The perfect sunny day brought about 500 vstors to the May 31st tour. The guests were transported from Ivar's Salmon House Restaurant on north Lake Unon to the Hungry Turtle Restaurant on Farvew Avenue where the walkng tour began. The narrated cruse on the Islander ncluded refreshments of wne, Perrer water and cheese. The tour's success was due to all the partcpants who gave ther tme to the project. A specal thanks goes to the home owners who donated the use of ther houseboats. The cooperaton of the Seattle Tmes and moorage owners Mark Freeman, Gordon Jeffrey, Frank Granat, Jm Wandesford, Charles Flanagan, and Flo Vlla, helped Sandy Oellen and her cruse commttee. The tour was so popular that all tckets sold out n advance. The vstor response was especally good. The guests were cordal and frendly and most thanked the houseboat owners for openng ther homes to the tour. he Floatng Homes offce receved a number of calls after the tour expressng grattude and a desre to come agan. The seven houseboats on the tour were of all dfferent ages and styles. The northernmost houseboat was the elegant home of Otto and Garnet Drager. The Mallard Cove houseboat s mult-level wth angled walls and beams radatng from a central post. The next houseboat at 2235 Farvew was Sher and Keth Lockwood's (Contnued on page 2)

More On Houseboat Tour home. In less than fve years the couple has all but completely rebult ther houseboat usng recycled materals. One notable feature s the duck wndow at floor level n the bedroom to open for the convenent feedng of the ducks. Dan and Sharon Ranney's home on Flo Vlla, 2207 Farvew was also one of the houseboats featured. Despte the nnocent ars of ts whte pcket fence, ths was once a dme-a-dance hall. Hdden stars and trapdoors date back to the Prohbton days. Jean Rley's archtectural gem of a houseboat at 2201 Farvew Ave. E. was pctured n The Seattle Tmes pror to the home tour. Unusual features nclude a par of keyhole-shaped doors that lead to the sundeck and a wndng starcase n a turret lnkng the two floors. On Jm Wandesford's dock the tour ncluded Edwn and Karen Hayes' houseboat whch they use as a vacaton cabn afloat. Ther houseboat resembles a ralroad caboose that has been sdetracked on a barge and ncludes a Murphy bed to conserve space. Jm and Lnda Knght's houseboat on 2025 was the sxth houseboat on the tour. Ther house s a two story remodel whch features some beautful oak woodwork whch Jm has done mostly hmself. The last home on tour was that of Mary Gey on 2017 Farvew. Ths houseboat has been n Sunset magazne half a dozen tmes for the floatng gardens and spacous upper roof deck. Located on the southernmost dock on Farvew, ths houseboat has a spectacular vew of the downtown ctyscape. A number of busnesses contrbuted to the success of the tour: the Greenlake Offce of Sherwood & Roberts, Ivar's Salmon House Restaurant, The Hungry Turtle Restaurant, the Balloonst, and the Islander tour boat. There were about ffty members of the Floatng Homes Assocaton who gave many hours of ther tme. Intatve 404 wll place the controversal task of redstrctng nto the hands of an ndependent commsson to redraw congressonal and legslatve dstrcts n 1982 and every ten years thereafter, on an equtable and nonpartsan bass. The Floatng Homes Assocaton has pettons avalable at the offce for sgnng and dstrbuton. Puttng 404 on the ballot s an attempt to end gerrymanderng n Washngton. Both major poltcal partes have adopted platform postons favorng the establshment of an ndependent redstrctng commsson. When the League of Women Voters polled legslatve canddates pror to the 1980 electon, a sold majorty of 630fo supported an ndependent redstrctng commsson. A smlar Common Cause poll found that 76% of the canddates supported strct ant-gerrymanderng standards. Once the electon was over, however, the legslature once agan gnored such promses. Late n Aprl1981, a hastly prepared, ll-conceved, and hghly poltcal redstrctng plan suddenly emerged and was adopted by the legslature wthout any publc testmony. No legble detaled maps even exsted at the tme legslators were asked to vote on the plan. Snce ts adopton, serous errors have been found and the governor has vetoed the entre congressonal dstrct plan at the unanmous request of Washngton congressmen. Intatve 404 would set up a commsson of fve who could not be publc or poltcal party offcals, and they could not be n the legslature for four years after the redstrctng. One member would be apponted by each of the two largest poltcal partes n each house of the legslature, and they would choose a ffth to be charperson. Another Vctory In Legslatve Battle By Bll Keasler Ths year's \\ashngton State Legslature carne very close to guttng Seattle's Floatng Homes Equty Ordnance. Substtute House Bll 264, as sgned by Governor John Spellman, prohbts local governments from enactng rent control laws, but t carres an amendment specfcally excludng "local ordnances that relate to the control of rents or other relatonshps at floatng home moorage stes." The amendment \\tas the result of an ntense lobbyng effort by the Floatng Homes Assocaton and ts frends. Ths 'was the thrd attempt n as many years by the Lake Unon Assocaton, a coalton of a few moorage owners and other Lake Unon property owners, to persuade Olympa to undermne the Equty Ordnance. As orgnally drafted by ts sponsors, HB 264 mnmzed ts mpact on the Ordnance wth careful wordng and a grandfather clau~e excludng "laws currently n effect." All that changed when Bll Frtz, engneered adjustments n the bll. The grandfather clause was thrown out and references to "property" were changed to "structures or stes." Thus amed at the only law n the state vyhch regulates fees for stes, the Equty Ordnance, the bll was voted out of commttee "do pass". Immedately, the alarm~ were sou~. Legslators and lobbysts frendly to Seattle~s ~ouseboat colony contacted the Floatng Homes Assocaton expressng concern and support. Mayor Charles Royer, Cty Councl members and other cty offcals, ncludng the cty's lobbyng team pledged ther help n defeatng Frtz' latest maneuver. Rep. Nta Rnehart; D - Seattle, began to gather b-partsan support for an arnendm~nt to specfcally exclude floatng homes from the effects of SBH 264. Despte the efforts of Rnehart, her alles and several carloads of floatng homes owners who journeyed to Olympa to lobby, the amendment faled by one vote. Several key people defected at the last moment. Among them was Rep. Jay Lane, R - Seattle, who, declarng she was "confused" by the ssue, walked off the floor mnutes before the crucal vote. After some backroom jockeyng for poston, the bll was assgned to the Senate Commerce and Labor Commttee. Charman J. T. Qugg, R - Aberdeen, and the Republcan majorty were not nclned to sympathetc to the plght of the floatng home owners. Nonetheless, Senator AI Wllams, D - Seattle, ntroduced an amendment smlar to the one whch faled so narrowly n the House. The Commttee hearng on SHB 264 convened for and aganst both the amendment and the bll. Paul Kraabel, Seattle Cty Councl Presdent, allowed as how the amendment was really a "housekeepng amendment. If a tenant s prced out of hs moorage, the floatng home owner has to destroy hs or her home because there s no place to keep houseboats once they are evcted from ther moorage.'' Bll Keasler, Presdent of the Floatng H<5mes Assocaton, argued that the Ordnance strkes a ''balance between the two property owners. It s not rent control, but rather regulaton necessary to protect home owners aganst the loss of ther property due to the government created monopoly." Qugg, who occasonally found t necessary to quet the audence, called tme and asked for a vote. Wllams, castng hs "yea," declared that, "ths bll s beng used as a heavy-handed hammer aganst local people. The Seattle Ordnance should be allowed to work; t s a responsble attempt to solve a local problem.'' Only Margaret Hurley, D- Spokane, agreed. The amendment faled by a vote of 2 to 5. The Assocaton and ts lobbysts decded that legslators would not suffer from a lack of nformaton. Phone calls and letters from the floatng homes communty and ts frends throughout the state began to flood the Senate. Some knd of contact was made wth every senator. The 444 houseboats n Seattle became a statewde ssue. Under the urgng of Kraabel and others, Senators Dck Hemstad, R - Olympa, and George Scott, R - Seattle, agreed to sponsor an amendment excludng floatng homes from SHB 264 on the floor. Senators Jm McDermott, Ray Moore and Phl Talmadge, all Democrats from Seattle, also sgned on. Despte the fervent wsh expressed by some senators that the whole ssue would just go away, SHB 264 fnally came up for second readng on one of the last days of the sesson. As before, most of the debate ceneered on the houseboats. After extended debate the vote was taken. The amendment passed overwhelmngly by a margn of 30 to 18. All Seattle Senators except Clark voted for t. A heavy majorty n the House concurred on the amended bll shortly after the Senate vote, and the Governor sgned t a few days later. Despte Ray Moore's reflecton at one pont that "no man's lfe or property s safe whle the legslature s n sesson," Seattle's Equty Ordnance had survved another year.

NEWSLETTER 5 ANNUAL MEEfNG A VICfORY CELEBRATION (Photos by Caryl Keasler) By Paul Rerucba The 18th annual membershp meetng of the Floatng Homes Assocaton was held Aprl 22, at St. Patrck's parsh. A large turnout heard guest speakers and members of the assocaton speak to the ssues whch affect our homes on the lake. A new executve board was elected. The evenng ended wth the tradtonal socal hour n whch frendshps and acquantances were re- ( :ndled. The theme of vrtually all speakers was: where have we been ths past year; where are we now; what are our optons for the future'? Guest speaker Cty Councl Presdent Paul Kraabel was welcomed wth a standng ovaton. Hs tme and devoton lobbyng on our behalf n Olympa, durng the recent legslatve sesson, was apprecated by all. Mr. Kraabel reterated the cty's commtment to Seattle's floatng home communty and to the Equty Ordnance. He ponted out that the most effectve lobbyng was done by the members who went to Olympa and spoke wth legslators and ther staffs. Cty counclman Mchael Hldt ntroduced Darel Grothaus. Mr. Grothaus s regonal drector of the Natonal Consumer Cooperatve Bank. As past drector for the offce of Communty Development he was nstrumental n the formaton of the Equty Ordnance. Mr. Grothaus talked about possbltes for buyng one's own dock. He specfcly addressed co-operatves. He stressed that partcpaton n a co-op s functonally dfferent from the "I own mne, you own yours" approach to ownershp. It entals an atttude of what can we do for us. He nvted members to meet wth hm to develop a set of model by-laws for floatng homes cooperatves. From the assocaton, attorney Larry Ransom and presdent Bll Keasler talked about what we have accomplshed n the past year. Larry spoke to the legalese and ssues n the Equty Ordnance, specfcly the new evcton provson. Bll Keasler gave 'a succnct personal account of our vctores ths past year. He sad we have won n the courts, n the cty councl, and n the state legslature. He put the responsblty for our (>uccess squarely on the shoulders of the membershp for takj)lg.he tme and effort to call, wrte, and lobby for our concer~. Terry Pettus, Executve Consultant to the assocaton, spoke on "The Prce Of Success." In many ways, Terry s to the assocaton what a flock of cheerleaders s to a pep rally. Perhaps a better analogy would be a well: supportve and nourshng. Terry sad we had whpped Bll Frtz at. hs own game of lobbyng. We had successfully defended the Equty Ordnance n court. We have shown our determnaton to protect our property rghts and to demand the protecton of our property guaranteed all property by the state and federal governments. Terry sad the prce of our success s the cost of protectng our homes. He ponted out that not one nsurance polcy wll cover loss of one's house by evcton. The only such nsurance avalable s through the assocaton's legal defense fund. Terry endorsed the dea of the "13th month club", or a donaton equvalent to a month's moorage fee, as our nsurance polcy to protect the Equty Ordnance. Terry then presded over the electon of the executve board. A lvely socal hour ended the meetng. Darel Grothaus and Larry Ransom were nundated wth questons. Members renewed acquantances as the floatng home communty once agan reaffrmed tself. New Executve Commttee The Floatng Homes Assocaton Executve Commttee s the body that oversees the operaton and drecton of the assocaton between membershp meetngs. The commttee meets twce a month except durng the summer when t meets once a month. Durng a crss t may meet weekly. Electons for the Executve Commttee were held at the annual meetng. The offcers, three or fve trustees, who serve fve year terms, and fve members-at-large, who serve one year terms, were elected. Assocaton Malbag _.!At_ A $1,000.00 Thank You To The Assocaton: Am leavng for Europe and wanted you to know that I have sold my houseboat. Have always seen the mportance of an owner-occuped communty of floatng homes so now I can stop feelng slghtly gulty for beng a landlady. That our communty s stll alve and well s due to the persstant and constructve program of the Assocaton. I receved a good and currently far prce for my floatng home. Agan ths s due to the Assocaton and I feel t deserves a share of the "captal gans". Vancouver Needs Assocaton To the Assocaton: We lve n a small floatng vllage n Vancouver Harbor and I am anxous to start a floatng Home Assocaton up here. So far there are not too many homes here as the cty has hassled us out of exstence. But now we have a toehold and are the frst legally recognzed O.K. guys n the face of Cty Hall. I am sure there wll be many more n the future. Can you gve us some helpful hnts on how you set up your Assocaton and what t has acheved snce? I would be delghted to jon your Assocaton for a year f that would be a good dea. I do have one queston about electrcal connectons. Can you tell me who I could contact at Mallard Cove regardng an electrcal connecton for 240 volt crcut whch, n an emergency, one could unplug and gve the house a push. It s my hope that the people who bankroll hm wll realze the futlty of t all and cut hm off at the pockets! A Lesson n State Government To the Assocaton: If we hadn't all had so much at stake, our latest lesson n How Your Government Works mght have actually been fun. It was exctng for me to see our communty respond wth such energy, and to see ts effects n Olympa. Thanks to the envelope addressers, telephone tree callers, the Legslatve Alert wrters and dstrbutors. Our famly, whch has congratulated tself on ts lfestyle and ts closeness to nature, came face to face wth nature n the raw. Unsure of the wsdom of our acton or our chances of success we brought the eggs nsde and rgged up an ncubator wth a box and a lght bulb. Saturday mornng, lookng down at the eggs, I heard "Peep". My husband, Steve, told me I was magnng thngs. Late that evenng, I recruted our daughter, Jenny, to stand guard and lsten. She, too, heard a peep. We peeped at the eggs. They peeped back. Jenny spent the nght wth the eggs, readng them Wnne-the-Pooh and keepng them company. The next mornng, three eggs were cracked. We held egg$ close to our ears. We could hear peeps and tap-tap-tap sounds. Sunday afternoon, the eggs started to hatch. By Monday afternoon, fve ducklngs had hatched. Four sur- vved. The Seattle Wld Brd Clnc agreed to take the babes and the remanng eggs. Before drvng off to Kent wth the brood, Steve flled up the bathtub and let the ducklngs swm around. He and Jenny wll always remember four lttle fluff balls paddlng around, dong lttle duck dves rght there n our tub. The concept of a "13th Month" to dramatze the crtcal mportance of contrbutons to the Legal Fund, was well receved at the annual membershp meetng. Many sgned pledges to partcpate. More then $1,000.00 was turned n. Startng n May the "13th Month" forms have been ncluded wth the monthly dues notces. There has been a strkng ncrease n the number of contrbutons of $100.00 or more. The largest was for $1,000.00. (See Mal Bag). The dea for usng the "13th Month" came out of the past experence of our Assocaton. Durng the foundng years of 1961-1962 t cost $30.00 to jon. In those days ths was a rather (Incdentally, once transported to Kent, the eggs contnued to szeable sum. In fact t represented the average monthly moorage hatch.
