As your bishops we both expect, and will hold you accountable for, a high degree of personal responsibility with regard to how you conduct your ministry. We want to be clear with you about that from the start before you go any further in your discernment. The document that sets out our expectations may be found here. We expect you to read it carefully as should you be offered and accept a post in our diocese then we will judge you according to this set of standards. We believe they are what makes for the good functioning of both parish and diocesan ministry. It is a rich and rewarding privilege to lead the people of God in the offering of praise, the proclamation of the word and the celebration of the sacraments. 5 LETTER FROM AREA DEAN Ministry in Transforming Wigan In the last several years there has been a palpable sense of God s blessing on the Church and people of Wigan. In the life of the Church of England s deanery a willingness to acknowledge and wrestle with some long-term problems, coincided with the national Church s orientation to the priorities of Renewal and Reform. Transforming Wigan is the mission strategy for the deanery, given an enormous boost by the Church Commissioners generous investment of over 1 million, over seven years, towards this work. Wigan was successful in winning that funding because our challenges are typical of many communities. One of the essential requirements for newly appointed clergy will be that they play a full part in the development of this strategy, meeting regularly with colleagues, and acting as mentors to the growing numbers of lay local missional leaders. The ambition is to move beyond an attractional model of church growth towards a strategy of planting many new worshipping communities, reaching one in ten of the people of Wigan with the Good News by The All Saints team parishes were formed in the Tractarian tradition in the nineteenth century, under the stewardship of a succession of influential Rectors who built new parish churches and schools and instilled a disciplined tradition of worship and service. This tradition remains vibrant in places, but the short supply of clergy has made it difficult to sustain, and it has not proved fruitful in terms of sowing the seed of new discipleship. This is a challenge shared across the deanery, and the developing Cultivate leadership programme, and other pan-wigan initiatives around Alpha and prayer, mean that new colleagues will not be left on their own to grapple with these challenges. Likewise over the last two years a significant investment in schools ministry has been bearing fruit across the town. The Wigan town centre Hub offers unique possibilities for those with skills in developing the ministry of the historic Parish Church, civic links, and chaplaincy, working with Frank Hinds in Hub leadership. This role will require a courageous minister, secure in their call and prayer life. These will be tested. 6 INTRODUCTION We are desperate to follow the Spirit of God. Our hope in Wigan is to turn around the mission and financial strength of the churches and deanery together in the next four years. Because of that desire, the Wigan Deanery became the first recipient of the CofE Strategic Development Fund (SDF) Grant, under its Renewal and Reform programme. We are about to enter year four of the seven-year ( ) initiative, which is the Diocese of Liverpool s flagship project. We need able leaders. Our main focus is on strengthening our current leaders and recruiting new ones to take up the challenge together and, by the grace of God, to lead his people in loving Wigan and helping more people to get on the discipleship journey with Jesus themselves. The position of Hub Leader is a collaborative senior position on the overall Leadership Team of the Wigan Deanery. To join the leadership team as an Hub Leader means you will play a key role in supporting the development of the strategy to accomplish the vision across Wigan. We are looking for leaders who, as priests, have a deep sense of ministry and mission to those who currently see themselves as church as well as to those who are not yet connected to it. A Courageous Hub Leader This new post is first and foremost for someone who can join the Church Wigan Leadership Team with specific responsibility for leading collaboratively with the Hub Leader in growing this Hub. The Hub Leader with the Associate Hub Leader will form a Guiding Team to focus on the specific strategy for their Hub to 1) refresh the existing Worship Communities with new Local Missional Leadership, and 2) seek out the opportunities for planting new Worship Communities and forming new leaders and teams to plant them. Together our Hub Leaders form the Church Wigan Guiding Coalition the strategic leadership group directing the change agenda.there is direct coaching support provided to help the Hub Leaders, Associate Hub Leaders, and their teams progress the vision and strategy on the ground in their Hubs. 7 VISION STATEMENTS We are asking God to make us a bigger church so that we can make a bigger difference. We believe that more people knowing Jesus means more justice in the world. To achieve our vision we must multiply leaders and multiply disciples. Our diocesan prayer is: Loving Father, By your grace we long to see more people knowing Jesus, and more justice in your world. Help us to live as your disciples in the power of the Spirit, and to work to your praise and glory. Amen. We want to see one in ten people in Wigan on a discipleship journey with Jesus by We have set an audacious goal and worthy challenge for ourselves. Our prayer is that we have discerned rightly and that God will bless our efforts. The vision and strategy to support major growth in the next three-five years is set. Wigan Deanery is restructuring into relational Hubs enabling existing church communities to be refreshed and many new ones to be planted. Aligned with our diocesan strategy for multiplying leaders and multiplying disciples, each Hub will be resourced with a team of leaders: stipended, self-supporting, and retired priests; readers; commissioned local missional leaders; and, a variety of lay leaders. In addition the deanery is providing central services support for developing worshipping communities in schools, a youth ministry network, parish ministry development, buildings support, finance and administration guidance, and funerals ministry. 8 WHO & WHERE WE ARE St. George s is a small C of E church close to the centre of Wigan, within close proximity to Wigan Parish Church. It was built in 1781 and is a well- proportioned building. It is currently undergoing refurbishment, with a view to ensuring that the building is multi-functional and able to serve the wider community. The premises are shared with Gateway. The Town Centre hub is made up of churches, schools, civic entities, and ministries: All Saints Parish Church, St George s Church, Gateway pioneering church, Deanery High, Wigan & Leigh College, Wigan Council, the Grand Arcade, Salvation Army, and Street Pastors. The Parish Church of All Saints sits right in the centre of this bustling Lancashire town and has been a beacon for the Church of England for almost a millennium. Since the first recorded Rector Ranulph was appointed in 1199 there have been 55 who have presided over this important and beautiful religious building and its community. Gateway is a church plant launched in 2012, whose call and vision is to plant missional communities into the variety of neighbourhoods and networks across the town centre and beyond. Gateway has its base in St. George s and is trying to enable a redevelopment of the building in order to achieve a modern, adaptable, flexible resource for the town centre missional communities. Gateway and the community at St. George s, though very different in many ways, have developed a good working relationship in the building. Throughout this time, the town and the church have undergone many changes including, in the last century, much of the housing in the parish being replaced by commercial properties. But the church s position in the town has not waned. Page 8

9 ETHOS & SUNDAY WORSHIP year, including the Civic Remembrance Day Service, St George s Day Service for Uniformed organisations, a joint Confirmation Service Wigan Parish Church, as it s known colloquially, is still the centre of church life in Wigan, the go to place for the local authority and businesses in the town centre and is still a strong traditional place of worship for churchgoers, many of whom travel in from outside the parish boundary. There are two services on a Sunday am Sung Eucharist and 6.30pm Choral Evensong - which attracts around 90 to 100 people each week. As with other churches Easter and Christmas are very busy times with several daily Services during Holy Week and Carol and other popular Services around Christmas. It is a traditional church but, in recent years, breathed new life into and improved those established traditions. There is a good choral tradition with an excellent Director of Music, a famous organ and a small but very capable robed choir. which last year saw 88 candidates from 10 different parishes confirmed, school services for children from the Deanery High School, and Wigan and Leigh College Graduations, Vocational Awards and Staff briefings. Currently at St George s there is a traditional Sung Eucharist on the first and third Sunday each month with Services of the Word on the other Sundays. There is a small but very loyal, hard-working congregation of approximately 25 communicants. Several lay members of the congregation are responsible for organising services. The church seats over 700 people and is used for numerous large gatherings throughout the Page 9

10 WEEKDAY WORSHIP, SPIRITUALITY, & PRAYER All It is targeting the homeless and the marginalised through a missional community called Joshua s Den; families through a network of missional communities called Heart of the Family; and enabling targeted youth work, helping to set up an independent Youth Network through Transforming Wigan alongside a number of emerging missional communities. Gateway has been the birthplace of the Cultivate Saints holds a regular Wednesday communion services at 12.30pm with a congregation of between 30 and 50 made up mainly of older people who do not attend on a Sunday. leadership development programme being used to grow pioneer leadership across Wigan and the diocese. Gateway is working alongside Transforming Wigan using missional chaplaincy to change the way the Town Centre supports those on their journey with Jesus. Together with Transforming Wigan, it has appointed chaplains in the town s college and high school. It is also looking to establish a town centre chaplaincy along with chaplaincy teams in the council, town hall, the town s two retail arcades, the covered market and the independent sector. Page 10

11 THE COMMUNITIES WE SERVE Change is all around the hub in the town centre. The opening of a recent shopping mall and a new redevelopment on the drawing board shows the local authority is taking the town forward. A new bus station is being built outside the All Saints Church environs and two very busy railway stations are also on its doorstep ensure the church is there for people to see as they move around the town. The All Saints Parish population is now about 4000 housed mainly in private terraced property along with some social housing. The Town Centre is well endowed with shopping and commercial properties. The church has always had a leading role in the civic life of Wigan. Its position dominating the skyline in the Town Centre, its size and its ecumenical traditions has meant most of the town s Civic Services are held there with the adjacent cenotaph being the civic focus for Remembrance Sunday and the church always full to capacity for the Service which follows. In recent years the church has hosted many of the First and Second World War anniversaries and is regularly used for smaller Services by war veterans. the church voice for them, the Rector is the natural contact for other organisations, such as the local media, if they want information or views. In recent years local councillors have delivered financial support for minor church repairs. The parish no longer has a church school but, as patron of several parishes in the Wigan Deanery, the Rector has a close liaison with many church schools. The Deanery High School is within the parish boundaries. Strong historical and current links exist, between the school and church. The Rector will automatically be a foundation governor of the school and the last two Rectors have begun their governing role as vice-chairman before stepping up to be chairman until they retired. The school, which has around 1500 pupils has just completed a 14½ million rebuild on the same site. The Rector plays a leading role in the Town Centre civic and commercial life, currently chairing the Town Centre Partnership Board, a body leading the redevelopment of an important area of the Town Centre. 12 HUB CHURCH BUILDINGS All Saints Parish Wigan is the oldest church in Wigan being mentioned in the Domesday Book Dedicated to All Saints, the parish once covered an area of over 40 square miles. It now covers a small area chiefly in the centre of town. The church stands on the crest of a hill in Wigan Town Centre. It is at least the third building on the site, most of the structure being erected in the rebuild of 1844 to In addition nearby there is a small building known as the Bluecoat School, recently refurbished with a new kitchen, which is used for meetings and refreshments after the Sunday Services and the Song Room which contains the parish office and toilet facilities. Across town at St George s, the building has had major restoration work done at frequent intervals, the last being completed around The building is in a good state of repair, though damage from a recent small fire is being repaired now. All Saints Wigan Parish Church Bluecoat School Interior It is a Grade 2 listed building, consecrated in In the mid 1960s, a decline in industries, large scale demolition in the town and a new road system had a dramatic effect on the church as families moved away. In 1980, fire rendered the church unfit for purpose and complete restoration was required. St. George Church, Wigan Today, plans are underway for a major reordering of St. George to provide more flexible space, fit for purpose. Page 12

14 THE RECTORY The Rectory is situated a short walk away from the church in a residential area and is a wellbuilt five-bedroom detached property with large rooms. 15 BENEFICE STRUCTURES For several years, leaders in the Wigan Deanery sought a way to best organise ourselves for mission and ministry a challenge as the largest deanery in the Liverpool Diocese with 30 parishes. At one point we divided into two deaneries (Wigan East and Wigan West). Eventually it made more sense to re-join into a united deanery, albeit subdividing into four Mission Partnerships with an aim to equalise the populations in each partnership. As a deanery, we were heavily in parish share arrears and experiencing a significant amount of decline in attendance numbers. Our Mission Partnership of 12 parishes had already decided to enter pastoral reorganisation and became the Wigan All Saints Team in March The Team scheme designates the following posts: Team Rector, five Team Vicars (one of which is SSM). Simultaneously, in March 2015, the Diocese on behalf of the Wigan Deanery, was awarded the first SDF Grant from Church Commissioners for Transforming Wigan, a project to turn around the mission and financial strength of the deanery and all the parishes in it. As a result,in the past 18 months all of the churches in the deanery have begun to organise ourselves into Hubs in order to discern a more manageable structure going forward. We have been working closely with our diocesan and national Mission and Pastoral departments to clarify our intentions. Currently, the All Saints Team is working in four separate hubs: The Town Centre Hub (All Saints, St. George s, Gateway); The Central Hub (St. Catherine, St. Andrew s, St. Anne s, Christ Church, and St. Mary s); The Northeast Hub (St. David s, St. Elizabeth s, St. John s, St. Stephen s) and one parish, St. Michael s, is working with a parish outside of the All Saint s Team on forming a Hub. Legally, we are still a Team of 12 parishes, and the role of Team Rector carries with it the legal responsibilities of that office, holding the benefice and fulfilling several ex-officio roles on boards of trustees in the civic arena. Within the emerging Hubs structure, this role would be one of Hub Leader for which a highly collaborative, imaginative, and organised person is needed to work collegially with the pioneering Associate Hub Leader, The Revd Frank Hinds. As we move forward over the next three to four years, we expect that early on our legal structure will change yet again, and this time into a more manageable grouping of three to four parishes, possibly becoming one large single parish benefice, and that the other Hubs would similarly reorganise. In 2017, as a deanery, we have paid our parish share in full, and we have identified several new leaders and are seeing new worshipping communities develop! Page 15

16 MISSION & MINISTRY TEAM The All Saints Wigan Team is comprised of 12 parishes, currently served by a Team Rector (Interim), four Team Vicars (one of which is SSM), and a Pioneer Minister, licensed as Assistant Curate (Interim). In addition to the offices listed above, we have two Curates (in training); five Readers; two Local Missional Leaders (LMLs) who hold bishop s commissions; eleven chaplains (four in retail, three in the town hall, three in youth/ education, and one in The Brick; and a few retired clergy who assist on an as-needed basis. In order to better serve the local population, we are seeking to expand our mission and ministry teams by filling the two vacancies (one current and one upcoming) as well as to identify more LMLs. 17 HUB STATISTICS Both All Saints and St George s have managed their finances well over recent years and both have managed to fulfil their parish share commitment in full. At All Saints, there are around 180 members on the Electoral Roll and this number has remained reasonably constant for a few years with new names coming onto the Roll as others are taken off. The church s finances are sound. Last year income and expenditure were both approaching 100,000 although the accounts showed an overall loss for the year of 12,000. There is a well organised planned giving scheme with almost 50 members on standing orders. In addition another 60 families take weekly envelopes. Routine expenditure is dominated by the Diocesan Quota which is almost 50 percent and utility bills and insurance make up a further 25 percent. Since the quota system began, we have never missed a payment. 18 OUTREACH & CHARITY SUPPORT With mission in mind, All Saints church opens its doors to visitors almost every day outside of the winter months with people from all over the world calling in for a look round the beautiful building or just for a quiet moment. There are permanent food collections for Town Centre relief bodies and two years ago the Church set up a café in the Bluecoat School for families struggling to feed their children during the long summer school holidays. This was such a success that the church has joined with partners to open a full time Pay As You Feel café, called Fur Clemt, the first replication of the Real Junk Food movement, in a deprived area of Wigan. The Bluecoat School is still open for a few hours on Tuesdays to offer food and help to people in need. Three times a year the building hosts a two-week Church Shop which offers a variety of furniture, clothes and bric-a-brac at vastly reduced prices for the community. Over the last three years a major project in partnership with the Heritage Lottery Fund saw two 15 th Century Altar Pieces displayed in one of the church chapels, a project which cost around 90,000. As a recognised excellent music venue, the church also hosts many music events throughout the year. Around a dozen concerts are staged each year for folk music, local choirs, bands and orchestras. Recently a leading North West choir staged an opera in church. At St George s the church has supported South West China s Children, Derian House and the Bethany Project. In addition, the Gateway community there has launched Joshua s Den, an overnight shelter for those without a home, and they take in referrals from the Borough Council. Page 18

19 BENEFICE ACTIVITIES The benefice of All Saints Wigan team consists of 10 churches in addition to All Saints and St George s. They are: Central Hub Christ Church Ince: The church was consecrated in 1864 and the interior re-ordered in This now provides a lounge, upstairs hall, kitchen and toilet facilities. It is a Grade II listed building in good order and is approximately one mile from Wigan town centre. Ince is a working class community. They are of a low evangelical tradition always encouraging collaborative ministry and have close links with the church school. St Andrew s Church: The church has very close links with its school of the same name sharing services at Christmas and Easter and setting up displays in church to show the children. They hold two weekday Eucharist s each week and two on a Sunday each month. There is a thriving Cafe Church once a month and Andy s Kids (Sunday School) twice a month and there is a good congregation of all ages. St Anne s Beech Hill: The Parish was created as a daughter Church of an adjacent Parish and was housed originally in a building, which is now St. Anne s Community Centre. The Church building is modern, being built in The Church has a Lady Chapel, which is used regularly for weekday services. In 1989 extensive refurbishment of the Church was completed. In 1998 the organ was completely restored. The Church is within walking distance of the town centre. St Catharine s Scholes: The Church was dedicated in 1841 and is not far from the town centre. The area has seen a lot of change over the years, both with housing and population and is not without its social problems. The building sits across the road from St Catharine s C E Primary School which in turn has the Parish Hall attached to it. There is a small but committed congregation. St Mary s Ince: The original Church was a built in 1887 but due to subsidence too costly to remedy was moved to its present site in In 2000 the church was extensively renovated. The Parish Hall, which was built in 1995, is extensively used by a wide variety of organisations and is also hired out for gatherings such as christenings and funerals. The Church also has its own parish office which has been recently renovated. Page 19

20 BENEFICE ACTIVITIES (CONT) St David s Haigh & Aspull: St David's sits on the north eastern edge of Wigan with easy access to Northeast Hub the M6 and M61 motorways. Haigh is a village community but extends into the residential hub of Aspull. St David's CE Primary School in Haigh has excellent links with the church and the whole school goes into church every Wednesday morning. The church dates from 1833 and is well maintained. St Elizabeth Aspull: The Church is also on the north eastern edge of Wigan. The Parish is a mixture of semi-rural and residential housing. A good ecumenical relationship exists with the local Methodist Chapel and excellent links with Aspull Church Primary School. The Parish Hall is well used by the local community and hosts Messy Church bi-monthly with an average attendance of The recently restored church building will shortly have an indoor kitchen and toilet installed. St. John the Baptist New Springs: The Church serves the stable New Springs community 1.5 miles from Wigan centre. Approx 2,500 residents live in a mix of private and social housing. Canon Sharples primary school serves this area of New Springs and Whelley. Worship is in the central tradition of the Church of England. Monthly midweek Eucharists are held in the church and a local sheltered housing project. Sunday School, Brownies, knit and natter, computer club and social evenings are all regular features of the church s programme. St. Stephen Whelley: The Church worships in an attractive Paley-designed building (1928) set amidst private housing. The School and churches were recently awarded the Church School Partnership level 1 award from Liverpool Diocese and prepare a large number of children for confirmation every year. A modern church hall is in regular use by uniformed organisations, Mothers Union and other church social activities as well as lettings. The church building regularly hosts the Wigan Youth Orchestra and other musical events performed by young people. A small, dedicated team lead the worship and social life of the church. Hub TBC St Michael s Wigan: The Church has served the Swinley and Whitley districts of Wigan for nearly 140 years and provides a welcoming ministry for the parish of today. It is family friendly with a children s corner in church and a Sunday School. The Scout and Guide units regularly join services. There is an active social life including a range of coach outings and theatre trips often attended by newcomers to the church community. Page 20

21 HOPES AND CHALLENGES The huge changing face of the Town Centre over the last few decades has taken away the traditional geography of All Saints and St George s parishes. While both churches have loyal support there is a drive needed to develop the new Town Centre Hub under the wider aims and activities of Transforming Wigan. build a bigger Town Centre church reaching more people. Together the two churches and the pioneering ministry aim to At St George s, Gateway are moving the church away from the traditional church based activities into a whole new mission of planting disciples of Jesus in many other walks of life such as schools, colleges and commerce. The vision of the All Saints community is to reach out to people for whom regular worship and church life has never been a priority and to offer a place of sanctuary in a busy town centre for those in need. 22 ROLE OBJECTIVES The role of Team Rector involves holding three key responsibilities: 1) As Team Rector, the legalities related to the All Saints Wigan Team, including the ex officio patronages and trusteeships of various civic organisations; 2) As Hub Leader, the oversight of mission development across Church Wigan and particularly in the Town Centre Hub including the parishes of Wigan All Saints, Wigan St. George, and Gateway; and, 3) pastoral care of the clergy in the Team, as well as any lay leaders including readers and local missional leaders. 24 SUMMARY sioning dozens of Local Missional Leaders, proving accountability and support; and overall are creating the conditions to make better connections with our communities possible. We are looking for a priest who is more focussed on discerning what God is up to and helping the whole people of God join in than on titles and status. We need leaders who can provide oversight to lay and ordained colleagues; who are committed to working together with other key leaders in the deanery; and, who are able to delegate and manage their time and various people well. Prayer is at the centre of all we do, and making a positive difference in the lives of our neighbours in Jesus name is our main goal. This post has been designated as Interim due to the ongoing pastoral reorganisation in the Wigan deanery. We are beginning year four of a seven year project to turn around the mission and financial strength of the deanery. The All Saints Team consists of 12 parishes, but that is likely to shift significantly as Hubs develop, most likely into larger single parish benefices. Likely, the Deanery will become a Team of six -eight large parishes.
