Moved by, seconded by THAT the Durham Catholic District School Board approves the proposed boundary revisions for St. Luke the Evangelist Catholic School and St. Matthew the Evangelist Catholic School as outlined in the report dated April 24, RATIONALE On January 19, 2016 the received the Long Term Accommodation Plan (LTAP) report and approved the guiding principles and actions to be undertaken. Within the LTAP report, staff was directed to undertake a Whitby Catholic Secondary Schools Review to address potential program and service delivery models at one or more Catholic Secondary Schools and to examine the implementation of French Immersion programs at Father Leo J. Austin Catholic Secondary School.

2 Page 2 Re: On January 30, 2017 following the completion of the Whitby Catholic Secondary Schools Review, the approved a series of recommendations with respect to the review of boundaries of the Catholic elementary and secondary schools in Whitby. Specifically, the approved the following motion: "THAT the Durham Catholic District School Board authorize staff to initiate a boundary review for St. Matthew the Evangelist Catholic School and St. Luke the Evangelist Catholic School, in accordance with Policy PO-415 School Boundary. On February 27, staff presented a report to the that initiated the proposed boundary changes between St. Matthew the Evangelist Catholic School and St. Luke the Evangelist Catholic School. The purpose of the February 27, 2017 report was to have Trustees approve in principle boundary changes that redirect a future development area comprised of 1283 housing units from attending St. Matthew the Evangelist Catholic School to attend St. Luke the Evangelist Catholic School. This report summarizes the public consultation regarding the boundaries and recommends that the boundary changes be approved for immediate implementation. ANALYSIS Public Consultation Staff is required, through Policy, to engage in a community consultation process and meet with and receive input from the affected communities regarding the proposed boundary changes. Following approval in Principle on February 27, 2017 staff undertook the following with respect to public consultation: Set up a public meeting for March 23, 2017 at St. Luke the Evangelist Catholic School; Sent a letter home to all students in the affected schools on February 28, 2017; Advertised the public meeting in the local newspaper; Set up a web page on the Board s web site for boundary changes; Created a dedicated phone line to answer all inquiries from the public; Created a dedicated address to answer all inquiries from the public; On March 23, 2017 staff held a public meeting at St. Luke the Evangelist Catholic School to receive input from the public. A total of 3 persons were in attendance at the meeting, all of whom had issues with respect to the All Saints Catholic Secondary School and Father Leo J Austin Catholic Secondary School boundaries.

3 Page 3 Re: No issues with respect to the proposed elementary boundary changes were raised at the public meeting or have been received via or phone over the last two months. Conclusions Based on the input received to date from the public, the proposed boundary changes should be approved by Trustees with immediate implementation. The new boundary maps are attached as Appendix 1 and Appendix 2 to this report. NEXT STEPS Planning staff will undertake the following: Advise the affected schools with respect to the new boundaries; Provide updated boundary maps to the schools; Update all board systems that use geographic data and boundaries; Contact the builders and developers with respect to the new boundaries; Inform Durham Student Transportation Services with respect to the boundary changes.
