This should be helpful to ministers who are moderating churches that are without a pastor and when you are looking for a person to fill a pulpit during vacation or study leave time. This list will be helpful to Clerks of Sessions or Governing Boards when your church is without a pastor, or your pastor is ill. ** Please note that minimum compensation is 54 per mile round trip (current IRS Rate) and if the person who is filling the pulpit preaches two worship services on the same day the compensation is $100.00. Presbytery of Geneva PULPIT SUPPLY LIST June, 2016 from The Committee on Ministry Guidelines In the Presbyterian system, the Session has the responsibility for the continuing spiritual health and progress of the church during the period between the time of dissolution of one pastoral relationship and the beginning of another. The Presbytery has the responsibility "to take special oversight of churches without pastors" (Form of Government G-3.0307). The resources of the Presbytery Committee on Ministry are available during the period of vacancy and should be used freely by the Session. Pulpit supplies are arranged by the Session and Moderator with the advice of the Committee on Ministry. In arranging for pulpit supply, Sessions should be advised of the DESIRABILITY OF PROVIDING OPPORTUNITIES FOR THE CONGREGATION TO WORSHIP UNDER THE LEADERSHIP OF WOMEN AND MINORITIES. The Committee on Ministry has stated that a person cannot provide pulpit supply in a Presbyterian Church, when a church is without a pastor, unless their name is on this list or prior approval has been given by Committee on Ministry. (Please note that installed pastors, associate pastors, stated supply pastors and interim pastors are not on this list and should not be called for Pulpit Supply). The Committee on Ministry also has stated that a person cannot provide pulpit supply more than two Sundays a month until prior approval has been given by the Committee on Ministry. The Book of Order of the Presbyterian Church (USA) states that unless special arrangements and permission has been granted by the Presbytery Committee on Ministry, an ordained minister is to conduct Communion services. Also, it is appropriate for only a Presbyterian minister to conduct services of Ordination and Installation of Elders and Deacons. * The Presbytery of Geneva has approved and commissioned persons with CRE [or prior Lay Pastor] training and additional focused communion training to officiate at the Lord's Supper when asked to be pulpit supply. These names are listed below with an asterisk mark. Honorarium The Committee on Ministry has set the following minimum compensation requirements: $75.00 plus 54 per mile round trip (current IRS Rate) for one preaching engagement by all ministers, lay preachers, and lay persons. If the person preaches at two worship services (either at the same church or a different church on the same day) the minimum compensation is $100.00 for two services plus 54 per mile round trip. The position of the Presbytery Staff concerning receiving honoraria for supply preaching is as follows: normal supply preaching on Sunday mornings to fill pulpits that are vacant is not a part of their job description. If they preach in a church and conduct meetings or programs before or after the worship service that relate to their position and job description, they will not receive an honorarium. If the preaching is just to supply to a pulpit, then it is not a part of their Presbytery position and should be compensated by the local church, according to the Presbytery standards. This approach also keeps local churches from using the Presbytery Staff as inexpensive supply preachers and encourages the use of the other very fine ministers, lay preachers, and lay persons who are listed on the pulpit supply list.
