Nagar on Oct. 31. Sundaram submitted that the shops were sealed without even giving the owners an opportunity to put forth their contentions. He said that the Government had brought forward an ordinance to regularise the buildings and it was to be made into an Act. Justice Bhandari asked the Additional Advocate General, Is it proper for the High Court to pass an order without even hearing them, when they say they are in existence for 20 or 25 years. Principles of natural justice demand that they must be heard and appropriate orders are passed on their applications. We are not saying anything on merits. The Bench, while disposing of the present SLP, ordered status quo and made it clear that there should be no further sealing or demolition. In respect of the shops already sealed, the Bench asked the High Court to pass appropriate directions after hearing the petitioners when the matter is taken up on Nov. 30. The SLP said it was directed against the sudden closure of famous business establishments, textile showrooms and shops in existence for decades. While the Chennai Corporation sealed 21 buildings, the Chennai Metropolitan Development Authority sealed six buildings on Oct. 31. As a result, not only the owners but also thousands of employees were rendered jobless. The shopkeepers were aggrieved that buildings were sealed by declaring them as unauthorised and illegal, when their applications for regularisation were still pending before the authorities concerned. The SLP said that in not considering their representations to orders and allow the shops to function, citing livelihood issues of several thousand persons employed in the shops. CMDA and Chennai Corporation had sealed 25 buildings in the first phase. The two bodies had served notices on 62 buildings since September. The deadline for about 30 of them is nearing. A recent review meeting conducted by the State Government noted that about 1.5 lakh buildings in the city had violated norms of floor space index (ratio of land to built-up area), parking and setback area. Supreme Court orders status quo showcause notices issued to them, they were deprived of an opportunity of proper hearing. The SLP said that the authorities had resorted to vague criteria in declaring the buildings as unauthorised without any guidelines. Further, terming them serious violations, water and power supply and sewerage connections were disconnected, followed by cancellation of trade licences and these were fraught with serious consequences. It sought a direction to quash the interim order and a direction to open their shops forthwith.

She was working as an English teacher in a primary school in MGR Nagar. A post-mortem revealed that Sarala had died due to drowning. The report said that there was fluid in her lungs. A special police team picked up Krishnamurthy (contractor) for questioning. Some engineers and construction supervisors involved in the project have also been detained. Police who had initially registered a case under Section 174 Cr.P.C (Unnatural death) changed it later to a case under Section 304 A (Causing death by negligence). Since Sarala did not return home till late in the night, her brother Sakthivel and his friend Dhanasekar came to the school searching for her. When they could not find her they went to Pondy Bazaar police station where they were told to file a complaint with MGR Nagar police station which they did and returned home. Sarala s mother Hamsa, Sakthivel and Dhanasekar returned at 6.30 a.m the next day and were on their way to the school when Hamsa spotted her daughter s body floating in the trench just 50 meters away from the school. Sakthivel and Dhanasekar jumped in and took out the body. There were injuries in the head. Sarala was the youngest daughter of Muniyan, a retired MTC conductor and Hamsa. She had joined the spoken English class 15 days ago. Solatium Chief Minister Jayalalithaa on Nov. 6 announced a solatium of Rs. 2 lakhs for the family of Sarala. In a press release, the Chief Minister condoled with the family for Sarala s death and ordered Chennai Corporation to place barricades and warning signs at places where stormwater drain works are in progress.
