(CHILD PROTECTION UNIT) F, No. 61(1042)/CWC (Sele.)/DD(CPU)/DWC0/2016-17/ Dated: Oi or' )4DI Minutes of the Meeting of the State Level Selection Committee (SLSC) held on 27.04.17, 28.04.17, 29.04.2017, & 01.05.2017 11:00 am onwards in the Department of Women & Child Development for the Selection of Chairpersons & Members Child Welfare Committees (CWCs). The meeting of State Level Selection Committee was held on 27.04.17. 28.04.17, 29.04.2017 & 01.05.2017 to select and recommend the eligible candidates for the post of Chairperson & Members, Child Welfare Committee. In order to fill in the vacancies (both existing and prospective) in the Child Welfare Committees, by way of conducting interviews of eligible candidates, the Govt. of NCT of Delhi has under notification F. No. 61(998)/Constitution of SLSC/DD(CPU)/DWCD/2016/37381-394 dt. 15.02.2017 constituted a Selection Committee under Rule 87 of the Juvenile Justice (Care & Protection of Children) Model Rules, 2016. The Selection Committee comprising the following had been notified. 1. Hon'ble Justice Ms. Sunita Gupta, (Retired) Delhi High Court Judge - Chairperson 2. Sh. Shurbir Singh, Director, Department of Women & Child Development - Member Secretary 3. Sh. Rakesh Bhatnagar, Secretary, Delhi Commission for Protection of Child Rights - Member 4. Ms. Bharti All (Co-Director), HAQ: Centre for Child Rights-Member 5. Mr. Avinash Kumar Singh (Senior Manager), Save the Children India, Delhi State Program Office - Member 6. Prof. Naved lqbal, Department of Psychology, Jamia Millie Islamia - Member 7. Prof. Archana Dassi, Department of Social Work, Jamia Millie Islamia- Member 1, The Selection Committee presided over by Hon'ble Justice Ms. Sunita Gupta, (Retired) Delhi High Court Judge, conducted interviews for selection of Chairpersons & Members, Child Welfare Committees. 2. The Director, WCD being the Member Secretary, SLSC briefed the Committee about the role/functions, selection process and honorarium paid to the Chairperson & Members of the Child Welfare Committee. 3. The Selection Committee was informed about the vacant positions of CWCs i.e. the tenure of 04 CWCs is going to expire on 09.05.17 and 01 CWC on 18.12.17. In addition to this, the Deptt. is in the process of setting up of CWC-IX. Also, presently there is 01 vacant position of Member each at CWC, Lajpat Nagar and Mayur Vihar.
4. The Committee was also requested to recommend a panel of names which shall be utilized jn future as and when vacancy arises in CWCs. The panel shall be valid for a period of one year from the date of recommendation. 5. The Committee was given a brief on the relevant provisions as per Juvenile Justice (Care & Protection of Children) Act, 2015 and Juvenile Justice (Care & Protection of Children) Model Rules, 2016. The same read as under :- Section 27 (4) - no person shall be appointed as a member of the Committee unless such person has been : actively involved in health, education or welfare activities pertaining to children for atleast seven years Or is a practicing professional with a degree in child psychology or psychiatry or law or social work or sociology or human development. Rule 15 (3) -...the Chairperson and the members shall be above the age of thirty-five years and shall have a minimum of seven years of experience of working with children in the field of education, health, or welfare activities, Or should be a practicing professional with a degree in child psychology or psychiatry or social work or sociology or human development or in the field of law or a retired judicial officer. i. iv. Rule 88 (5) -...a member selected by the Selection Committee should not: be holding such full-time occupation that may not allow the person to give necessary time and attention to the work of the Board or the Committee as per the Act and rules; be associated with any Child Care Institution, directly or indirectly, during his tenure as a member of the Board or Committee or have any other conflict of interest hold any office in any political party during his tenure, or be insolvent. In addition to this, no person shall he considered for Selection as a Chairperson or Member the Child Welfare Committee, if she/he- i. has any past record of violation of human rights or child rights; ii. has been convicted of an offence involving moral turpitude and such conviction has not been reversed or has not been granted full pardon in respect of such offence; iii. has been removed or dismissed from service of the Central Government or a State Government or an undertaking or corporation owned or controlled by the Central Government or a State Government; iv. has ever indulged in child abuse or employment of child labour or any other violation of human rights or immoral act. The Committee was informed that the Department received 156 applications for the said post out of which 122 candidates were shortlisted, whereas 13 candidates were found to be under aged on the basis of age criteria as welt as education and experience that has already been spelt out under the Juvenile Justice (Care & Protection of Children) Act, 2015 and the Juvenile Justice (Care & Protection of Children) Model Rules, 2016. 20 candidates were not found eligible as they are not fulfilling the statutory requirement under the Act and one application was received after due date. 7.
