OUR PROCEEDINGS FOR THIS CONVENTION We are pleased to have Dr. Craig Culbreth, a licensed and registered parliamentarian with us to serve during our proceedings. He has asked that we follow the rules set forth in Roberts Rules of Order as follows: 1. No one can speak more than 3 minutes at a time on a matter. 2. No one can speak more than twice unless all who want to speak have spoken. 3. Any discussion on a matter has to have people for the motion speak in an alternative fashion with those who are against a matter. 4. Strengthening and sending churches to make Jesus known in and through West Virginia 2020 goals Churches involved in church planting = 25% Success rate of church plants = 90% Additional Acts 1:8 partnerships 5% increase in baptisms per year (of churches reporting) One successful revitalization, in process, in every association STRENGTHEN and SEND WEST VIRGINIA CONVENTION of SOUTHERN BAPTISTS 7

Increase. That s the operative word for us in ministry. We want to increase baptisms, giving, service, and ministry. The West Virginia Convention of Southern Baptists wants to be a part of increase. BILL HENARD, EXECUTIVE DIRECTOR-TREASURER Increase is found often in Scripture. Notice these verses: So then neither the one who plants nor the one who waters is anything, but God who causes the growth. (1 Corinthians 3:7) And Jesus kept increasing in wisdom and stature, and in favor with God and men. (Luke 2:52) The apostles said to the Lord, Increase our faith! (Luke 17:5) He must increase, but I must decrease. (John 3:30)... So that you will walk in a manner worthy of the Lord, to please Him in all respects, bearing fruit in every good work and increasing in the knowledge of God. (Colossians 1:10) Now as to the love of the brethren, you have no need for anyone to write to you, for you yourselves are taught by God to love one another. (1 Thessalonians 4:9) The WVCSB has experienced good increase this year. We have 5 churches that will be joining our convention at the annual meeting. Cooperative Program giving has been steady. I have heard reports of increased baptisms in many of our churches. As our churches continue to report through the Annual Church Profiles, it will help us set goals for increasing our attendance and baptisms. Tim Turner, the newest member of our convention staff, began his work as Evangelism and Discipleship Strategist on October 1. He will be a great asset to our churches in assisting them with training believers in evangelism and in developing leaders for Sunday school and small groups. While it is becoming increasingly difficult to be the Church and reach those outside of Christ, I believe the future looks bright in West Virginia and to the ends of the earth. With more than 6,000 unreached people groups in the world, the greatest things of God are right ahead of us. Let s expect great things of God, and attempt great things for God. He has not given up on His Church. He has not given up on you. As we partner together, my prayer is that we will increase in all that we do in our knowledge of Christ, in the number of people we are leading to Christ, and in the growth of our churches. The WVCSB exists for the local church. Remember this promise from Luke 6:38: Give, and it will be given to you. Good measure, pressed down, shaken together, running over, will be put into your lap. For with the measure you use it will be measured back to you. 9

I truly believe if we love God more than anything else, our lives will be radically changed, our churches will be transformed, and we will reach West Virginia for Christ! - Nathan Ertel EVANGELISM & DISCIPLESHIP NATHAN ERTEL, CHAIRMAN, WVCSB EVANGELISM COMMITTEE This past year has been eventful to say the least! YEC was snowed out but rescheduled at Cross Lanes Baptist Church in March. Over 500 teens and adults attended, and over 50 salvation decisions were made. Thanks to Brandon Carter and Cross Lanes for hosting and handling many logistics. YEC 2017, Divergent (Eph. 5:15), will be held at the Charleston Municipal Auditorium on January 13-14. The band, The Neverclaim, will lead worship and Drew Worsham will be our speaker. 200 teens and adults gathered for YSC at Good Shepherd Baptist in April and lifted up Jesus through song at the Barboursville Mall. God touched and changed the lives of many who attended. Thanks to Terrie Hannah and Randy Spurgeon for planning and leading. YSC 2017, #GRACEWINS, will be held again at Good Shepherd and Barboursville Mall on April 22. The Evangelism Committee is planning Inspire for September 2017. This conference will inspire us to continue to evangelize our local communities, our state, our nation, and our world. We look forward to being fed and encouraged by men who aren t just talking about the Great Commission - they re living it. It has been my great honor and privilege to serve as chairman of the Evangelism Committee for 2015-2016! TIM TURNER, WVCSB EVANGELISM & DISCIPLESHIP STRATEGIST Hello West Virginia Southern Baptists! After serving four local Baptist churches over the past 28 years, I have the privilege of being the new kid on the block at WVCSB. I am a blessed man. I have raised two wonderful children, Haylie (Daniel) Reeves, and Jacob Turner. I was married to my incredible wife for 24 years, but she went to be with the Lord in June of this year. Though I have never considered myself an expert, I am willing to take my experience gained through years of working with students, college, singles, and adults and give back to the churches and associations of this wonderful state. I am a student of learning and love to gain as much knowledge as possible so that I can help strengthen churches through Sunday School, discipleship, and evangelism best practices. The portrait of discipleship and evangelism has changed dramatically in the last 15-20 years, but I desire to partner with you in whatever way that I can to reach as many people as possible for the glory of our God! Please give me a chance to know you, help you, and partner with you as we begin this journey together. Introduce yourself if you get a chance! 11

God is building his Church. We made advancements in church planting and missions this past year. Even more exciting, we believe God has given us specific goals for our work between now and 2020. DANNY RUMPLE, CHURCH PLANTING & MISSIONS CHURCH PLANTING LEADERSHIP PIPELINE Our church planting leadership pipeline consists of interns and apprentices who are exploring and preparing to plant or revitalize a church in WV. In November 2015 there were 5 men in the leadership pipeline. As of November 1, 2016 there are 17 men in this pipeline. These men will be our future church planters in 2017 and beyond. My prayer is that this leadership development pipeline will continue to grow and provide qualified, God-called men to minister in West Virginia as church planters and pastors. DISASTER RELIEF West Virginia experienced a historically catastrophic flood in June that took the lives of 23 people and damaged or destroyed over 6,000 homes and businesses. Southern Baptist Disaster Relief (SBDR) volunteers responded quickly (on the ground within 12 hours) to provide much needed help, and SBDR volunteers are still responding to provide much needed repair and rebuild of homes and lives. Volunteer Days: over 6,000 Ministry and Chaplaincy Contacts: 4,000 Professions of Faith: 36 Bibles and/or Tracts Distributed: over 300 Meals Prepared: over 120,000 Clean Up Jobs: over 800 FUTURE GOALS As a team, the WVCSB staff gathered and prayed for direction and God s vision for West Virginia. We believe God has given these specific goals for our work between now and 2020. Churches involved in church planting: 25% Success rate of church plants: 90% At present, 10% percent of our churches (20 churches) are directly involved in church planting. This means that they are either a church plant, or they are sponsoring an intern, apprentice, or church plant. I believe we can meet, and go beyond our goal of 25% (50 churches) before 2020. Church plant success rates have not been good in West Virginia. Over the last 12-15 years we have only seen a 20% success rate. This means that 4 out of 5 church plants during that time did not survive. This must change. As we develop more competent planters through our leadership pipeline and more rigorous assessment, we will see our success rates improve dramatically. Thank you for praying and for being involved in God s mission in and through West Virginia. 13

My father sowed in me a love for West Virginia and its people, and a desire to know God on a personal level. Six years ago, God called me to help advance the gospel in and through West Virginia. CLEVE PERSINGER, PARTNERSHIPS & COMMUNICATIONS My wife, Katie, and our three children Cy, Charlotte, and Warner settled into our new home in Charleston in early August by way of North Carolina. We weren t born in West Virginia, but we got here as soon as we could! PARTNERSHIPS As we strengthen our current partnership with Florida, we also seek new partnerships within our state, between other states, and to the ends of the earth. These partnerships should mutually benefit both parties. In addition, we want our churches to love their cities well and be a beacon through local outreach. There are a growing number of people, state initiatives, organizations, and entrepreneurs who share our heart for bringing hope to West Virginia and all throughout Appalachia. Let s think outside the box, identify partnerships with common ground, and open doors in order to live out the gospel and proclaim true Hope to our hurting state. Finally, I hope we can increase time spent with other state conventions, with similar rural and small town contexts as West Virginia, so we can learn from and serve each other. COMMUNICATION We wish to tell the story of West Virginia Southern Baptists in a way that not only makes God known, but also inspires and makes the world pay attention to how God is moving through our state, calling people, pastors/planters, and churches to join this new day. A recent example of this included revamping the branding and approach for the 2016 Ola Cox State Missions Offering. In addition to positive feedback received, initial giving reports are favorable with multiple churches exceeding their goals. Over the next year we will develop a new logo, mission and vision, website, and marketing initiatives. We will also work to simplify our message, improve cohesiveness and consistency in everything we produce and print, and ultimately make sure everything we communicate aligns with the DNA of WVCSB. It s a new day for West Virginia Southern Baptists. Praise God I get to be a part of it. 15

WEST VIRGINIA BAPTIST FOUNDATION REPORT THE FOUNDATION HAS TWENTY-ONE SEPARATE FUNDS ESTABLISHED BY INDIVIDUALS, CHURCHES, ASSOCIATIONS, OR BY THE CONVENTION. EACH FUND IS INVESTED ACCORDING TO THE WISHES OF THE ENTITY WHICH ESTABLISHED THE FUND. THE FUND S HOLDINGS ARE ALSO DISTRIBUTED ACCORDING TO THE WISHES OF THE ORGANIZATION WHICH ESTABLISHED THE FUND. The officers of the Foundation for 2015-2016 are CJ Adkins (President, Greater Huntington Baptist Association), David Hannah (Vice-President, Good Shepherd Baptist Church, Pioneer Baptist Association), and Kay Roberts (Secretary, Cross Lanes Baptist Church, Pioneer). The John I. Snedden-Ray Slaughter Scholarship was awarded to Tim Wilkerson. Tim is a member of The Church at Martinsburg. He is a student at Golden Gate Theological Seminary, majoring in Pastoral Studies. The incorporation papers were filed with the Secretary of State s office. The accounting firm of Herman and Cormany audited the financial transactions and accounting practices of the Foundation and pronounced them to be sound. We are emphasizing the John I. Snedden-Ray Slaughter Scholarship Fund for the next few years. The Snedden Scholarship Fund was started by the Convention in 1979 to honor John Snedden, an important leader in the formation of the West Virginia Convention of Southern Baptists. Snedden served as Association Missionary in the Upper Ohio Valley Association and also as the Executive Director of WVCSB in the years it was forming. At the 2010 state convention, the messengers approved combining the Ray Slaughter Scholarship Fund with the Snedden Fund. This was done with the prior approval and recommendation of the Immanuel Baptist Association, which had started the Slaughter Fund for the same purpose many years ago - to honor the devoted ministry by Ray Slaughter on behalf of the churches. The interest from the fund goes to selected students who are in college or seminary and preparing for a church vocation. The fund has approximately $17,400 in it now. We encourage individuals, churches, Sunday school classes, and other groups to give to the fund. CJ Adkins President West Virginia Foundation WVCSB: A NEW DAY
