Edwards County Councillor MINUTES OF MEETING The Minutes of Meeting dated 11 th February 2009 were agreed and signed as a true record. PLANNING APPLICATIONS None. SS.08/18/628MW Restoration of former Seisdon Landfill Site, Ebstree Road - Letter of objection is to be sent to Mr. Allen at the SCC. Mr. Smith has gathered a lot of information and it was agreed this application would be discussed with Cllr. Edwards. Application to be reported to the planning committee on 2 nd April. Outstanding Planning Issues Councillor McCardle passed to the Clerk an e-mail from Lucy Macdonald on the planning issues below: The Barn, Fox Road Enforcement Notice served on 27 th Jan. 09. Compliance date 26 th July 09. One Acre, Tinkers Castle Road Further information needed by Miss. Macdonald. Marchfield garage Clerk to give Miss. Macdonald details. Stonegate Concerns about top site and accommodation of employees. Miss. Macdonald needs more information. Woodford Lane Has been investigated and it was not expedient to take this further in the absence of a planning application. Stables, High Acres Mr. Jones is monitoring to ensure compliance. Clerk to give Miss. Macdonald details. Log cabin, Church Lane Mr. Harrison to mark position on a map and give this to Cllr. McCardle who will visit site with Mrs. McDonald. 1

Southall (reimburse for web site) 76.42 SSDC (Building Regs. for Village Hall) 175.95 CORRESPONDENCE E-mail to the Chairman from PCSO Tim Woodley at Wombourne Police Station introducing himself and stating he would be willing to attend a Parish Council meeting to discuss the policing needs of the Parish. Clerk to acknowledge e-mail and inform PCSO Woodley that we would be happy to meet him after Inspector Chapman has visited a meeting. E-mail to the Chairman from the Clerk of Enville Parish Council regarding the funding of a V.A.S. sign and asking whether we have any costings. Clerk to reply. E-mail to the Chairman from Mrs. Cotterill and Mrs. Owen regarding trees and undergrowth being cut down along Bridlepath 1. Clerk to reply stating that Mr. Harper has removed dead trees and undergrowth and is to plant new trees to replace those taken down. Strategic Risk Assessment feedback form to be filled out by the Clerk and forwarded to South Staffordshire Community Safety Partnership. ANY NEW BUSINESS Cllr. McCardle reported on the proposed bike rallies at Garden Village, Bridgnorth Road. A meeting has been held at Codsall and it was decided that there were no planning reasons to stop the rallies but they would be strictly controlled and there will be a police presence. It was reported that there is a lot of dog litter on the playing fields at Trysull and Seisdon, and also on the pavements in the Parish. Clerk to write to the Environmental Health Dept. asking for new dog litter signs in and around the villages, particularly on the playing fields. Chairman reported that Mr. Southall has sold a set of C.D s of the history of the Parish Council for 15.00 which is to be donated to the Village Hall. MATTERS ARISING Play equipment Mr. Smith reported he is in touch with play equipment manufacturers and Experts on Line regarding possible funding. Pavilion Nothing further to report. Seisdon Playing Field pedestrian gate to be replaced. 1350 Footpaths Footpadders - In hand. Bridlepath 15 - It was reported that the vehicle access gate is still locked and the pedestrian gate, Seisdon end, is not tied back as agreed. It was agreed the Parish Council would not take any action until Cllr. Edwards speaks with Mrs. Moore, SCC. 2
1477 Village Hall The Chairman reported an application for funding has been forwarded to Mr. Goodhall, SSC., and the Landfill Community Fund. Letter from Inspector Chapman stating he will ensure that the Village Hall is included as part of officers patrol strategies during evening periods. Suspicious vehicles should be reported at the time they are seen. 1795 Neighbourhood Watch Mr. Compson and Mrs. Bagley attended the meeting at Codsall and discussed matters of concern with Inspector Andy Chapman. Letter received from Inspector Chapman stating he would like to attend a Parish Council meeting. Clerk to reply suggesting April, May, June, July. 2185 Traffic Calming 20 mph limit Sir Patrick Cormack s views to be sought. Interactive signs/speeding. In abeyance. 2205 Seisdon quarry Chairman will set up a site meeting. 2242 Wolverhampton Business Airport Nothing further to discuss. Newsletter received from WAAG. 2382 Best Kept Village Competition Entry form for Trysull received from Mrs. Cotterell and Clerk will forward this. 2404 Smestow Gate junction Work has started on visibility splay. 2438 Trysull School Nothing further to report. 2439 Tarmac at rear of bus shelter Clerk has forwarded all letters to Mr. Wright. Vandalism to bus shelter Chairman arranging necessary work. 2445 Police contact New non-emergency number for the Police is 0300 123 4455. 2465 Village Green, Trees Chairman has met with Mr. Dores. Trees to be inspected again next Spring. 2473 Union Lane, Trysull Soil from embankments are 1 metre into the highway. Clarence informed (ref. 182480). Clerk has forwarded all letters to Mr. Wright. 2484 Public Phones, Trysull & Seisdon Kiosk on Seisdon Road, Trysull to be assessed by the Field Officer. 2494 Fingerpost, Seisdon Road Letters forwarded to Mr. Wright. 3
2495 Shinton s Meadow Letter received from Mr. Skelton stating his term of office as our nominated Trustee ends on 2 nd June 2009. 2496 Locality Forum meeting Mark Jenkinson will attend our April meeting. Our meeting will begin at 6.45 p.m. 2498 Community Maintenance Gang Clerk has written to Mr. Wright. 2501 Plaques Clerk has ordered two large plaques from Shaw & Sons. 2504 Seisdon Road sign The letter d is missing from Seisdon. Clerk has notified Andy Perry at Codsall 2505 The Croft, Trysull Acknowledgment received from Codsall. 2506 Parking of Coach on Seisdon Road and Feiashill Road Letter received from Mr. Wright stating that no coach was present when inspected. Without restrictions it will be difficult to stop the coaches parking. Letter from Inspector Chapman stating this matter will be looked into but requesting the Police be notified when the coaches are present. 2507 Caravan, Feiashill Road Being investigated by the Planning Department. 2509 Preferred Spatial Strategy Consultation Mrs. Lowe reported that she and Cllr. McCardle attended the meeting at Wombourne which proved informative. Mrs. Lowe outlined the issues and stated that a Settlement Hierarchy has been established with Trysull classed as a small service village and Seisdon classed as a lesser settlement. It was agreed the Parish Council do not have any strong concerns and Councillors were given a form and Mrs. Lowe agreed to fill out a form on behalf of the Parish Council. Letter received from Codsall Parish Council raising their concerns about the Settlement Hierarchy.
