XVII point information as per provision of clause (b) of Sub Section (1) of Section 4 of Right to Information Act, 2005 Section 4(1) (b) (i): particulars of its organizations, functions and duties; BACKGROUND Himachal Pradesh Krishi Vishvavidyalaya (now Chaudhary Sarwan Kumar Himachal Pradesh Krishi Vishvavidyalaya) is an Indian Council of Agricultural Research (ICAR) accredited and ISO 9001:2000/9001:2008 certified institutions. It was established on 1st November, 1978. The College of Agriculture (established in May, 1966) formed the nucleus of new farm University. The University has been given the mandate for making provision for imparting education in agriculture and other allied branches of learning, furthering the advancement of learning and prosecution of research and undertaking extension of such sciences, especially to the rural people of Himachal Pradesh. Over the years, this University has contributed significantly in transforming the farm scenario of Himachal Pradesh. Today, the State has earned its name for hill agricultural diversification and the farming community has imposed its faith in the University. Academic Programmes The University has four constituent colleges. The College of Agriculture has 13 departments, Dr.G.C.Negi College of Veterinary & Animal Science has 17 departments, the College of Home Science has 5 departments and the College of Basic Sciences has 4 departments. These colleges offer 6 Bachelor Degree programmes and the Dean, Post Graduate Studies offers 30 Masters Degree & 17 Doctoral Degree programmes. At present 1142 students are on roll and more than 5281 students have passed out from the University since its inception. 2 Bachelor degree programmes = 6 B.Sc. (Hons.) Agriculture, B.V.Sc. & A.H., B.Sc. Basic Sciences, B.Sc. Home Science (Hons.) & B.Tech. (Food Science & Technology). Masters Degree programmes = 30 (11Agri. 12 Vety.& AH, 4 Basic Science & 3 H.Sc.) Doctoral degree programmes = 17 (7 Agri., 7 Vety. & AH, 2 Basic Science and 1 H.Sc.) Research Activities: The Directorate of Research coordinates research in the field of agriculture, veterinary and animal sciences, home science and basic sciences. Priority is given to location specific, need based and problem oriented research with multi disciplinary approach at main campus, 5 research stations (Bajaura, Dhaulakuan, Kukumseri, Sangla and Kangra) and 9 sub stations (Malan, Nagrota, Salooni, Akrot, Berthin, Sundernagar, Katrain, Leo and Lari) spread over in all districts of the state (except Solan and Shimla). Extension Education: The Directorate of Extension Education shares the responsibility for planning, implementation and coordination of various extension education programmes of all the departments of four constituent colleges and research stations in close collaboration with the State Departments of Agriculture, Animal Husbandry, Fisheries and other concerned departments and institutions. It conducts a large number of trainings for farmers, livestock keepers, farm ladies, rural youth, etc at main campus and at its eight Krishi Vigyan Kendras (Farm Science Centres) at Bajaura, Dhaulakuan, Hamirpur (Bara), Una, Mandi, Kangra, Berthin and Kukumseri. Agricultural Technology Information Cente is serving as single window service to the farmers.

Due to the strenuous efforts during the past twenty nine years, the state has traversed new paths of progress and has become almost self sufficient on the food front. Harvests have become bountiful and the socio economic status of the farming community has undergone a sea change. Achievements and allied activities of the Directorate of Extension Education: The Directorate of Extension Education continuously plans, executes, coordinates and monitors various extension education programmes of the university. It also supervises and controls field activities of Extension Specialists of various disciplines as a routine matter. In order to effect close collaboration and co ordination of the extension education activities of the university with those of the concerned state government and allied departments, the Directorate and KVKs are maintaining close linkages with the line departments (Agriculture, Horticulture, DRDA, ATMA, Rural Development, Mid Himalayan Project, Animal Husbandry, Sericulture),Self Help Groups / FIGs / Mahila Mandals, Private organizations like IFFCO, Banks and different NGOs in all the districts of the state besides ICARnetwork and other Agricultural Universities for following activities: Staff Strength: 1. 4 12. Estate Officer 13. Students Welfare Officer 14. Librarian The functions and duties of the above referred officers are as under: i. Chancellor a. The Governor of Himachal Pradesh by virtue of his office is the Chancellor of the University. b. The Chancellor is the Head of the University and when present, presides over any Convocation of the University.Every proposal to confer an honorary degree is subject to confirmation by the Chancellor. ii. Vice Chancellor: a. The Vice Chancellor is the principal executive and academic officer of the University. b. The Vice Chancellor exercise general control over the affairs of the University and is responsible for due maintenance of discipline and order in the University. c. The Vice Chancellor is responsible for the proper administration of the University and for a close coordination and integration of teaching, research & extension education. iii. Dean, College of Agriculture: The Dean, College of Agriculture is responsible to the Vice Chancellor for all matters concerning the college of Agriculture. iv. Dean, College of Dr. G.C. Negi COVAS: The Dean, College of Dr. G.C. Negi COVAS is responsible to the Vice Chancellor for all matters concerning the college of Dr. G.C. Negi COVAS. v. Dean College of Home Science: The Dean, College of Home Science is responsible to the Vice Chancellor for all matters concerning the college of Agriculture. vi. Dean College of Basic Scienes: The Dean, College of Basic Scienes is responsible to the Vice Chancellor for all matters concerning the college of Basic Sciences. vii. Director of Research: The Director of Research is responsible to the Vice Chancellor for the direction and co ordination of research programmes in the fields of the University as well as efficient working of the research Stations. viii. Director of Extension Education: The Director of Extension Education is responsible to the Vice Chancellor for extension programmes of the University.

5 ix. Registrar: x. Comptroller: The Registrar is responsible to the Vice Chancellor of the University and is ex officio Secretary of the Senate, Board of Management and Academic Council of the University. The Comptroller is responsible to the Vice Chancellor for all matters pertaining to the accounts of the University including the preparation and presentation of the budget and statement of accounts. xi. Estate Officer: The Estate Officer of the University is responsible to the Vice Chancellor for the custody, maintenance and management of the buildings and all other properties of the University. xii. Students Welfare Officer: The Students Welfare Officer in the University is responsible to the Vice Chancellor for all matters concerning the students welfare. xiii. Librarian: The Librarian is responsible to the Vice Chancellor for all matters concerning the University Library. The other employees of the University are supposed to perform the duties as assigned to them by their respective Controlling Officers. The duty norms for various categories of administrative and supporting staff of this University have been prescribed keeping in view the nature of job against which each employee has been appointed which serves as a guide to all units to bring up efficiency in the performance of their duties. All the non teaching employees will be guided by these norms notwithstanding that these are the general norms and the employees are expected to perform any type of duties which are assigned to them by their immediate officers. The duty norms have also been up loaded on the University website. 4(1)(b)(iii) Decision making process of the University: The University functions as per the Himachal Pradesh Universities of Agriculture, Horticulture and Forestry Act, 1986 (Act No.4 of 1987) and the Chaudhary Sarwan Kumar Himachal Pradesh Krishi Vishvavidyalaya, Statutes, 1988 as amended from time to time. The Senate, Board of Management, Academic Council Extension Council, Research Council, Board of Studies and Finance Commitee are the main decision making authorities in administration, teaching, research and extension education. 4(1)(b)(iv) The norms set by it for the discharge of its functions: The University follows rules and regulations depicted in the various sections of Himachal Pradesh Universities of Agriculture, Horticulture and Forestry Act 1986 (Act No.4 of 1987) and Chaudhary Sarwan Kumar Himachal Pradesh Krishi Vishvavidyalaya Statutes 1988 and State Government rules where University Act and Statute is silent. 4(1) (b)(v) The rules, regulations, instructions, manuals and records held by it or under its control or used by its employees for discharging its functions:

8 Powers and functions of the Senate: a) The Senate shall review the broad policies and programmes of the University and suggest measures for the improvement and development of the University. b) Consider and pass resolution on the annual report, annual accounts, financial estimates and audit report on such accounts of the University. c) Advise the Chancellor in respect of any matter which may be referred to it for advice. 9 Powers and functions of the Board of Management: (1) The Board shall exercise and perform the following powers and functions: a) To review and consider the financial requirements and estimates for the University and approve its budget. b) To make appointments to the posts in accordance with the provisions of the Act. c) To provide for the administration of any funds placed at the disposal of the University for the purposes intended. d) To arrange for the investment and withdrawal of funds of the University. e) To borrow money for capital improvements and make suitable arrangements for its repayment. f) To provide for accepting, acquiring, holding and disposing of property on behalf of the University. g) To direct the form and use of the common seal of the University. h) To appoint such committees, either standing or temporary, as the Board may consider necessary and establish the terms of reference thereof within the purview of the Act or the Statutes. i) To determine and regulate policies relating to the University in accordance with this Act or the Statutes. j) To make financial provision for instructions, teaching and training in such branches of learning and courses of study as determined by the Academic Council within the purposes of this Act and for research and advancement and dissemination of knowledge. k) To provide for the establishment and maintenance of colleges, hostels, laboratories, experimental farms and other facilities necessary for carrying out the purposes of this Act. l) To make provision for instituting and conferring degrees, diplomas, certificates and other academic distinctions. m) To provide for institution, maintenance and award of scholarships, fellowships, studentships, medals, prizes, etc. n) To accept, on behalf of the University, trusts, bequests and donations. o) To meet at such times and in such places, as often as it may deem necessary: Provided that a regular meeting of the Board shall be held at least once in every three months. p) To regulate and determine all matters concerning the University in accordance with the Act and the Statutes and to exercise such powers and to discharge such duties as may be conferred on or imposed upon the Board by this Act or Statutes. (2) The Board may, for purposes of consultation, invite any person having experience in or special knowledge of any subject under consideration to attend a meeting. Such a person may speak in and otherwise take part in the proceedings of such meeting but shall not be entitled to vote at any such meeting. Any person to invite shall be entitled to such allowances for attending the meeting, as may be prescribed.

The academic council shall, subject to the provisions of this Act and the Statutes, have the power to regulate and prescribed all courses of study and determine curricula and shall have general control of teaching and other educational programmes within the University and shall be responsible for the maintenance of standards thereof. 2. It shall have power to make Regulations consistent with this Act and the Statutes relating to all academic matters subject to its control and to amend or repeal such Regulations. 3. In particular, and without prejudice to the generality of the foregoing powers, the Academic Council shall have power to i) advise the Board on all academic matters including the control and management of libraries; ii) make recommendations for the establishment of new colleges, departments, experimental stations, sub stations, professorships, associate professorships and other teaching posts including posts in research and extension education and in regard to the duties thereof; iii) formulate, modify or revise schemes for the constitution or reconstitution of departments or teaching, research and extension education; iv) Make Regulations regarding the admission of students to the University, and determine the number of students to be admitted; v) make Regulations relating to the courses of study leading to degrees, diplomas and certificates;

11 vi) vii) make Regulations relating to the conduct of examinations and maintain and promote standards; make recommendations regarding post graduate teaching, research and extension education; viii) make recommendations regarding the qualifications to be prescribed for teachers in the University; ix) recommend to the Board the conferment of honorary degrees; and x) exercise such other powers and perform such other duties as may be conferred or imposed on it by or under the provisions of this Act.
