Notes the progress made in the implementation of the process for restructuring the International Islamic News Agency (IINA) as adopted by the Eighth Session of the ICIM, held in Rabat, Kingdom of Morocco, 25-28 January 2009 and the IINA General Assembly and as asserted by the Tenth Session of the ICIM, held in Tehran, Islamic Republic of Iran, 3-4 December 2014; calls upon the IINA to finalize the implementation the restricting process; and urges Member States to pay their contributions. 2. Supports the process for restructuring the Islamic Broadcasting Union (IBU)as adopted by the Eighth Session of the ICIM, held in Rabat, Kingdom of Morocco,! 2

25-28 January 2009 and the IBU General Assembly; and commends the resolution of the IBU General Assembly held at the OIC General Secretariat in Jeddah on 26 November 2014 on conducting a complementary restructuring study based on the previous one; 3. Commends the efforts of the committee entrusted to review the IBU status in coordination with an expert house and the recommendations it issued at its meeting at the headquarters of the Arab States Broadcasting Union (ASBU) in Tunis on 22 January 2015, including assigning the ASBU to complete a comprehensive complementary study of that done in 2008 to clarify the vision on the development of working mechanisms of the IBU in the next phase; 4. Emphasizes the need to support the work of all the action of all joint Islamic media organs, which include the OIC Broadcasting Regulatory Authorities Forum (IBRAF) and the OIC Media Forum (OMF), and calls Member States that have not acceded to them to do so, participate in their work effectively, take advantage of the services they offer, and pay their contributions to their budgets; 5. Requests the OIC Secretary General to follow up the implementation of this resolution and to report thereon to the Eleventh session of the Standing Committee on Information and Cultural Affairs (COMIAC). -----! 3

Resolution 2/10-INF On Supporting the Launching of the OIC TV Channel The Tenth Session of the Standing Committee on Information and Cultural Affairs, convened in Dakar, Republic of Senegal, on 28 and 29 April 2015, Proceeding from Resolution 6/10-INF on the Progress Made in the Project of Launching OIC Satellite Channel, adopted by the Tenth Session of the ICIM, held in Tehran, Iran, on 3-4 December 2014 calling the ad hoc committee to follow up the launching process of the OIC Satellite Channel at a consultative meeting in the first half of 2015, Proceeding from Resolution 8/9-INF on Launching the OIC Satellite Channel, adopted by the Ninth Session of the ICIM, held in Libreville, Republic of Gabon, on 19-20April2012preliminarily approving the project of launching the OIC Satellite Channel, Having considered the OIC Secretary General s report to this session, 1. Appreciates the recommendations of the ad hoc committee on following up the launching of the OIC Satellite Channel comprising (Afghanistan, Iran, Turkey, Saudi Arabia, Senegal, Gabon, Palestine, Qatar, Egypt, Mauritanian and the OIC General Secretariat) issued at its meeting held upon the assignment of the Tenth Session of the ICIM at the headquarters of the OIC General Secretariat in Jeddah on 10 March 2015; 2. Commends the efforts of this adhoc committee and the OIC General Secretariat to ensure the launching of this project in an appropriate manner; 3. Appreciates the efforts of the ad hoc committee and the OIC General Secretariat in holding consultations to consider the possibility of launching the OIC Satellite Channel, including convening an open-ended meeting of Member States at the OIC headquarters in Jeddah on 23 and 24 February 2013;the recommendations of the meeting which include setting up an ad hoc committee comprising (Afghanistan, Iran, Turkey, Saudi Arabia, Senegal, Gabon, Palestine, Qatar, Egypt, Mauritanian and the OIC General Secretariat); and the first meeting of the this committee held at the General Secretariat on 12 May 2013which discussed proposals on marketing the satellite channel to the private sector and listened to the presentation made by the delegation of the Republic of Turkey on the experiences of the Euronews channel; 4. Calls the OIC General Secretariat to continue its consultations on the project of launching the OIC Satellite Channel, consider the proposed alternative of launching of the OIC TV channel, and assign a specialized body or expert house to prepare a feasibility study and discuss ways to secure sources of financing this project.! 4

5. Requests the OIC Secretary General to follow up the implementation of this resolution and to report thereon to the Eleventh session of the Standing Committee on Information and Cultural Affairs (COMIAC). ----! 5

Resolution 3/10-INF On The Role of the Standing Committee for Information and Cultural Affairs (COMIAC) in its Capacity as Coordinator of the Action of the OIC Information Organs The Tenth Session of the Standing Committee on Information and Cultural Affairs, convened in Dakar, Republic of Senegal, on 28 and 29 April 2015, Pursuing the embodiment of the functions of the COMIAC, which include giving the media and culture in the Muslim World a new start to inform the international public opinion of the noble Islamic issues, particularly the Question Palestine and Al-Quds Ash-Sharif, face the biased campaigns against Islam and Muslims, follow up the implementation of the ICFM resolutions related to the functions of the COMIAC, discuss ways to boost cooperation among Member States in the media and cultural spheres, and prepare the programs and proposals that would strengthen the capacity of Member States in these fields, Recalling the final communiqué of the Fourth Extraordinary Islamic Summit in Makkah Al- Mukarramah on 26-27 Ramadan 1433 AH (14-15 August 2012)in its confirmation that the media bear a heavy burden in achieving the goals of Islamic solidarity and to strengthen the responsible foundations and principles, and calling Member States to ensure the implementation of the previous resolutions of the COMIAC and ICIM, Proceeding from Resolution 3/10-INF on Supporting the Work of Joint Islamic Media Action Institutions, adopted by the Tenth Session of the ICIM, held in Tehran, Iran, on 3-4 December 2014, underscoring the need to support the work of all joint Islamic media action institutions, including the COMIAC, and emphasizing the importance of enhancing synergy among them, improving their effectiveness, contribute to their activities effectively, and benefiting from the services they offer, Having considered the OIC Secretary General s report to this session, 1. Calls upon all Member States and stakeholders in the Republic of Senegal to provide the Standing Committee for Information and Cultural Affairs with all the necessary material and logistical support to undertake a leading role in coordinating the OIC media action closely with the OIC media institutions: IINA, IBU, IBRAF, and OMF, in addition to the Information Department at the OIC General Secretariat; 2. Requests the OIC Secretary General to follow up the implementation of this resolution and to report thereon to the Eleventh session of the Standing Committee on Information and Cultural Affairs (COMIAC). ----! 6

Resolution 4/10-INF On Islamic Information and the Cause of Al-Quds Ash-Sharif and Palestine The Tenth Session of the Standing Committee on Information and Cultural Affairs, convened in Dakar, Republic of Senegal, on 28 and 29 April 2015, Proceeding from Resolution 7/8-INF on Islamic Information and the Cause of Al-Quds Ash-Sharif and Palestine, adopted by the Eighth Session of the Islamic Conference of Information Ministers, held in Rabat, Kingdom of Morocco, 25-28 January 2009, Proceeding from the principles and objectives of the OIC Charter and from the Islamicresolutions stressing the importance of continuing to provide appropriate coverage of the cause of Al-Quds Ash-Sharif and the issue of Palestine in the Arab and Islamic media, Affirming the resolutions adopted by the previous sessions of the Standing Committee on Information and Cultural Affairs (COMIAC) on the Cause of Al-Quds Ash-Sharif, Palestine and the Occupied Arab Territories, including the occupied Syrian Golan and the Lebanese Shebaa Farms, Praising the efforts of the Bayt Mal Al-Quds Agency, with the noble directives of His Majesty King Mohamed the VI (May Allah Preserve Him) Chairman of the Al-Quds Committee, to safeguard the identity and religious, cultural and civilizational hallmarks of the city, and strengthening the steadfastness of its people through the support and financing of programmes and projects in the health, education and housing sectors amongst others, Mindful of the need to ensure adequate media coverage of the living conditions and suffering of Palestinian people in light of the persisting Israeli occupation and its escalating aggression against them, and to highlight the Israeli violations in the City of Al-Quds and the attempts to Judaize the Holy city, Expressing its appreciation for the media coverage provided by the media in the Member States during the Israeli assault on Gaza; and the need for more media focus on the human rights violations and war crimes committed by Israel during its aggression to show the world the reality of these violations and crimes, Taking into account the need to support the organs and bodies of the Palestinian Authority in all fields, particularly in the field of information and communication, Reaffirming that information and communication organs constitute one of the most efficient tools used by governments and institutions to express their positions and their political, national and cultural identity, 1. Launches an urgent appeal to Member States to assist the State of Palestine to support and develop the capacity offices, facilities and equipment- of the Palestinian Radio and Television Corporation and Palestinian News Agency (WAFA) to exchange programs and expertise with them in this domain;! 7

2. While it commends the steadfastness of the Palestinian people, calls Member States and their media to continue maximum media coverage of the suffering of the Palestinian people because of the growing Israeli aggression, to highlight the Israeli human rights violations and war crimes, and show the whole world the reality and scale of the Israeli violations and its attendant humanitarian disaster; 3. Requests Member States to allocate a space in their media to highlight the aggression against the sanctities in Al-Quds and the Israeli practices aimed at Judaizing the Holy City and dividing the Blessed Al-Aqsa Mosque both spatially and temporally; 4. Calls upon Member States to direct their media to conduct focused media campaigns on various political, economic, cultural, social and tourist areas in the City of Al-Quds Ash-Sharif, especially in 2015, being the OIC Tourism City of the Year; 5. Calls on the media in Member States to take advantage of the proliferation of online social media to highlight the Palestinian Cause, and the violations of the Israeli occupation against the right of Palestinian people, property, and the holy places; 6. Mandates the OIC General Secretariat, in coordination with Al-Quds Committee and the Palestinian Ministry of Information to organize as soon as possible a symposium on Al-Quds Ash-Sharif and the aggressions against the Blessed Al-Aqsa Mosque and all other sanctities; 7. Calls Upon the media in Member States to intensify the production and exchange of media programs with the Palestinian media organizations, to utilize the media effectively in presenting the information materials available on the Israeli aggressions, to address the world public opinion, to project the real image of the Palestinian Question and the suffering of the Palestinian People, and to correct the image projected by the Israeli information machine; 8. Requests the OIC Secretary General to follow up the implementation of this resolution and to report thereon to the Eleventh session of the Standing Committee on Information and Cultural Affairs (COMIAC). ---------! 8

RESOLUTION NO.5/10-INF ON REACTIVATING THE STANDING COMMITTEE ON INFORMATION AND CULTURAL AFFAIRS (COMIAC) AND SUPPORTING ITS COORDINATION OFFICE The 10 th Session of the Standing Committee for Information and Cultural Affairs (COMIAC) held in Dakar, Republic of Senegal on 09-10 Rajab 1436H (28-29 April 2015), Recalling the decisions adopted by the Islamic Summit Conferences and other OIC Conferences, in particular the 12 th Ordinary and the 3 rd Extraordinary Sessions of the Islamic Summit Conferences, the 41 st Session of Council of Foreign Ministers (CFM), the 8 th Session of the Islamic Conference of Culture Ministers (ICCM), and the 9 th Session of COMIAC, and 10 th Session of the Islamic Conference of Information Ministers held in Tehran, Islamic Republic of Iran, on 2-4 December 2014, Recalling the recommendations contained in the 10-Year Program of Action adopted by the Third Extra-ordinary Islamic Summit Conference held in Makkah Al Mukarramah on 7-8 December 2005; 1. Expresses satisfaction with the efforts put in by the Republic of Senegal to reenergize COMIAC; in this regard, commends, in particular, the establishment of the COMIAC Coordination Office, as well as the appointment of its Director. 2. Recommends the involvement of Islamic youth in promoting dialogue and tolerance through exchanges of best practices and extracurricular activities between youth of OIC Member States. 3. Proposes the establishment of a Youth Coalition of OIC Member States, with participation of relevant OIC institutions active in the field of youth, aimed at bringing the message of peace in the world through dissemination of true values and noble principles of Islam.! 9

4. Proposes the organization of a television production competition at the level of each state at a first stage and among media outlets in Member States at a later stage, under the supervision of COMIAC s Coordination Office in Dakar in order to reward the best production on the image of Islam, intended to be broadcast by TV channels in the OIC Member States, as well as to be proposed for airing by some TV channels in non-oic Member States. 5. Invites Member States to start taking measures for the establishment of a fund in the form of a waqf to support media; and emphasizes the need for media support to better integrate OIC Member States politically, economically, and culturally. 6. Encourages creation of programmes and activities in the domain of media and information, and to increase OIC visibility globally, by COMIAC through cooperation of relevant OIC institutions, including the International Islamic News Agency (IINA), Islamic Broadcasting Union (IBU), the OIC Broadcasting Regulatory Authorities Forum (IBRAF), the OIC Media Forum (OMF), and the OIC General Secretariat s Information Department. 7. Agrees to establish, under the COMIAC Coordination Office in Dakar, a Monitoring Committee, which would meet once a year and issue an annual report including scientific indicators, preferably before the convening of the corresponding Council of Foreign Ministers, to closely follow up implementation of COMIAC Resolutions. 8. Calls on the Task Force for COMIAC Revitalization, established by His Excellency the OIC Secretary General in coordination with the COMIAC Chairmanship, to continue its important work in this regard and urges submission of its proposals for consideration and adoption by the 11 th Session of COMIAC. 9. Encourages creation of programmes and activities geared towards upholding the profile of Islamic culture and identity by COMIAC through cooperation of relevant OIC institutions, including the Research Centre for Islamic History, Art and Culture(IRCICA) and the Islamic Educational, Scientific and Cultural Organization(ISESCO). 10. Urges the COMIAC Coordination Office to devise programs and activities in the domain of intercultural and intercivilizational dialogue, and to initiate cooperation with important organizations working in this domain, including the United Nations Alliance of Civilizations (UNAOC) and the King Abdullah bin Abdulaziz International Centre for Interreligious and Intercultural Dialogue (KAICIID).! 10

11. Requests the COMIAC Coordination Office to have initiatives towards raising the profile of this important Standing Committee, including creating a dedicated website with a view to increasing its visibility to the outside world. 12. Welcomes the constant contribution of the Kingdom of Saudi Arabia to the COMIAC and invites the Member States and concerned institutions to bring their financial support to the COMIAC programs and activities through the expeditious payment of voluntary contributions. Requests the Secretary-General to follow up the issues incorporated in this resolution and report thereon to the 11 th Session of the COMIAC. ----! 11
