1 SWACHH BHARAT [CLEAN INDIA] MISSION AN ANALYTICAL STUDY Thakkar, Priyanka Lecturer, Parijat B.Ed. College, Indore Mobile: ABSTRACT This papers discusses about pros and cons of the missions of Clean India, Green India, Healthy India launched by Prime Minister of India Shri Narendra Modi on 02- October The author has found the missions, first-ever and of unique kind, appreciating. The author has found several deficiencies in these missions, and has suggested some ways out to over come these. The author is of the view that there is, first, foremost, fundamental and perquisite need of Physical-cum-Mental-cum-Spiritual Unified practise-based and mastery making Education System not only for efforts/the missions, which Modi intends, but for all other problems and threatening issues in the universe in additional to all kind of development of human individual as well as social-economicpolitical systems in the world. Key words: Ecosystem, Environment, Education, Yoga, Clean India, Physical-cum-Mentalcum-Spiritual Unified practise-based and mastery making Education System INTRODUCTION Prime Minister of India [PM], Shri Narendra Modi, launched the CLEAN INDIA campaign/mission [Swachh Bharat Abhiyaan] on October 2, 2014 and asked people from all walks of life to help in successful implementation of this mission. The mission seeks to achieve the goal of Clean India in next five years so that the 150th birth anniversary of Bapu can be celebrated as an accomplishment of this duty. Swachh Bharat Abhiyaan exhorts people to devote 100 hours every year towards the cause of cleanliness. As many as nine public figures - Mridula Sinha, Sachin Tendulkar, Baba Ramdev, Shashi Tharoor, Anil Ambani, Kamal Hasan, Salman Khan, Priyanka Chopra and Team Tarak Mehta ka Oolta Chashma - have been invited by the PM to make a contribution towards Swachh Bharat, share the same on social media, and invite nine other people to do the same, hence forming a chain. This mission has been launched in order to work seriously towards the vision of Gandhi, who gave a quintessential message to the nation through his efforts to educate people around him about cleanliness. He wished to see a "Clean India" where people work hand in hand to make the country clean. The author has studied and discussed hereafter the importance, objectives, merits and demerits, and deficiencies of this mission. Expected realistic contributions from this mission and the ways to achieve the objectives of the mission have also been hereafter by the author. ASSESSMENT ABOUT OBJECTIVES, MERITS, IMPORTANCE ETC. OF THE MISSION Creative and First-ever: There is no doubt that the CLEAN INDIA TOGETHER and A CLEAN AND GREEN INDIA programs are creative, first-ever made by Government of India, real obeisance to Gandhi, as per demand of time and applaudable. Local Levels to National Level- Decentralised Centralization: It is commendable unique fact about these programs that Government of India itself has Rexjournal Volume 3 Issue 2 Page 168
2 first time after independence (after 66 years of independence) taken responsibility to achieve objective of national level cleanliness working at local levels. Another first-rate quality of these campaigns is that this is based on the challenges from one to another nearest, dearest, friends, kith and kin, family members, individuals, Government Institutions, Other organizations; Decentralization [working and completing the jobs (achievements) at local/small level, which result in completion/achievement of a very big job / objectives (Clean India and Green India). Exemplary is that first time after independence in India Government of India has made efforts to achieve the objective and working on that involving, at national level, people voluntary participation. Involving Social Media: Another praiseworthy and strengthening feature of these programs is that it uses also social media at high level. Following Management Theories: The author has found another excellence of these programs that these are based on the Scientific Theories of Administration/Management; i.e. Planning; Execution of the planning; different Teams of person; Working Together; Propagation of the contribution made by teams and team-workers and of their praise; Regular watch the progress for controlling and contingency planning; Most economic way; Through use of latest technology, mass communication technology; Continuous Motivation and Inspiration to the teams and their members. Subset Encompassed in Sets of Environment, Health and Education: Modi and UGC has linked Clean India with Green India, Healthy India and Environment indirectly. It appears that Modi s initiation for Clean India is a subset of a set of Health, Environment and Education. It is also appeared that he has made Public Education, Chained Education, Working Together as medium for sustained Health and Environment. Starting of movement by Modi to give permanent feature to everlasting need of the world, though not described in the Campaign, in terms of Environment, Health and Education is undoubtedly appreciating. This campaign implies also Educating, providing Training and inculcating Self-discipline. The words efforts to educate people.. about cleanliness at the website of PMO, Government of India supports this. In addition of this, the method used by Modi to educating, providing training to and inculcating self-discipline in people is similar to an extent to the method used by Gandhi. Gandhi was doing works first by himself and thus motivating people to do the same. Modi also started the mission of Clean India by sweeping road himself. Above all, the objectives of these programs are need of hour to save environment and to educate and healthy citizens. Questions?: In view of the above discussion, there is no doubt that the campaigns of Clean India and Green India are very much excellent, exemplary and praiseworthy and as per need of the humanity. But question are: To what extent will be possible to achieve the objective of CLEANLINESS sought by Gandhi? What does the word, cleanliness connotes? Why did Gandhi communicate the quintessential message to nation through his efforts to EDUCATE people around him about cleanliness? Can the objectives of Clean India and Green India be achieved merely by Cleaning Surroundings, Planting Tree, Creating Trash-free Environment and Providing Rexjournal Volume 3 Issue 2 Page 169
3 Sanitation Facilities. This campaign/mission is not enough because for achieving the objective [ i.e. permanent solution of the cause hidden behind the mission of cleanliness] proper and continuous education and training to people first about basic, fundamental and everlasting duties of human is invariable prerequisite. This campaign will be an effort like for filling a pot, by pouring water from top of the pot having a big hole at bottom- or like putting attractions of outer part of body whose inner organs are cancerous, ill and weak and inner qualities are demonic- or like repairing ozone hole while not checking insurmountable ozone depleting activities. Then, what is solution? Solution is treatment at roots of the problems- solution of problems is proper education- solution is proper education which builds foundation in children so strong that will not give rise to inhumane activities and that will ensure balanced and sustained socio-economic-politico-environmental state. CLEANLINESS The present mission of Modi perceives to achieve the goal of Clean India in the next five year [i.e. by 1-Oct-2019] so that the 150 th birth anniversary of Gandhi can be celebrated as an accomplishment of this duty. This implies that after five year (2-Oct-2019) there will not be need of duty of human towards cleanliness. The author finds that the duty/ action for cleanliness is / will remain forever of paramount importance for human life- it is supported by vision of Gandhi also. Apparently, the Clean India mission is for good, but questions are: What is the meaning of cleanliness? To what extent would be possible to achieve the objective of cleanliness? Why did Gandhi communicate the quintessential message to the nation through his efforts to EDUCATE people around him about cleanliness? How can the objective of Clean India and Green India be achieved merely cleaning surroundings, planting tree, creating trash-free environment, providing sanitation facilities? As per Wikipedia, cleanliness is as both the abstract state of being clean and free from dirt, and the process of achieving and maintain that state. On practical level, cleanliness has been related to hygiene and disease prevention. It may be regarded as contributing to other ideals such as health and beauty. Cleanliness differs from purity, which is a physical, moral, or ritual state of freedom from pollutants. While taking with cleanliness Gandhi stressed that Cleanliness is next to godliness and said that a clean body cannot reside in an unclean city. The Modi Mission encompasses only a part of cleanliness, while cleanliness is of two types: outside/physical [individual, social, environment] and inside/invisible [mind, moral, spirit, thinking, harmony, happiness, Nature etc.]. The author has found that it is onus of all persons to keep clean inside and outside visible and invisible individual as well as other objects prevailing in the ecosystem and Nature. Gandhi said that our water, food and air must be clean, and people should not be satisfied with mere personal cleanliness, but also our surroundings with the same three-fold cleanliness that people will desire for themselves. Gandhi expressed that leaving nightsoil, cleaning the nose, or spitting on the road is a sin against God as well as humanity, and the Man who does not cover his waste deserves a heavy penalty even if he lives in a forest. Gandhi was a lover of municipal life. He expressed that though Municipal Councilor is a rare privilege for a person but one indispensable condition of that privilege is that the municipal councilors dare not approach their office from interested or selfish motives. They must approach their sacred task in a spirit of service. They should pride themselves upon calling themselves scavengers. Those who enter local boards and municipalities as representatives go there not to seek honour or to indulge in mutual rivalries, but to render a service of love and that does not depend Rexjournal Volume 3 Issue 2 Page 170
4 upon money. If our municipal councilors are imbued with a real spirit of service, they will convert themselves into unpaid sweepers, bhangis and road-makers, and take pride a in doing so. They will invite their fellow-councilor, who may not have come on the Congress ticket, to join them and if they have faith in themselves and their mission, their example will not fail to evoke response. HEALTH Health, simply, means body ease. Though agreeing with that the body is a mine of dirt and it is first duty of all persons to cleanse it and keep it in a fit condition, but expressing views on the health, Gandhi said that he is a healthy man whose body is free from all disease; he carries on his normal activities without fatigue; his mind and his senses are in a state of harmony and poise. He was not satisfied with the state of education about health. He said that modern education has no relation with our everyday life, and it leaves us almost utterly ignorant about our own body. According to Gandhi, everyone must first know enough of their own body, their own house, their village and its surroundings, the crop that grow there and its history before going on to anything else. In the words of Gandhi, Our knowledge of our body could be perfect we would know the universe. General knowledge broad-based on this primary knowledge, alone can enrich our life. Elaborating at one place, Gandhi clarified in details that the human body is composed of the five elements: earth, water, vacancy, light and air. All human activity is carried on by means of the mind aided by the ten senses. These are the five senses of action, i.e. hands, feet, mouth, anus and the genitals, and the five senses of perception, i.e. the nose, of taste through the tongue, of seeing through the eyes and of hearing through the ears. Thinking is the function of the mind and some people have called the eleventh sense. In health all the senses and the mind act in perfect coordination. A happy working of the human machine depends upon the harmonious activity of the various component parts. If all these work in an orderly manner, the machine runs smoothly. It is noted that ignorance and neglect of the laws of health and hygiene are responsible for the majority of diseases. Mens sana in corpore sano is perhaps the first law for humanity as Gandhi observed. Gandhi explained that a healthy mind in a healthy body is a self-evident truth and there is an inevitable connection between mind and body. Therefore, Gandhi expressed his views that if we were in possession of healthy minds, we would shed all violence and, naturally obeying the laws of health, we would have healthy bodies without an effort. Gandhi found that the fundamental laws of health and hygiene are simple and easily learnt, but the problem rests with their observance. The author has found that keeping in mind the aforesaid things, proper actions should be taken to ensure that the fundamental laws of health and hygiene are got implemented by people, in particular the following fundamental rules of health and hygiene, which Gandhi pronounced precisely, narratively, summarily:- (1) Think the purest thoughts and banish all idle and impure thoughts. (2) Breathe the freshest air day and night. (3) Establish a balance between bodily labour and mental work. (4) Eat to live for service of fellow-men. Do not live for indulging yourselves. Hence your food must be just enough to keep your mind and body in good order. Yoga as a Health Care System: The author finds that holistic solution of health in not only cleanliness, Modi s mission connotes, but is Holistic Approach of Health Care, which is very simple, easily accessible to and adoptable by all and which includes the following points Preventive health; Promoting health; Curative health. Yoga is a Health Care System. Yoga into lifestyle brings Health, Harmony and Happiness [HHH], and acts as a potent preventive, promoting and curative health care system in many of the psychosomatic and life-style oriented diseases. Yoga strives to provide better health in all aspects. Yoga is holistic living, i.e. Physical, Mental, Emotional, Intellectual, Social and Rexjournal Volume 3 Issue 2 Page 171
5 Spiritual well being. Harmony includes: Inner Harmony (Body, mind and emotion) and Outer Harmony (social, professional). The five general rules of healthy life, as described in Ayurveda, are required to followed: Ahar, Vihar, Achar, Vichar and Vyavhar. And Five things are required to maintain healthy functioning of body:- Inception, Digestion, Absorption, Circulation and Elimination. EDUCATION Modi s campaign implies education to people. The campaign does not show any method of educating to people other than the cleaning surroundings by people (i.e. sweeping, removing garbage etc) and participation of people in planting, creating trash-free environment and providing sanitation facilities- and it does not show any other subject of educating. The campaign does not show about requirement of education to future children (and their grown up stage of adult). Gandhi advised children to keep their body and mind PURE (not only clean) because on scaling truth and purity outweigh all their knowledge, learning and scholarship. He clarified further that knowledge with-out character is a power for evil only, as seen in the instances of so many talented thieves and gentlemen rascals in the world. As per Gandhi, meaning of education is an all-round drawing out of the best in child and man-body, mind and spirit. Literacy is in itself no education and not the end of education or even the beginning-it is only of the means whereby man and woman can be educated. He found it a superstition that the fullest development of man is impossible without a knowledge of the art of reading and writing. That knowledge undoubtedly adds grace to life, but it is in no way indispensable for man s moral, physical, or material growth. Man is neither mere intellect, nor the gross animal body, nor the heart or soul alone- as per Gandhi, and a proper and harmonious combination of all the three is required for the making of the whole man and constitutes the true economics of education. According to Gandhi, true education of the intellect can only come through a proper exercise and training of the bodily organs, e.g. hands, feet, eyes, ears, nose, etc. In other words, an intelligent use of the bodily organs in a child provides the best and quickest way of developing his intellect. But unless the development of the mind and body goes hand in had with a corresponding awakening of the soul, the former alone would prove to be a poor lop-sided affair. By spiritual training I mean education of the heart. A proper and all-round development f the mind, therefore, can take place only when it proceeds pari passu with the education of the physical and spiritual faculties of the child. They constitute and indivisible whole. According to this theory, therefore, it would be a gross fallacy to suppose that they can be developed piecemeal or independently of one another. The baneful effects of absence of proper coordination and harmony among the various faculties of body, mind and soul respectively are obvious. They are all around us; only we have lost perception of them owing to our present perverse associations. Above all, for success of the mission or any other developmental missions, there is invariable need of giving proper education, that is practical and master making education of Controlling Senses and their functionaries, Building Concentration, Understanding and strictly observance of Ethics, Character building, Sacrifice, Self-Control and Self-Discipline [Swaraj], Respecting and following Nature and its rules, Understanding Ecosystem and its maintenance, Universe, Functions of bodies and organs simultaneously with Universe systems, Truth, Nonviolence, Chastity, Bread-Labour, Palate Controlling Palate, Non-Stealing, Non-Possession, Humility, Fearlessness, Removal of Untouchability, Equity/Regard of all Religions, Languages, Caste and Creeds, and Humanity. 6 Physical-cum-Mental-cum-Spiritual Unified practicals and mastery making Education system not only for efforts/the missions, which Modi intends, but for all other problems and threatening issues in the universe in additional to all kind of development of human individual as well as social-economic-political systems in the world. CONCLUSION Modi s mission of Clean India, and extended mission of Green India, and apparent Healthy India and Sustaining Environment and Ecosystem mission all are appreciating; their objectives/goals are appreciating. The world needs such mission. But these have some deficiencies. Major drawback is forgetting that proper education is prerequisite, first, foremost and fundamental to all these problems and threatening issues in additional to all kind of development of individual as well as social-economic-political systems. There is, first, foremost, fundamental and perquisite, need of Physical-cum-Mental-cum-Spiritual Unified practicals and mastery making Education system not only for efforts/the missions, which Modi intends, but for all other problems and threatening issues in the universe in additional to all kind of development of human individual as well as social-economic-political systems in the world.
