CHANGING ORGANIZATIONAL STRUCTURES
We move to create an implementation committee to formulate the organizational structure and constitutional changes necessary to transition the Calvary Council to a Board of Directors model (ranging between 10-12 members) that would relentlessly pursue Calvary s mission, vision and values. The newly formed committee will draft necessary constitutional changes and guidelines to implement a Board of Directors model, for review and approval by the Council and ultimately the congregation at a later date.
The Question: Are there ways of structuring our churches that enhance the growth and the efficiency of the Body more than others?

Premise: The nature of the church determines how we organize.
A. The church is a fellowship a top priority harmony and unity good structure should promote unity and downplay differences the impact of voting on all kinds of things
B. The church is a family operating with a policy manual? operating on the basis of trust, not rules
C. The church is a body an organism, not an organization operating on the basis of spiritual gifts, not elected offices in an organism, ministry not maintenance is the emphasis the difference between committees and ministries a simple structure that maximizes ministry and minimizes maintenance relationship within the body between pastor and people

2. Senior pastor is primary vision caster & organizational leader who oversees staff, planning, and vision. Reports to the Board. 3. Most management committee functions move from committees & be-come the responsibility of the program & pastoral staff. 4. Most ministry functions move from program and pastoral staff to ministry groups and teams. 5. Pastoral and program staff responsible for supervising & coordinating ministry groups and teams.
C. Role of church members shifts from an emphasis on management boards and committees to teaming with others in serving people through the stewarding of their spiritual gifts. D. Just as much accountability if not more in this new structure. E. A more stream-lined structure. It allows us to be better stewards of time and more efficient decision-makers in the work of the church.
Delineation of Congregational Council and Senior Pastor Responsibilities Congregational Council Responsibilities 1. Discernment (Is God in this? Does this fit with our mission? Is the timing right?) 2. Monitoring the Strategic and Long Range Plan. (Is ministry happening as planned? Is the plan current with the needs?)
Congregational Council Responsibilities 3. Budgeting (Overseeing fiscal affairs) 4. Policy Development and Implementation 5. Advisors to the senior pastor. (Oversee senior pastor s management of plan; annual review of senior pastor s performance; consultation and feedback)
Congregational Council Responsibilities 6. Cheerleading (senior pastor; stand behind him/her, set him/her up for success; congregation; community) 7. Serve as a united front once decision is made.
Council Non-Responsibilities 1. Micro-management (Senior pastor manages staff and programs) 2. Personnel supervision (Must avoid triangle affairs; send personnel issues back to supervisor) 3. Individual Advisors/Decision makers (Not setting program direction; not representing ministries; no individual authority; authority is collective as a board)
Senior Pastor Responsibilities 1. Primary proclaimer of the Gospel, vision caster, and communicator of the vision 2. Overall responsibility for staff develop-ment and management. 3. Overall responsibility for ministry program development and management. 4. Overall responsibility for the development and care of the congregation s worship life. 5. Overall responsibility for the financial health of the congregation.
