31 Message 32 Message The Holy Father's Prayer Intentions for General: That we may take good care of creation-a gift freely given-cultivating and protecting it for future generations. Mission: That opportunities may increase for dialogue and encounter between the Christian faith and the peoples of Asia. EVANGELICAL COUNCELS 1. Evangelical Counsels in the life of the Religious and the Diocesan Clergy Introduction ARCHBISHOP'S MESSAGE Pope Francis proclaimed a Year of Consecrated Life on the occasion of the fiftieth anniversary of the Dogmatic Constitution on the Church Lumen Gentium, which speaks of religious in its sixth chapter, and of the Decree Perfectae Caritatis on the renewal of religious life. The Year began on 30 November 2014, the First Sunday of Advent, and will conclude with the Feast of the Presentation of Jesus in the Temple on 2. The Holy Father wants the Consecrated persons to remember and recount their glorious history, to live the present with passion and to look to the future with hope. What is the constitutive element of Consecrated Life? Are not all baptized persons consecrated through baptism? Are not sacred ministers or clerics consecrated through the sacrament of orders? The year of Consecrated life is to celebrate the role and mission of a specific group of persons in the Church who have their identity on the basis of their profession of the evangelical counsels through public vows or other sacred bonds. They do not belong to the hierarchical structure of the Church but they belong to the life and holiness of the Church. While the laity and the clerics are also invited to observe the evangelical counsels according to their status, the consecrated persons are called to follow the Lord more closely and radically through their profession. 1. The Code of 1917 Canon 487 of the 1917 Code defined the religious state as a stable manner of living in common, by which the faithful take up, besides common precepts, also the evangelical counsels of observing by vow obedience, chastity and poverty. The Pio-Benedictine Code spoke of only Religious state and not about consecrated life. Besides it did not highlight the object and theological foundation of the evangelical counsels. 2. Consecrated Life in Vatican II 2.1. Lumen Gentium of the second Vatican Council treated the subject of Religious in the context of God s universal call to holiness. All the faithful of Christ of whatever rank or status, should strive for the fullness of the Christian life and the perfection of charity. The Lord Jesus, the divine Teacher and Model of all perfection, preached holiness of life to each and every one of His disciples of every condition. He Himself stands as the author and consumator of this holiness of life: Be you therefore perfect, even as your heavenly Father is perfect. Indeed He sent the Holy Spirit upon all men that He might move them inwardly to love God with their whole heart and their whole soul, with all their mind and all their strength and that they might love each other as Christ loves them (LG 40). The same Council emphasized how shepherds of the flock, the bishops, priests and deacons are called to lead a holy life in accordance with the mystery they celebrate and the word of God they preach. Married couples, Christian parents, the widows, single people and labourers too must manifest generous love and contribute for a better world and thus climb to the height of holiness and apostolic activity. More

33 Message 34 Message than others, those consecrated through the profession of the evangelical counsels of chastity, poverty and obedience must strive for perfection. at the service of the church according to the nature and genre of each nation. In a way the fullness of the Church s presence is linked to the presence of consecrated life. The second Vatican Council slowly distanced itself from considering the counsels as merely an ascetical practice and affirmed their divine origin (LG 43) and that only through their profession that one became a consecrated person in the juridical sense. The new and special title of consecration can be acquired only through the counsels. LG 39 affirms that the practice of the counsels is splendid example and testimony of the holiness of the Church. The evangelical counsels which lead to charity join their followers to the Church and its mystery in a special way. The profession of the evangelical counsels, then, appears as a sign which can and ought to attract all the members of the Church to an effective and prompt fulfillment of the duties of their Christian vocation (LG 44c). 2.2 Perfectae Caritatis underlined the importance of following of Christ as taught in the Gospel as the supreme norm of consecrated life. While a kind of renunciation of the world is mentioned in the context of the Religious Institutes (PC 5-6), it does not downplay the secular consecration of the members of secular institutes (PC l l a). The Trinitarian dimension of the evangelical counsels elaborately described in the Post-synodal apostolic exhortation Vita Consecrata has its roots in Perfectae Caritatis. The consecrated, through the profession of the evangelical counsels, are called by God under the influence of the Spirit to follow the Lord Jesus. 2.3 Ad Gentes wants religious life to be carefully fostered right from the planting stage of the Church in a mission land. The religious life should be carefully fostered since it not only offers precious and absolutely necessary assistance to missionary activity, but by a more inward consecration made to God in the Church, it also clearly manifests and signifies the inner nature of the Christian calling (AG 18). The mystic treasures of each religious institute must be placed 2.4 Presbyterorum Ordinis (15-17) speaks of obedience, chastity and poverty with reference to the life of priests without making use of the expression evangelical counsels. The mention of the evangelical counsels was not at all absent in any of the earlier schema of Presbyterorum Ordinis. It was only in October 1965 in order to highlight the proper spirituality of the secular clergy, the fathers of the Council spoke of evangelical virtues rather than counsels since the latter was closely identified with religious life. The contribution of this conciliar decree on the Ministry and Life of priests is significant in emphasizing the Eucharist centred life of the priests and in presenting the counsels as a means to following of Christ in doing the will of the Father for the perfection of charity in the service of the Church. 3. Post Conciliar teaching on Consecrated Life A number of post conciliar documents explained the significance of the evangelical counsels. The Instruction on the Renewal of Religious Life Renovationis Causam highlighted the apostolic value of the counsels (RC 2c). Evangelii Nuntiandi affirms that the witness of the evangelical counsels can become an efficacious means of apostolate before non Christians of good will and who are sensitive to certain values (EN 69b) The Apostolic Exhortation on the Renewal Religious Life Evangelica Testificatio comments on the evangelical counsels in its second chapter. The charismatic and Christological nature of the counsels through which the religious are consecrated, besides the paschal and human dimensions, are clearly explained in the exhortation. The close relationship to the church and witness value of the very life of consecration through the profession of the counsels are once again emphasized.

35 Message 36 The Apostolic Exhortation on the consecration of men and women religious in the light of the mystery of redemption Redemptionis Donum treats the consecration through the profession of the evangelical counsels more systematically in the context of the paschal mystery. It is always God who calls and men and women respond to call by assuming the evangelical counsels as their rule of life consecrating themselves for the love of Christ with the power of the Holy Spirit. The profession creates a new bond between man and the triune God in Jesus Christ. The evangelical counsels in their essential finality serve the renewal of the whole creation. However, even in this document the words chastity, virginity and celibacy are used without much distinction. 4. Consecrated Life in 1983 Code of Canon Law The 1983 Code of canon Law can be called the last document of the second Vatican council and it is a safe guide and precious help for all consecrated persons in understanding concretely the means to live their magnificent ecclesial vocation faithfully and generously. The Code speaks of the evangelical counsels primarily in the context of consecrated life. The importance of the counsels is such that without them there cannot be another form of consecrated life. Msgr. P. Said affirmed after the ninth Session of the commission for the Revision of the Code If an institute or some faithful desire to consecrate themselves or their members to God without assuming these three counsels with vows or other sacred bonds, they should know clearly that they are outside the sphere of consecrated life contemplated in the present schema. 4.1 Juridical and theological elements There is a vast amount of literature on the evangelical counsels. All the three evangelical counsels express a complementary aspect of the same reality i.e. the consecration of the person. The Apostolic Exhortation On the Consecrated Life Vita Consecrata in its number 21 states that before being a response of the faithful who accept the invitation to conform to the example of the Lord, the Evangelical Message counsels are charisms and gifts of the triune God who invites us to participate in his intimate life. We cannot separate in the evangelical counsels one from the other. They are at least implicitly present in the act of consecration of persons. The Code of 1983 summarizes the conciliar and post conciliar doctrine on consecrated life in canonical language. C presents evangelical counsels as 1. Essential constitutive element of consecrated life. 2. They are for a stable form of life 3. They are assumed through vows or other sacred bonds 4. They are assumed voluntarily or freely 5. The competent authority interprets the counsels The theological elements that are highlighted are: 1. The counsels are for following Christ more closely. 2. Consecration is the action of the Holy Spirit. 3. It involves total consecration to God. 4. Consecration is for the edification of the Church. 5. Through the evangelical counsels perfection of charity is desired in the service of the kingdom of God. 6. The life of consecration is an eschatological sign. Many qualities mentioned in Canon may apply to all the faithful: totally dedicated to God who is loved most of all, building up of the Church etc. The distinctiveness of consecrated life consists in the profession of the Evangelical counsels to enter a stable form of life approved by the Church Charismatic character of consecrated life Inspired by LG 43-44, Canon 574 affirms the charismatic character of consecrated life and states that it belongs to the life and holiness of the Church. There is a need for a special vocation to this state of life that they may contribute to the salvific mission of the Church according to the purpose and spirit of the institute. The coetus removed the phrase each in his or her own way from the 1977 draft and added the phrase according to the purpose and spirit of the institute to emphasize the value of a vocation received from

37 Message 38 God according to the Institute and to prevent abuse by personal activity outside and perhaps contrary to the Institute Divine origin of the counsels The evangelical counsels chastity, poverty and obedience have divine origin since they are based on the teaching and example of Christ. They are the gifts of the Lord to the Church. They form part of the Gospel and belong to the deposit of faith. The church is the responsible custodian and teacher of the counsels. It is for the competent authority in the Church to authentically interpret them, regulate their practice by appropriate legislation, apply them to stable and concrete forms of actualizing, and take care that institutes grow and develop according the spirit of the founders and sound traditions (cc, ). What unifies all institutes of consecrated life is sequela Christi i.e. following of Christ more closely in doing the will of the Father (c. 577) Forms and modalities of observance may vary The assumption of evangelical counsels forms an essential part in Institutes of Consecrated Life, that is, in Religious Institutes and Secular Institutes. The consecrated persons undertake the obligation to practice them integrally and faithfully through vows or other sacred bonds. But the observance may assume diverse forms and modalities which need to be determined juridically in the constitutions with due regard for the purpose, spirit and character of each institute. The proper law of each institute is to facilitate their observance and lead the members to the perfection of their proper state. Law makes it clear that members of Religious Institutes assume the counsels through public vows in accordance with canons The vows may be temporary or perpetual, simple or solemn, and fraternal life in common is lived in the community. Those of Secular Institutes assume the counsels with some kind of bond prescribed in their proper constitutions. They may be in the Message form of promises, oaths or private vows and the fraternal life is not necessarily lived in the community but amidst the ordinary situations of the world. Though profession of the evangelical counsels is not constitutive to the Societies of Apostolic life, in accordance with Canon among theses societies are some in which the members through a bond defined in the constitutions, undertake to live the evangelical counsels. With due regard for history, the post synodal apostolic exhortation Vita Consecrata mentions various other types of consecrated life such as: Monastic life in the east and the west, order of virgins, hermits, widows besides dedicating an article to new expressions of consecrated life (VC 6-12) Universal law and proper law on the counsels Canons contain both the biblical basis and canonical elements of the counsels summarizing in a way the description of the same in PC Incidentally CCEO does not go into the details of the counsels as CIC While the fundamental obligations with respect to the three counsels are defined in these canons, canon expects the proper law of Institutes of Consecrated Life to determine in the respective constitutions the disciplinary norms concerning the practice of the counsels. All members must not only observe the evangelical counsels faithfully and fully, but also direct their lives according to the institute s own law, and so strive for the perfection of their state. 5. Evangelical Counsel of Chastity 5.1. Canon 599 says, The evangelical counsel of chastity embraced for the sake of the Kingdom of heaven, is a sign of the world to come, and a source of greater fruitfulness in an undivided heart. It involves the obligation of perfect continence observed in celibacy. The immediate sources of this canon are LG 42, PC 12, PO 16 and ET 15. By speaking of chastity in the first place the Code follows the same order as LG 42. Some authors say historically celibacy/ virginity was the visible manifestation of Consecrated Life,

39 Message 40 Message We can say that of all the three Evangelical counsels, it is chastity that has an explicit evangelical foundation (Mt 19: 11, Lk 20: 35-36; I Cor 7:25-34). The primary reason for chastity is the kingdom of God. While this was mentioned already in the first draft of the canon, it being the sign of the world to come and source of greater fruitfulness in an undivided heart were later added to give solid scriptural basis to the canon. The canon does not make any reference to the person of Christ but only to his teaching while with reference the other counsels the imitation and following of Christ are highlighted. However, we should note that it is in the person of Christ that the evangelical counsel of chastity finds the maximum expression of filial love. Chastity is not merely a renunciation of marriage and family but a charismatic choice of Christ as one s exclusive spouse. Christ s celibacy is the proclamation of his belonging to the Father, and a reflection of the eternal love which binds the Father and the Son in the Holy Spirit, In this way Christ affirms that new life he brings is not from flesh and blood but from grace and spirit Juridical dimension The word chastity in itself is ambiguous. All the faithful are called to live this evangelical counsel, each according to his or her state and proper vocation. Even the married are bound to observe Chastity, The canon speaks of observance of perfect continence in celibacy, Thus the legislator has prescribed two concrete elements which determine the essential and common content of chastity for all members of Consecrated life. Celibacy refers to abstention from marriage and any other form of living together. Perfect continence signifies abstention from every external and internal act contrary to the sixth and ninth commandments of the Decalogue and the virtue of chastity. Canon 642 directs the superiors to exercise a vigilant care to admit only those who, besides being of required age, are healthy, have a suitable disposition, and have sufficient maturity to undertake the life which is proper to the institute. The suitability and maturity should necessarily include aptitude and attitude to lead a life of consecrated chastity. Community life and healthy relationship among the members of the institute will be of mutual assistance and great safeguard in observing chastity. Even the discipline of enclosure directing the religious to keep some part of the house for the exclusive use of the members has certain value in the observance of this counsel (c. 667). With the proliferation of means of social communications, the caution given by canon 666 is very relevant: In using the means of social communication, a necessary discretion is to be observed. Members are to avoid whatever is harmful to their vocation and dangerous to the chastity of a consecrated person. Canon 694 says that a member is automatically dismissed when he or she attempts marriage. This provision is also applicable to the members of secular institutes (c.729) and the Societies of Apostolic Life (c. 746). The perpetual vow of chastity made in a religious institute is also a diriment impediment for marriage (c.1088). This is one of the reasons why the making of perpetual profession by a religious is to be entered in the register of baptism (535 2). The dispensation from the vow of chastity for members of religious institute of pontifical right is reserved to the Holy See while the diocesan bishop may dispense those of diocesan right (c.1078). Besides being affected by the penalties mentioned in Canons 1394 and 1395, a religious is dismissed ipso facto by contracting or attempting marriage even civilly (c. 694). In accordance with Canons 695 and 696, a religious must be or can be dismissed from the Institute for the offences mentioned there. Canon 277 obliges by positive law that the clerics in the Latin Church have to observe perfect and perpetual continence. Besides the spiritual reasons mentioned in Canon 599, it calls celibacy a special gift of God by which sacred ministers can easily remain close to Christ. It also helps them to dedicate themselves more freely to the service of God and their neighbor. While the obligation is practically the same for the clerics, in the case of the religious, the obligation to

41 Message 42 chastity belongs to the very nature of the religious life and that is assumed through public vow. Concerning the order of virgins, the consecrated chastity is the only counsel to be formally assumed according to the Code and the rite of consecration. The consecrated virgin publicly binds herself to follow Christ the spouse assuming the chastity for the kingdom of heaven. The object of this consecration involves the obligation to celibacy and perfect continence. Though the consecrated virgins profess only one of the three counsels, implicitly they also assume poverty and obedience in order to follow Christ more closely. Since without a sober life, assistance to the poor, obedience to the divine will through the mediation of diocesan bishop and dedication to the church, there cannot be any true following of Christ. There was an attempt during the synod of bishops in 1994 to look at married life also as a form of consecrated life. Some couples bound themselves to live in new communities for ecclesial movements, leading a common life of poverty with due dependence on the competent authorities. However Vita Consecrata states without ambiguity that the latter cannot be equated with consecrated life. 6. Evangelical counsel of Poverty 6.1. Canon 600 reads, The evangelical counsel of poverty in imitation of Christ who for our sake was made poor when he was rich, entails a life which is poor in reality and in spirit, sober and industrious, and a stranger to earthly riches. It also involves dependence and limitation in the use and the disposition of goods, in accordance with each institute s own law. Poverty was the first of the beatitudes pronounced by Our Lord. The canon offers the motivation of the counsel of poverty in the decision to imitate Christ who though he was rich was made poor for our sins (2Cor 8:9). The expression sequela Christi was replaced with ad imitationem Christi in the 1980 draft. The material poverty of Christ is the expression of a more profound poverty, which Message was manifest in the incarnation of the word of God. The son of God abandoned his glory on the mystery of incarnation and redemption is the mystery of the poverty of God. In order to imitate the poverty of Christ, it is necessary to understand the totality of the dynamism of what Christ did. The evangelical counsel of poverty is not merely a material poverty but implies a total self gift, participation, solidarity and communion. It is in the light of the mystery of the kenosis of Jesus who became poor, the consecrated person understands the infinite richness of God and the mystery of his poverty. The poverty of Christ does not consist merely in the absence of goods, but above all in following the will of the Father. Jesus is poor not because he does not have anything but because he gave everything what he had to the humanity: His time, His word, His peace, His blood, and his divinity itself The Juridical aspect of the Evangelical counsel of poverty It is not enough to be poor in spirit, but also in reality. However, the consecrated persons are not called upon be indigent. But with due regard for human dignity they need to have honest sustenance. In fact canon states, No house is to be established unless it is prudently foreseen that the needs of the members can be suitably provided for. Further, canon 670 speaks of the obligation of the institutes to supply the members with everything necessary in accordance with the constitutions to live the purpose of their vocation. The provisions of canon 668 are to be observed with regard to the ownership, administration and disposition of their goods besides those specifically determined in their proper law in accordance with canon 598 and They are called upon to work hard and be strangers to earthly riches. The poverty of spirit is an interior attitude that is required of every Christian, called to some kind of detachment from temporal goods. But besides these detachments it is required of consecrated persons an effective poverty. That s why the canon speaks of a life that is sober, industrious, and strange to earthly riches. The poor

43 Message 44 Message work for providing for their needs. This is not for accumulating riches but for expressing their dependence on God for their daily needs. Canon 669 wants the religious habit of the members of the institute to be a sign of consecration and witness to poverty. In some religious institutes the evangelical counsel of poverty is lived with great intensity in accordance of the charism of the founder. Canon cautions the institutes not to give even the semblance of luxury, excessive gain and accumulation of goods. Canon 640 speaks of the special effort of the religious institutes to give collective testimony of charity and poverty. They are to do all in their power to donate something from their own resources to help the needs of the Church and support of the poor. Canon 282 wants the secular clerics too to follow a simple way of life, and avoid anything which is smacks of worldliness. Goods which they receive on the occasion of the exercise of an ecclesiastical office, and which are over and above what is necessary for their worthy upkeep and the fulfillment of all the duties of their state, they may well wish to use for the good of the Church and for charitable works. The very choice of the name by Pope Francis and his repeated exhortations to priests and religious to a life of simplicity is noteworthy. We can have a comprehensive understanding of presbyteral poverty, when we examine the salient teachings contained in the conciliar decree on the Ministry and Life of priest, especially in its numbers 17, 20 and 21. This decree highlighted not merely right use of temporal goods and worthy equitable support of the clerics but emphasized the significance of voluntary poverty, simplicity in housing common use of goods and concern for the poor. Clerics and religious are prohibited to perform certain acts. They are to shun completely what is unbecoming and avoid what is foreign even when it is not unseemly (c. 285). The canon does not enumerate the acts that are unbecoming or whatever is foreign to their state. It is for the particular law to give the necessary regulations. Some of these acts might involve excessive expense or may be a manifestation of vanity or luxury contradicting their identity as ministers who conform to Christ. Clerics and religious are not allowed to undertake the administration of goods belonging to lay people, or secular offices which involve the obligation to render an account. They are forbidden to act as surety, even with their own goods, without consulting their proper Ordinary. They are not to sign promissory notes which involve the payment of money but do not state the reason for the payment (Canon 285 4). The reason behind the above norm is that clerics may lose in the process the goods meant for their decent support. Their good reputation may be injured and the availability may be hampered. They have to carry out the ministry without unnecessary distraction. In accordance with canon 286, they are forbidden to practice commerce or trade, either personally or through another for their own or another s benefit, except with the permission of the lawful ecclesiastical authority. 7. The Evangelical counsel of Obedience 7.1. Canon 601 says, The evangelical counsel of obedience, undertaken in the spirit of faith and love in the following of Christ, who was obedient even unto death, obliges submission of one s will to lawful Superiors, who act in the place of God when they give commands that are in accordance with each institute s own constitutions. The sources of this canon are LG 42, PC 14, PO 15, ET Theological foundation of consecrated obedience is stated in the canon: assumed in the spirit of faith and love in the following of Christ who obeyed even up to death (VC. 21). Ad exemplum Christi of the earlier draft was substituted with the expression sequela Christi. Likewise the coetus preferred submissionem vountatis to dedicationem voluntatis. The perfect obedience of Christ to the will of the Father moves the consecrated persons in assuming this counsel. This evangelical counsel inserts the consecrated person in

45 Message 46 the following of Christ and his filial dependence. This fundamental attitude transforms the superiors in consecrated life as instruments of mediation of divine will. Without such a vision of faith, obedience will lose its evangelical meaning and it will not be a value that can give freedom of the heart to the one who practices. The consecrated person who professes the evangelical counsel of obedience submits himself/herself to the Father, and renounces his/her own personal judgment and choice of projects. He/she declares to offer his/her whole existence as a blank page in which God can write what He wants. As a sacrifice of his/her own will, the evangelical counsel of obedience finds its meaning in the life of the Lord in his passion, death, and resurrection for the redemption of humanity. He came not to do his own will but the will of the Father. We should not consider obedience as diminishing the dignity of the human persons but it only facilitates their full development and make them grow with the freedom of the children of God Juridical aspects of Obedience. The evangelical counsel of obedience obliges the submission of the will to the superiors who represent God when they command in accordance to the constitution. The constitution expresses the evangelical purpose of the institutes of consecrated life which had its origin from the inspiration of the Holy Spirit and which was declared authentic by the Church by the canonical erection of the institute. The counsel of obedience is intimately linked to the exercise of authority on the part of the superiors who receive from God their power through the ministry of the Church. Obedience to the constitution is a condition for realizing the way of holiness for the individual member. Religious are not to undertake tasks and offices outside their own institute without the permission of the lawful Superior (c. 671). Even when they do an apostolate outside the institute, religious are subject to their own Superiors and must remain Message faithful to the discipline of the institute. Bishops themselves should not fail to insist on this obligation (678 2). Obstinate disobedience to the lawful orders of Superiors in grave matters can constitute a reason for the dismissal of a religious from the institute (Canon 696 1). Canon 273 speaks of the special obligation of the clerics to show reverence and obedience to the Supreme Pontiff and to their own Ordinary. The foundation of obedience is always Christological since in their life and ministry clerics are not to seek their own will, but the will of the one who has called them (john 4:34; 5:30; 6:38). This obligation is listed as the first obligation of the priests though in the earlier drafts of the Code they had the 5th and the 4th place. Pope John Paul II seems to have been responsible for the change since he edited it with a small group of consulters before its promulgation. Priests are no exemption since all Christ s faithful are bound to obey the sacred pastors (c. 212). They are called to a Christian obedience in a responsible manner as their pastors represent Christ to what they declare as teachers of the faith and prescribe as rulers of the Church. Presbyterorum Ordinis (7) tells the priests to keep in mind the fullness of the sacrament of order of the bishops and to reverence in their persons the authority of Christ, the supreme Pastor remembering that they are sharing in the Episcopal ministry. The obligation of obedience for the priests has its basis thus in the same sacrament of Orders, incardination by which he is destined for the service of the Church and the promise of obedience at Ordination. However, the sphere of obedience and the availability is directly and closely linked to their living as priests and exercising their ministry as priests. PO 15 calls for voluntary and responsible obedience on the part of the priests. The bishop on his part will only strengthen the practice of obedience when as far as possible and without prejudice to justice and charity, he explains to the interested parties the reasons for his decisions? Priests enjoy some

47 Message 48 kind of autonomy with regard to their private life and purely temporal interests. Disobedience is an offence especially when it is persistent. It would be grave if a priest incites others to disobey the Holy See or the Ordinary (cc, 1371,2, 1373). Conclusion Every form of consecrated life has been born of the Spirit s call to follow Jesus as the Gospel teaches. More than by what they do, it is by what they are that the consecrated persons offer witnesses. In this context we should remember St. John Paul s frequent invitation to the religious to be the witnesses of being than doing. The evangelical counsels irrespective of whether they are formally professed in Institutes of Consecrated Life or promised explicitly or implicitly by clerics and other members of the people of God are an invitation to conform our lives to that of Christ the Lord. The Words of Pope Francis are thought provoking and challenging. For the various founders and foundresses, the Gospel was the absolute rule, whereas every other rule was meant merely to be an expression of the Gospel and a means of living the Gospel to the full. For them, the ideal was Christ; they sought to be interiorly united to him and thus to be able to say with Saint Paul: For to me to live is Christ (Phil 1 :21). Their vows were intended as a concrete expression of this passionate love. The question we have to ask ourselves during this Year (of Consecrated Life) is if and how we too are open to being challenged by the Gospel; whether the Gospel is truly the manual for our daily living and the decisions we are called to make... Once again, we have to ask ourselves: Is Jesus really our first and only love, as we promised he would be when we professed our vows? Only if he is, will we be empowered to love, in truth and mercy, every person who crosses our path. For we will have learned from Jesus the meaning and practice of love. We will be able to love because we have his own heart. 2.CDPI-PY Message In the last senate meeting, the Executive committee of the conference of Diocesan Priests of India (CDPI) Pondicherry was formed. 16 59 Vicars' Desk 60 Vicars' Desk BLESSINGS The newly built schools building of St. Xavier Primary school was blessed and opened by our Vicar General Msgr, A. Arulanandam on in the presence of the donor. We thank and appreciate the donor for her generous contribution and the Parish Priest for his effort to complete this project FROM THE DESK OF VICARS May the New Year of 2016 with the Mercy of God, our loving parent continue to keep us all with zeal to be with the Lord and the poor daily. The light lit by the Lord on the day of our conception ever radiate the eternal light of God in our lives and services. Dates to be Remembered Responded The young priests of our Archdiocese ordained in the year 2013, 2014, 2015 eleven altogether prepare and pray, write and submit their lovely assignment for this year 2016, on the relevant title of The Life Style of a Priest Today as a Pastor and a Missionary with the value-system implied and the practical experience of one s life. Kindly submit it to Fr. A. Melchizedech before March 19 th 2016 without fail, then we shall have the common session with the Archbishop. Chrism Mass in our Cathedral on March 21 st Evening Let us be prepared for the sharing, confession and the celebration. Diaconate and Priestly ordination in the Cathedral on the 4 th of May The would be Deacons and the Deacons are having their retreat experience in Anjali Ashram, Mysore from the 3 rd of April Sunday evening p.m. till 10 th of May 2016 Sunday noon with the blessings of the Archbishop, Brothers are most welcome. Fr. A. Louis is assisting the clergy of Tuticorin for the live-inexperience on March 29 th and 30 th of 2016 in Tuticorin. Fr. A. Louis is helping the institute of St. Michael s Brothers, Coimbatore in 2016 and 2017 with the blessings of the Bishop of Coimbatore and our Archbishop. Fr. A. Louis will be in Archbishop s House during March 2016 from the 15 th till 21 st. Ordinations and Professions God sends His chosen ones every year to continue the mission of Jesus today both in the local churches and societies. May both women and men be prepared to respond to it as our Master himself through a life of daily sacrifice. Appointments, assignments and the transfers are taking place with a certain amount of consultation, discernment and decision which may never be pleasing to all at all times for that is not possible even by God. May we be prepared to respect and respond to the will of God through the local church during this year of Mercy. All the dioceses of Tamilnadu and Pondicherry have enough and more clergy than the Religious. Therefore Local Ordinaries may have to dialogue and discern the will and plan of God for the dioceses and the Universal Church. Already some young priests are sent on mission to north India for a year or two regularly. All of us have enjoyed and profited by the MEP institute to a large extent. There are just one or two of our priests in MEP from Pondicherry, Salem, Ooty etc. There could be more young priests who could volunteer to join the MEP, the African Missions in consultation with our Local Ordinaries. More than secular studies atleast a few could opt for Religious studies in India and Asia. As our beloved Pope invites us we are invited to go beyond the boundaries to the ends of the earth as missionaries. The zeal, the energy and the enthusiasms of the young priests could properly be channelized for the glory of God and well-being of all. We could send young lay-people also as an ongoing formation to different places for seminars, experiences and retreat to become committed servant-leaders in the parishes. Gifted persons could write articles and booklets and use the modern media for evangelization. Thus vibrant church is a living and witnessing church than a ritualistic and cultic church with feasts novanas, advertisements etc. without the parish councils and finance committees to-

61 Vicars' Desk 62 Tribunal day no institution can function well, otherwise it will be an one man army. Which is not ecclesial. Most of the desires, plans and wishes are in papers and preaching we live with multiple problems and we have no time and energy to get into catechesis, formations, quality and growth. May the good shepherd Jesus Christ help all of us to be relevant and meaningful today along with our Beloved Pope Francis. Young and elderly persons especially the clergy and the reiligious are strongly recommended to take care of their physical health because the present situation is not so conducive for a healthy life. Physical health is very important and therefore kindly pay attention to the regularity of life, food, rest and work and enjoy good health. A healthy mind is a healthy body for a holy life. Very Rev. Philomindoss Senate Secretary VOICE FROM METROPOLITAN MATRIMONIAL TRIBUNAL - 64 I. Pastoral Note: Holy Communion for the separated, Divorced and Divorced- Remarried 1. Can a separated person receive the sacrament of Holy Communion? A person separated from his or her spouse if not in a stable union with another person can receive the sacramental Communion. 2. Can a person who has suffered divorce through no fault of his own but has not remarried receive sacramental communion? A person who has suffered divorce but has not remarried may receive Sacramental communion. 3. Can a divorced and remarried person receive sacramental communion? Whatever his or her subjective intentions, a person known to be divorced and civilly remarried is objectively in a state of manifest grave sin (C.915), therefore he or she cannot receive the Eucharist. 4. Is a divorced and remarried person excommunicated and therefore out of the Church? A divorced and remarried person remains a baptized person, continues being member of the Church, and as such is obliged to observe the precepts, such as attending Mass on days of obligation. However, the Church never abandons but rather encourages him to

63 Tribunal 64 Tribunal participate in the life of the Church and use the means of salvation at his disposal to purify himself and return to God s friendship. When participating in the life of the Church, a divorced and remarried person should avoid behavior that could cause scandal, whereby a false impression is given that their status in the Church is regularized. (Extracts from Kottar News Letter, no.312, Jan.2016, pp.3-4). In short -a reference was already made in Our Archdiocesan News Letter, October II. Be Prophets of Change: We are called to be PROPHETS of Change where we are. The prophet is a person who was born from God, lives for God and dies for the Lord like John the Baptist or like our Blessed other or for a cause. The formula fits for everybody. The task for us to live comes from above or from below, or in the very commitment already given for us. Our model is the One who came down heaven, Jesus the Lord. Prophetic Capsules: To be a prophet capsules of counsels have come to us down the lives of men and women: 1. Remember that the quality of life is determined by the quality of one s thoughts. 2. Keep the promises you make to others and to yourself. 3. The project that most scares you is the project you need to do first. 4. Small daily improvements are the key to staggering long-term results. 5. In a world where technology is causing some of us to forget how to act human, become the politest person you know. 6. Take 60 minutes every weekend to craft a blueprint for the coming seven days. A plan relieves you of the torment of making sudden choices. 7. Give your teammates, customers and family, one of the greatest gifts of all: the gift of your attention. 8. Every morning ask yourself: How may I best serve the most people. 9. Every night ask yourself: What 5 good things happened to me this day? 10. Don t waste your most valuable hours (the morning) doing low value work. 11. Leave every project you touch at work better than you found it. 12. Your job is not just Work. Your job is to leave a trail of leaders behind you. We may have a better list of great sayings like the above ones. Let us bring them back to the desk for making them the guideposts for We should add new ones that are needed to achieve the plans. The Pope has placed before us the Year of God s Mercy as an obligation and a target to be achieved. Let us accord it the topmost priority in the pastoral plan the Year.
