Page 1 of 8 5. DELEGATIONS: 5.1) 10:15 a.m. Laverne Vadnais Mr. Vadnais spoke to Council expressing his concerns regarding the location Mr. Le Grande Bevans built a barn on his property SE 6-3- 25-4. Council took Mr. Vadnais concerns under consideration but emphasized that Mr. Le Grande Bevans property is designated agriculture thus the barn and activity associated is acceptable. Mr. Bevans has indicated that at some future time he may want to build a residence, at that time we can evoke the "Endeavour To Assist" clause that is affiliated to the road that Mr. Vadnais built Moved by: Councilor Shane Hansen that this item be filed. 5.2) 10:30 a.m. - 30 minutes Brandon & Frank Smith Brandon and Frank Smith attended Council to discuss the supplying of gravel for the road leading to their farm. Moved by: Councilor Shane Hansen that this item be tabled to allow for further investigation. 5.3) 11:00 a.m. 6. BY-LAWS: Wes Neilson Mr. Neilson approached Council to seek possible resolution to his road access. Council has provided options to this situation through Administration and believe it to be a civil matter between the two parties. Moved by: Councilor Dennis Edwards that this item be filed. 6.1) By-Law 616.2011 Lot 3 Block 1 Plan 0510855 within NW 16-5-22-W4M Nathan Cutler Public Hearing: March 23, 2012

Moved by: Councilor Michael Loose that By-Law 616.2011 be read a third time and passed. 6.2) By-Law 632.2012 S 1/2 14-5-22-W4M Vern Wakefield Public Hearing: March 26, 2012 This By-Law was given first reading at the March 12, 2012 Meeting and a Public Hearing was held March 26, 2012. Moved by: Councilor Cam Francis that By-Law 632.2012 be given second reading. Moved by: Councilor Dennis Edwards that By-Law 632.2012 be read a third time and passed. 6.3) By-Law 636.2012 Cardston County Emergency Services Authority This By-Law is meant to replace By-Law 457.2000, which was for the creation of CCES jointly with the Town of Cardston and Villages of Glenwood and Hill Spring. Since Ambulance service was removed from CCES authority, we adjusted the By-Law to reflect that. Moved by: Councilor Cam Francis that By-Law 636.2012 be read a first time. Moved by: Councilor Dennis Edwards that By-Law 636.2012 be read a second time. Moved by: Councilor Cam Francis that By-Law 636.2012 be read a third time and passed. 6.4) By-Law 637.2012 Emergency Management By-Law The new By-Law for Emergency Management is for Council s review. Moved by: Councilor Cam Francis that this item be tabled.

Page 3 of 8 6.5) By-Law 638.2012 Amend Land Use District 7. LUNCH: The purpose of this By-Law is to create a "Single-Lot Country Residential - SCR" Land Use District to accommodate one or more single-lot country residential subdivision within a quarter section of land which had already met or exceeded the maximum of four subdivision within that specific quarter section within the County. This needs first reading and then a Public Hearing needs to be held. Moved by: Councilor Michael Loose that By-Law 638.2012 be read a first time, and that a Public Hearing be held on May 14, 2012 at 10:00 a.m. 7.1) Moved by: Councilor Roger Houghton that Council recess for lunch at 12:14 p.m. and reconvened at 12:41 pm 8. COUNCIL DISCUSSION: 8.1) Water Agenda Alberta Environment Alberta Environment representatives, Kathleen Murphy, Dorothy Lok and Angela Brown will be meeting with Council concerning Water Co- Ops in the County on May 3, 2012 at 9:00 a.m. 8.2) Welling Drainage Cost Analysis Report Since the March Council meeting, Alan Kennard has investigated alternate routes for the drainage of water from Welling. The Mehew's re-location of corrals - foot print and NRCB's input plays a role in the feasibility of any drainage route taken. Moved by: Councilor Michael Loose that this item be tabled.

Page 4 of 8 8.3) O.R.R.S. Commission Contract regarding Planner Council reviewed correspondence received from Lenze Kuiper, Director with O.R.R.S. Commission regarding the contract for the Planner. 8.4) Del Bonita Community Association As of meeting date (April 10, 2012) we have not received any word on this Grant Application as of yet. Moved by: Councilor Roger Houghton that this item be tabled. 8.5) Community Carnivore Strategy Program The County received confirmation from Alberta Sustainable Resource Development that they have approved a grant in the amount of $60,000.00 for the composition site. Moved by: Councilor Dennis Edwards that this item be filed. 8.6) Alberta Agriculture & Rural Development A.S.B. Grant Program Alberta Agriculture & Rural Development confirmed that the Province will be providing an additional $1 million to the ASB's in the 2012-2013 budget. The County anticipates an increase in the funding provided from the Alberta Agriculture & Rural Development from this additional funding. 8.7) Minister's Awards for Municipal Excellence Alberta Municipal Affairs provided information for the 11th Annual Minister's Awards for Municipal Excellence which formally recognizes local government excellence and promotes knowledge sharing among Municipalities for Councils review.

Page 5 of 8 8.8) Alberta Sport, Recreation Parks & Wildlife Foundation 2015-55 Plus winter Games Jack Hayden, Minister of Tourism, Parks and recreation extended an invitation to the County to consider submitting a bid for the right to host the 2015 Alberta Plus Winter Games. Moved by: Councilor Fred Lacey that the County decline the invitation. 8.9) Magrath & District Agriculture Society The Magrath & District Agriculture Society is applying for grant money for upgrades at the Magrath Arena. They are asking if the County would support their application by providing a letter of support citing the benefit the enhancement of the facility would be to the County residence. Moved by: Councilor Dennis Edwards the County supply a letter of support to the Magrath & District Agriculture Society in their application for funding for the upgrade of the facility. 8.10) Seniors Advisory Council for Alberta June 4-10, 2012 is Senior's Week in Alberta. The Seniors Advisory Council is requesting the County's to pass a proclamation acknowledging Senior's Week? Moved by: Councilor Cam Francis that the County will proclaim June 4-10, 2012 as Senior's Week. 8.11) Chief Mountain Solid Waste Authority The following correspondence was received from the Chief Mountain Solid Waste Authority for Councils review. 1. Minutes of Meeting - March 14, 2012 2. Financial Statement - for year ended December 21, 2011

Page 6 of 8 8.12) Woolford Cemetery Mr. Ed Stapleton is requesting, on behalf of the Woolford Cemetery that the County purchase and install a two cable fence on three sides of the Cemetery. He has added the projected cost of materials for the fence with the understanding that the manpower would be above this price. Moved by: Councilor Fred Lacey that this item be tabled for further information. 8.13) Alberta Transportation 2012 Transportation Grant Program The Minister of Transportation office informed Administration of the Alberta Government funding that will be provided to the County. 8.14) Alberta Municipal Affairs Municipal Sustainability Initiative (MSI) Minister of Municipal Affairs Doug Griffiths, has provided Administration information regarding changes to the Municipal Sustainability Initiative program. Currently we are looking into this for more details. Moved by: Councilor Shane Hansen that this item be filed. 8.15) Emergency Response Plan The County Emergency Response Plan requires an annual review by Council. Moved by: Councilor Fred Lacey that Council has reviewed and accepted the Emergency Response Plan as presented. 8.16) Tax Recovery Lease Agreement Administration presented the proposed Lease Agreement for Council's review. Moved by: Councilor Shane Hansen that the County proceeds to implement the Lease Agreement with the suggested changes.

Page 7 of 8 8.17) SouthGrow Regional Initiative Community Support Decision The SouthGrow Regional Initiative is requesting the County for a three (3) year commitment for the SouthGrow Community Support Decision through a Resolution. Moved by: Councilor Roger Houghton that Council support the request from SouthGrow by signing the Resolution of support for the three (3) year period. 8.18) SouthGrow - Regional Grant SouthGrow, on behalf of its members has applied for a Regional Grant for "Water for Economic Development". They are seeking the County's support in going forward in this project. Moved by: Councilor Cam Francis that the County demonstrate their support through a resolution.. 8.19) Final Mile Rural Community Application Chief Mountain Gas Co-Op Administration provided an update to the application submitted on behalf of the County and Chief Mountain for the Final Mile Rural Community. The first phase of the application process has been completed but the application will require more technical information prior to the December 31, 2012 submission date Moved by: Councilor Dennis Edwards that this item be filed. 8.20) Alberta Historical Resources Foundation As part of its ongoing efforts to honor local contributors in the protection, preservation and promotion of Alberta's built heritage, history and archaeology the Foundation is seeking nominations for Heritage Awards 2012. The deadline for submitting nominations is June 1, 2012 Moved by: Councilor Shane Hansen will review the information and application and consider the Boundary Creek School

Page 8 of 8 8.21) Village of Hill Spring 2012 Transfer Station Operating Requisitions The Village of Hill Spring is requesting to change the cost structure for the Villages, the County percent will remain the same. Last year we covered 51% of the costs Population Cardston County - 55.75 % Glenwood - 26.88 % Hill Spring - 17.40 % Moved by: Councilor Michael Loose that this item be filed. 8.22) For Council 's information correspondence relating to Regional Grants: 9. Council Per Diem Cheque No.2150 to Cheque No. 2156 in the amount of $ 8287.10. Direct Payroll Transfer in the amount of $ 86,360.22. Utilities payment in the amount of $18,247.88 and Visa payment in the amount of $ 544.50 be approved for payment. 11.
