JAIL EXPANSION GROUND BREAKING CEREMONY SPEECH BY SHERIFF ROGER SCOTT This transcript was taken 06/15/2016 From a speech entitled Finally a Jail! by Roger Scott DeKalb County Sheriff at the Jail Expansion Ground Breaking Ceremony Page 1 of 1 Sheriff Scott Comments Ground Breaking DeKalb County Jail June 5, 2016 Finally a Jail Responsibility Fulfilled In June of 1990, this Blue Book was the first study of many regarding our jail built in 1980. Those of you who have been in my office may be surprised that I was able to find anything much less a report from 1990. This report by the National Institute of Corrections stated, that the jail built in 1980 was crowded in 1990. It was the beginning of the discussion, debates, more studies, and votes that have brought us to where we are today 26 years later. Thanks to all the County Boards and administrators past and present, the City of Sycamore, and County citizens who brought us to this day. As we look over my shoulder to the east at the current Public Safety Building and jail we know that building, thanks to those who developed and brought it into being, we know that building will continue to serve as the Public Safety Building for the Sheriff, Coroner, and E.S.D.A. well into the future, a testament to quality planning, which I believes carried on with the construction of this Jail Expansion. Today we celebrate not a building, but a fulfilled responsibility. This jail expansion does not qualify as a passion of mine, but is a mandated responsibility that we in DeKalb County have to provide a safe and secure county jail. It is a shared responsibility involving the Office of Sheriff, County Board, and the entire county community. It should also be noted that there is only one county jail in DeKalb County, some towns have holding facilities, but those who do not get bonded out, almost always end up in our county jail for as long as determined by the Courts. This expansion project will meet many needs and responsibilities. First, let there be no mistake the purpose of this jail is to preserve the safety of the vast majority of citizens, from those individuals who impose their desires over the rights of others. The title on the building will be the DeKalb County Jail, there will be no fancy words to cover the stark reality of its purpose. As sad and unfortunate as it is there will always be a need for jails in this imperfect world made up of imperfect people like us and it will remain that way until the return of the perfect king and his world. An equally important responsibility fulfilled is the need for a modern facility that provides for the medical and mental health of inmates not because it is required but because it is the right thing to do. Space is allocated to provide expanded emotional, spiritual counseling and much more. Not all who are incarcerated will take advantage of the opportunities presented, but some will and their lives will change for the good. The DeKalb County community will be better because opportunities were given to those who spent time in the DeKalb County Jail. Another fulfilled responsibility with this jail expansion that the Citizens of DeKalb County can be proud of is that it is a safer facility for the heartbeat of any jail or corrections facility, the men and women of the Sheriff s Office who work there 24/7, 365 days a year.
