1 Puketāpapa / Pukewīwī / Mount Roskill Cross/Star Installation Request Authors: Nick Turoa, Manager Tūpuna Maunga Anna McElrea, Programme Advisor/Kaihautū Hōtaka Purpose Recommendations To seek a decision from the Tūpuna Maunga Authority in relation to the request to install the star/cross on Puketāpapa / Pukewīwī / Mount Roskill for Christmas 2017, 2018 and 2019 and Easter 2018 and That the Tūpuna Maunga Authority: a. approve the star being installed on Puketāpapa / Pukewīwī / Mount Roskill on 11 December 2017 and removed on 8 January 2018 subject to conditions determined by the Manager Tūpuna Maunga, b. confirm all costs associated with the installation and removal and illumination of the cross/star are to be met by the applicant, and c. approve the removal of the pole as part of the project to remove redundant infrastructure on the tihi associated with the pedestrianisation of Puketāpapa / Pukewīwī / Mount Roskill following 8 January Overview of request 1. Mr Frazer McDermott, Vicar of St Margaret s, on behalf of the Gathered Church leaders of Mt Roskill, has requested approval to erect the star/cross on Puketāpapa / Pukewīwī / Mount Roskill over Christmas 2017, 2018, 2019 and Easter 2018 and 2019 (see attachment A and location in Attachment B). 2. By way of background, at Hui 13 (19 October 2015), the Tūpuna Maunga Authority made the following resolution (see Attachment C): a. approve the temporary installation of the cross on the tihi of Mount Roskill by the Association of Church Leaders for Christmas 2015 and Easter 2016; b. approve the following period for installation: i) from 7 December 2015 until 3 January 2016; ii) from 8 March 2016 until 29 March 2016; c. invite officers to work with the Association of Church Leaders to review this arrangement post-easter 2016; d. invite the chair to issue a media statement on this decision; e. delegate to the Chair and Deputy Chair to agree any variation of the period; f. note staff will develop appropriate health and safety measures for the installation and removal of the Cross.
2 3. The applicant is seeking: a. a longer term approval; and b. an extended window of time to display the cross/star than was given in than the previous approval. In this regard, it is noted that the Applicant has not always complied with the timing conditions of the previous approval. Assessment 4. The request is a major event because of it being or likely to be of significant mana whenua or public interest. 5. The Tūpuna Maunga Integrated Management Plan (IMP) reaffirms that the Tūpuna Maunga are sacred and that the tihi are the most sacred part of the maunga to mana whenua. The IMP also notes that this sacredness must be taken into account when considering activities that are appropriate on different parts of the maunga. 6. The permanent pole is in a prominent and visible location on the tihi. The cross/star has been erected for approximately 7 weeks of the year and is illuminated at night. This structure detracts from the visual integrity of the tihi profile when viewing the maunga from other locations and also impacts viewshafts from the tihi. This will become increasingly apparent once large sections of the loop road and associated infrastructure on the tihi is removed as part of the pedestrianisation project that is currently underway. 7. Management consider that this activity is no longer appropriate when assessed against the IMP framework and when taking into consideration the pending restoration of the tihi to a less modified state. 8. In order to enable the applicant time to identify an alternative site to install the cross/star, it is recommended that approval be given for the requested Christmas 2017 period. 9. This timeframe will enable the pole to be removed as part of the tihi restoration project that will commence once public vehicle access to the tihi is stopped. Mana whenua feedback 10. A Tāmaki Collective Notice was sent out to the 13 iwi and hapū and the Tūpuna Taonga Trust on the 3 October to seek feedback on the request. Te Rūnanga o Ngāti Whātua confirmed its support for the rationale contained in this report. 3 Attachment A: Application by Gathered Church Leaders of Mt Roskill of 20 September 2017 Kia ora Anna I am so sorry it has taken a so long to get back to you. I have now managed to round up some of the major stakeholders/church leaders in the area and write on representing the common desire and mind of these leaders. The illuminated Cross at Easter and the illuminated Star at Christmas have been a cultural feature on the landscape of our community for well over 50 years. For many thousands of people - many of no faith at all- see is it a sign of stability and longevity in times when things seem so fleeting. We have been a happy partner with the Auckland City Council (ACC) for many years. Recently there have been two fundamental changes: 1) the Tupuna Maunga Authority (TMA) have now taken over from the ACC in regards to the arrangements of activities on Puketapapa. Thus requiring an application process where this did not happen before. We would desire the possibility of a medium to long-term agreement in recognition to the community of the historical nature of the cross/star. 2) the ACC has released any responsibility for the installation of the cross/star (though they kindly have offered to continue store the item for us). This cost has now been born by a few of the local churches to the tune of approx $6,000 per year. Therefore we have even greater desire and buy-in to the cross/star project. With such a significant annual investment we would ask that the TMA allows a slightly larger window of time for display. In the last two years the TMA have required an increasingly small window of time the cross/star is on display. As a people of faith we do appreciate the TMA s desire for us to respect this sacred site and we would ask that the TMA take into consideration the reverent means by which this is constructed every year and the similar scared nature of the cross/star, which many make pilgrimage to every year from all over the city. The dates we would like to you to represent to the TMA include the oddities of major holiday seasons and issues of getting workers to install and remove: Christmas 2017: install week beginning 11 Dec 2017 remove week beginning 8 Jan 2018 Easter 2018: install week beginning 19 March 2018 remove week beginning 6 April 2018 Christmas 2018: install week beginning 14 Dec 2018, remove week beginning 7 Jan 2019 Easter 2019: install week beginning 1 April 2019 remove week beginning 26 April 2019 Christmas 2019 install week beginning 9 Dec 2019 remove week beginning 6 Jan 2020
4 The general principles are: a) for Easter each year we would like the Cross installed and illuminated in time for the week before Easter each year and taken down 8 days after Easter Day. b) for Christmas the star installed and illuminated at least 14 days before Christmas dat (25/12) and removed the second week of the New Year (as most people are way the first week after New Years day). We would like to express our concern about the ongoing cost and possible damage to the ground due to repeated installations. We have asked for the possibility of a gravel path reduce the damage to ground and the chances of cranes being stuck in the water-logged soil. 7 Attachment C: Report to Hui 13 on 19 October 2015 Mount Roskill Cross Author/Presenter: Scott De Silva, Manager Tūpuna Maunga Purpose Recommendations This report seeks a decision from the Tūpuna Maunga o Tāmaki Makaurau Authority on the application from the Association of Church Leaders for the temporary installation of a cross on Mount Roskill at Christmas 2015 and Easter That the Tūpuna Maunga o Tāmaki Makaurau Authority: a) approve the temporary installation of the cross on the tihi of Mount Roskill by the Association of Church Leaders for Christmas 2015 and Easter 2016, and Christmas 2016 and Easter 2017 (i.e. two one-by-one year periods); b) approve the following periods: i. installed from 7 December 2015 and removed by 28 December 2015; and ii. installed from 8 March 2016 and removed by 29 March 2016, with the same periods for 2016/17 (as adjusted). Background 1. As advised at previous Maunga Authority hui, the original Mount Roskill cross was temporarily installed in the 1960s by the former Mayor of Mount Roskill as part of Easter and Christmas events. Prior to Council amalgamation, the cross was installed and removed for three week periods. Since Council amalgamation, the cross has remained permanently in place through a council oversight. 2. Council previously met the cost of removal and installation of the cross, as well as power supply. The cross is owned by Council as a legacy arrangement. 3. As also previously advised, the cross is not a Third Party interest recognised and provided for in the Ngā Mana Whenua o Tāmaki Makaurau Collective Redress Act Consequently, the Maunga Authority has the discretion to make decisions as to whether the cross remains, or can be re-installed, and if so on what basis. 4. At Hui 10 (6 July 2015) it was noted that the next proposed cross installation, in the event of an application, would be considered by the Maunga Authority. Attachment A is the application received by the Association of Church Leaders. Association of Church Leaders application

The Association of Church Leaders in Mount Roskill has sought seasonal installation of the cross at the tihi of Mount Roskill, on behalf of the local Christian community for extended periods of time to reflect religious milestones (Attachment A). 6. Officers have made the Association of Church Leaders aware of the statutory purpose of the Maunga Authority, Tūpuna Maunga Values, other policy settings, the role of the coming Integrated Management Plan and previous decisions on leases and licences. Relevant Considerations 7. Officers consider consider two annual cross installations on the tihi of Mount Roskill (Christmas and Easter) for focused periods would be consistent with the the statutory purpose of the Maunga Authority, Tūpuna Maunga Values, and previous decisions on leases and licences. 8. The Values provide a framework for the development of advice to the Maunga Authority and for decision-making by the Maunga Authority. Notably, the Values recognise the tihi as the most sacred part of the Tūpuna Maunga to Mana Whenua. This is to be reflected in the nature of activities considered appropriate. 9. The two year term is consistent with other recent Maunga Authority decisions to grant leases on an interim basis and will enable the completion of the Integrated Management Plan in July 2016, which will provide the strategic framework in which applications such as this will be considered in future. Recommended period of installation 10. Officers recommend approving the temporary installation of the cross on the tihi of Mount Roskill by the Association of Church Leaders for Christmas 2015 and Easter 2016 and Christmas 2016 and Easter 2017 (two one-by-one year periods) as follows: a. installed from 7 December 2015 and removed by 28 December 2015; and b. installed from 8 March 2016 and removed by 29 March 2016, with the same periods for 2016/17 (as adjusted).
