Daylight savings time begins this weekend so get to the field and take advantage of the light. March for Parks is on Saturday, March 19. Signing in begins at 8 am. If you have not registered yet please do so at www.co.westmoreland.pa.us/parks Team name is Mon Valley RC. Team captain is John Millard. Important reminder; It is now a requirement that you are registered with the FAA to fly model aircraft. Register at http://www.faa.gov/uas/registration/ Attendance at meetings is crucial to insure that the will of the members is done. The members that attend the meetings control the club. There is an incorrect assumption within our club that the bylaws state that a quorum of 20 members need to be present for a meeting to be valid and approve spending. Article I of our by-laws only states "there must be a minimum of 20 members in attendance" concerning amending the by-laws. Nowhere does our by-laws state that a quorum or any minimum number of members be present to appropriate funds or make any decisions other than amending the by-laws. I encourage all members to carefully read our by-laws regularly. It is a legal document and should be interpreted precisely. When you read the by-laws don't only look for items that support your point of view but also look for items get in the way of what you are trying to do. I must confess that at the March meeting I did not realize that a quorum is not defined or required in our by-laws except to amend the by-laws. I hope this article clears up the confusion on this issue. A few years ago our club adopted Roberts Rules of Order as a guideline in conducting business. It stresses the importance of not conducting business without a quorum being present. I think that the executive committee and officers should write an amendment to the by-laws defining a quorum to do regular business including moving on spending motions that were held over from the previous meeting and advertised to be voted on at the current meeting. It is not good that an important issue can be stalled for several months over being a few members short of a quorum. Remember to plan to attend "The Sky's The Limit" Land Acquisition Celebration Event on May 12 from 4 pm to 7 pm at our field. Many VIPs and news media will be there. Executive Committee s Report EC Meeting 2/27/2016 Bob Hayden, Chairperson Executive Committee All six of the EC members were in attendance. This is much appreciated. Al Kozusko will discuss adding signs at the field requiring FAA registration and AMA membership requirements with the County Parks Department. We would like to inform the general public of these requirements to prevent potential incidents by non-club members. EXECUTIVE COMMITTEE 2016 Rick Altomari James Cannon Mark Szemanski Jack Makepeace Rich Wojnar Bob Haden The EC discussed more specifics for the May 12th acquisition air show including the possibility of recording an FPV flight for the event. A good turnout of static displays and flying demonstrations is wanted to show all attending just how much we appreciate and use the field. The final meeting for March for Parks is on May 2nd. We have finalized a recommendation for the new shelter (location, size, etc.) for membership vote and approval to then approach the County Parks Department to move forward. Bob Haden will prepare a proposal for the use of the adjacent land expanding MVRC to additional special interest groups. Under consideration are the addition of a ROAR RC Model Car track, FPV and quad racing area, 3D flight area, including additional parking and gravel access. Jim Cannon will create a first aid supply list as a first step to update and re-supply our first aid cabinet. Bob Haden will review the field rules and bylaws of other area clubs to determine how to address field and safety rule violations at the MVRC field. ATTENTION.2016 MEMBERSHIP INFORMATION.THERE S STILL TIME TO PAY DUES At the March meeting a motion was made and passed to allow members extra time to pay their dues this year. If you pay your dues $35.00 and the $10.00 late fee by the April meeting you will not have to rejoin as a new member. After April 8, 2016 you will be dropped from the club if not paid in full. Talked with park about updating park rules for flying fields. Park requiring members to display AMA/ Club membership while flying and park is going to require FAA registration to fly. RickA: Has built 3 starting benches, needs them transported. JeffD volunteered his van. Club ladder is missing, in need of new one. MikeB volunteered to find one. MikeE: Reported Al K. needs flyers for May 12, 2016 4-7pm for celebration ceremony for new farm land purchase. Event to be named: Sky's the Limit. Talked about the need for MVRC to submit a plan to use some of the new land. Motion from last meeting to donate $1500 was discussed. Vote was taken and motion carried to donate $1500 to the March for Parks event. Vote 19-0 RonD: Made motion to extend membership renewal til April 1, 2016 with only a $10 penalty. Motion carried. 19-0 MikeE: Made a motion to move April meeting to April 8, 2016 because of Toledo show conflict. Motion carried. 19-0 MikeB: Passed out membership stickers and laminated AMA cards. AMA cards with member stickers must be displayed while flying. Show and Tell: Rick Hamel: Showed and discussed his current project. March 5 MVRC MEETING SHOW N TELL By Lou Marascalco Show and Tell Rick Hamel presented the near complete "plugs" of his modified Rutan Long-Eze composite aircraft. These plugs will be used to make the final molds. His model will be a one of a kind turbine jet version. Other mods include a swept back front canard with upswept tips and retractable landing gear. Wingspan is about 8 feet. Projected weight is around 40 pounds. The planned turbine is JetCat P180 with over 40 pounds thrust so flight envelope will be "in the fast lane"!! Show and Tell When completed, Rick's turbine Long-EZ model will look similar to this full scale. 4

From the Editor Open up the windows and put the screens in! Put the salt and shovels in the shed! Get out the short sleeve shirts, the lawn chairs and canopies and head to the field! Oh yeah, don't forget the planes. Spring is almost here and we will be beginning the best time of the year. Time to check the batteries, chargers, fuel, tires, and all else that goes with another fun filled flying season. By the looks of the winter projects that are in the newsletter it looks like yet another eventful year. We have a great amount of huge events on our plate such as the Sky s The Limit In May, Giant Scale Event in August, electricity at the field, along with some surprises. All successful organizations have committees that meet and plan all year long in order to assure that they are successful. We are no different! Our Executive Committee officers and our board officers are in constant contact, regardless of the time of the season, to assure that everyone's needs and wants, within reason, are being met. We have a manicured field that is the envy of many, we have the friendliest members, we have some of the best pilot's you will ever find, we are compliant with all safety rules and regulations and we are always open to any and all new ideas. Folks, when it comes to the RC hobby you can hold your head up high that you are a member of the Mon Valley RC Club! Well enough small talk, let's get those winter projects and those favorite airframes and let's start flyin! As always we support our troops. Rich 11
