profit for the past 17 years, leading it through financial, technological, and cultural change. The experience has taught me to be a careful listener and to reflect prayerfully before I make decisions, both skills that could serve the Standing Committee well. I have many years of board and committee work experience in the non-profit sector, having served, at various times, as board chair, secretary of the board, treasurer of the board and committee chair for a variety of religion and arts based organizations. 950 W. While embracing diversity is important, it is imperative for the survival and viability of the Episcopal Church that we move beyond mere diversity and fully welcome diverse members of our community into all levels of power, decision making and access in our diocese and in our church. I agree with Stephanie Spellers that we must create Episcopal churches where we go beyond inclusion. My experience as a Warden at St. Martin's Episcopal Church in the Austin neighborhood on Chicago's West side, as well as my position as Co-Chair of the Board of Crossroads Antiracism and Training, combined with my experience as Training Manager at a large Chicago law firm has provided me with a variety of perspectives that make me uniquely qualified to provide a perspective on diocesan affairs that is too often unheard in our community South Drexel Avenue Apartment 609 Chicago, IL

I am an executive responsible for communications/client relations for an international education notfor-profit, working daily with people from different cultures and of different ages to solve problems, manage crises, and communicate information on diverse topics. As a parishioner in both suburban and urban parishes, I have participated in strategic planning, outreach, and parish growth initiatives. This work has included leading a clergy search, overseeing major building construction, chairing fundraisers, and developing membership-development social groups.
