1 PREPARATON OF MANUAL - RGHT TO NFORMATON BLL. 2005 i). Q!!jectives & Functions of CFQC & TRFCLs The Central Fertiliser Quality Control & Training nstitute (CFQC&T), Faridabad was established in 1971-72 as a subordinate office in the end of 4th Plan and continuing since then. t has set up 3 Regional Fertiliser Control Laboratories (RFCLs) located at Navi Mumbai, Chennai and Kalyani during 1988-89. The nstitute presently has a total staff strength of 95. The main objectives are drawal, inspection and analysis of both ndigenous and mported fertilisers, training of State Enforcement Officers & Analysts including Officers of Developing countries, development of methods of analysis and acting as a Referee Laboratory besides an Advisory body on the issues relating to Fertiliser Quality Control. The nstitute and RFCLs have techno-legal functions and it is. notified as Recognized laboratory under Clause 29 of FCO for analysis of samples for entire country and an exclusive training institute for the training of State nspectors and Analysts under Clause 27A/29A of FCO. The Fertiliser nspectors of the nstitute are authorized nspectors under Clause 27 of FCO having jurisdiction throughout the country. The nstitute is also a Member of Central Fertiliser Committee constituted under clause 38 of FCO to advise the Central Government on all aspects offco. Main activities :-. nspection and analysis of imported fertilisers at discharged ports for ensuring its quality.. Analysis of Fertiliser samples received from State Governments/other Government Agencies.. Mandatory training of State Enforcement Officers and State Fertiliser Analysts.. Random inspection of manufacturing units/dealers from the field and its analysis. Oreanizational setup:-. The CFQC&T, Faridabad is a sub-ordinate office of NM Division, Department of Agriculture & Cooperation, Ministry of Agriculture. t is headed by the Director (Rs.14300-18300/-) and supported by One each of Joint Director (Rs.12000-16500/-), Dy. Director (Rs.0000-15200/-) & 5 Asstt. Directors (Rs.8000-13500/-). These officers undertake various activities like analysi~ of samples, imparting training and other technical -~ --- -- - - J
2 activities, etc. n addition there are 5 Sr. Fertiliser nspectors who have the responsibility of inspection of imported fertilisers and periodical inspection of indigenous fertilisers from the field.. The RFCLs are headed by a Dy. Director (Rs.0000-15200/-) and supported by 1/2 Asstt. Directors (Rs.8000-13500/-). Their duties are same as of technical officers of CFQC&T. They are also supported by Senior Fertiliser nspectors/fertiliser nspectors, whose duties are similar to those at CFQC&T. Bo~h nstitute & RFCLs are independent in technical functioning as a separate notified laboratory under FCO provisions. The different ministrial staff are responsible for various administration, store and accounts matters.. The activities of nstitutef!u'cls being mostly techno-legal nature, the activities are performed strictly as per prescribed procedure. The fertilizer sampling and inspection procedure has been notified under Schedule A of FCO, 1985 (issued under ECA, 1965). The specification of all fertilizers have been notified under Schedule - A of FCO, 1985 and the methods of analysis are in Schedule - B of FCO, 1985. This being statutory in nature and is required to be followed scrupulously. ii) The Powers & Duties of its officers and employees :-.
