2 THE GOVERNING BODY OF THE CHURCH IN WALES REPORT OF THE STANDING COMMITTEE APRIL The Standing Committee met on 4 December 2014 and 25 February The Committees recommendations for decision are set out at the end of the Report. MEMBERSHIP OF THE STANDING COMMITTEE 2. At its meeting on 25 February 2015, the Committee considered its membership for the new triennial period to 31 December Members nominated by Dioceses 3. In accordance with Section of the Regulations relating to Chapter II of the Constitution, the Standing Committee can nominate up to two members of the Governing Body for appointment by the Governing Body onto the Standing Committee. 3 Co-opted members 5. In accordance with Section of the Chapter II Regulations, the Standing Committee can co-opt up to two members. The Committee co-opted His Honour Philip Price QC, leaving the other place vacant for the time being in case there is a need to co-opt a member with specific expertise later in the triennium. Election of Chair and Vice-Chair 6. In accordance with Section 34.4 of the Chapter II Regulations, His Honour Philip Price QC and Mrs Helen Biggin were re-elected Chair and Vice-Chair respectively for the new triennium. 4 Chair of the Legal Sub-committee In accordance with Section 36.5 of the Chapter II Regulations, the Committee appointed His Honour Judge Andrew Keyser QC as Chair of the Legal Sub-committee. 8. The full membership of the Standing Committee and its sub-committees is set out in Appendix I to this report. REPORT OF THE APPOINTMENTS SUB-COMMITTEE 9. The Standing Committee received a Report on matters discussed by the Appointments Sub-committee at its meeting held on 22 January Membership of the Governing Body 10. The Committee approved, under the power delegated to it by the Governing Body, the following co-options to the Governing Body for the triennial period to 31 December 2017, as recommended by the Sub-committee: Cleric The Reverend Jonathan Byron Davies Unbeneficed Cleric The Reverend Dr Adrian Morgan Lay Persons Mr Sandy Blair CBE, DL Mrs Emily Morgan Lay Persons (Under 30 years of age) Mr Samuel Paterson Mr Daniel Priddy Appointments to the Panels of Governing Body Chairs and Assessors 11. Under the procedure for appointing to the Panels of Chairs and Assessors members are reviewed after six years. This year no members of the Panel of Chairs came up for review. However, in order to strengthen the Panel with another member who was not also on the Standing Committee, the Committee agreed to recommend the appointment of Mr Clive Myers to the Panel of Governing Body Chairs. Recommendation This year one member of the Panel of Assessors came up for review, Mr Sandy Blair CBE, DL. The Committee recommends that he be reappointed to the Panel of Assessors. Recommendation 3 3
5 Scottish Episcopal Church - General Synod, June An invitation had been received from the Scottish Episcopal Church to send a representative to its General Synod, to take place in Edinburgh from Thursday 11 to Saturday 13 June The Committee recommends that Mrs Lis Perkins be invited to attend as the Church in Waless representative. Recommendation 4 General Synod of the Church of England July An invitation had been received from the Church of England to send a representative to its General Synod, to take place in York from Friday 10 to Tuesday 14 July The Committee recommends that the Reverend Dr Mark Clavier, Acting Principal of St. Michaels College, Llandaff, be invited to attend as the Church in Waless representative. Recommendation 5 REPORT OF THE BUSINESS SUB-COMMITTEE 15. The Standing Committee received reports from the Business Sub-committee on matters discussed at its meetings held on 12 November 2014 and 22 January Review of the September 2014 Meeting of Governing Body 16. The Sub-committee had conducted its regular review of the previous meeting. The full but very varied agenda was widely appreciated. The timing of Evening Prayer and the Holy Eucharist had been raised, in particular whether the Eucharist should be held after breakfast. The Sub-committee felt that the present pattern, with the Eucharist before breakfast, should continue. The Committee endorsed this recommendation and re-iterated its encouragement to members to attend worship as an integral part of GB meetings. 17. It was noted that the new arrangements for electronic distribution of GB documents had been welcomed by many members. 47% of members have asked to have documents by only or by and collect at meetings. Middle East Motion 18. At its meeting in December 2014, the Committee discussed various suggestions for how best to follow up the resolution passed at the September 2014 Governing Body meeting on the situation in the Middle East. The Committee subsequently received a report at its February 2015 meeting from the Bishops Adviser for Church & Society summarising the action taken. A copy of the report, which was welcomed by the Committee, is at Appendix 2. 4
6 Governing Body Meeting April On the advice of the Business Sub-committee, the Standing Committee agreed the order of business for this meeting as set out in the Agenda. The Governing Body is returning to Llandrindod, having last met there in The plenary parts of the meeting will be held in the Main Hall of the Pavilion, with discussion groups in the Metropole Hotel and worship in Holy Trinity parish church. Future Dates and Venues of Governing Body Meetings 20. The Standing Committee agreed to review options for holding the April 2017 meeting in the light of feedback from this meeting. To help with this task, members are asked to complete and return the Review Form enclosed with your papers. Arrangements have already been agreed by the Governing Body for both meetings in 2016, and Wednesday and Thursday, 13 and 14 September 2017 have been provisionally reserved with Lampeter. Consideration of future Governing Body business 21. The Standing Committee keeps under discussion possible items for inclusion on future Governing Body agendas. Business for September 2015 will include a Report from the Bench of Bishops on the Diocesan Consultations on Same Sex Partnerships. A substantive item on Evangelism will be brought to the Governing Body in 2016, following the initial discussion in groups at this meeting. The Governing Body will welcome Dr Rowan Williams (now Chair of the Board of Christian Aid) in April Anglican & Ecumenical Issues 22. The Committee approved the Anglican and Ecumenical budget for 2015 in the sum of 60,200 for the Anglican Budget and 91,500 for the Ecumenical Budget, a total of 151,700. The Budget is reproduced as Appendix 3 to this Report. REPORT OF THE DRAFTING SUB-COMMITTEE 23. The Standing Committee received reports from the Drafting Sub-committee on two matters it had discussed. The Porvoo Communion 24. Since the Governing Body approved the Canon to Implement the Porvoo Declaration on 28 September 1995, a number of additional churches had joined the Porvoo Communion. Consequently there was now some variance between the churches in the Porvoo Communion and those listed in the schedules to the 1995 Canon. Against this background the Sub-committee advised that, to avoid having to consider a further Bill every time another church joined the Communion, a Bill should be drafted providing an enabling power so that the Governing Body could pass a simple motion for Churches to be added to the second Schedule of the 1995 Canon. The Committee endorsed this proposal and asked the Drafting Sub-committee to prepare a Bill. 5
7 Membership of Provincial Bodies 25. The Committee endorsed proposals from the Drafting Sub-committee to harmonise the criteria for elected lay membership of Provincial bodies in keeping with the request of the Governing Body in September These proposals will be considered under agendum 16. REPORT OF THE LEGAL SUB-COMMITTEE 26. The Standing Committee noted that an issue relating to the ownership of parsonage houses and the trusts relating to them had been referred to the Legal Subcommittee by the Representative Body VISION The Time is Now Conference 27. The Committee received a report from the Implementation Group on The Time is Now Conference. Feedback had been overwhelmingly positive. It was felt that the Conference had met its objectives, which were to provide a forum to enable dioceses to share ideas and plans for 2020 Vision generally and the development of Ministry Areas in particular, and to inform and inspire people for their roles in developing and resourcing Ministry Areas in their dioceses. 28. The Conference had shown a willingness to embrace change and it was vital that this should be maintained. The Committee welcomed the intention of most dioceses to follow up the Conference by holding post conference meetings and/or in other ways. The Committee welcomed the production of a short film about the Conference and a digest (both now available on the Church in Wales website, as is the 2020 Vision film premiered at the September Governing Body meeting), and warmly thanked the Implementation Group and particularly the Conference Design Team for organising the event. Implementation Group 29. It is now just over two years since the Group was appointed by the Committee to develop a process and framework to consider, and where agreed to implement, the recommendations of the Church in Wales Review. In that time the Group has reported to each meeting of the Standing Committee and the Committee has discussed the Groups proposals for continuing to take forward what has become 2020 Vision. 30. The Groups work so far has centred primarily on guiding the process for creating Ministry Areas and Ministry Area Teams. With work now advancing in all dioceses, the Group and the Standing Committee are discussing the next phase. Reflecting the objectives and success of The Time is Now Conference, the Committee sees a key role for the Group in continuing to liaise with dioceses about shared and cooperative working, a crucial underlying theme in the Review. Whilst the Governing Body has encouraged dioceses to experiment e.g. on the form of Ministry Areas, the longer term challenge is to keep in view how the shared identity as a Province is best 6
8 maintained whilst allowing licence for dioceses to express this in a way that best meets local needs. 31. In addition to the Groups continuing role liaising with dioceses and monitoring progress with the development of Ministry Areas, the Committee has also asked it to look back at the recommendations of the Church in Wales Review in order to advise both on priorities for the next phase and on whether there are any recommendations which the Church should agree not to take forward. The Committee will consider the Groups advice at its next meetings. 32. The Committee has also agreed that, in the light of progress with the first phase of the Reviews recommendations, it would now be appropriate to review the Groups terms of reference and membership to ensure that they are appropriate for the next phase. In so doing the Committee expressed its gratitude to the current members of the Group for their substantial investment of time and energy over the past two years in providing focus to the Churchs response to the Review. Financial Issues 33. The Committee received a report from the Financial Issues Group. A draft work programme for the group had been put together and the following initial areas of work identified: - the development of a common financial framework for Ministry Areas for use by dioceses; - the upgrading of management information systems to support such a framework; - the development of training and resources on the management of finances in the context of Ministry Areas. The Group will discuss practical guidance for parishes concerning financial management next. Details will be brought to the next meeting of the Governing Body. REPRESENTATION OF WOMEN IN THE CHURCH IN WALES WORKING GROUP REPORT 34. In December 2013 the Standing Committee appointed a Working Group with the following Terms of Reference and membership: Terms of Reference 1. To review the representation of women in the work and structures of the Church in Wales and in particular to review: (a) progress made in implementing the recommendations made by the Working Group on representation of Women in the Church in Wales and adopted by the Governing Body in September 2008; and (b) the extent to which women are being appointed to senior posts in each diocese. 2. To report to the Governing Body in September 2014 [subsequently revised to April 2015]. 7

The Groups Chair, Dr Gill Todd, attended the Committees meeting in February 2015 and presented the Groups draft report. The Committee welcomed the report and agreed that the final version should be included on the agenda for this Governing Body meeting. The Committee is very grateful to Dr Todd and all the members of the Group for their work. CHURCH IN WALES CENTENARY PLANS 36. The Standing Committee considered how the Church should plan to mark and celebrate the Centenary of the Province in It was agreed that a small group should be appointed to gather ideas about what the Church might want to do and to report back to the Committee. It was felt that, as part of this exercise, the Group should consult both within the Church and without about how the occasion of the Centenary might provide an opportunity to mark the role the Church has played, not only in the religious life, but also in the cultural, historical and social life of Wales. 37. The Committee agreed to appoint a Group with the following terms of reference and membership: Terms of Reference To consult widely, gather and suggest ideas on how the Church would wish to mark and celebrate the Centenary of the Province in 2020; To report back to the Standing Committee with its advice by February On receiving the Groups advice, the Standing Committee would then agree what plans it wished to adopt and decide how to take them forward. Membership 38. It is felt that the Group should be fairly small with at least some members who, given the role envisaged for the Group, would have good contacts with leading figures in Wales. The Archbishop and the Chair of the Standing Committee have been charged with approaching a diverse group in terms of age and gender. 8
10 AGE LIMITS 39. The Committee received a paper setting out the current range of age limits operated by the Church in Wales relating to maximum and minimum ages, retirement ages and age restrictions for both paid and voluntary roles. The paper drew attention to the secular legislation. 40. The Committee also noted that the subject of age limits had appeared on the agendas of a number of different Church in Wales bodies in recent years, including the Governing Body. Recently the Monmouth Diocesan Conference had passed a resolution asking the Governing Body to remove the age limit in the Constitution (currently 70) for clergy holding licenses to be members of the Diocesan Conference while the St Davids Diocesan Conference had passed a resolution requesting a comprehensive review of age-related restrictions in the Church with a view to their repeal. 41. The Committee felt that the time had come to take a proactive stance in looking at these issues, not least to avoid a piece-meal approach by dioceses or Governing Body members bringing forward proposals to change individual provisions in isolation, which could have unforeseen consequences. The Committee therefore agreed to establish a Working Group with the following Terms of Reference: Terms of Reference The Working Group is invited to: (i) review the age limits currently applying in the Church in Wales; (ii) consult, collect information and take advice as necessary; (iii) make recommendations for any changes to the current provisions; (iv) report to the Standing Committee with such recommendations by July (In asking the Group to report by July, the Committee agreed that the timetable might be too tight: the Group could indicate if it needed more time.) 11 THE CONSTITUTION Publication 42. The Standing Committee had decided in December 2012 that Volume II of the Constitution would in future be published online only and, as a consequence, amendments to Volume II are now only available online. The Committee has now considered whether to treat Volume I in the same way. This Volume is also available online, but it has continued to be published in hard copy as well. 43. The Committee decided that Volume I should also be up-dated on-line only from now on. The reasons for this decision are cost (not reprinting and circulating amended Chapters will mean a significant cost saving) and usage (an increasing proportion of Constitution holders have been using the on-line version). Reflecting this decision amendments to Volume I will no longer be issued in hard copy. This means that, from now on, the up-to-date text of both Volumes I and II will only be available on-line at The Committee noted that it is also proposed to improve the on-line Search facility to help users. Amendments 44. The Governing Body approved the following motion at the September 2014 meeting: That the age limit for membership of the Diocesan Conferences in Section 7 Chapter IVA of the Constitution of the Church in Wales be amended to the age of sixteen. 45. The Committee agreed the necessary Constitutional amendment to bring this into effect in Welsh and English, substituting un ar bymtheg for ddeunaw and sixteen for eighteen. 46. Reflecting the decision to publish the Constitution on-line only from now on, the Committee also agreed that the amendment above and the other amendments to Volume I agreed by the Governing Body in September 2014 should not be printed in hard copy. The amendments have been made on-line. REPORT OF THE REPRESENTATIVE BODY 47. The Committee received reports from the Representative Body at each of its meetings and approved the budget for 2015 recommended by the Representative Body. MATTERS ARISING FROM THE BENCH OF BISHOPS 48. The Standing Committee received updates at its meetings on matters under consideration by the Bench of Bishops and noted that this information is circulated to Governing Body members annually for information. 10
12 ANNUAL REPORT OF THE PROVINCIAL ARCHIVES ADVISER 49. The Committee received a Report (re-produced as Appendix 4) from the Reverend Canon D T William Price, the Provincial Archives Adviser. The document Keep or Bin? has resulted in an increase in the volume of parochial records deposited in county record offices. The document was also being used by diocesan offices to decide which records and papers to keep and which to deposit in the National Library as diocesan records. 17 Governing Body Motion on the Middle East, September 2014: Update Appendix 2 At the meeting of the Standing Committee in December 2014, various suggestions were put forward to follow up the motion passed at the GB on the situation in the Middle East. The motion was as follows: That the Governing Body, while it opposes all killing and persecution, in particular: (i) (ii) (iii) (iv) (v) express its profound dismay at the deaths of very many hundreds of innocent Palestinians, including more than 400 children, in Gaza, and the expulsion of the entire Christian population of Mosul, Iraq, over the summer; affirm our solidarity in Christ with all our Christian sisters and brothers in the Middle East who face danger or persecution, and indeed with all who suffer in many different situations; call upon Israel as a democratic state to find ways to end any threats to its security without the killing of innocents in the future; call on spiritual leaders of Islam to confer their support for communities of different religions to live together peacefully; direct its Standing Committee in conjunction with the Church in Wales International Group to find practical ways to express and promote these sentiments with those in positions of power and political responsibility. Since September 2014, the following actions have been taken: 1. Message to faith and political leaders in the Middle East. In November 2014, Darren Millar AM (Chair of Cross-Party Faith Group) visited Jerusalem as part of the Prime Ministers Holocaust Commission, and delivered on our behalf the following message to the politicians he met there: We would like to send a message of peace and friendship to all people of goodwill in the Middle East: we recognise that we (faith groups in Wales) cannot solve the problems of the Middle East, but we do hope that by modelling the example of friendship and co-operation that we find here, we can show that it is possible for different faiths to live together in peace, and work together for the good of all members of society. As one member of the Faith Communities Forum said: The world is too small for us not to be friends. 2. Resources posted on the CinW website. These included links to websites providing up-to-date information on the Middle East (BBC, Christian Aid, Oxfam, DfifD); websites from organisations specialising in work or prayer for the region (including Embrace the Middle East, Open Doors, the Ecumenical Accompaniers Programme and the Middle East Council of Churches); and a call for a renewed commitment to Fair Trade, especially Palestinian products. 3. Inter-faith solidarity in Wales. On December 15, Darren Millar AM hosted a demonstration of inter-faith solidarity at the Senedd, with representatives from the Jewish and Moslem communities as well as the Church in Wales. The following statement was endorsed: We recognise that we (representatives of the faith groups in Wales) cannot solve the problems of the Middle East, but we would like to send a message of peace and friendship to all people of goodwill in that region, which is suffering from so much conflict at the moment. We hope that by modelling the example of friendship and co-operation that we find here, we can show that it is possible for different faiths to live together in peace, and work together for the good of all members of society. At this time of the Christian celebration of the birth of the Prince of Peace, we want to show that faith can bring people together, not tear them apart.
18 4. Letter to politicians and others in the UK. An open letter was sent (in February 2015) to all Welsh MPs, to members of the Foreign Affairs Select Committee, to the Israeli Ambassador in Britain, to the Foreign Secretary and Shadow Foreign Secretary, and to the Secretary of State and Shadow Secretary of State for International Development. The letter reflected the fact that events had moved on since both the original drafting of the motion in summer 2014, and its passage at the GB in September especially in relation to the Charlie Hebdo massacre in January 2015 and its aftermath. The letter was accompanied by a prayer, written by Revd Dr Sarah Rogers, a member of the International Committee, who also organised a Prayer Vigil at her church. (Letter and card attached.) 5. Financial grants to Middle East causes. In , twelve grants were made from the Province (Jubilee Fund, Overseas Mission Fund and Governing Body collections) to causes across the Middle East, including responses to particular appeals for Syria and Iraq, and support to the Gaza mobile dental clinic. 20 Appendix 4 Report of the Provincial Adviser on Archives, 2014 This has been a quiet year, but I have replied to several queries from diocesan advisers, county archivists, and members of the general public. I believe that our document 'Keep or Bin?' has resulted in an increased depositing of parochial records in county record offices. I am especially pleased that Llandaff Diocesan Office is using the document to decide which records and papers to keep and which to deposit in the National Library, as diocesan records. I hope to convene a meeting of diocesan advisers and county archivists in April 2015; a similar meeting in 2013 was extremely useful and fruitful. Although the matters are not strictly part of my duties as Provincial Adviser, I am delighted that a new book, Religion and Society in the Diocese of St. Davids, , is to be launched on 13 February I wrote the final chapter, which deals with the period since I also hope to complete a biography of Archbishop G.
