VILLAGE BOARD MEETING REPORT REPORT TO: REPORT FROM: Village Board of Trustees Burt R. McIntyre, President AGENDA ITEM: #6a Review and take action on the appointment of a resident to trustee for Wards 15, 16, and 17 to fill the unexpired term previously held by Jay Faikel ACTION REQUESTED: Ordinance Resolution X Motion Receive/File POLICY ISSUE Who should the Village Board appoint to fill the unexpired term of former Trustee Jay Faikel? BACKGROUND INFORMATION On March 21, Trustee Jay Faikel submitted his letter of resignation to President McIntyre creating a vacancy. At the Village Board meeting on March 28, 2016 President McIntyre suggested the Board appoint Bob Strazishar to fill the unexpired term created by the Faikel resignation. The Board tabled the appointment in order to advertise the opening to allow any others to express interest in the vacancy. Since that meeting the vacancy was advertised through the Village e-notify system. Three individuals have asked to be considered: Bob Strazishar, Cloud Condon, and Chad McAllister. Their letters of interest are attached to this report. State law provides the following for filling Village Board vacancies: 17.24 Vacancies in village offices. (1) Except as provided in s. 9.10, a vacancy in any elective village office may be filled by appointment by a majority of the members of the village board for the residue of the unexpired term or until a special election is held under s. 8.50 (4) (fm) or sub. (2). A vacancy in an appointive office shall be filled in the same manner as the original appointment. The Village Code generally provides that the Village President makes the appointment of any person to a Village committee, commission or board subject to Village Board approval. However, the ordinance does not specifically address the replacement of trustees. The Board should consider an ordinance amendment that lays out a procedure at a future meeting. Consideration of the applicants must be held in open session.

PRIOR ACTION/REVIEW For the last two trustee vacancies, President McIntyre suggested one candidate who then was appointed by the full board. They were Dan Deppeler, who replaced Scott Schumacher, and Adam Lemorande, who replaced David Steffen. RECOMMENDED ACTION POLICY ALTERNATIVE(S) All three applicants have solid ties to our community. Mr. Condon has served diligently as the president of his homeowners association, and Mr. McAllister has served previously on the school board. It is my recommendation that the Board appoint Bob Strazishar to fill the remaining unexpired term of Trustee Faikel. Bob Strazishar has served on the Board and as Village President. He also currently serves on the Plan Commission, which makes him well informed on many projects the Board will need to take action on in the coming months. While the other candidates would certainly be capable additions to the Board, Bob Strazishar has both the experience and technical understanding of the legislative process to have an immediate impact. The Village Board could take the following actions: Appoint Bob Strazishar to the Board Appoint one of the other candidates to the Board Appoint another resident of Ward 15 and 16 to the Board Table the item for additional information Attachment Letters of Interest from each of the three candidates

Bob Strazishar 2949 Lineville Rd Howard, WI 54313 March 22, 2016 President McIntyre: I would like to express my interest to fill the Trustee vacancy in Wards 15-17 in the Village of Howard. I feel that I am a qualified candidate for that position based on both my current and past contributions that I have made for our community. For the past several years, I have served as a citizen member of the Howard Plan Commission. Prior to that, I was honored to be elected to serve as a Trustee in Wards 11 & 12 and then Village President from 1999-2005. During my term as President, I sat on various boards including the Central Brown County Water Authority and The League of WI Municipalities. I was elected by the members of The League of WI Municipalities to serve as a Vice President of that organization. I am a member of St. John the Baptist Parish and have served on the Parish Council both as a Council member and elected by its Council members to serve as the Council President. I am a current member of the Howard-Suamico Business & Professional Association. In the past, I have served the HSBPA both as a Board member and as its President. I have been the editor of The Community Bulletin for the HSBPA for the better part of two decades. I have been employed by CVS/pharmacy for the past 16 years and manage a 24-hour location in Appleton. Thank you in advance for your consideration on this request. I have been a resident of the village for the past eleven years, and I currently reside at 4232 Gaibrelles Gate, Howard Wisconsin. During this time, I have been employed at the Sanimax Company, currently functioning as Director of Leather Support. I have worked in the leather industry for over 41 years. I have served in management positions in Procurement, Sales and Operations, including but not limited to VP of operations, General Manager, Director of Global Operations, and Director of Global Procurement. I have traveled internationally for many years across North America and in China, developing business and working relationships with a variety of different socioeconomic and demographic backgrounds. My duties have also required detailed feasibility studies of opening satellite facilities across North America and Canada. This includes assessing and implementing a fully functional and sustainable operation, including facility needs, labor market, transportation, and environmental needs to name a few. Other career highlights include overseeing the construction from the ground up of fully operational leather processing facilities and many additions to existing processing facilities, waste stream and environmental infrastructure improvements. I was involved with multiple acquisitions within our industry and in many cases I managed operational improvements to these facilities. Over the course of my career I have served on the boards of the OAMP, PAMP, AAMP, and the USHSLA, and I currently serve as the President of the SCHOA. During our time in Cleveland Ohio I served as the Chairman of the building committee of the South West Community Church overseeing the construction of the new church building. Finally, I have coordinated the building of four custom homes for my family. In the course of fulfilling my professional and personal responsibilities I have met and worked with many municipalities across North America and in China. My experience in working diligently and respectfully with planning commissions, zoning boards, trustee boards, environmental boards and City and Village Administrative Boards makes me confident that my skill set would be a valuable contribution to the Board of Trustees of Howard and for the residents alike. I respectfully request the opportunity to serve as the trustee for Wards 15-16-17. It would be my goal to represent the needs of the constituents served by this seat while working to ensure future successful ventures and relationships for the entire Village of Howard, WI. As a lifelong resident of the area I think that I have a unique perspective that I can bring to the Village of Howard Board of Trustees. I could spend a great deal of time speaking of my civic experiences. I could talk about how I was elected to the Howard Suamico School Board at the age of 19 and served for six years as both member and as Vice President. I was the Board s municipal liaison with the Village of Howard and served as one of the District s representatives to the Wisconsin Association of School Boards. Or, I could talk about how since leaving the School Board I have been a Social Studies teacher, International Baccalaureate Coordinator, and Social Studies Department Chair in the Howard Suamico School District. Finally, I could discuss how I have been a lifelong member of St. John the Baptist Parish. However, rather than talk about things I have done in the past I think it more important to describe what my goals as a member of the Howard Village Board would be. If appointed, I plan on providing a fresh perspective to the Village Board by truly representing the interests of Wards 15 17 rather than the interests of the real estate developers. I would work to bring responsible development to the western portion of the village that is respectful of the wishes and desires of the residents of the area many of whom have lived in the area for most, if not all, of their lives. I will work diligently to ensure that the voices of western Howard are represented on the Village Board. By doing so, I believe I will be representing the long term interests of the entire village.
