The Mayor s Foreword The Statistical Yearbook of Jerusalem, published by the Jerusalem Municipality and the Jerusalem Institute of Israel Studies, has proved itself over many years to be an essential resource in our never-ending work to strengthen and improve Jerusalem. The wealth of information contained within each Yearbook contributes not only to policy planning but also to the ability to efficiently monitor performance and implementation. Moreover, it assists us to create and promote effective databased policy and also provides indicators with which to measure success. For the Municipality, correct management is key to advancing Jerusalem, and this must be based on excellent data, supervision and constant re-assessment. This approach is yielding fruit: the city has of late become much more attractive to young people, visitors and entrepreneurs. We can see clear evidence of that in the data published in this new edition of the Yearbook. There is more news to be found within these pages as well: 2013 saw a 20-year record for the construction of new housing units 3,442 in all! This well reflects the wind of change that Jerusalem has been experiencing of late. Furthermore, after about 15 years of falling numbers, 2013 marked the fourth consecutive year in which the number of children in the state and state-religious school systems has grown. In the last two years alone, there has been almost a 7% rise in the number of students in the city s Zionist sector. Reforms in education that were introduced rather recently are showing positive signs too, as the number of children eligible for matriculation certificates has also risen again. Education is not the only sphere claiming some new records. Areas of economic development are taking strides forward as well. Tourism, for example: in 2008, some 2 million tourists visited Jerusalem; the last year saw some 4 million overnight stays, representing a significant increase. The new figures for overnight stays, hotel occupancy and business revenues in this sector point to the fact that Jerusalem is becoming increasingly attractive, both to domestic and foreign tourists. Indeed, Jerusalem is marching forward as a vibrant and fascinating city, which is good to its residents as well as to its visitors. The seeds we have sown in recent years to attain these positive developments are indeed reaping fruit we can see this in all walks of life in the city. And we will continue to improve, to expand and to nurture the many areas that together comprise this unique city. - iii -

Preface The first edition of the Statistical Yearbook of Jerusalem, published by the Jerusalem Institute for Israel Studies (JIIS) and the Municipality of Jerusalem, appeared in 1982. JIIS was founded several years before that, in 1978, as an independent, non-profit think tank that produces updated and reliable data on Jerusalem, comprehensive background materials, position papers and professional analyses for all from policy and decision makers through to the general public. Always with a focus on policy research, the fields covered by the Institute range from economics and society, primarily pertaining to contemporary Jerusalem; environmental policy; and the many angles of the Israeli-Palestinian conflict. Indeed, research on Jerusalem s myriad faces has stood at the center of our work since the Institute first opened its doors. In that time, JIIS has built, expanded and enriched its databases. We have produced scores of books and policy papers, as well as drafting master plans, that address all aspects of life in Jerusalem. Our current work plan includes the investigation of migration patterns to and from Jerusalem; the monitoring and assessment of the high-tech and biotech industries in the city; an examination of the tourism sector; the preparation of a Forecast for Jerusalem that looks ahead to 2040; a close look at the situation in the neighborhoods of East Jerusalem; a detailed study of the ultra-orthodox [haredi] sector in Israel; research on Jerusalem s young population; and much more. This, the 28th Statistical Yearbook, offers the reader detailed information on a wide range of topics: demography, economics, municipal services, infrastructures, tourism, education and culture, health, public order, and so on. The Yearbook is the result of months of intensive work by the JIIS team. I would like to take this opportunity to thank Dr. Maya Choshen, who deftly leads the project, and the entire Yearbook team: Yair Assaf-Shapira, Inbal Doron and Yael Israeli, for their high professional standards and their dedication in seeing the project to fruition. Introduction The 2014 Statistical Yearbook of Jerusalem marks the 28th edition of this publication, issued jointly by the Jerusalem Institute for Israel Studies and the Municipality of Jerusalem since 1982. All of the tables that appear in the Yearbook as well as some additional, detailed tables are available on the JIIS web site, at www.jiis.org. The Statistical Yearbook presents an up-to-date statistical picture of the city in a wide and diverse range of fields, in tables, graphs, maps and other statistics, as well as indicating trends of change that are underway and comparisons of Jerusalem with other places Tel Aviv Yafo, Haifa, all-israel and the locales around Jerusalem. The Yearbook is aimed first and foremost to serve policy makers, government, urban and private planners, researchers and students, and indeed anyone interested in this spread of information. This latest edition of the Yearbook includes 28 new tables, and with them a range of new topics: level of education among the population, results of elections, age-based employment statistics, birth rates and death rates, characteristics of home buyers, housing prices, arnona (municipal tax) discounts, and more. We would like to thank everyone who had a hand in bringing the 2014 edition to fruition, from the many readers and users of previous Yearbooks whose comments and reactions are incorporated in these pages right through to our steering committee.
