4 This collection of resolutions and the second reading of a Constitutional amendment were received in time for publication in The Convention Reporter. Resolutions may still be submitted to the Secretary of Convention by to Hannah Hilterbrand at hhilterbrand@diocese-eastcarolina.org in Microsoft Word format or as an.rtf (rich text format) document. Resolutions received after December 31, 2017 must be accompanied by ten delegate signatures representing three different parishes. In order for the Resolutions Committee to process new resolutions for the Convention packet, all Resolutions must be received by no later than 12 pm on Friday, January 12 in order to be included in the Convention packet. RESOLUTION #1 TITLE: GUIDELINES FOR CLERGY, WARDENS AND VESTRIES FOR THE USE OF ALCOHOL IN CHURCH ACTIVITIES WHEREAS: In 2015 the 78th General Convention of the Episcopal Church approved Resolution A158, Adopt Policy on Alcohol and Other Substance Misuse; WHEREAS: Resolution A158 encourage(s) dioceses, congregations, seminaries, schools, young adult ministries, and affiliated institutions to update their policies on the use of alcohol and other substances with the potential for misuse ; and WHEREAS: Resolution A158 lists fourteen principles which should be considered in developing such policies: 1. The Church must provide a safe and welcoming environment for all people, including people in recovery. 2. All applicable federal, state and local laws should be obeyed, including those governing the serving of alcoholic beverages to minors. 3. Some dioceses and congregations may decide not to serve alcohol at events or gatherings. Others may decide to permit a limited use of alcoholic beverages at church-sponsored events. Both can be appropriate if approached mindfully.

5 4 4. When alcohol is served, it must be monitored and those showing signs of intoxication must not be served. Whenever alcohol is served, the rector, vicar, or priest-in-charge must appoint an adult to oversee its serving. That adult must not drink alcoholic beverages during the time of his or her execution of his or her responsibilities. If hard liquor is served, a certified server is required. 5. Serving alcoholic beverages at congregational events where minors are present is strongly discouraged. If minors are present, alcohol must be served at a separate station that is monitored at all times to prevent underage drinking. 6. Alcoholic and non-alcoholic beverages must be clearly labeled as such. Food prepared with alcohol does not need to be labeled provided the alcohol is completely evaporated by the cooking process; however, it is recommended that even in this case the use of alcohol in cooking be noted on a label. 7. Whenever alcohol is served, appealing non-alcoholic alternatives must always be offered with equal prominence and accessibility. 8. The serving of alcoholic beverages at church events should not be publicized as an attraction of the event, e.g. wine and cheese reception, cocktail party, and beer and wine tasting. 9. Ministries inside or outside of congregations will make certain that alcohol consumption is not the focus of the ministry and that drinking alcohol is not an exclusively normative activity. 10. Food must be served when alcohol is present. 11. The groups or organizations sponsoring the activity or event at which alcoholic beverages are served must have permission from the clergy or the vestry. Such groups or organizations must also assume responsibility for those persons who might become intoxicated and must provide alternative transportation for anyone whose capacity to drive may be impaired. Consulting with liability insurance carriers is advised. 12. Recognizing the effects of alcohol as a mood-altering drug, alcoholic beverages shall not be served when the business of the Church is being conducted. 13. Clergy shall consecrate an appropriate amount of wine when celebrating the Eucharist and perform ablutions in a way that does not foster or model misuse. 14. We encourage clergy to acknowledge the efficacy of receiving the sacrament in one kind and consider providing non-alcoholic wine; therefore be it RESOLVED: that the 135th Convention of the Diocese of East Carolina vote to adopt the policy outlined in Resolution A158 as the policy of the Diocese of East Carolina governing the use of alcohol at diocesan functions; and be it further RESOLVED: that copies of Resolution A158 be distributed by the Secretary of Convention to all clergy, wardens and vestries, encouraging them to study and consider adopting the policy outlined in Resolution A158 for congregational use. 6 5 RESOLUTION #2 TITLE: RENEWAL OF COMPANION DIOCESE RELATIONSHIP WITH THE DOMINICAN REPUBLIC Resolved, that the 135th Annual Convention of the Diocese of East Carolina authorize the renewal of a formal Companion Diocese Relationship with Iglesia Episcopal Dominicana (the Episcopal Diocese of the Dominican Republic). Explanation At Diocesan Convention 2010, a resolution was adopted to form a Companion Diocese Relationship with Iglesia Episcopal Dominicana (the Episcopal Diocese of the Dominican Republic/DR). Since that time, people of East Carolina have: prayed for members of our Companion Diocese raised scholarship funds for Dominican school children traveled to the DR for construction projects, medical missions & Vacation Bible Schools (VBS). In the past three years: a diocesan team traveled to the DR to construct a playground, purchased at least partly with funds granted by the United Thank Offering (UTO) teams from Ahoskie and Greenville have led medical missions Church of the Servant, Wilmington arranged for the donation and shipping of an ambulance for use by the church in the DR a team from St. Mary s, Kinston traveled for a VBS/construction trip this summer This Companion Diocese relationship ended, officially, in On Tuesday, May 30th, 2017, Bishop Skirving met with Jon and Laury Sargeant (St. Mary s, Kinston), Dr. Richard Taft (St. Paul s, Greenville), and the Rev. Jeff Douglas (St. Thomas, Ahoskie) to consider the possibility of renewing this Companion Diocese Relationship, as compared with pursuing a relationship with another diocese. Bishop Skirving indicated that possibilities might exist for us with the church in Ecuador or Haiti, where other members of our diocese are already engaged in mission relationships, and he indicated that another possibility would be with the church in El Salvador through a relationship he has formed with their bishop. After careful discussion, the group encouraged the renewal of our relationship with the DR. They believe that there are still good relationships in place and that there is room to grow deeper in these relationships and in shared ministry. If this decision is made by the two dioceses, East Carolina would need to form a new leadership team including interested persons from across our diocese.

7 6 Since the May 30th meeting, Bishop Skirving has consulted with Bishop Moises Quezada Mota, the DR s new bishop diocesan, and was encouraged to learn that a renewed companion relationship would be welcomed. At its September 8th, 2017 meeting, the Executive Council of the Diocese of East Carolina passed a resolution supporting the renewal of a formal Companion Diocese Relationship with the Episcopal Church of the Diocese of the Dominican Republic, asking that leaders from both dioceses work towards this goal with the intent of bringing appropriate resolutions to their respective diocesan conventions. Jeff Douglas (St. Thomas, Ahoskie) RESOLUTION #3 TITLE: EMPOWERING THE MINISTRY OF RECONCILIATION Resolved: That the 135th Convention of the Episcopal Diocese of East Carolina hereby empowers all baptized members of the Diocese to participate fully in the ministry of reconciliation, and to effectively embody this work in the Diocese. The present Commission on Racial Reconciliation, by means of this resolution, is authorized and charged to organize said ministry and to report on its work to Executive Council and the annual Diocesan Convention. 8 7 CCC SECOND READING CONSTITUTION ARTICLE III Time and Place of Annual Convention Section 1. There shall be an Annual Convention to meet within the Diocese at such time and place as may be determined by the next preceding Convention, or in the event of no such determination, at such time and place as may be agreed upon by the Bishop and Standing Committee, or appointed by the Standing Committee, in the case of the disability of the Bishop, or a vacancy in the office of Bishop Executive Council. Section 2. But the time and place of such meeting may be changed or Special Conventions may be called by the Bishop and Standing Committee or by the Standing Committee in case of disability or vacancy as provided in the preceding section, Executive Council, subject nevertheless to such Canonical provisions as may hereafter be made: EXPLANATION This change is to allow for Convention locations to be decided earlier than the preceding Convention. The Convention Committee researches and makes arrangements for potential Convention settings and it is necessary that we commit earlier than one year in order to secure sites and fees. The Executive Council exercises the power of the Diocesan Convention between Conventions so it is appropriate that they would be the body to make decisions if necessary. The Bishop is the executive head of the Executive Council. As prescribed in Article XVI of the Constitution of this Diocese, amending the Constitution requires passage by two consecutive Annual Conventions. Having passed on First Reading by a majority of the 134 th Convention, the amendment is submitted to the 135th Annual Convention for a Second Reading. If approved on Second Reading by a majority of each order voting by Orders and Parishes as described in Article VII, the amendment becomes part of the Constitution of this Diocese.

9 8 nominations We are still seeking nominations for Disciplinary Board various terms are open for nominations. The deadline has passed for inclusion in the Convention Reporter; however, nominations received by January 12, 2018 will be included Convention Notebook which is given to delegates at convention. The Nominating Committee is still open to suggestions for those offices/ministries, which the Bishop nominates. Anyone is welcome to offer suggestions using a nomination form. Please note, however, that all nominations/appointments will be the decision of the Bishop. The Office of the Bishop will follow up with everyone whose name is received. The 136th Convention in 2019 would be my final opportunity to serve in this capacity prior to my retirement, and I would welcome the chance to complete this service in that setting. As we are currently in the midst of careful transition in a variety of areas of diocesan life, my prior work may prove somewhat helpful as we make transition in the ways in which we prepare for and implement the Annual Diocesan Convention

As our diocese has grown into more complex needs during our annual convention, my skillset would be of great benefit. I would be honored to do this work, should I be elected by the Convention. Why You Feel Called: Tess has served in this diocese in many ways. One of her most important services has been treasurer. Her work is reflected in the transparent, understandable budget this convention receives this year.

I have been blessed with a passion for the past and believe I can be of service to the Diocese as we seek to preserve and share our history. A publishes and award winning author, I can also provide editorial services to assist with the creation of new histories of the various parishes within the Diocese as needed. Brief vitae below. St. Paul's, Wilmington - Lector, Christian Education Instructor: Christian Education, Chair, Current Vestry Diocesan/National Positions: Southern Ohio - Convention delegate 2006, 2007; Diocesan Budget Committee ; East Carolina - Convention delegate 2016, 2017 Why You Feel Called: Having been a parishioner in the Diocese of East Carolina for several years, and through my service as a lay delegate in Conventions, I have felt my skills could be of service to the Diocese at the appropriate time. Until summer 2017, my full-time duties as Manager of WHQR, the NPR station in Wilmington precluded more than involvement in Convention. Now that I am retired, that constraint has been removed. As a cradle Episcopalian active in parishes for several years, I believe I bring to this ministry of the Standing Committee a broad understanding of church polity and practice. My years of service in Christian Education have covered many topics, but I keep coming back to Church History, Anglican Tradition, and similar themes. Most recently, I have taught, 'Who Wrote the Old Testament?" for UNC Wilmington's community education program and two Wilmington-area churches. The range of my activities has allowed me to draw on my managerial experience from decades in non-profit organizations, as well as my educations background (A.B., M.A, Ph.D. in English, concentration in Medieval literature). I understand the role and place of the Episcopal Church in history and in the Anglican Communion. I understand the duties of the Standing Committee concerning Diocesan properties, the ordination of deacons and priests; elections and consecrations of bishops; and in the event of a vacancy in the bishop's office. I feel called and prepared to serve if elected.

Richie Lay, Three-year Term: Standing Committee All Saints, Southern Shores Positions Held in a Parish: Vestry (3), Senior Warden (2), Parish Deanery Representative (1), Parish Delegate to Diocesan Convention (1), Lay Eucharistic Minister (4) Diocesan/National Positions: None Why You Feel Called: I am a lifelong Episcopalian completing a three-year-term on the Vestry of All Saints, two of which were served as Senior Warden. That service has been very fulfilling and has deepened my faith considerably. I would like to continue serving the church in a broader capacity, and feel that I can best make a contribution by serving on the standing committee. Throughout my career in the Navy, I attended St. Anne s in Annapolis, MD, Emmanuel Church in Newport, RI, St. Paul s by the Sea in Jacksonville, FL, Mt. Olivet in Alexandria, VA, I was the first Senior Warden of St. Timothy s Mission in San Diego. As a result, I understand the challenges of each stage of church life, from a new Mission Parish over 300 years old. During a second career in business, I served as a vice president for a fortune 100 company. I currently serve on the Board of an Association representing the owners of over 600 properties, and has a solid grounding in the issues of property management. 14 13 Why You Feel Called: As a cradle Episcopalian, I have respect for the oversight processes in place within each Diocese. The Standing Committee is of particular interest to me because of its role as a link between the people of the Diocese and the Diocesan Bishop and as a link between this Diocese and the other Dioceses in the Episcopal Church. With a life-long commitment to this church, the considerations made by this committee provide a foundation for its future, from those who will serve as clergy, those who will lead as bishops, and the asset-decisions needed to make our collective future financially sound. I also hope, as a new priest to the Diocese of East Carolina, that serving in this role will provide me with a broader picture of the diocese and deeper relationship with its clergy and laity. Lastly, I believe I would bring to the role my twenty years of business experience, including strategic planning and business case analysis. While this was applied to banking operations as we considered how best to meet customer needs, I believe similar skills will be well suited for the ministry work handled by the Standing Committee. The Rev d Marcia McRae Clergy, Three-year Term: Standing Committee St. Francis, Goldsboro Positions held in a parish: Priest in Charge - St. Francis, Goldsboro since 2016; Priest in Charge - St. John s, Bainbridge, GA; Curate - St. Thomas, Thomasville (worked to develop Hispanic ministry in Southwest Georgia) Diocesan/National Positions Held: Served Diocese of Georgia as Editor of monthly print publication The Episcopal Church in Georgia for 13 years. Why You Feel Called: After reading the request for nominees and giving prayerful discernment, I feel called to this ministry because I realize two significant facts: 1.My 13 years of experience with leadership in the Diocese of Georgia and beyond can be an asset in this work. I attended Standing Committee meetings with voice/not vote as editor/reporter of GA's monthly diocesan publication, "The Church in Georgia." 2.I apply my training and work as a life coach [certified by The International Coach Federation] in many aspects of life beyond formal coaching, including leadership meetings.

15 14 I bring to this ministry a broad perspective from my attending diocesan and national events, interacting with leaders, including Presiding Bishops Griswold, Jefferts-Schori, Curry [before he became PB.] and other international church leaders; my 13 years as writer/editor for Associated Press newspapers; my participation in the national organization, Episcopal Communicators, which brought me into relationship with leaders and perspectives beyond one diocese and region of the country. I continue to read several diocesan publications in addition to national and international perspectives. Position: Trustee University of the South Term: Three Year Term (Need One Lay Person) John H. McRae Lay, Three-year Term St. Francis, Goldsboro Positions Held in a Parish: As a clergy spouse I am currently unable to serve on the vestry. I was very active as a parent when son was there [graduated from the University in 2008] and my wife attended seminary there I enjoyed the work I was able to do as a trustee and would like to renew that commitment. Tommy Sutton Lay, Three-year Term: Trustee - University of the South St. Andrew s, Morehead City Positions Held in a Parish: Vestry; Finance Committee; Thrift Shop Board of Directors; Usher; Lector Diocesan/National Positions Held: Financial Committee of Diocese of East Carolina, 2 terms as a trustee of The University of the South. Why You Feel Called: I would welcome the opportunity to serve a third term as a Trustee of the University of the South. Being a lifetime Episcopalian, I was a member of St. Mary s in Kinston

17 16 until retirement. Then my membership was transferred to St. Andrews s Episcopal Church in Morehead City. Mary Howard and I have been marries for 47 years. I am an Eagle Scout, a 1965 graduate of the University of the South with a B.A. in Economics, a U.S. Marine Corps veteran and owned the J.T. Sutton Insurance Agency. My experiences and background at Sewanee as a graduate of the college and attending the School of Theology at Sewanee gave me an overall understanding of the operations and challenges that both programs face. During my professional career, I gained the insight into operations and leadership of a large national association and legislative co-operation on the state level. For 5 years I have been serving on the Growth and Development committee at Sewanee. This committee reviews current and future student enrollment, physical property renovations as well as new construction and expansion of the university facilities. I have served as a member of the Orientation Committee for 4 years. This committee contacts new members of the Board of Trustees and plan and implement a training program prior to the annual October Trustee meetings. Previously, I served on the Sewanee Community Relations committee and the Constitution and Ordinance committee.

Why I Feel Called: A desire to serve. I recognize the importance of this committee s work within the Diocese and believe in understanding the many responsibilities and demands of parish ministry, which would enable him to make valuable contributions. I would take all the necessary actions based upon my love of Christ and belief in His grace and mercy.

19 18 FINANCIALS 2018 Proposed Budget - to view or download the 2018 Proposed Budget visit Memo from Finance Committee to Executive Council - November 17, 2017 The Diocesan Finance Committee presented the 2018 Proposed Budget to Executive Council for approval to submit to Diocesan Convention on February 8-10, Summary of 2017 Budget and 2017 Actual Projections: Major new initiatives in the 2017 budget were new positions including the Spanish Language Missioner, the Canon for Diocesan Life and a part-time receptionist. The budget also included an increase to Trinity Center of $ 30,000. The budget increases were funded with a planned use of $ 100,360 from accumulated general fund surplus and restricted funds for Spanish language ministry ($ 35,627 from the Covenant restricted fund and $ 74,570 from a LEHTO grant). Actual projections for 2017 show us using $ 9,993 of the $ 100,360 general fund surplus and not using the $ 35,627 Covenant restricted funds. This is due to overall expenses being less than projected Budget: The recommended 2018 budget shows a shortfall of $ 156,860 to be funded by operating reserves Pledge revenue is projected at 9% of 2016 parish operating income ($ 14,701,270 times 9% = $ 1,323,000). This is the same percentage used for 2017 and 2017 actual pledge revenues should be close to this amount. However, the asking amount to churches is 10%. Revenue from the Foundation reflects an increase from 4-5% in fund spendable calculations. A 2% cost of living increase is included for all positions except the Administrative Assistant for Diocesan Life which includes 5% (bringing compensation in line with like position) The budget includes a 2-month overlap for new Diocesan Administrator to work with Bonnie Holton for January and February 2018 prior to her retirement The budget includes a $ 20,000 LEHTO grant for Spanish language ministry The budget includes use of the remaining Covenant restricted fund ($ 35,657) and Cornerstone restricted fund (53,019) for Spanish language ministry The budget includes three print diocesan magazines The budget includes 6 instruction weekends. The 2018 youth budget includes $ 16,585 less in campus ministry escrowed funds ( ) and LEHTO grant funds ( (due to being used in 2017 or restricted for future years) The budget funds the Clergy Conference The General Convention takes place in 2018 and the budget includes $ 7,490 more than We have been setting aside $ 15,000 for each of the past 2 years The budget funds Trinity Center full This budget includes additional $20,000 requested by Interfaith Refugee Ministry for operating expenses due to funding cuts. This was approved by Executive Council. Summary: If we received the full 10% asking from churches, we would generate an additional $ 147,013. We had general fund reserves of $ 554,029 at December 31, We anticipate using $ 9,993 to balance the 2017 budget and recommend using $ 156,860 towards the 2018 budget leaving us with general fund reserves of approximately $ 387,176. This Bishop is working to fine tune Diocesan staff with the pending retirement of the Canon to the Ordinary April 2019 to what can be funded with recurring revenues, potential grants and increased operating revenues.

20 Bits & Pieces Childcare Offering For Priests, Deacons, and Seminarians Friday, February 9 at 4:00 PM - Vest at Christ Church Parish House. Deacons and priests vest in cassock, surplice, tippet, and hood. Seminarians vest in cassock and surplice. The clergy photo will be taken promptly at 4:30 PM at Christ Church Parish House. Clergy and seminarians will form the procession into the Holy Eucharist following the photo. No Banners. Parish banners will not be used this year in either Convention Hall or at Christ Church. Consider a new banner or cleaning and repairing your current banner for use in 2019! Childcare will be provided at Diocesan Convention during specified times on Thursday, Friday and Saturday.
