3 DIOCESAN COUNCILS, BOARDS AND COMMITTEES At Synod in 2000, a new management structure was approved for the Diocese. This was formalised in the Diocesan Mission, Ministry and Management Act (refer Administration Handbook Section B and Manual of Acts, page 57) This Act established Mission Council, Ministry Group, Management Committee (formerly Standing Committee) and Nominations Panel. Under this new structure a number of existing Diocesan Councils, Boards and Committees ceased to exist while other entities were established as On Going Task Teams and certain 'positions' are recognised as key to Diocesan activity. Mission Council maintains contact with the five areas of 'mission' (evangelism, education, caring service, transforming society and the integrity of creation) by inviting representatives from these areas to attend Council meetings to share their concerns. When there is a need to carry out a particular task, a 'terminating' Task Team is established for the duration, under the auspices of one of the three key Diocesan bodies (Mission, Ministry, Management) referred to as the 3Ms. Reporting lines are indicated below and some general information is provided on these existing groups. For further details please contact the Anglican Centre MISSION COUNCIL The primary function of the Council is to shape and direct the mission work of the church in the Diocese, to develop long term goals for approval by Synod, to determine financial resources to be allocated to these goals and to initiate projects and to direct support and monitor the work of task teams carrying out specific projects. The Bishop, in his Charge to Synod, articulates his vision for the Diocese. He sets broad goals and parishes are invited to develop their own processes for achievement in these goals. 09/08 F2

5 A BRIEF DESCRIPTION OF THE FUNCTION OF EACH OF THE GROUPS RELATING TO MISSION COUNCIL IS AS FOLLOWS: Anglican Church Army The National Director of this body provides a report to Synod each year. There are a number of Church Army Officer Evangelists in the Diocese of Wellington. Contact: Captain Peter Lloyd Tel Anglican Missions Board The current Anglican Missions Board was established by General Synod in General Synod appoints 9 of the 13 members, three of whom are nominated by each Tikanga. The Board sends and supports personnel from our Church who have been called by God and invited by the leaders of Churches beyond our Church, to share as mission partners. The Board reports to Synod each year and the Diocese sets a financial target and encourages parishes to give directly to the Missions Board. Contact: The Rev Robert Kereopa Tel Association of Anglican Women This organisation participates in the mission of the Church by promoting, safeguarding and nurturing Christian families. The Diocesan Executive of the Association has two seats in the Synod of the Diocese and reports annually to Synod. Contact: Eileen Imlach Tel 04 Cursillo This is a movement of renewal within the life of the Church, responsible to the Bishop of the Diocese. The purpose of Cursillo is to present a way of living as a Christian in the world. It offers a method by which our relationship to God may be developed, lived out and association with other Christians and used by God to reach others. Contact: The Rev Anne Aspden Tel Catechumenate Resource Group A Diocesan Catechumenal Resource Group was established in 1992 with the purpose of introducing the concept of the Catechumenate to the Diocese. The Catechumenal process is an intentional process of initiation into the Kingdom of God and into the local faith community. It provides a process of conversion and continuing growth in personal commitment by listening to God through Scripture, through the story of the church, and through others stories and journeys. Those involved are encouraged to seek baptism or renewal of their baptismal vows as the climax of the process, and to explore their gifts in ministry to others. This group is temporarily in recess. Girls Friendly Society This Society operates GFS House in Newtown, a base for work with young women and their families. During the year free counselling, sewing, craft and gardening courses are offered. There are also Social English groups for migrants and refugees. GFS House works alongside some 50 welfare and other allied agencies. Contact: Janet Waite Tel /08 F3

6 Mission - Archdeacon for The Archdeacon for Mission assists parishes to meet the mission objectives of the Diocese and facilitates their development. Refer page C3. Contact: Archdeacon Tony Gerritsen Tel Mission to Seafarers The Wellington branch has as its main objectives to provide Christian ministry to seafarers irrespective of their nationality or religion, to maintain a seafarers club, The Apostleship of the Sea, in partnership with our Roman Catholic counterpart and to support the Mission nationally and internationally. The Mission functions at the city wharves and at Point Howard. Ships are visited, books, magazines and videos distributed, tours arranged, hospital visits made, letters posted etc. Contact: Canon Jim Pether Tel Riverslea Board Riverslea Lodge was sold in January 2005 and proceeds from the sale of the property have been invested in AMSIF so that the income can be used for Riverslea type activities and projects. The proposal is that the Riverslea Lodge Board will work with the Youth Trust to provide grants for activities and projects with a youth focus. Contact: Alexander Brunt Tel Social Service and Community Development Board The Board is charged with the support of caring ministries within the Diocese, both parochial and extra-parochial. (refer Manual of Acts page 93) There are approximately thirteen wide-ranging social service agencies working in the Diocese. Contact: Graeme Munford Tel Some of the specialised ones are: Family Centres Lower Hutt: Social concerns such as homelessness, unemployment, domestic violence, family stress, and difficulties experienced by Maori and Polynesian people in adjusting to contemporary society are some of the issues met by Lower Hutt Anglican Social Services. Contact: Tel Wanganui: Similar social difficulties are being met in Wanganui. Contact: Tel /08 F4

7 Masterton: Wairarapa Anglican Families Trust Board (formerly Sedgely Family Centre) provides financial assistance for a number of programmes and services where children and families in the Wairarapa are the focus. Contact: Tel Palmerston North: All Saints' Children's Home Trust in conjunction with the Catholic Social Services and Rangitane people provides family care support operated by a special trust board. Contact: St Peter's Parish Office, Tel Wellington City Mission The need for day care for the lonely, night shelter where men without a bed can sleep, homes for the elderly, emergency support for the needy, support and training for youth at risk, are all met by the Mission. The Mission is centred on Newtown. It employs field workers in crisis intervention and preventative counselling. Contact: City Missioner, Canon Des Britten, Tel Overseas Mission Group (formerly Wellington Diocesan World Mission Council) Prayer for, and interest in the overseas missionary activity of the Church, and specially those with special relationships to the New Zealand Anglican Missions Board are fostered by the Council. It recommends to Synod a financial target for Diocesan gifts for mission work and it arranges deputations for visiting missionaries and seminars to increase interest in missionary work. It also provides a contact person to arrange visits/programmes for our companion Diocese relationships. (refer Standing Resolution A1, Manual of Acts page 151) Contact: The Rev David Pask Tel Workplace Support This group provides pastoral ministry on behalf of all its member Churches (the Anglican Church is just one such Church), to people and workplaces. Included in this ministry is an attempt to get alongside and offer pastoral support to those who are currently excluded from participation in the work force. The Mission also seeks to be involved in advocacy on workplace issues on behalf of the Churches. Contact: Young Person s Office Oversight Group The Diocese has a number of staff whose work is to resource, educate, support and nurture those people in parishes whose ministry is with youth, children and families. The role of the Young Persons Office Oversight Group is to provide support, advice and guidance to the Diocesan staff working in this key area of ministry. Contact: Young Persons Office Tel /08 F5

8 MINISTRY GROUP The principal function of the Ministry Group is to address the needs of the Diocese in respect of licensed ministry, lay and ordained, and those engaged or to be engaged in such ministry. The group will develop strategies and policies for effective selection, training, deployment and general support of all licensed ministers, initiate projects, appoint and support task teams to carry out projects and allocate resources to this work. 9 A BRIEF DESCRIPTION OF THE FUNCTION OF EACH OF THE GROUPS REPORTING TO THE MINISTRY GROUP IS AS FOLLOWS: Bicultural Resource Sharing Allocation Committee This committee, in consultation with members of tikanga Maori, oversee the distribution of funds held in 18 shareable trusts. (refer Standing Resolution E5, Manual of Acts page 173) Contact: The Rev Canon Jim Pether Tel Bishop Hadfield Memorial Trusts After many years of inactivity, Synod has supported the Governors desire to enlarge the purposes to which the trusts could be applied and this change has been approved by High Court and the trust deed altered. These trusts are shareable and the new deed allows for two Pakeha Governors, one of whom is the Bishop of Wellington and two Maori Governors, one of whom is te Pihopa o Aotearoa ki te Upoko o te Ika. In 2003 the trust was split in two with Tikanga Maori and Tikanga Pakeha each taking a half. Contact: Bishop of Wellington Tel Board of Nomination The Bishops, two priests, and two lay members, elected by Synod every two years, meet with parish nominators to fill parish vacancies. (refer Clergy Act, Section 9 page 39) Contact: Bishop Tom Brown Tel Diocesan Pension Committee There is currently an Ongoing Task Team established by Standing Resolution A2, on page 153 of the Manual of Acts. The Task Team acts as the Pension Committee and liaises with the New Zealand Anglican Church Pension Board to assist clergy in financial need and has concern, in general, for pensioners in the Diocese. Contact: The Rev Kelvin Strong Tel Guild of St Raphael This Guild has as its aim to foster the return of the Healing Ministry to its proper place as part of normal parish life. It also supports local Guild members in their work of daily intercessory prayer. Contact: Diana Garmonsway Tel Hospital Chaplaincy All hospital chaplaincies in the Diocese of Wellington are now ecumenical. Those chaplains licensed by the Bishop of Wellington report regularly to Synod. Contact: Diocesan Administrator Tel Licensed Ordained and Lay Ministry Ministry Group takes responsible for issues related to the selection, training, and ordering of those in licensed ministry both lay and ordained. (refer Licensed Lay Ministry Act, page 105, Manual of Acts. It is also responsible for Professional Development Leave. 10 Ministry Development Archdeacon for The Archdeacon for Ministry Development is responsible (with the Bishop's Ministry Chaplain) for recruiting, selecting and training ordained and lay ministers within the Diocese, and for developing total ministry within the life of the Church. (refer Section C, page 3) Contact: Archdeacon Pat Muxlow, Tel University Chaplaincies Victoria University of Wellington Chaplaincy Committee provides Ramsey House, alongside the campus, for the use of students. A priest acts as Chaplain and interns assist in the running of the chaplaincy. (refer Standing Resolution A6, Manual of Acts page 156) Contact: The Rev David Newton, Tel Manawatu Anglican Tertiary Chaplaincy Committee in conjunction with the Ecumenical Interdenominational Chaplaincy Trust Board employs a tertiary chaplain with responsibilities at Massey University, UCol and the International Pacific College. (refer Standing Resolution A4, Manual of Acts page 155) Contact: The Rev Julia Budd, Tel Manawatu Anglican Tertiary Chaplaincy Wellington A new part-time position was created in 2007 for a Chaplain for the Wellington Massey campus. Contact: Archdeacon Robert McLay Tel Professional Development This team assists clergy considering Professional Development Leave and administers the Professional Development Fund. Contact: Canon Jim Pether Tel Retreats A group of interested people arrange retreats and quiet days at intervals throughout the year. Contact: The Rev Rosemary Wright, Tel Sexual Misconduct Monitoring Group This Group advises the Diocese on all matters to do with sexual misconduct. It monitors policy on the hearing of complaints, it provides Diocesan Contact Persons with support and information and provides appropriate publicity resources for use in ministry units. (refer Standing Resolution A5, Manual of Acts page 156) Contact: The Rev Don Parker, Wellington Institute of Theology The Institute aims to explore contemporary theological and ethical issues, it provides theological library resources and courses and is generally an information broker between those offering and those seeking courses or other education resources. 11 MANAGEMENT COMMITTEE This committee (formerly Standing Committee) is responsible for the efficient administration of the affairs of the Diocese within the authority of Synod. Today, the income from this Trust is fed into the General Church Fund from whence the total costs are covered. Contact: Trust Manager, Tel DDI Board of Trustees Seven trustees hold in trust and administer land, property and assets set aside for general or specific purposes. The Board administers the Amalgamated Mortgages and Securities Fund (AMSIF) for the purposes of investing Diocesan and parish funds. Quarterly dividends are declared. Parishes are encouraged to invest in this fund. (see Title F Canon III, and Standing Resolution C1, Manual of Acts page 164). Contact: Trust Manager Tel DDI /08 F9

12 Communications Advisory The Bishop appoints a Media Officer to assist him with Diocesan communications especially with the media. Contact: Anglican Centre Tel Church Schools Board Three Trustees have been appointed to manage the funds held by the Board and to support and promote the Anglican Church Schools in the Diocese of Wellington. (refer Church Schools Act 1939, Manual of Acts, page 32). Contact: The Rev Liz Greville, Tel Finance Committee This committee advises on the administration of the General Church Fund, submits estimates of income and expenditure, recommends levies, considers applications for loans and/or grants, and brings to Management Committee s attention parishes and other units experiencing financial difficulties (refer Finance Act, Manual of Acts page 87) Contact: Diocesan Administrator Tel DDI Insurance Board All Parish and Diocesan property is covered by the Board which, on the advice of a broker, determines the amount of protection. (refer Insurance Act, Manual of Acts page 100). Contact: Property Manager Tel Properties and Faculties The Property Manager, Archdeacons and two Property Commissioners advise parishes, ministry units and diocesan bodies in the care of their buildings and in the creation of new ones. Contact: Property Manager Tel LinkWell The Diocesan newspaper, LinkWell, is published about five times a year and distributed to parishes. Finance is provided by sponsorship. Contact: Mrs Mary Houston Tel Office Administration Committee This committee is the Employing Authority for the Anglican Centre and as such approves personnel policies, salary scales and staffing levels for the Centre. It approves equipment purchases, ensures that service is of an adequate standard and prescribes financial authorities required. 13 Resource Centre Situated in the Anglican Centre, 18 Eccleston Hill, the Resource Centre stocks resources to assist parishes in worship, study and teaching for all ages. Resources include books, audio tapes and videos for hire as well as a range of materials for photocopying. A range of books on topical issues is available for sale. A national and international mail order service, MediaCom, operates and books are imported on request. The aim of the centre is to provide good resources at reasonable cost. Contact: Diocesan Administrator Tel DDI Synod Steering Committee This committee prepares the order of business for Synod and generally oversees Synod in session. Contact: Diocesan Administrator Tel DDI Trinity Newman Foundation Trust Board This Board was developed and administered jointly by the Anglican and Roman Catholic Churches to provide quality accommodation at reasonable cost for students at Victoria University of Wellington. In 1999 the leases of the properties run by the Board were terminated and the Board now manages its funds with a view to providing assistance to students through various projects. 14 OTHER DIOCESAN SUPPORT GROUPS/RESOUCES Bishop, Dean and Archdeacons The Bishop, Dean, Archdeacons (both geographical and of function,) and the Administrator meet approximately every month to report matters pastoral or personal affecting clergy and parishes. This is a forum for theological, social, ethical, and administrative questions. Information is disseminated from and to the Bishop. A stipend is shared equally across the seven Archdeaconries so that parishes may provide cover for the equivalent of one day a week which the Archdeacons give as part of the Bishop s pastoral support team. Refer Section D Contact: Diocesan Administrator Tel DDI Diocesan Tribunal Disputes relating to Maintenance of Standards of Ministry for Bishops, Ministers and Office Bearers in the Diocese of Wellington are heard, if requested, by the Diocesan Tribunal. The Tribunal is a panel of ordained and lay persons with appropriate qualifications, able to mediate or alternatively to hear and determine a particular complaint or matter referred to it. (refer Title D, Canon I in the Handbook of the Anglican Church in Aotearoa, New Zealand and Polynesia) Contact: Diocesan Administrator Tel DDI Education for Ministry Adult learning programme - a four-year, small-group course, designed to help adults exercise their own ministry. It combines contemporary Biblical scholarship with adult learning principles, offering mentor (leader) training in theological reflection. Group sizes limited to from six to ten people - members enrol for a year at a time. Contact: Regional Co-ordinator, PO Box , Wellington. Examining Chaplains The Chaplains interview prospective ordinands and recommend/or not people's attendance at selection conferences. They afterwards advise the Diocesan Bishop about acceptance.
