2 A Brief History of First Presbyterian, Sumter, SC First Presbyterian Church was established in 1832 and has a long and distinguished history. This church has been served by 12 pastors in its 181 years. First Presbyterian has a strong interest in service to its members, the Sumter community, and international missions. The current sanctuary was dedicated as a place of worship on November 10, 1907, and, except for periods of renovation in 1951 and 1989, it has been in continuous use. In addition to the sanctuary, First Presbyterian s facilities include an educational building which contains a fellowship hall, classrooms, the Rowland Chapel, and staff offices. The West Youth Building is also located on the church property. A memorial garden offers a sanctuary for quiet outdoor meditation. First Presbyterian Church has a long tradition of building, not just edifices, but lives and relationships. An outpost church begun in a school building in 1927, now known as Fraser Memorial Presbyterian, was the first new church outreach. First Presbyterian is the mother church of six congregations. However, the outreach of First Presbyterian is not just local, but has extended to the village of Quistococha, Peru, and as far as southern central Africa to the community of Mwandi in Zambia. Mission trips to Costa Rica and monetary assistance to several foreign missionaries are also a part of the international outreach of the church. Anna Owens, a member of our church is serving this year in the PCUSA Young Adult Volunteer Mission program in Ireland. In the last fifteen years, First Presbyterian Church has nurtured and supported four of our members through their seminary years; they now serve in full time ministry as PCUSA pastors. Local missions are also part of the church s outreach as it continues to establish programs to serve the elderly, the homeless, those in need, and families of the Ninth Air Force and the Third Army. First Presbyterian has been a leader in organizing the following: United Ministries, Covenant Place, the Samaritan House, Habitat for Humanity's building project in Sumter, and the interfaith Shepherd s Center. These service efforts were recognized several years ago when the church received the Ecumenical Service Award of the PCUSA. Since that time the church has continued to support those missions and other local ones, such as the Emmanuel Soup Kitchen, the Salvation Army and its Boys and Girls Clubs, and Christian Charities. Members volunteer countless hours to these local charitable organizations serving our community. Rev. Janie McElwee-Smith, Associate Pastor for Youth and their Families, is preaching and ministering to the needs of the congregation with assistance from the Session, the Diaconate, and supply ministers until the arrival of an interim pastor. Perhaps the Mission Statement, which is repeated at the conclusion of each Sunday morning worship service, captures the essence of the church and its work: We are a people with a mission: to know Christ and to make Him known by living faithfully, worshipping joyfully, and serving gladly.

Received the resignation from Rev. Gloria Williams as Temporary Supply at Westminster Presbyterian. 9. Received resignation from Rev. Kyle Henderson as Presbytery s Pension Liaison. 10. Requested the Administrative Council for an Administrative Commission to work with Westminster Presbyterian. 11. That a service of honorable retirement be conducted for Rev. Judith L. 7 ADMINISTRATIVE COUNCIL Report to The Presbytery of New Harmony February 23, 2013 The Administrative Council met on January 29, 2013, and makes the following report to the Presbytery of New Harmony: The minutes of the September 18 and October 31, 2012, Administrative Council meetings were approved as presented. Reports from the Camping, Congregational Development, Education and Nurture, and the Worship and Spiritual Formation Divisions, as well as Presbyterian Men and Presbyterian Women, were presented as information to the Council. Reports from the Executive Presbyter/Stated Clerk and the Associate Executive Presbyter for Program and Administration were received. The Council met with David Hubbs, who is an Inquirer under the care of New Harmony Presbytery, in the preparation for ordination (Teaching Elder) process. David s name has been added to the roll of membership of the presbytery, while he explores a new church home. The Council met with David, now functioning as a Session would, and affirmed the endorsement that he previously received from First Presbyterian Church, Florence, (December 2012), as he seeks to move from Inquirer to Candidate in the ordination process. The Council also appointed Kyle Henderson to serve as his Session liaison and encouraged David to find a new church home as soon as possible. The Council heard an update on the Missional Network/Mission Apostle program taking place in several of the South Carolina presbyteries. Frank Colclough will be working on one of the interpresbytery teams. New Harmony continues to be involved, continuing at a different pace and process than the other involved presbyteries. The Evaluation & Long-range Planning Committee is exploring the priorities and identity of the presbytery, as well as evaluating the goals and objectives established for The Evaluation & Long-range Planning and Finance Committees will be meeting jointly to further explore priorities and funding for those priorities. The Personnel Committee re-affirmed a sabbatical for Julie Cox (8 weeks not taken in 2011) to be taken during 2013, and encourages the Committee on Ministry to consider sabbaticals as a part of minimum terms of call. The Property Committee reported on a recent meeting between presbytery leadership and the CEO and CFO of Phoenix Care Systems and the Executive Director and Program Director of Willowglen Academy. The care, condition, and use of the Camp Harmony property by the Willowglen Academy is impressive. There is sincere openness to connection and collaboration between Willowglen Academy and the presbytery. The Council heard reports on the work of the PRTs and Administrative Commissions. 5

8 The Council heard and concurred with a request from Mt. Zion Presbyterian Church regarding establishing a Preservation Trust, with the understanding that the trust clause remains in effect, per the Book of Order. The Council also received information regarding future meetings of the Presbytery, including: May 14, 2013 Camp Pee Dee Retreat Center October 8, 2013 to be determined The Docket for the Seventy-Sixth Stated Meeting was received and approved. Reports were offered by Sub-committee Chairs, and the following recommendations were approved: Recommendations: 1. That the presbytery concur with a request originating in the Committee on Ministry to form an Administrative Commission, with original jurisdiction, to work with the Session and congregation of Westminster Presbyterian Church. 2. That the presbytery approve the 2013 Proposed Operating Budget totaling $ 1,289,256, on second reading. (see page 13) 3. That the presbytery approve the report of the Gracious Dismissal Task Force. 18 A Covenant for Gracious Discernment and Mutual Accountability For New Harmony Presbytery When Churches Consider the Future of Their Relationship with the PC(USA) I. Principles of Mission and Property in Times of Dispute A. The Presbytery, Property and Conscience New Harmony Presbytery seeks to develop, encourage and nurture the denominational affiliation and presbytery membership of each of its particular member churches based on our organic spiritual unity found in the grace of the Lord Jesus Christ, the love of God, and the fellowship of the Holy Spirit. (2 Corinthians 13:14) In all of our relationships, we strive to be a servant to the churches God has entrusted to us, encouraging and supporting them toward becoming healthy, growing, missional congregations. This is especially true for those congregations for whom the bonds of unity are stretched and ecclesiastical connections frayed over issues of conscience to the point of considering disaffiliation. In order to achieve the goals of servanthood, encouragement and support (that are keys to ministering in times of dispute), New Harmony Presbytery has historically seen its role as being a resource to: Strengthen, Nurture, Sustain its congregations and ministers, And to participate in the wider mission of the church through its higher governing bodies. Therefore in matters of Property and conscience, the Presbytery sees its role in terms of Mission Strategy first and foremost. The goal of this presbytery will always be reconciliation and continued relationship for all congregations within the presbytery. B. The Presbytery and Mission Strategy The Book of Order of the Presbyterian Church (U.S.A.), (G ), states the following: The Presbytery is responsible for the government of the church throughout its district, and for assisting and supporting the witness of congregations to the sovereign activity of God in the world, so that all congregations become communities of faith, hope, love, and witness. As it leads and guides the witness of its congregations, the presbytery shall keep before it the marks of the Church (F ), the notes by which Presbyterian and Reformed communities have identified themselves through history (F ) and the six Great Ends of the Church (F ). As a result, the Presbytery has an abiding interest in the location and facilities of the member 16

19 churches as an expression of the mission of the Presbytery. C. Historic Presbyterian Polity Regarding Property Held in Trust as Expressed in the Book of Order. All property held by or for a congregation, a presbytery, a synod, the General Assembly, or the Presbyterian Church (U.S.A.), whether legal title is lodged in a corporation, a trustee or trustees, or an unincorporated association, and whether the property is used in programs of a congregation or of a higher council or retained for the production of income, is held in trust nevertheless for the use and benefit of the Presbyterian Church (U.S.A.). (G ). 1. The Trust Clause, one of the most historic principles of Presbyterian polity, is meant to reflect the church s organic unity as it fulfills The Great Ends of the Church, strengthening its ability to guide its member congregations into their witness to the broader community. Unity is God s gift to the Church in Jesus Christ. Just as God is one God and Jesus Christ is our one Savior, so the Church is one because it belongs to its one Lord, Jesus Christ. ( F a). We believe our unity and our true connection comes from Christ, our Chief Cornerstone, and that our unity in Christ serves as an essential basis for evangelism. (John 17:20-23) It is our prayer that we would all be one in Christ, just as Christ and the Father are one. Because the trust clause is meant as a means of witness to our unity in the covenant of common mission, it is incumbent upon the Presbytery to exercise forbearance, not coercion, to act graciously rather than adversely to its member congregations in regard to its provisions. 2. Under the Trust Clause, a congregation s property, including land, buildings, and fixtures, is held in trust for the PC(USA). Generally speaking, a congregation cannot sell, lease, or encumber real property without the permission of Presbytery. A congregation may not take property with it to another denomination unless Presbytery voluntarily releases its beneficial interest in the property. The fact that a congregation may have exercised its limited right, created at the time of reunion, to be exempt from the requirement of Presbytery approval of certain property transactions (G ) does not affect or supersede the general, historic polity of the Church that all property of a congregation is held in trust, as set out above, and does not create the right for a congregation to be dismissed from the PC(USA) and retain its property. 3. The Trust Clause also reflects our understanding of the church as a communion of saints across time, with responsibilities not only to those within the congregation today, but also to those who came before and, maybe even more importantly, to those who will follow. When a congregation seeks to leave the Presbytery, it is breaking what is often a significant historic relationship spanning centuries in some instances; it is also departing from a fellowship in which its officers have freely and joyously participated, by whose polity they all solemnly vowed to be governed (W ), and with which many members may feel bonds of devotion and affection. This policy therefore cautions any congregation seeking to separate from the Presbytery to consider its actions carefully. 4. The Trust Clause should not be used as a weapon to threaten civil action against a congregation. In considering enforcement of the provisions of the Trust Clause, it is important that Presbytery and its member congregations act with grace rather than as adversaries. Scripture calls us to seek in all humility to resolve our disagreements and avoid the harm that is done to the Gospel and Christ s body when Christians resort to 17

20 civil litigation and public disputes over property. 5. The Trust Clause should not be used to bind congregations to the institution of the PC(USA) if a congregation genuinely desires to depart over matters of conscience. At the same time, matters of conscience may not be asserted to contradict or nullify the general, historic polity of the Church that all property of a congregation is held in trust, as set out above 6. Presbytery will not preemptively initiate civil litigation based on the Trust Clause. If a congregation initiates civil action, the Presbytery may take legal action to defend its mission strategy for the Presbytery and the interests of the whole Church. II. Principles of Resolution The Trust Clause will not be used to initiate civil litigation preemptively. If a church initiates a civil action, the Presbytery will take legal action to defend its mission strategy for the Presbytery. In times of dispute over issues of conscience, the Presbytery will adhere to, and member churches are encouraged to adhere to, these Principles of Resolution. Guided by our Presbyterian form of government, we: 1. Affirm the mission of the Kingdom of God and not the maintenance of any particular institution as our highest calling; 2. Believe that the local congregation is the primary mission unit of Presbytery, and that issues of property and money are always secondary to people and mission; 3. Will not abdicate all decisions regarding property and finance to the local congregation; 4. Understand that property is maintained and administered locally by the congregation on behalf of the denomination; 5. Maintain accountability and connection by shared, representative leadership and oversight; 6. Understand that regarding issues of conscience, Divorce can be a relevant analogy in releasing congregations. Each side must confront difficult realities, confront what it perceives to be a broken trust, speak of those realities to each other, and be forced to consider the ongoing health and viability of the other; 7. While upholding the Constitution of the Presbyterian Church (U.S.A.), will not approach property issues in such a way as to constrain local congregations in their ability to do mission and ministry; 8. May use the Presbytery Response Team procedure described in Section IV below instead of the use of an Administrative Commission, where appropriate; 9. Will encourage all presbyters and congregations to concur with or passively submit to (G (b), footnote 1, the old B.O.) concerning the vote and wisdom of the majority of the Presbytery. If their consciences will permit neither, the Presbytery will be 18

21 generous in allowing congregations and presbyters with strong issues of conscience to pursue peaceable withdrawal, which may include dismissal to another Reformed body in accordance with our interpretation of the Trust Clause, found in I.C, above. G (b), footnote 1: Very early in the history of the Presbyterian Church in the United States of America, even before the General Assembly was established, the plan of reunion of the Synod of New York and Philadelphia contained the following sentences: "That when any matter is determined by a major vote, every member shall either actively concur with or passively submit to such determination; or if his conscience permit him to do neither, he shall, after sufficient liberty modestly to reason and remonstrate, peaceably withdraw from our communion without attempting to make any schism. Provided always that this shall be understood to extend only to such determination as the body shall judge indispensable in doctrine or Presbyterian government." Hist. Dig. (P) p ) (Plan of Union of 1758, par. II.) 10. Understand that pastors and ruling elders shall act in accordance with their ordination vows in the upholding of this covenant as established between the churches of the Presbytery of New Harmony; 11. The Presbytery, through the Presbytery Response Team or other entity assigned by the Administrative Council, shall determine whether or not a viable continuing congregation loyal to the PC(USA) exists which may make use of the property, and if that should not be the case, what provisions have been made for their care of congregation members who will continue their membership in the PC(USA); 12. The intent of any dispute within the life of the church is to achieve reconciliation. The Presbytery of New Harmony wishes to make clear our intention to seek that goal. We assure any congregation that should separate from us of our continuing prayers for them and willingness to welcome them back to that part of God's family known as the Presbyterian Church (USA). III. Principles of Negotiation The Presbytery, through the process of negotiating issues of conscience and property with congregations, will act in such a manner that will reflect its primary concern for the ongoing mission and vitality of Christian witness in the area impacted by ministry of that congregation. Therefore: The Presbytery recognizes that the church in a particular area is not its building or financial assets, but the people of the congregation; The Presbytery must be mindful both of congregation members who, for reasons of conscience, desire that their congregation be dismissed to another denomination, and also those congregation members who wish to remain within the Presbyterian Church (U.S.A.); The Presbytery must honor any historic covenants on the property; The best goal of Presbytery negotiations with congregations, when there is a group that desires to remain within the Presbyterian Church (USA) and a group that desires to be dismissed to another Reformed body, is to enable both congregations to be as healthy as 19

22 possible in the aftermath of separation; Specific requirements for dismissal are listed in section IV.D.4-5, below; The financial settlement portion of a dismissal agreement between the presbytery and a particular church will be used to maintain or re-establish a mission of the Presbyterian Church (U.S.A.) in that locale, for new church development elsewhere within the presbytery, or for other mission work of the presbytery; IV. Process es for Resolution In the Presbyterian tradition, an inter-connected relationship is assumed between the Presbytery and its congregations. Our process is meant to insure that the congregation is fully informed on the issues at hand, equipped with knowledge of this Presbytery s process, as well as the processes and values that have guided other congregations and presbyteries in their decision-making. Therefore, no congregation will be dismissed to another Reformed body unless and until, at a minimum, the following process is followed: A. The Session and its pastor/moderator, after consideration, prayer and a majority vote may invite the Presbytery to form a Presbytery Response Team (PRT) in order to engage the congregation in discussions about potential resolution or dismissal for identified reasons of conscience. B. When churches engage and complete a process of discernment concerning issues with the PC(USA) prior to involvement in the process with the Presbytery, such unilateral action disregards the covenant established by and between the churches of the Presbytery in developing our current gracious discernment guidelines. When the leadership of the Presbytery becomes aware, either through formal session action or discussion, or through informal contacts with congregational leaders or members, that a significant number of members in a congregation are in serious disagreement with the denomination to the extent of considering leaving the PC(USA), the Presbytery may respond with any of the following actions: 1) The Administrative Council may appoint a Presbytery Response Team to begin work with the session and congregation in order to fulfill the covenantal intent established in the current guidelines for mutual discernment; 2) If the action taken by a Session and congregation is deemed to be in serious violation of the covenantal intent of the current guidelines, the Administrative Council is given permission by the Presbytery to appoint an Administrative Commission to work with the Session and congregation. The Administrative Commission will be given powers in accordance with those authorized by the Book of Order (G b.5, G e, D b). C. The Presbytery Response Team: Assignment of Members, and Preliminary Responsibilities with the Session. 1) The PRT will consist of a Chairperson nominated by the Administrative Council and specifically trained by the Presbytery in conflict resolution; and three other members chosen by the Administrative Council. 2) The Session of the congregation shall appoint a liaison to the PRT who may be invited by 20

23 the PRT to attend its meetings from time to time. 3) "The Session will be required to submit an active membership roll to the PRT that is based on the number of active members reported in the previous year's statistical report to the General Assembly." 4) The PRT will meet with the Session, and the pastor(s)/moderator will be asked to voluntarily excuse him or herself from the meeting.when the moderator does so, he or she will appoint a member of the PRT to act as moderator in his or her absence. The first action in that initial meeting will be to agree to the Principles of Negotiation listed in Section III. 5) Both the PRT and the session and the pastoral staff will be encouraged to seek ongoing dialog in the hope of resolution. 6) The PRT will not determine the merits of the concerns raised by the Session, but will work to assure that before the issues are brought before the congregation, they have been addressed fairly and accurately. 7) The PRT will promptly report the results of the initial meeting and its recommendations to the Presbytery through the Administrative Council. D. The Presbytery Response Team and Congregational Meetings: Process and Requirements. 1) Any congregational meeting called for the purpose of considering the congregation's relationship with the PC(USA) shall be moderated by a member of the PRT; 2) After the PRT, the Session, and the pastor(s)/moderator have addressed the issues fairly and accurately, the PRT will work with the Session to call a congregational meeting for the purpose of providing an opportunity for the members of the congregation, the PRT and other representatives of the Presbytery as invited by the PRT to express their opinions, ask questions and address positive aspects of being a member of the PC(USA) and issues about the PC(USA) and its policies, beliefs and actions. No vote shall be taken. Two-thirds of the congregation's active membership must be present in order to continue with the process of discernment; 3) Following the initial congregational meeting in section b) above, the PRT shall work with the Session for a minimum of three months of continuing discernment work between the PRT and the congregation and Session, during which time the PRT and the Session will provide sufficient opportunity to receive further questions, and address any unresolved issues and concerns; 4) After a process of diligent prayer and discernment, the PRT will work with the Session to call a congregational meeting in which two-thirds of the active members of the church must be present to consider the following: Review the discernment process since the previous congregational meeting; Proceed to a vote on the question, Shall the Presbyterian Church request to be dismissed to the with its property? The following requirements must be met for dismissal: 21

24 All per-capita not paid for the past three years must be paid in full, The current year's per-capita and shared mission pledge must be paid in full, Projected shared mission giving for the next three years, based on the average giving of the church during a normal five-year period. If the church has been giving regularly the past five years will be used to calculate this amount. If the church has declined in its giving or stopped its shared mission giving then a fiveyear period of the historic normal giving pattern will be used. In compliance with the latest decision of the Permanent Judicial Commission of the General Assembly concerning the disposition of church property, an appraisal of the property is required. An amount based on 10% of the property value of the church may be determined with due diligence to be part of the terms of dismissal. The church shall be responsible for the cost of the appraisal. If the Presbytery determines that the church has received an appraisal for the property that is unreasonably low, the Presbytery will also receive an appraisal, and the average of the two appraisals will be used to determine the property value. An agreed-upon alternative between the PRT and the Session may be sought in order to establish a valid appraisal value of the property. Any loans or other financial obligations to New Harmony Presbytery or any PC(USA)-related group must be paid in full. The historical and present name of the church may not be used by the departing congregation. New signage must reflect the new name and denominational affiliation of the church. In accord with the Book of Order G , sessional minutes and other historical documents related to the church's life as a Presbyterian church (the PC(USA) and its predecessor denominations) shall be turned over to the Presbytery for transmission to the historical archives of the PC(USA). The departing congregation must remain within the denomination to which it is dismissed for at least five years. If the congregation separates for any reason from the body to which it is being dismissed (or its legal successor) within a period of five years from the date of dismissal, the congregation will pay 50% of the agreed-upon appraisal value of the property to the Presbytery within 120 days of leaving, or the property will revert to this Presbytery or its legal successor. The ecclesiastical status of all members of the departing congregation who are currently inquirers or candidates for ministry must be confirmed prior to dismissal. If the pastor(s) currently serving the departing congregation do not wish to be dismissed from the PC(USA), their relationship with the departing congregation 22

25 will be dissolved by the Presbytery upon dismissal of the congregation; the departing congregation will pay to the Presbytery, in advance, the amount equal to six months of salary, housing, and Board of Pensions benefits, which will be administered to the pastor(s) over the six months following dismissal. 5) The congregation shall vote on the question by secret ballot. If at least 75% of those present and voting vote in the affirmative, the PRT will, with the permission of the Administrative Council of Presbytery and/or Presbytery, begin to negotiate terms with the congregation. 6) During subsequent negotiations the PRT will meet with members of the congregation who wish to remain within the Presbyterian Church (U.S.A.) to best strategize how to continue an existing mission presence by maintaining the existing congregation, incorporate members into nearby Presbyterian Church (U.S.A.) congregations, or create a new entity. 7) At the conclusion of negotiations, the congregation will hold a Congregational Meeting to vote on a possible dismissal to a specific Reformed body according to the terms of negotiation. At least two-thirds of the current active membership will attend the meeting. An affirmative vote that meets the following requirements is required in order to continue the dismissal process: at least 75 percent of those present and voting must vote to leave the denomination. This vote shall be taken by secret ballot. 8) The Presbytery, at a regular or specially called meeting, will vote on whether to accept the terms of dismissal and to allow the congregation to be dismissed to a specified Reformed body according to G b of the Book of Order of the Presbyterian Church (U.S.A.). No amendments shall be allowed to the terms as presented. In the case of a negative vote of Presbytery, continued dialogue will be sought. 9) Within 30 days of the Presbytery's vote approving dismissal of the congregation or members thereof to another Reformed body, Presbytery will prepare a letter to members of the congregation informing of their option to be dismissed with the congregation or to remain in the PC(USA). The congregation will mail the letter to all active members promptly and will bear all costs associated with this mailing. The letter will direct that responses are returned to the Presbytery of New Harmony. The Presbytery will then ensure that contact is made with those members wishing to remain in the PC(USA) and that they are assisted in joining a new congregation of their choice, if there is to be no surviving PC(USA) congregation. 23

26 PROGRAM COUNCIL Report to The Presbytery of New Harmony February 23, 2013 Program Council met on Monday, January 28, 2013, at the Presbytery office and received as information the reports from the following divisions: Camping, Congregational Development, Education & Nurture, Worship & Spiritual Formation, as well as Presbyterian Men and Presbyterian Women. PROGRAM COUNCIL DIVISIONS & ENTITIES Report to The Presbytery of New Harmony February 23, 2013 CAMPING DIVISION For this reporting period, the work of the Camping Division has included information relating to facilities upgrades, group utilization the retreat center, summer camp, and upcoming events to reach members of New Harmony Presbytery. Facilities at Camp Pee Dee Retreat Center are continuing to be updated to meet the needs of all members of New Harmony Presbytery. At this time cabins three and four are 90% completed. Our goal is to have them completed by January 31. The Camping Division invites any church willing to help with projects to call Jason Steen at Camp Pee Dee Retreat Center. He will be glad to set up a day or weekend when your church can assist in a mission project. The Camping Division invites all churches to participate in our work day on Saturday, March 9th beginning at 9:00 a.m. and ending with lunch at 12:30 p.m.. Besides giving of your time and talents towards God s creation, the fellowship with other churches is awesome. Nancy Washburn will be back again this year as our summer program director. Mrs. Washburn has been busy developing new camps which would appeal to middle school and high school age kids. She has evaluated last year s camps and some have been deleted and new camps added. This year the Bible study is titled All Things New; Look What God is Doing. This is a four year program. Our campers will begin with the study of God. Then the focus will be on Jesus, during the third year the Holy Spirit will be the focus, and ending with the church and its mission during the fourth year. This program ensures returning campers will explore the fullness of God, who they are created to be and what they are called to do. The Camping Division and Mrs. Washburn are very excited about this year s summer program. Camp Pee Dee Retreat Center has been busy this fall and winter. Jason Steen reported that he has already scheduled 2013 retreats, including the following; First Hartsville session retreat, Emmaus Board retreat, confirmation retreats, family reunions, Emmaus walks, Kairos Prison Ministry, and birthday parties for The Camp Pee Dee Horse Barn hosted a Christmas trail ride weekend in December. Seven of our Camp Pee Dee Retreat Center campers came for the weekend. Everyone had a great time, and new long lasting relationships were established between the girls and God s creation. Our annual Christmas Carol luncheon hosted 30 people for lunch. Dick Porter and Howard Moore gave a talk on the dulcimer. 24

27 Our ministry has truly spread beyond the 600 acres of Camp Pee Dee Retreat Center. Future events being planned including - Work Day on March 9 and Open House in May, and the Spring Stated Presbytery Meeting at Camp Pee Dee Retreat Center on May 14. The Camping Division and staff at Camp Pee Dee Retreat Center appreciate all the support and volunteer work members of New Harmony Presbytery have given the Retreat Center. We invite everyone to come spend time communing with God s creation. Mary Jane Evans, Moderator CONGREGATIONAL DEVELOPMENT DIVISION The CDD continues to encourage and support congregations who apply for Aid-To-Field and other financial assistance. We encourage any church needing financial resources to provide ministerial support to contact us through the Presbytery office. We will consider requests for the calendar year We currently are considering requests from Ruby and Second, Sumter Presbyterian churches. CDD will continue to focus on issues of evangelism, stewardship and support of existing congregations, as well as new church development in keeping with the presbytery s goals and objectives. CDD partnered with the Education & Nurture Division to sponsor the Ephesians Event held at the Trinity Presbyterian Church, Surfside Beach on Saturday, January 26. EDUCATION AND NURTURE DIVISION Orby Ferguson, Moderator The Education and Nurture Division is pleased to report to the Presbytery the success of the 2013 Ephesians Event, Come and See! Radical Hospitality & Ordinary Evangelism, held at Trinity Presbyterian Church/Surfside, Jan. 26, Two-hundred seven pre-registrations were received for a day highlighted by keynoters Edwin Andrade and Brian Clark, co-pastors of the Riverside Presbyterian Church in Virginia, outside of Washington, D.C. New Harmony congregations were broadly represented at the conference and came from all geographic parts of the presbytery. The Congregational Development Division shared in sponsoring the event and in staffing it. The planners drew from outside resources to develop engaging workshop opportunities. Among the leaders were Ray Jones, PC(USA) Coordinator for Evangelism; Tammy Schneider Winchip, director of Christian Education, Oakland Avenue Presbyterian Church, Rock Hill; and Von Clemmons, a pastoreducator/associate pastor from Myers Park Presbyterian Church, Charlotte who taught us about hospitality in a high tech world. The Divisions owe a debt of gratitude to the Rev. Bruce Ford and Dr. Franklin Colclough for teaching popular workshops also; and to Associate Executive Presbyter Julie Cox for inspiring and guiding the selection of speakers, as well as administering the entire event with Kelly Boone Sloan, former moderator, 25

28 Education and Nurture Division. No simple thanks are sufficient to convey the extent of the help and hospitality of the Session and pastor and membership of Trinity/Surfside. Education and Nurture Division anticipates having good participation from our presbytery at the 2013 Presbyterian Youth Triennium for high school age youth. The gathering takes place at Purdue University in Indiana, July The registration process is under way. The Division also anticipates being able to offer an older adult event in the near future. We invite your conversation and feedback in our work, giving thanks to GOD for the good gift of each other and praying for the Spirit s counsel and wisdom to be of service to all our congregations. MISSION DIVISION REPORT During 2012, the Division received requests to subsidize mission trip funding from First Presbyterian, Cheraw and First Presbyterian, Hartsville. Requests were approved in full or partially. Jody Foster, Moderator A mission project opportunity in Appalachia (Burnamwood Mission Project) was announced, and it was decided to distribute the information electronically throughout the churches. The Christian/Muslim Peacemaking Project, Peace Catalyst International, was introduced to the body by Dr. David Culpepper. The Program was endorsed and recommended that announcements to churches be made. The Division agreed to make a year end contribution to PDA, designated for Hurricane Sandy Relief. In 2013 the budget emphasis will continue to be on supporting mission efforts, emergency contingency (PDA), sharing/hearing mission efforts, stories, displays, sharing resources and contacts, exploring and increasing presbytery partnerships, and Mission Fair. The Mission Division is grateful for the contributions of its members and particularly, the leadership of Moderator Paul Abell during the past year. Lois Parsons, Moderator WORSHIP AND SPIRITUAL FORMATION DIVISION The sub-committee for the Lenten Study and Health Awareness continues meeting to plan for this event that was begun in Plans will be implemented by this sub-committee. The Division is aware of the 10% cut in the budget and will keep this in mind as we plan our work for the coming year. The worship services for the Presbytery meetings are the responsibility of the Division of Worship and Spiritual Formation. The goal for these services will always be for those attending to have a meaningful experience at Presbytery. The Division has begun making plans for One of the highlights for the year will be a Workshop/Seminar on the new hymnal, GLORY TO GOD, to be held on April 20, 2013, at the Kingston 26

29 Presbyterian Church, Conway. Charlie Frost, a member of the hymnal committee, will be the presenter at this workshop. Keep your eyes and ears open for more information, and encourage persons in your congregations to participate in this event. Lola Faye Craig, Moderator PRESBYTERIAN MEN The mission of Presbyterian Men is to lead men into a vital relationship with Christ and to assist them in their spiritual, personal and community development. The goals of Presbyterian Men are as follows: To develop their understanding of the mission of the Church and to assist congregations in nurturing men of the church to mature discipleship. To encourage men through their commitment to Christ, to fulfill the ministry to which men are called in their families, in their daily work, in their ministry to other people and in the community and world. To involve men of various racial and ethnic backgrounds and men of different ages. It is the objective of New Harmony Presbyterian Men to promote the mission and goals of Presbyterian Men as we seek to be faithful in our call to follow Christ in the daily vocations of life. We solicit the support, participation and advice of men in our local congregations. The 2013 Fall Conference of Presbyterian Men will be held on Sunday, October 20, Further details will be presented at the Spring Meeting of Presbytery. The 2013 Golf Outing and Picnic will be held at Crystal Lakes Golf Course (Dillon Park) in Sumter, S.C. Information regarding the date and registration will be sent to the churches. Freddie Nelson, President PRESBYTERIAN WOMEN Barbara Peterson and Pontheola Wilson attended the Synod Coordinating Team Meeting at Columbia Theological Seminary on October18-19, The meeting was very informative. The Presbyterian Women s Coordinating Team met on January 5, 2013, and finalized plans for our Spiritual Retreat, which was held on February 2, 2013 at the Presbyterian Church at Manning. The theme is, Keeping House; Spiritual Renewal for the Family of God. Reverend Lisa Culpepper will be our speaker. Plans are also being made for the Annual Gathering, which will be held on April 20, 2013 at Second Presbyterian Church, Sumter, SC. 33 A PRELIMINARY REPORT PRT TO BISHOPVILLE PRESBYTERIAN CHURCH TO THE NEW HARMONY PRESBYTERY FEBRUARY 23, 2013 FROM : PRESBYTERY S RESPONSE TEAM FOR THE BISHOPVILLE PRESBYTERIAN CHURCH - Rodney A. Foster, Mod., Frances Singleton, Clerk, Elijah Washington, Gregg McCutchen, and Jody P. Foster. The Bishopville P.R.T. met with the Session of the Bishopville Presbyterian Church on December 5, 2012 at First Sumter to hear from the church its intent and to review and initiate the process of coming to Favorable Terms (Section 111 B. of the Gracious Dismissal Policy). The P.R.T. met again with the Bishopville Session at Bishopville on January 2, 2013 for the purpose of reviewing the membership roll revisions which changed the Active Roll from 177 to 128. Satisfied that the lower figure was the legitimate and current number of active members, the P.R.T. and the Session proceeded to the Straw Vote by the Bishopville Presbyterian Church. The Bishopville Presbyterian Church held its straw vote on January 13, 2013, with members of the P.R.T. present. All 106 votes cast were for dismissal. The P.R.T. reported this to the Administrative Council of Presbytery and requested permission to begin negotiating Terms of Dismissal. Permission was given and the first meeting for this purpose was held on January 30, 2013, with the Bishopville Session at Bishopville. At this juncture, the P.R.T. has agreed with the Bishopville Session that: 1. Bishopville Presbyterian Church will pay Mission Shared Giving until its time of dismissal. 2. Bishopville Presbyterian Church will pay its per capita for the year The P.R.T. has agreed to accept the evaluation of the church property by Church Mutual Insurance Co. at $3,951, This figure includes the manse, church and manse contents. 34 Presbyterian Agency for the Developmentally Disabled (PADD) Presbytery Report February 23, 2013 Information 1. The current members of the PADD volunteer Board of Trustees are: Betty Lou Barclay, Frank Colclough, Dot Johnson, Chris Handley, Frank Holsclaw, Anna Kearns, Ella Busby, Ashley Lowry and Bob Kearns. PADD is searching for individuals with a heart for a ministry to the disabled to serve three year terms on the Board of Trustees. Individuals with business, medical, social services, education and spiritual development backgrounds are needed to ensure the continuation of this ministry. And as always, parents and caregivers of persons with disabilities are also encouraged to consider joining the board. Willing hands are needed. For more information on board membership, duties and responsibilities please contact Bob Kearns, Chair. 2. This August PADD will celebrate its sixth year of operation. Thanks to God for continuing to guide and bless this ministry. PADD currently has 6 women living in the Wren Home in Florence, so we are full and are keeping a waiting list. 3. PADD s Licensed Administrator, Kimberly Matthews, will celebrate her five year anniversary of employment with PADD in February. Kimberly s faith and love for our residents continues to inspire her staff, residents, and their families. SHE Magazine published a positive article on PADD and Kimberly in last October s issue. This has helped our exposure within the community. The Board of Trustees is grateful for her dedication, and the love and dedication shown to our residents by our staff. 4. The third community wide Pedal for PADD was held to raise funding and awareness for PADD. This bike rally is now an annual event. Thanks to the friends who planned, sponsored and managed the rally. 5. The local business community in Florence continues to support PADD with day time volunteer opportunities for our residents, and opportunities for social interaction. Our residents are all doing well; three of our residents have lived at PADD since it opened in It has truly become their home. 6. PADD continues to monitor state funding programs for persons with disabilities, and could build additional homes if money for their continuing care becomes available. Some state funding is available to PADD for ongoing resident care, but the ministry is still dependent upon donations to support operations. Main St. If you are traveling West on the 378 Bypass, take the Oswego Exit. Immediately turn left at the end of the off ramp, and you will be on E. Calhoun St. When you get to N. Main St., turn right. The parking lot will be on your left across the street from the Post Office. The Parking Lot of the church is on North Main Street across from the Post Office. (On the Right of the church if facing the front of the sanctuary.) Handicap Parking is available on the W. Calhoun side of the church in the small parking lot behind the sanctuary. Enter the Educational Building where you will be directed to registration. ***IMPORTANT NOTE: Traveling to Sumter on Hwy 76 is not an option. There is a bridge out and the detour is lengthy.
