WHY PUNISHMENT?

WHY / WHY NOT CAPITAL PUNISHMENT?
Rom 13:1 Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God. WHAT ABOUT ETERNAL PUNISHMENT?
Gen 3:5 For God doth know that in the day ye eat thereof, then your eyes shall be opened, and ye shall be as gods, knowing good and evil.
