2 Introduction to Report The headlines are well known by now; Priest commits suicide and is later found to have caused the death of two adults and sexual abuse of at least 1 minor male. The media goes into high gear on a story with enough questions, intrigue, players, victims and villains to fill many columns of prints and 30 second TV spots. In the middle are parents and families of victims demanding answers, accountability and systemic change. Behind all of the public noise of accusations, denials, mixed messages and stumbling by all sides is the largely unreported reality of a large Catholic community in pain, anger and a desire to move forward. Led by a quiet, resolute and compassionate pastor, Fr. John Parr, the parish is dealing with decades of issues across several priests and leaders. What appears clear to parish leadership is that St. Patrick Catholic community cannot be used up and harmed any more by the agendas of the media, attorneys, diocese or parishioners themselves. So what has happened in the past 6 months what is occurring today what is hoped for the future as this courageous Catholic community tries to reassert its image, identity and direction towards a healthy and vibrant faith community? In the past 6 months.. 1. The pastor attracts and retains experienced external counsel for both professional process design/delivery as well as large-scale therapeutic resources in times of grief, loss and transition. 2. The pastor reaches out into the community and call forth an Elders Team of knowledgeable and able people for all aspects of the parish community to serve as consultors to the pastor and Bishop Fliss. 3. The typical pattern of local Bishop visit, apologies and exit stage left is delayed and conditions are laid out for a constructive and substantive process and outcomes. 4. A multi-tiered process of dialogue, identifying needs and wants, and processing of years of anger, frustration and internal parish divisions is designed and guided through facilitated groups with a. Parish and school staff b. School parents c. Team of Elders d. Parish Councils and committees e. Individual and group counseling f. Parish open sessions on Sunday mornings 5. Team of Elders listen, process and articulate the needs of the community into a simple format for discussion and development with the local Diocese through external counsel: - Acknowledgement. Concerns regarding risks to St. Patrick parish and its people were raised repeatedly over some time to the pastor and Bishop. Their response was not seen as proactive or at par with the seriousness of the concerns. These concerns related to issues with Fr. Ryan Erickson as well as the past pastor and a retired priest. - Accountability. Bishop Fliss, the Diocese and the former pastor provided ineffective management and supervision of its priests and parishes. 2

3 - Apology. We seek a personal and profound apology from Bishop Fliss and the past pastor for these failings so that we may continue the process of forgiveness and healing; just as importantly, we seek a commitment to working cooperatively toward future personal and systemic change, so that together we can prevent these things from ever happening again. - Action and Systemic Improvement. Policies, practices and systems changed at the Diocese regarding: a. How Priests are Formed, Assigned and Supervised i. Qualification, assessment and formation of seminarians, ordination and on-going ministry ii. Processes and practices for priest assignments, mentoring and professional development including ongoing assessment, appraisal, feedback regarding leadership and ministry. iii. Investigation of allegations of priest misconduct and concerns outside of sexual abuse of minors such as financial, theological, legal and public relation risks. b. Improved Consultation to Bishop in Collaboration with Laity Assuming Trust and Competence i. On-going system of consultation to the Bishop and Diocese regarding parishes and schools that centralizes all communications utilizing an objective, external Review Council for risks mentioned above. c. Improved Connections and Communications with Parishes and Schools i. Engaging of parishes in proactive, prayerful and pragmatic dialogue on a regular basis outside of crisis, tragedy or the unthinkable. 6. A parish-wide meeting is held on January 15 th, 2006 with Bishop Fliss and over 700 parishioners with a wide array of questions, concerns and hopes. Bishop Fliss addresses key issues and questions for over an hour as well as outlines the 4 Commitments of the Diocese in moving forward in healing and change. 7. Parish leaders with input from parishioners begin to articulate descriptors of a Vision 2007 to be the focus for moving forward in developing a vibrant Catholic community that is moving forward with its Mission and purpose in the local community and Catholic Church. 8. Bishop Fliss and parish leadership review and provide and answer for all of the written questions of the January 15 th parish meeting 9. The Office of the Bishop finalizes the 4 Commitments of the Diocese and accounts for progress, timing and accountability. As St. Patrick parish progresses towards its Vision 2007, it is clear that this is only possible in collaboration and change with the Diocese of Superior as stated by Bishop Fliss in his remarks and commitments made on January 15, While the media and some parishioners may have minimized the importance and impact of the commitments of the Superior of Diocese, three clear points of learning remain: 1. That if the proposed changes were in place, more effective assessment and intervention would have occurred 2. That safety of children and adults can actually be provided through systemic change 3. That communication, collaboration and change may be more effective, long term strategies than confrontational legal and public relations This Report compiles the relevant information and statements to-date into a usable document for parish reflection, prayer, planning and healing in moving forward in faith together as a Catholic Church. Parish leaders of St. Patrick are grateful to Bishop Fliss and the collaboration, respect, listening and learning that has developed over the past 6months and are hopeful for a vibrant future through healing, faith, prayer and change. 3

5 Fr. John Parr Opening Comments HEALING AND CHANGE Homily given by Father John Parr January 15, 2006 John 1:35-42 "What are you looking for?" We come together this afternoon as people who are looking for many things, and yet only one thing. The families of Dan O'Connell and James Ellison are looking with broken hearts for that balm of healing offered only by a broken hearted Lord. There are young people here today perhaps, certainly in our parish and beyond, who have been betrayed in body and soul, and with their families they are looking for the One who knows betrayal and yet remains ever faithful. As people of Saint Patrick Parish we are looking for an answer to our anger, doubt, confusion, division, searching for the One who gives no answers but gives only Himself. " What are you looking for?" This day we open our hearts to our bishop; he opens his heart to us. And today we do a dangerous and difficult thing: we listen to one another. Here and now we do a difficult and dangerous thing: we listen to this Lord who speaks through one another, and who alone is the One we all are looking for. So may our God give us the grace to listen with the ears of our hearts, and find the One who can overcome "bitterness with his joy, hatred with his love, brokenness with his life, anger with his peace." "Who are you looking for?" Each of us, all of us, we are looking for this Lord who is looking for us, and who wants to heal us even more than we want to be healed. 5

6 Bishop Raphael Fliss Address to Parish Response to a Call for Healing and Change Bishop Raphael M. Fliss Diocese of Superior St. Patrick Parish, Hudson January 15, 2006 Allow me to begin my opening response to our call for healing and change with a few remarks. Allow me to compliment your pastor, Fr. John Parr, and the team of elders and professional resources that were organized already in October to guide the parish in a process of healing and renewal. Fr. John came to us on loan from another diocese in the year he celebrated his Silver Jubilee, 25 years as a priest. What he accepted from me was an appointment as the associate pastor of St. Patrick Parish in Hudson. This was truly noteworthy and, I believe, he was God-sent. I am truly grateful to him and all of you for the progress you have made these past months. The initial key issue raised by parishioners during the listening sessions was the lack of response by the Bishop to the serious concerns raised repeatedly by the people. With regard to Fr. Ryan Erickson, I admit and regret that I did not respond appropriately nor in a timely manner. He did incite considerable division within the parish by his pastoral style, his manner of teaching and even his vesture. I was duly made aware that sides were being formed. I should have intervened sooner, if not at once. I acknowledge I neglected the complaints and did not listen carefully to the parishioners. It must be admitted that in March, 1994, the diocese was informed by the district attorney s office from Vilas County, Wisconsin, that an investigation was being conducted concerning an allegation against Ryan Erickson of improper sexual behavior some years prior to In July of 1994, the diocese was informed by the district attorney s office that the allegation was uncorroborated and no charges were filed. The diocese and seminary had Ryan Erickson seek professional testing and counseling from a clinical psychologist. The conclusion was reached that he was a proper candidate for the theological school. However, I must add here that the diocese did not learn of allegations of any improper sexual behavior by Fr. Erickson until December 17, 2004, when the Hudson police officers, during their investigation, informed the diocese that he sexually molested a minor while a priest and had pornographic files on his computer. As many of you already know, Fr. Peter and I were classmates for a couple of years in our college days and remain good friends. When I was ordained a bishop on December 20, 1979, and he was pastor in Merrill, Wisconsin, he told me that day he was geographically closer to all the other bishops in the state as well as those in the Twin Cities, closer to them than to me in the City of Superior. He has been a stalwart member of our Presbyteral Council, the Body of Consultors, the St. Pius Priest Fund, and is very supportive of diocesan efforts and programs. We, many times, talked about the problems he had to face in Hudson, and I wondered how I might help. Unfortunately, our conversations did not lead to a full understanding of the issues and risks here and we never did collaborate on a plan of action or any resolution of the problems. 6

7 Fr. James Dabruzzi, a native son of Hudson, did choose to retire here and loved to minister in the parish. He was a terrific pastor in his day and I often complimented him on his 14-year tenure as my appointed Spiritual Moderator of the Diocesan Council of Catholic Women. It was a sad day for him and me when he had to discontinue the public exercise of his priestly ministry because of unacceptable behavior. However, this behavior did not, at any time, involve children. In my role as Bishop, I know that ultimate responsibility for muc of what has taken place rests upon my shoulders. I am the one that must be held accountable for the lack of proper supervision and for all else that I failed to see, heed and act upon. Now, as I am able to see all that has taken place, I most certainly know I would do many things differently today. This is where and how I failed and literally fumbled the ball. Having said all of this, I find it necessary to apologize most sincerely for my failings, omissions and lack of attentiveness to the entire responsibility that is mine. Truly, I wish I could turn the clock and calendar back and be given another opportunity to do it all much better. My apology must extend also to each and every person that has been harmed as a result of the infamous double murder and suicide. These victims are more than worthy of our prayer and every member of their families deserves our profound sympathy, support and heavenly supplication. Think, also, of the Catholic Church itself, the parishes in Somerset, Ladysmith, Hurley and above all here in Hudson. Each and every parishioner has been touched, staff members, parents, children, especially those inappropriately instructed in their faith. Any minor who might have been abused, while unknown to us, is also a victim. And what about our priests, our seminarians, and even this bishop as he finishes 50 years of priesthood and a quarter century as a bishop? When I submitted my resignation to our Holy Father, benedict XVI on my 75 th birthday in October, I also wrote to the Apostolic Nuncio, Archbishop Gabriel Montalvo. I assured him that I would be pleased to administer to the flock in northern Wisconsin as long as it takes to decide my successor, and that I would truly appreciate the opportunity to improve the condition of this local church following our terrible tragedies. With that same sincerity I want to assure this parish especially, that I have begun a review of all the policies, practices and systems within the diocese in order to effect proper and necessary improvements. I would be proud and pleased to have my successor find this house is again in good order. To that end, I am committed to engaging and implementing change in our systems of consultation, communication and accountability in four different areas: 1. Formation of priests and connections to seminarians 2. Assignment, evaluation and mentoring of priests 3. Connection with diocesan parishes and schools 4. External review of risks and situations in consultation to the Bishop An important improvement being sought is the manner in which priests are fromed, assigned and supervised. In my lifetime, I have been a witness to the concern of the church about the formation and qualification of our seminarians and future priests. Since the Second Vatican Council in the early 60 s, we in the United States have participated in five redactions of our country s PPF (Program for Priestly Formation). In addition, there is now underway a second Vatican visitation of all the seminaries in this country. There is also in this day and age improved screening and more reliable background checks. Even with all of this in place, I know I and my successor must come to know our seminarians much better. To accomplish this, some bishops have invited them to live with them during the summer months. I am committed to exploring ways to increase my personal contact, knowledge and deeper understanding of our seminarians and be a more active part of their time of formation. 7

8 In our diocese, we have a Priest Personnel Placement Board, but with our shortage of priests, the effective and tried and true practice of terms of office no longer works. Some mentoring is underway, more will be welcomed. Professional development is provided through the efforts of our Committee for the Ongoing Formation of Priests. This Committee is responsible for the annual retreat, the annual priests assembly, the fall workshop, sabbaticals and so much more. However, regular assessment and evaluation regarding leadership in ministry needs considerable attention and will be a project introduced at our next Presbyteral Council meeting the third Tuesday of February, Something I have learned and internalized from this horrendous experience is that the bishop must better employ the service of his diocesan Deans, the vicars Forane. These five priests within their respective deanery, receive special duties and rights by Church law itself. While I have employed the service of our Deans to help me with periodic visitations of all the parishes, I believe they would be of inestimable value in the investigation of allegations and complaints of priests misconduct or concerns. With their help, we shall take care that spiritual supports are available to the presbytyers of all five districts and immediately be concerned for those who find themselves in more difficult circumstances or are beset by problems. In addition to the Deans, I must remind ourselves that recently we have found and appointed an individual priest to be the Vicar for Priests. Although his role is only evolving now in this local church, I know it will be a major help to everyone. I am also able to see the important value of regular communication with all our parishes and schools. An ongoing dialogue, at least with the parish leadership in the persons of the trustees, parish council members, and staff could be of great value in the long term. It would certainly establish and encourage a trusted and open relationship, and I am committed to seeing this deeper level of connection and communication begin. Another important change of consultation is the development of an external Review Council for serious risks and concerns that go beyond the Charter. A component of that consultation is a centralized file of all information, letters, s and conversation notes by the diocese regarding a parish, priest or ecclesial setting. I promise to apply myself to this task as well. Finally, it is my hope, prayer and willful determination that we can and will emerge from these tragedies and scandals stronger, wiser and greatly improved as well as a much holier church. You folks are already on your way to healing and change. Your vision and mission are being created and call for transition and growth in you own parish. I support that effort and your desire to end the divisions within this community. My prayers are with you and I hope that you, I, this parish and diocese can move forward together in healing and change. 8

9 Fr. Peter Szleszinski Address to Parish HEALING & CHANGE MESSAGE January 15, 2006 Father Peter Szleszinski Read by Fr. John Parr at the January 15 th meeting I would like to thank Fr. John Parr, the Team of Elders, and professionals who have organized this opportunity today and especially for their healing work which began in October. I am deeply saddened that this or any parish has experienced such atrocities and challenges and I am willing to continue to help in any way that I can to aid in this healing process. I was sent to Hudson in 1986 and beside all the various pastoral responsibilities, began to work on the building of a new church. Since that time I have worked with 13 assistants, Fr. John Parr being the last. Each assistant brought something unique to this parish, some were more involved than others and some more challenging. I provided counsel and encouragement and enabled them to develop their talents following their work at the seminary or other parish communities. I did have conversations with Fr. Ryan concerning some of his activities. He was charged with working primarily with the youth, school and RFP. I did not approve of children coming to the rectory, which was made very clear to him. He seemed to be popular with some groups in the parish, involving many families. We did struggle with differing views on theology, as he was more conservative in his approach. I must say that I was not aware that children and parishioners were in any type of danger. I did have many conversations with Fr. Ryan, but never anticipated such terrible atrocities to occur. I fully understand that as the pastor, I was responsible for the activities of all staff. I did have open conversations with Bishop Fliss, who is also a classmate and a friend of mine. We did discuss various challenges I faced at St. Pat s. We clearly did not react or respond at a level that would have created a different outcome for our parish, community and the Catholic Church. For this I am truly sorry. I apologize for any lack of responsibility and pain created under my leadership. I am sincerely sorry and saddened for every person that has been impacted by any spiritual misguidance, homicide and suicide. Most specifically, my thoughts and prayers are with the O Connell and Ellison families. My time of retirement began January, 2005 and I will celebrate my 50 th Jubilee on May 26 th. I hope to continue my ministry here at St. Patrick s, saying daily mass and concelebrating with Fr. John. Know that I care deeply for this parish community and pray that the healing will continue. May God bless us all and free us from the pain that creates separation. Thank you for your time and this opportunity to share my thoughts. Later Supplied Responses by Father Peter Szleszinski to Questions Being Asked I was never informed about any prior allegations or problems that Father Ryan Erickson may have had. The first I heard of this was after his death. I was never aware nor did I witness Father Ryan Erickson give alcohol to minors, nor of him touching or any inappropriate behaviors. My understanding is that these things may have taken place when I was not in the rectory, due to being on vacations, retreats, and a 3+ month hospital/illness. I did not approve of children being at the rectory late into the evening. I made him aware that this is inappropriate. Parents would drop their children off and tell me that they wanted them to spend time with Father Ryan. I feel I have been wrongly and publicly accused of the above situations. 9

11 Criticism of Bishop Fliss and Fr. Peter 1. Bishop Fliss, You had prior knowledge about Erickson (dating from when he was a child) that we at St. Pat s lacked. When you started receiving letters, phone calls and s about his inappropriate behavior here didn t that information coupled with what you knew about his history justify an immediate response from you? We did receive many reports and divergent views with the majority of comments in support of Fr. Erickson. In combination with that, the pastor, Fr. Peter consistently told me that things were OK although we discussed concerns with Fr. Erickson s drinking and influence in dividing the parish along lines of orthodoxy and Church teaching. I saw the issues and conditions as needing attention at the local level but was not aware that pedophilia was a reasonable possibility. In addition, we now know that the correspondence and connections were with several diocesan officials and we did not have a centralized point of information, which is now being changed as part of the 4 Commitments. 2. The retirement of Bishop Fliss was well orchestrated coming right after the October hearing that determined that Ryan Erickson committed these murders. It almost seems as though that the hearing was held off until Fliss s scheduled retirement age. My question is then why are you still here Bishop Fliss? This diocese could function better without you until another bishop is assigned. Every time I hear your name in a mass, I shudder and wonder why I am there. My retirement was neither staged nor positioned from a public relations standpoint. I have committed to doing what I can in the time I have to leaving this diocese in a good and responsible condition and will be here until a successor is announced. 3. How much of Father Erickson s past did the church know and did the church help him seek help? What the diocese knew and when is a matter of public record and he was directed to receive professional assessment and assistance at several points in his short time as a seminarian and a priest. 4. How could Fr. Peter not have seen suspicious activity if the victims were there all weekend? Fr. Peter is quite clear that he did not see and was not aware of youth in the rectory in questionable times or situations. That might seem to be unbelievable for you but that is Fr. Peter s statement as well as had he known, he would have taken action. 5. I would like to commend the Bishop and Father Peter for acknowledging their responsibility for lack of action related to Ryan Erickson. I can imagine Jesus making a public, heartfelt request for forgiveness from the O Connell and Ellison families and a public commitment to penance as we do in the sacraments. Thank you for your recognition 6. Why doesn t the Bishop answer the question and not hide in some politically convenient answer I have answered the questions to the best of my abilities and when clarification to specific questions was requested, I gave it. 11

12 Criticism of Bishop Fliss and Fr. Peter 7. Why did Bishop Fliss wait so long to address St. Patrick? Fr. Parr and the consultants requested that my visit be delayed until the parish had time to assess, process and state what they wanted. This has been stated publicly and now it is clear to be wise and prudent. The 4 Commitments were made possible by following a wise process and engaging the Team of Elders and parish in times for listening, insight and understanding 8. Father John: I have been a member of this parish for over 23 years. I made my first reconciliation, confirmation, was married by, and both of my children were baptized by Father Peter. Why has he not been more a part of the healing process? He was the pastor of this parish when this tragedy occurred Father Peter has very much been part of the healing process. Until his recent illness he was in conversation with parishioners whenever they wished to speak with him regarding these tragic events. He has been appraised on a regular basis about the parish process for healing as has the parish at large. If he has not seemed to be an active participant that is more my fault than his. Fr. Parr Answer 9. Bishop Fliss If you have dropped the ball on numerous occasions why weren t you let go or fired from your position? In any other position in the corporate world you would not have been given the option to retire. In the Church and the corporate world that statement is generally less true than one would think. I would be asked to step aside if I was directly involved in the abuse of children, adults or gross financial, theological or legal risk. 10. You have been a part of the Universal policy of hypocrisy the moving of pedophile priests to other parishes without any reprimand to the perpetrators. How do you feel about those new young people who were allowed to be molested, when the priest could have been stopped! In spite of news reports and rumor, I was unaware of any allegations that Fr. Erickson molested a minor until the Hudson police reported an allegation on 12/17/2004. I did not knowingly reassign Fr. Erickson because he was a pedophile. While that may be true of other Bishops and situations, it is not true of me in this instance. 11. If the past behavior and attitude of a priest and bishop are seen in the future how can we stop it? Apparently appealing to the bishop is not the answer. Through cultural and systemic change and I believe that the 4 Commitments will move in the direction to accomplish that. 12. Bernard Law was sent to the Vatican after his well-published cover-up. As a Cardinal, he was eligible to become Pope. How would you have felt if he became Pope? Don t you think that would have been the Supreme Hypocrisy? He did not become Pope and speculation beyond that is not constructive to St. Patrick, the Diocese or the Church. 12

13 Criticism of Bishop Fliss and Fr. Peter 13. How was Fr. Peter to know anything if no one else caught things about Ryan Erickson? That is a good question, I accept Fr. Peter s statement that he was not aware and that if he was, action would have been taken. He acknowledges that concerns were raised and complaints were made, but his personal experience was such that it didn t warrant a response at the time and did not provide correlation. 14. Directed to Father Peter and Bishop Fliss As a retired priest and a retired Bishop, will you both spend retirement time trying to correct the ills of our church by going directly to the Pope and explaining how the structure of arrogance and cover up must be stopped? I am not yet retired and have stated I will do all that I can to address the situation in this diocese, Fr. Peter s health limits his abilities and quite honestly should be his focus at this point in time. 15. I feel allowing Fr. Peter to continue to minister here is wrong. I think he should feel very lucky to be allowed this luxury! I don t know if many other parishes would be willing to welcome him with open arms! I feel he and the Bishop should be stripped of titles and benefits any other working person would be fired for not doing their job according to rules and regulations. I can understand your feelings and opinion. Based upon Fr. Peter s statements, I believe that he is best positioned to deal first with his health concerns and then continue decades of faithful service and ministry to St. Patrick. 16. Again why can t you tell us why you didn t react to us and our concerns here. Not just should have! This was answered previously in Question 1 Why: 17. Was R.E. ordained by Fliss? It was proper at that time 18. Didn t Peter know what was going on in his own home? He did not, why is not known 19. Won t the Bishops meet with O Connells? Conversations have begun 20. No apologies? I have repeatedly apologized 21. Hope Fliss and Peter have made good confessions! Statement no question 22. I am very disappointed that Fr. Peter has ducked out of this, when this all happened on his watch (or lack thereof) Fr. Peter did not duck this meeting but as we spoke was in the hospital and unable to walk due to back pain as was announced. In addition, Fr. Peter finalized his comments on Sunday morning and requested that it be read, which Fr. Parr did. 23. Fr. Peter, Is it not true that when Ryan had the two teens upstairs over in the rectory, you were in the hospital? If Father Peter were hospitalized he would not be able to answer whether or not Father Erickson had young people at the rectory during that time. 13

Given the failure of Father Peter to recognize and appropriately act upon the inappropriate behavior of Father Erickson, either through complicity or cluelessness, I have serious concerns on Father Peter s ability to effectively minister to this parish in the future. If his health allows, Fr. Peter can effectively minister to the faithful with the oversight and support of Fr. Parr. 25. Bishop, you are forgetting to include the Faith Formation leaders when talking to Mary P. Statement no question 26. Bishop Fliss and Fr. Peter must go. Soon Statement no question 27. I am offended by the linking of the murders and the suicide of Father Ryan in this apology. They are in no way equal in nature. It makes me wonder whether we are truly being heard even now. Statement no question 28. Have any of these men learned a lesson from all this? Yes 29. Why did Bishop not react to all warnings? Answered in question You stated you wish you d done things differently knowing what has occurred to date. What would you have done differently, i.e. with all the complaints you received regarding Fr. Ryan s behavior? I would have followed the details and structures of the 4 Commitments and the outcomes may have been different 31. In light of the fact that you had knowledge substantiated or unsubstantiated that there possibility could be a potential problem why would you put a priest in a church with a school and let them be in charge of the youth and be allowed to have youth stay over at the rectory? Earlier statements answer this question and obviously I did not know of youth staying over at the rectory. 32. Bishop Fliss: What was your response when you and Father Peter got the complaints about Fr. Erickson? We received both complaints and even more support for Fr. Erickson. Fr. Peter stated that he had little personal knowledge of the risks and concerns. 14

15 Criticism of Bishop Fliss and Fr. Peter 33. Bishop Why should we trust you now? I am doing the best I can hindsight is always 20/20. 20/20 is always clearer and simpler and I wish I could have responded differently and have stated that. 34. We were here today to hear about why you did such a poor job of reacting to the information about Ryan E. not to hear about all your programs. Statement no question 35. I would like to know why it always take the death of or serious injury to someone before action is taken to get your serious attention and a productive solution to a problem. That statement is not true. 36. Is it strange that a new priest would be so involved with certain families (like staying over night at their houses). Wouldn t that be a red flag of some kind? Yes, in certain situations, however priests spending time or vacations with parish families is not unusual. 37. How can it happen that an authoritarian Pastor would not use his position to gain control of an assistant priest who was having a very divisive effect on the parish; and a retired priest who was making parish women uncomfortable with inappropriate comments, hugging too long and/or other sexual issues? How about the Bishop? Too busy? Lets make someone responsible. I cannot answer the question for Fr. Peter; his statements stand. If we knew then he and I would have responded differently. 38. When the school principal contacted your office repeatedly with concerns about both Ryan Erickson and Fr. Dabruzzi, why did you ignore pleas for help throughout ? Why did you ignore those concerns especially when you had prior knowledge of sexual impropriety? In contacting Fr. Peter, I was assured that all was manageable. In addition, Fr. Heslin was at the parish on several occasions to assist the parish in addressing what was seen as local, manageable issues and concerns. 39. Bishop Fliss Please explain more fully the External Consultation role in the Diocese of Superior I already receive valuable external consultation from many diocesan consultative bodies. 40. What happened to letters and other messages sent by laity to the Bishop ~ that rarely is any feedback received by sender? I acknowledge that fact and I am confident the new the 4 Commitments will address this concern and experience. 15

16 Criticism of Bishop Fliss and Fr. Peter 41. When will the parishioners of all your parishes know of your intended changes and the timetable to which we can expect them done? Through planning and communications in the coming months. 42. I personally am aware of numerous communications with the Bishop s office regarding Father Ryan. Serious worries were expressed. What could we have done differently? How do we know there will be a response next time? The implementation of the 4 Commitments combined with your communications will yield a different result in the future. All future communication will be given appropriate attention, and my sincere hope is that you will not have a reason to write. 43. To the Elders: If this was to be a unifying and healing process, how and why was Fr. Peter s name used in an accusatory manner in the bulletin? What does that leave the children to think? (let alone the adults) This was shameful! He was here to build a church, not destroy. I saw what was done by this as a vendetta for unknown reasons. How could he have known about Fr. Ryan Erickson? (did any of you?) He deserves an apology by you. He was and is a good Priest! The communications reflected the results of the Parish Listening Sessions and the written comments of parishioners. Questions regarding Fr. Peter s knowledge, assessment, actions and oversight are legitimate and reasonable questions to ask and concerns to have. Fr. Peter has responded to these questions and concerns to the best of his ability. It is assumed that parents are actively working with and guiding children and their processing of the wide array of information, media stories, gossip and data regarding these difficult issues and concerns. Fr. John Parr 44. To Bishop Fliss: Did you not think for one second that covering up Ryan Erickson s past would be revealed? I did not participate in a cover-up regarding Fr. Erickson. 16

17 Why Was Ryan Erickson Ordained / Moved? 45. For Bishop Fliss: I believe the church has lost sight of what a good shepherd is the leaders of the church need to learn again what it is to be a Good Shepherd! What is your reply to this? We all can engage in continuous learning and improvement, regardless of age or condition. I am committed to that learning and engaged in it on a daily basis. 46. Review Boards started in Is it true it hasn t met. Please be truthful? What dates This is not true. The Review Board meets on an ongoing basis as the need requires. 47. Bishop Fliss continues to say he should have done this and should have done that but he never says why he didn t do it. We need to know why he didn t listen to us? This was answered in questions 1, 30, 32, 40, How long does the laicization process take? Are all church records on predator priests that are laicized then turned over to the police? The time for a laicization process varies considerably. Not all church records on laicized priests are given to the police. 49. The parish needs a meeting with Fr. Peter. Will that happen? At this point, we do not know, it depends on Fr. Peter s health. 50. Why is it that the pastor at Ladysmith told Bishop Fliss that either he goes or I go and still you Bishop Fliss sent a mentally imbalanced Erickson to Hurley to be the pastor there? At the time, Fr. Erickson was next in line to become a pastor. 51. Why would you, Bishop Fliss, not realize that Ryan Erickson had a mental problem and should not be a priest? There was no credible and concrete external information suggesting that Fr. Erickson had emotional or cognitive disabilities. Three separate professional psychological evaluations indicated that Ryan Erickson was a proper candidate for priesthood. 52. How could Fr. Peter live under the same room as Erickson and not know something about what went on there with Erickson s binge drinking, inviting boys to the rectory, getting them drunk etc., drinking with parishioners-neighbors etc. This was answered in Questions 13, 37, 38 17

18 Why Was Ryan Erickson Ordained / Moved? 53. Why didn t you Fr. Peter tell the bishop the same thing as the pastor in Ladysmith did, either he (Erickson) goes or I go? Maybe you did and I wonder what the Bishop s reply was? Fr. Peter has stated that he didn t know about such activity. 54. Regarding the history and complaints against Erickson including the allegations of molestation, the guns, drinking, and overall erratic behavior was anyone at St. Patrick s told about this past including Fr. Peter, the deacons, the parish? What was done to monitor the behavior of Erickson at Ladysmith and Hurley? Were those parishioners told of the behavior history of Erickson and the complaints against him at St. Pats? No 55. Is his transfer to Ladysmith anything to do with his sexual mishaps (was the church trying to hide him)? No 56. Fr. Phil or Bishop Fliss, What role did Fr. Kevin Gordon, the vocation director, play in having Fr. Ryan accepted for the priesthood? Didn t he realize Fr. Ryan was off base as I did the first time I saw him crying and rolling around the sanctuary, and alienating both homosexuals and divorced persons? Fr. Gordon worked continuously with seminary authorities and arranged appropriate psychological tests for Fr. Erickson. 57. How could a person (Ryan Erickson) with a history of abuse be ordained a priest? No abuses were substantiated and all the tests and seminary scrutiny indicated that he would be a good priest. 58. With all the bad press regarding priests and sexual behavior with children why did the Bishop continue to move Father Erickson and put more children in harms way? This was answered in Questions 10, 50, 54, You mentioned recommendations were made to Ryan Erickson, one of which was to have psychological therapy. Was anything done to make sure he followed through with these? What is being done now to see that priests who need therapy or counseling of any sort receive it? Fr. Erickson followed through on his required program. The dioceses has in-place practices of assessment and program development for priests needing intervention and therapy. It is not perfect, and we are always continuously improving such practices. 18

19 Why Was Ryan Erickson Ordained / Moved? 60. Bishop: What kind of investigation of Fr. Ryan did you make when the priest at Ladysmith expressed such strongly negative views of him? I was not aware of the seriousness of his drinking problem until after his demise. 61. How could you or any decent human being, transfer known pedophiles to a new parish, knowing they will or might molest again? Why weren t they fired? What were you thinking? This was answered in Questions 10, 50, 54, 55, After all the problems at our school, why was Father Ryan put in charge of schools in Hurley? There was no Catholic school in Hurley. It closed long before he arrived. 63. Did I hear you correctly Did you say that the reason that you transferred Fr. Ryan (even after criminal allegations were made) was for him to gain the experience necessary to become a priest? Why was he not relieved of duty while he was to get help? Before a priest is made a pastor, it is normal practice to provide him with several experiences as an associate pastor. Three were no criminal allegations while he was a priest. 64. Comment made on panel ~ many priests agreed they didn t really know Fr. Ryan. When a seminary student is studying ~ do you feel qualified to determine who should/shouldn t continue as we were all fooled by Fr. Ryan. Getting to know someone is it going to be enough? I and other Bishops are not qualified in a diagnostic sense for the type of analysis needed to assess Fr. Erickson. 65. So you re saying the only reason Ryan Erickson was sent to Hurley was because he was next in line? Why didn t you consider the complaints against him and the concerns of his previous parishioners? I had even more favorable statements about him than negative ones. 66. Fr. Phil, why wasn t it enough to stop Fr. Ryan from becoming a priest because he was theologically off base? He told me he thought Vatican II should never have happened! He never told me Vatican II should not have happened, nor did I hear him say anything that was contrary to Catholic dogma. Fr. What actions, if any, were taken when the initial complaints came in about Ryan Erickson (i.e. having kids at the rectory, etc.) This was answered in Questions 1,3, 4, 13, 37, 38, 65 19

Did Bishop Fliss ever address Ryan Erickson personally? Yes 71. Why would the church ever allow a seminarian or priest with even a hint of sexual deviance to be assigned to a church with a school? No substantial allegation was ever received of sexual deviance regarding Fr. Erickson. 72. Given Ryan s emotional breakdowns during mass and reports of his emotional state (newspaper reports, etc.) during his tenure at St. Pat s how do you justify not dealing with this. He was in a position to greatly influence people, especially our youth. Some who have left the church because of these unresolved and ongoing issues. This was answered in Questions 1,3, 4, 13, 37, 38, 65, 67, To Bishop Fliss: Why did you accept Ryan Erickson when he had been turned down by Milwaukee Archdiocese as a seminary student? I did not know this. 74. How do you feel about all the homosexual priests do you believe they are celibate? They are not pedophiles, but would be considered consenting adults. Wouldn t that be breaking a vow of celibacy if they indulged in sexual behavior? Yes, but this is true also of heterosexual persons. 75. To Bishop Fliss: Didn t you believe that as Ryan Erickson was psychologically evaluated, he was feeding the psychologist the necessary answers to pass his evaluation? I do not know. 76. Why did you keep moving these priest around? This was answered in Questions 1,3, 4, 13, 37, 38, 65, 67, 68, 72 20

It is my understanding he lived with a priest his senior year of High School (reported by Pioneer Press) This was answered in Questions 3,10, 11, 37, 38, Ryan Erickson got through the testing to become a priest, what can be done to keep this from happening again! We pray to God that this won t happen again 79. When was this psychological evaluation of Ryan Erickson and did he continue therapy as instructed? There were several evaluations given to him before his ordination and while a priest which recommended therapy, a priest support group and spiritual direction. 80. Why did you recommend therapy for Ryan Erickson and require therapy knowing his past and the complaints? When judged appropriate, this is standard procedure 81. If the accuracy of the psychologist evaluation is taken into consideration I hope the Bishop hasn t paid the bill Statement no question 82. Is it true that Ryan was turned down for ordination by another diocese? Wasn t this a red flag? To the best of my recollection, this is not true. 83. Was Ryan Erickson s file ever reviewed by the priest personnel review board? Not by the entire membership 84. Why was Ryan Erickson moved from Hudson to Ladysmith to Hurley was it to make the problems go away? No, to provide him with another pastoral experience as an associate. 85. I m concerned about Ryan s drinking. Was that issue ever addressed? This was answered in questions 13, 37, 38, 54 21

Why was Ryan moved from Ladysmith to Hurley when the priest at Ladysmith said he had a drinking problem and either Ryan left or he would leave? Why didn t you help him get help? There were signs of trouble with Ryan when he was here and before in 1994 when he was in the Seminary. He should never have been ORDAINED. I am very angry and disappointed that I am in a lying Religion and one that molests boys and get by with it. All involved should be in prison. Fr. Peter needs to be not involved with counting money. RETIRE HIM! And hopefully he will leave Hudson. What are your consequences for your non-action? This question was answered previously in multiple answers supplied so far across all three questions. 87. Why was Ryan ordained and why was nothing done to remove him from the priesthood? What is in place now to prevent people like Ryan from hurting our parish and children? This was answered in Questions 1, 42, Bishop Fliss: You choose to ordain Ryan Erickson, you knew his background. Therefore, why wasn t Ryan Erickson under better supervision, monitored, by you, and Fr. Peter? I assumed that Fr. Peter was providing adequate levels of mentoring and supervision. Our conversations did not contradict this understanding. 22

23 What did Ryan Erickson Preach Against the Church 89. What did Fr. Ryan Erickson ever preach that was against the church, doctrine, or false by content? Fr. Ryan preached to a limited view of Catholic teaching while judging acceptable views of the Catholic faith as unacceptable and not in accordance with the Church. In addition, his acts and manner of emotion, public stance and interactions with the faithful, including children, raised many concerns regarding the limited and immature views that he presented. At the same time, it is acknowledged that such views, acts and presentations were of much value and generated high support on the part of some of the parish. 90. Do you believe that Ryan Erickson was responsible for incorrect and erroneous teachings regarding the church and if so, what do you plan to do to remedy this? Yes and little now except support the efforts and wisdom of Fr. Parr. 91. Why do the teachers at St. Pat s school feel that Fr. Ryan was a bad priest. No sexual allegations ever came from the school. The school in fact did not like that Fr. Ryan was teaching our Catholic faith. Fr. never veered from the truths of our Catholic faith. Shame on you for down playing our faith. Assertions and statements, no questions 92. What are some of the specific teachings of Fr. Ryan that were not correct Catholic teachings? I am not aware of all of his teaching 93. What did Fr. Ryan teach that was wrong? This was answered in Question Father Ryan was always very careful about teaching only the truths of the Catholic faith he repeatedly would say don t trust a priest s opinion, rather always trust the catechism of the Catholic Church, with regards to church teachings. The Bishop stated that he taught mis-guided teachings (can t remember his exact works). What exactly did Father Ryan teach that was mis-guided? Many people would mis-quote Father Ryan or only say part of what he would say, i.e. Father Ryan says you re going to hell if Please be specific as to what he taught that was clearly wrong. Thank you!
