Regular meeting of Council opened in the new chambers at 112 Water Street at 7:35 P.M. with Mayor Terry Barnes presiding. In attendance were Deputy Mayor Sonia Williams, Clr. Hayward Blake, Clr. Patrick Haire, Clr. Gordon Stone, Clr. Tony McCarthy and Clr. Kathy Tetford. Also in attendance were Lisa Carroll, CAO Town Manager, Linda Chafe, Secretary/Accounts Receivable Clerk, Patrick Hearn, Works Superintendent, Erica Pardy, ECO, and Mike Adam, Stadium Facility Manager. Minutes of regular meeting of June 17, 2015 were adopted as presented by motion of Deputy Mayor Williams and seconded by Clr. Stone Motion Carried. Unanimously Motion #15-112 Minutes of special meeting of June 25, 2015 were adopted as presented by motion of Clr. Haire and seconded by Clr. Tetford. Motion Carried. Unanimously Motion #15-113 Business Arising from Minutes Maintenance Worker Job Vacancy Correspondence Dept. of Tourism Motioned by Deputy Mayor Williams and seconded by Clr. Tetford to hire two outside workers as recommended by Human Resources Committee. Motion Carried. Unanimously Motion #15-114 Mayor Barnes tabled correspondence from Minister Darin T. King, for Business, Tourism, Culture & Rural Development advising approval for a visitor information centre grant for $5,000 for the 2015 operating season. Dept. of Municipal Affairs Mayor Barnes tabled correspondence from W. David Clarke, Municipal Affairs 2015 Budget Submission Analyst advising that a review of the Town s 2015 Budget submission has been completed with minor calculation and recording errors corrected resulting in a budgetary surplus of $5,599. Dept. of Municipal Affairs Relay for Life Recreation NL Mayor Barnes tabled correspondence from Kim MacPherson, Manager of Municipal Training Programs for the Dept. of Municipal & Intergovernmental Affairs requesting Councils assistance to identify eligible individuals to receive Municipal Long Service Awards at the MNL AGM in November, 2015. The completed form must be received by September 15, 2015. Deputy Mayor Williams questioned if anyone was in charge of seeing who may be eligible to receive a Municipal Long Service Award. CAO checking into. Mayor Barnes tabled correspondence from Kimberly Efford,Chair for Relay for Life, Canadian Cancer Society inviting Councillors to attend the Trinity Conception Relay for Life ceremonies on Saturday, at 11 a.m.,september 12 th, 2015 at Upper Island Cove Ballfield. Mayor Barnes tabled correspondence from Tina Auchinleck-Ryan, Chair for Recreation NL s Physical Activity Advisory Committee advising that Recreation NL in partnership with the Dept. of Tourism, Culture and Recreation are working to bring awareness of the importance of physical activity for all ages and abilities through it s Find Your Fit, Physical Activity Campaign and Particip Action Teen Challenge Program. Minutes-NL Summer Games-Funds Epilepsy NL Thank-You Chrissy Glavine Earle s Riding Horses -2- Mayor Barnes tabled a copy of Minutes- for the 2012 NL Summer games committee held on June 18, 2015 at 2P.M. at the Hr. Grace Town Office. The purpose of the meeting was to discuss the distribution of the funds remaining from the 2012 NL Summer Games hosted by the Town s of Carbonear and Hr. Grace. The remaining funds will be referred to as the Legacy Fund. There is approximately $54,000 remaining and it was proposed using a portion of the funds for sport related projects in each town and the balance would be used for scholarships. Representatives from each Town would take it back to their respective Council s for discussion. Mayor Barnes advised that each Town had donated $25,000.00 dollars to the 2012 Summer Games and this was the remaining balance. The committee wanted to put in place a different criteria which would help kids with the cost of going away. Also looking at the possibility of building of an outdoor ball hockey rink. Mayor Barnes tabled correspondence from Gina Hartmann, Community Information Officer, Epilepsy NL thanking Council for their donation. Mayor Barnes tabled correspondence from Chrissy Glavine requesting sponsorship of her daughter, Sara in the 2015 Special Olympics Torch Run. Motioned by Clr. Tetford and seconded by Deputy Mayor Williams to donate $50.00 to Sara Glavine for the 2015 Special Olympics Torch Run. Motioned Carried. Unanimously Motion # 15-115 Mayor Barnes tabled correspondence from Reg Earle owner/operator for Earle s Riding Horses advising council that they offer a fun-filled morning or afternoon for $10.00 per child and a group rate of $7.00 per child which includes pony and hay rides, mini golf, bouncy castle and a ride on the Kiddie Express Train. Mayor Barnes requested having an advertisement for Earle s Riding Horses placed on Town s Face Book page. Also send a copy to the Splash Centre. Elizabeth Earle-DePiero Mayor Barnes tabled correspondence from Elizabeth Earle-DePiero(Libby) advising Council she will not be sponsoring the Swim to the Kyle event this year due to insurance liabilities and health issues. Ms. Earle-DePiero requests that if the Town decides to handle the swim that Council fax back correspondence stating the Town is claiming responsibility for the swim to the Kyle. Clr. Blake advised Council that due to liability issues the Town was never responsible for the swimming to the Kyle and it was at swimmers own risk. Council recognized the significant of this event and a Committee was formed to plan all the activities. Morgan Chollet Desmund Spurrell House-Application Mayor Barnes tabled correspondence from Morgan Chollett who was submitting her name to serve as a volunteer on the Heritage and Redevelopment Committee. Mayor Barnes requested CAO submit Ms. Chollet s name to the Heritage/Redevelopment Committee. Mayor Barnes tabled an application from Desmund Spurrell to build a residential dwelling at 429 Southside Road. Motioned by Clr. McCarthy and seconded by Clr. Haire to approve Mr. Spurrell s application to build a residential home at 429 Southside Road subject -3-

Desmund Spurrell House Application to all town Development s Standards, well approval by Service NL and sewer connection to Town with stipulation that applicant must build house at the required elevation to hook into Town sewer. Motion Carried. Unanimously Motion #15-116 Steve Earle Mayor Barnes tabled an application from Steve Earle to build a garage at 20-24 Garage Application Pike s Road. Motioned by Clr. McCarthy and seconded by Clr. Stone to approve Mr. Earle s application to build a garage at 20-24 Pike s Road subject to all Town Development Standards. Motion Carried. Unanimously Motion #15-117 10910NL Ltd. Ted Penney C.B. Museum-Founders Day Terry Fox Run Mayor Barnes tabled correspondence from CEO, Terrance Penney owner/operator of 10910 Newfoundland Ltd. requesting council issue a permit for site preparation for a residential subdivision on both sides of the Old Carbonear Highway. After discussion it was motioned by Clr. Stone and seconded by Clr. Blake that CAO meet with developer and Clr. Haire as soon as possible and request an application for development with engineered drawings before the next Council meeting. Motion Carried. 6 Ayes, 1 Nay Clr. Tetford Motion #15-118 Mayor Barnes tabled correspondence from the C.B. Museum inviting Mayor & Councillors to Founders Day on Sunday, August 2 nd at 2:00PM. RSVP by July 27/15. Mayor Barnes tabled correspondence from Maureen Robinson, Chair for Harbour Grace Terry Fox Run seeking support for the Walk/Run being held on St. Francis Field on September 20, 2015. Motioned by Clr. Tetford and seconded by Clr. Blake to support the Harbour Grace Terry Fox Run and accept invoice for T-Shirts in the amount of $160.00. Motion Carried. Unanimously Motion #15-119 New Business Staff Barbecue Committee Reports Mayor Barnes advised Council that the Staff Barbecue will take place on Friday, July 24 at 7:00 P.M. Capital & Public Works Committee Traffic-Transport Trucks College Lane Hr. Grace Cold Storage Clr. Haire advised Council that a lot of tractor-trailers are using Water Street and Council is working on an alternate route to eliminate wear & tear of our roads. Possibility having tractor trailer & trucks pay a fee. Clr. Tetford questioned if funding left over from College Lane will go towards the next phase of Harvey Street or put on the priority list? Clr. Blake suggested that with all the activity at the Harbour Grace Cold Storage a specific route is needed for trucks. -4- Pavement-Harvey St. Clr. Tetford questioned if the deficiencies in the pavement on Harvey Street to

Cabot Street will be fixed. Pat Hearn, Work Superintendent to look into. Southside Well Sidewalks-barricades Clr. Stone advised that the tender for Southside Well is over budget and questioned if the extra funding from College Lane could be used. Clr. Blake noticed that barricades have been placed on areas in sidewalks that need repairs and questioned why it is taking so long. Pat Hearn, Works Superintendent advised waiting on contractor. Housing/Environment/Sanitation Committee Shep Enterprise-Senior Deferred till next meeting. Complex Ken & Kathy Tetford Application-Build Deferred till next meeting Economic Development/Tourism/Heritage Committee Marine Industrial Park Tidy Towns Clr. Blake felt that the presentation on the proposed Marine Industrial Park was very informative and the Economic Development Advisory Committee is planning a possible meeting with the premier. Clr. Blake advised that the Town has signed up for Tidy Towns and judging will take place in August. Human Resources/Parks & Recreation Committee Hiring/Vacancies Deputy Mayor Williams advised there has been some hiring and more in the future. S.W. Moores Memorial Motioned by Deputy Mayor Williams and seconded by Clr. McCarthy to Stadium-Rentals increase minor hockey rental rate to $150.00, recreation hockey to $175.00 and general skating to $5.00. Motion Carried. Unanimously Motion #15-120 Playgrounds Motioned by Deputy Mayor Williams and seconded by Clr. Tetford to approve the purchase of new playground equipment. Motion Carried. Unanimously Motion #15-121 Fire Dept. Liaison Emergency Management Plan Clr. Blake advised that their Committee are in the final stage of completion of the Emergency Management Plan. Civic Events Liaison -5- Thank-You Mayor Barnes requested a thank-you letter sent to all members of the Civic Events

Stadium Managers Report Tabled Financial Report Tabled Public Works Superintendent Report Tabled CAO/ Report Tabled Committee thanking them for their support and hard work. Also extend an invitation to the staff barbecue. Mayor Barnes left chambers at 8:30P.M. and returned at 8:33P.M. Clr. McCarthy left chambers at 8:31P.M. and returned at 8:33P.M. Councillor s Concerns Recycling Program Budget-Expenditures Water Meter Thicket-Water Guardrails-Bears Cove Kyle-Committee Clr. Stone and Clr. McCarthy are checking into cost per household and tipping fees associated with recycling. Clr. Stone requested the Finance Committee meet to review budget expenditures. Re: Playground equipment etc. Clr. McCarthy requested Public Works & Finance look at having a water meter installed at the Harbour Grace Cold Storage due to high volume of usage. Clr. Tetford questioned when the water would be turned on in the Thicket? Pat Hearn, Works Superintendent advised hoping for Friday. Clr. Tetford questioned if guardrails are going to be installed in Bears Cove. Pat Hearn, Works Superintendent advised Council he is hoping to have completed. Clr. Blake wished to thank publicly Kyle Committee members: Jean & Pat Haire, Bonnie & Philip Sheppard, Ford & Joy Sparkes, Lona & Gordon Stone, Dave & Emily Bishop, Lisa Carroll, Erica Pardy and Mike Adam for all support and hard work. Civic Events Committee Deputy Mayor Williams wished to thank publicly Civic Events Committee members: Peggy Hearn, Patsy Barnes and Michelle Pike for all their hard work and successful Canada Day Celebrations. Southside Well Finance Committee Motions After discussion it was motioned by Clr. Haire and seconded by Clr. McCarthy to approve an overrun of $37,000.00 of the budget for Southside well due to the well having to be encased. Motion Carried. 6 Ayes, 1 Nay Clr. Blake Motion #15-122 Clr. Blake questioned why over run on budget for Southside Well hadn t been discussed with Capital & Public Works Committee prior to the Council meeting as per Council s policy. Clr. Stone requested Finance Committee Meeting to review budgetary spending. Mayor Barnes advised Council that motions make at the regular Council meetings should be discussed at the 6:00 meeting. -6- Meeting adjourned at 8:45 P.M. by motion of Clr. Stone and seconded by Clr.
