1946 2015 The Patter Parade The American Legion Parkville Post 183 September October 2018 For God and Country, we associate ourselves together for the following purposes: To uphold and defend the Constitution of the United States of America; To maintain law and order; To foster and perpetuate a one hundred percent Americanism; To preserve the memories and incidents of our associations in the Great Wars; To inculcate a sense of individual obligation to the community, state and nation; To combat the autocracy of both the classes and the masses; To make right the master of might; To promote peace and goodwill on earth; To safeguard and transmit to posterity the principles of justice, freedom, and democracy; To consecrate and sanctify our comradeship by our devotion to mutual helpfulness POST COMMANDER Joseph L. Cascio, Sr. 4106653494 S.A.L. SQUADRON COMMANDER William Downing 4102927009 A new Legion year has begun and I m off to a bit of a rocky start. I had surgery the first week of August. The surgery went well and I am feeling fine. Although I cannot drive yet, it won t be long. I wish to thank everybody for your well wishes. I am looking forward to the upcoming year and hope we can do more things as a Post. Something to put us in a New Direction. There are so many directions we need to explore as a post and where we're going from here. I still believe in the Post to be Resurrected but only time will tell. Right now we need to do more things to get us on a map, to let people know we're still around. I would like to thank my Post officers from last year for their dedication and work and looking forward to a new year working with the newly elected officers. The position of SergeantatArms is open. If you are interested, please contact me. I know I need to listen to other people and I respect everyone s views. With your support we will move in a positive direction. Sunshine to Storms and back to sunshine in a matter of minutes. And to top it all, a lot of wet basements are left behind. Oh well, we'll make it through it all. The Squadron wants to thank all who donated items to our SAVERS collection project. So far the total pounds for the two collection dates is 2167 lbs. We have one final donation date for those who missed the first two. It's September 22, 2018 from 10:00 am to 11:00 am. If you have items that you can't store until then please let us know and we'll attempt a pickup. On July 18, 2018 we held our annual Conqueror's Banquet at Rosedale Post #180. The event was a great success. Over 150 participants were served Mike Read's fantastic Spaghetti dinner. A special thanks goes out to all who volunteered their time to help serve the attendees. UPCOMING EVENTS We're going back to LEDO'S Pizza on October 15, 2018 (5:00 pm 9:00 pm) for another fund raising gathering. Again, a portion of their proceeds will be donated to the SAL, which will be utilized for our veteran related programs. Please bring the family for a fantastic dinner and a great time on this night and help make this a great event. Save the Date: The George Grossnickle Annual Bull and Oyster Roast will be held on February 23, 2019. Last year s event was great. We are striving to step it up a notch next year. The Patter Parade SEP OCT 2018 POST CONSTITUTION AND BYLAWS The American Legion, Department of Maryland adopted a Resolution during the Department Convention in Ocean City on July 12, 2018, to amend its ByLaws to conform to the ByLaws of the National Organization by removing all reference to bonds or surety bonds and replacing with reference to crime and fidelity insurance. Therefore, the ByLaws of The American Legion, Department of Maryland, Parkville Post No. 183, Incorporated, shall be amended to read: A new Article XVI Monies and Collections, Section 1. is added as follows: "All Post officials, employees and volunteers handling American Legion monies and negotiable instruments shall be covered by crime and fidelity insurance with a good and solvent insurance company, to cover at least double the average amount of funds handled in a single year, which amount is to be determined annually by the Post Executive Committee. In case of delinquencies in the payment of amounts due Department or National Headquarters, action shall be taken at once by the proper officials to bring about a speedy and complete settlement. The crime and fidelity insurance provided for Post officials, employees and volunteers shall be approved by the Post Finance Officer, the Post Judge Advocate, and the Post Executive Committee." All reference to bonds or surety bonds in the Post ByLaws Article III Post Executive Committee, Section 2. and Article IV Duties of Officers, Section 5. Finance Officer are removed with those sections amended to read: "A required crime and fidelity insurance policy shall be maintained with a good and solvent insurance company, to cover at least double the average amount of funds handled in a single year, which amount is to be determined annually by the Post Executive Committee, and such insurance coverage shall be approved by said Committee and the Post Judge Advocate. Production of the crime and fidelity insurance policy shall be required, with the name of the insurance company, policy number, amount thereof, and paid premium noted at the regular membership meeting next following the receipt." A Report from Robert Filippi Membership is the LIFE BLOOD of OUR ORGANIZATION At our last membership meeting Mr. McFaul, Sr. brought to our attention articles by our Department Commander, 1st and 3rd Vice Commanders mentioning membership in the current issue of the Free State Warrior. It generated much additional conversation around membership which we thought was appropriate at this time in our Post history. Some of the things that came to mind after hearing and reading were: Declining membership since the mid 90 s Lack of addressing the problem A very aging membership Lack of attendance at meetings (2025 average in attendance) Very few new members joining the Post No new members coming up through the ranks to fill vital positions now or in the future What does this mean, if not addressed, to our future? Using the information from the National database, the following statistics were created. The data regarding age was created using members (749 members) who have their birth date on file (75% of 992 members ). Age Averages 80.7 average age of Post 183 88.6 average age of members 80 yrs and older 81.4 average age of members in Parkville 79.0 average age of members in Perry Hall 67.0 average age of members in Towson Members Locations 91% (904 mbrs.) live in Maryland 9% (88 mbrs.) live out of state 29% (285 mbrs.) live in Parkville 21% (207 mbrs.) live in Perry Hall/Towson 4
