( L E G S L A T V E N E W S by Manfred Orlo OARP's Government Affairs Director THE 3-C CORRDOR PROJECT Once again e re in the middle of the Smmer season and still don't have or trains. Bt are e any closer? Yes, do think so. The past fe months have seen a flrry of OARP activity everyhere along the proposed 3-C Corridor rote from Cincinnati to Cleveland. We have earnestly begn, ith the help of some of or Regional Coordinators and other volnteer helpers, to distribte or ne "All Aboard, Ohio!" brochre throghot the State. This informational piece describes ho conventional-speed passenger train service can serve Ohio's most poplos intercity transportation corridor. C an yo provide names and grops to inclde ith or brochre distribtion campaign? Please, please let s kno. Especially if yo live in Ohio ithin or close to the 3-C Corridor. t is important that e reach as many potential sers of this rail passenger service as possible ithin the next fe months. We ant others to kno hat e're doing... and hy. Srprisingly, in spite of distribtion by the thosands to senior citizens grops, city officials and others, response has been less than overhelming to say the least. n fact, or OARP President and have conclded that if OARP ere to stop the 3-C Campaign tomorro, it old hardly be noticed. There have been very fe follo-p inqiries from the pblic ths far. mendos social and economic possibilities of modern passenger train service ithin Ohio's 3-C Corridor. n th e 1 egls 1 a t - Almost everyone in the OARP membership can visalize the tremendos stateide organization pshing for the 3-C passenger trains. Drop the campaign? t's NOT going to happen. We're the only ive front, S.B. #65, sponsored and co-sponsored by State Senators Snyder and Boggs, respectively, had its first hearing, ith sponsor testimony only, on Jne 9th. attended that hearing by the Senate Finance Committee, srronded by a roomfll of emptiness, in spite of notices of the hearing. Senator Snyder as eloqent, as sal, and there ere a fe qestions from members of the Finance Committee, althogh did not get the impression there as a great deal of interest ithin the grop. No vote as taken, of corse, and the bill ill contine to be heard ith proponent and opponent testimony dring the next legislative session in the Fall. Smmer OARP legislative activities ill be confined to frther distribtion of the 3-C brochre, and to begin to organize bill testimony schedles. We believe it is important the legislative committees hear from as diverse a parade of itnesses as possible, representing the 3-C Corridor cities and potential ser grops from p and don the line. Hoever, an extra $4 million of demonstration money has been added to test high-speed operations of the Spanish "Talgo" articlated train, according to sorces at NARP in Washington. A Spplemental Appropriations bill inclded in the Hose-Senate Conference Report, designates $5 million extra for rail ork on the MONTREALER rote, here passenger train service has been sspended and sbstitte dedicated bs service provided for Amtrak passengers. A special mailing to all OARP members the eek of Jne 22nd strongly rged an intensive letter riting effort aimed at Congress reqesting their spport for fll fnding for Amtrak and mass transit. Shear, Exective Director of the nely organized Ohio High-Speed Rail Association, pdated s on the stats of the high-speed project and rged closer cooperation and dialoge beteen OARP and the high-speed rail proponents. Frank Stoy, Amtrak's District Spervisor, pdated s on some Amtrak operational improvements -- both systemide and some projects pertaining to Ohio -- highlighting concerns ith Amtrak's infrastrctre (stations and facilities) in Ohio and ndiana. Or third gest, Dennis Hale ho is Amtrak's Regional Sales Manager, broght pdates on advertising, sales, and service enhancements on some Amtrak trains. All three gests fielded many qestions from the interested adience and a significant portion of or meeting as devoted to or gests. Th e morning Bsiness Meeting as highlighted by extensive discssion on the Toledo Central Union Terminal sitation. n the afternoon "rap-p" session e passed the folloing motion; "That the Ohio Association of Railroad Passengers ask the Toledo City Concil and/or the Toledo Metropolitan Area Concil of Governments (TMACOG) to appoint a task force ith broad representation to look into the disposition of Toledo's Central Union Terminal." ( TOLEDO's t~~tral UNON TERMNAL AN UPDATE by LARRY GEORGE, OARP's Toledo Area Regional Coordinator offices in CUT. Evidently the attempt to dispatch cres on Conrail's bsiest division from a point 5 miles aay hasn't orked ot. Also, it's been reported recently that the CUT boiler has failed, and that <;onrail is spending a large amont of money to replace it, rather than making a stopgap repair. These developments, F tre, indicate that perhaps Conrail is seeing the isdom of staying in CUT. F that's so, and F the tility bill "scam" that Conrail has been perpetrating pon Amtrak can be resolved, then MAYBE there's hope that Amtrak can remain in CUT. t mst be remembered that other factors exist in the Toledo sitation hich render Conrail's remaining in CUT totally irrelevant. A s f or OARP' s mo t. lon, rna d e at the May Annal Meeting in Mansfield, that the Toledo City Concil and the Toledo Metropolitan Area Concil of Governments (TMACOG) form a task force to address the CUT isse; can say the proposal's reception has been lkearm at best. City Concil has informed me, by ay of the Mayor's office, that they have decided to let TMACOG carry the ball on this isse, since TMACOG has already done some ork on it. This refers to a proposal made several years ago by the late Harry Broaday, then a city concilman, to make CUT into an intermodal train/bs facility. Within the past month, TMACOG made pblic their conclsion that sch sage of CUT as not feasible, at least not for the forseeable ftre. have commnicated ith TMACOG's Director, and he has assred me that they ill stdy the isse frther. He added, hoever, that any conclsion old be a "long term thing". At or OARP its cre dispatchers back to Toledo, presmably in their old t has been rmored that Conrail is moving at least some of Meeting in Mansfield, as informed by a fello OARP member ho happens to ork for a Toledo radio/tv station, that some of my comments in the April 6:53 regarding the CUT isse ere more than a little psetting~the Mayor of Toledo and one of the heads of the local convention and visitors brea. The brea exective sent some literatre for distribtion at or meeting. The booklets proclaim that donton Toledo is alive and ell and imply, by reason of being sent to or meeting, that Amtrak old have to be crazy to leave its present neardonton location. For anyone ho took one of these booklets close inspection old reveal absoltely no reference to the fact that one can get to Toledo on a passenger train. There is a half-page display, ith a head-on shot of a jetliner sperimposed pon a photo of the donton skyline, extolling the virtes of sing Toledo Express Airport; and another display shoing Ohio's nterstate Highay system ith an inset map of donton Toledo and ho to get there from the nterstates. Bt no mention hatever of CUT or Amtrak. Yet this booklet's promoters and the Mayor of Toledo, hose indifference on the isse has already been mentioned, are "pset" at the sggestion that Amtrak find a more sitable location for serving its Toledo cstomers. felt that OARP's "Task Force" recommendation from or Annal Meeting as a good one, 11111111111111111111111111111111111111111111111111111 8 llltiiuhitltlllllllllllllllllllllllllllllllllllllll ( (' bt frankly 'm not srprised at the less than e<--.!usiastic response by the agencies to hich it is addressed. TMACOG, at least, is interested, bt they don't seem to realize that Amtrak's problems in Toledo cannot ait for a long-term soltion. Many ell-intentioned people, inclding other OARP members and editors of the Toledo Blade, have sggested ays to keep Amtrak in CUT. Bt, again~nkly, most of these have been pie-in-the-sky, ith no accompanying sggestions as to ho to pay the bill. c th t lven ese Clrcms ances, intend to introdce a resoltion at or Midsmmer Meeting in Belleve, recommending that Amtrak commit itself to a ne Toledo station as soon as fnding -- from hatever sorce is available. 've been told that the City of Toledo does indeed on some land adjacent to CUT. 'll check this ot. Also, there's land for sale along the north side of Air Line Yard on Hill Avene near Scott Park. This land is oned by Penn Central Corporation. There old be no problem in rnning LAKE SHORE rote trains off the mainline to this site and back onto the mainline at the east end of the yard. The site is very close to the ye for the Detroit line, ths trning the LAKE CTES consist old be no problem. ndeed, it old be far easier than it is at present. also nderstand that Conrail has recently been bending over backards to be cooperative ith Amtrak at CUT. t's hard to say right no hether this is de to a recent top level management change in Conrail's Toledo hierarchy, OARP's recent pblicity over the CUT isse, or a combination of both. 'll keep yo informed as to ho this progresses. We cold easily devote this entire 6:53 and then some to the Toledo sitation. t has prodced a healthy amont of lnpt -- pro and con, positive and negative -- via letters, editorials and phone calls. A ellritten and lengthy letter on this isse from OARP member RON PLATOWSK of Toledo as distribted at the Mansfield Meeting. There have been nmeros articles and editorials on this matter in The Blade. This isse ill be frther discssed at Belleve Jly 25th. Again, yor Toledo Area Regional Coordinator serves to do jst that -- to coordinate all inpt on this isse. ( AMTRAK TO MANTAN CURRENT CALFORNA ZEPHYR ROUTE On Jne llth Amtrak annonced it ill contine to operate its Chicago - San Francisco CALFORNA ZEPHYR on its present rote over the Brlington Northern (BN) rote throgh llinois and sothern oa for at least another year. After considering operational and marketing data for a proposed alternate rote beteen Chicago and Omaha over the Chicago & North Western (C&NW), Amtrak determined that projected revenes and cost savings ere insfficient to jstify a change in the roting of this train at the present time. n December 1986, Amtrak operated an inspection train over the C&NW line, passing throgh Geneva, DeKalb, and Sterling, L, also Clinton, Cedar Rapids, Marshallton, Ames, Boone and Carroll, A. The inspection train, the second one operated by Amtrak over the C&NW line in five years, as rn to determine the feasibility of operating the train throgh the central portion of oa, ith an eye toard improved rnning times and increased passenger revenes. The C&NW has performed track renovation on the line over the past several years. Amtrak determined that reroting the CALFORNA ZEPHYR over the C&NW cold save Amtrak p to $5, in annal sbsidy needs, de primarily to higher passenger revenes. Hoever, this projection assmes significant market penetration in a geographical area hose established travel patterns have not inclded intercity passenger trains in more than 16 years. Amtrak also determined that, given the magnitde of a major rote change and only a marginal revene improvement, the train shold contine to operate on its traditional BN rote. Other factors inflencing the decision ere higher cre costs, and increased schedled rnning times. Amtrak stated that if the C&NW line is frther pgraded, they old reconsider the rerote, bt old need commitments from the cities along the C&NW line that they old provide all station facilities ithot capital or operating costs to Amtrak. AMTRAK ESTABLSHES DEDCATED BUS SERVCE TO REPLACE MONTREALER Starting May 14th, Amtrak established a fast, ne dedicated bs connection at Springfield, MA, offering rail passengers daytime service to and from most of the Vermont commnities served by the MONTREALER, together ith a ne direct connection ith donton Brlington. Amtrak has been forced to sspend train service for an indefinite period on the Springfield to Montreal segment of the MONTREALER rote de to deteriorated track conditions on the Boston & Maine (B&M) Railroad. The Vermont bs connects at Springfield ith trains #47 and #473, and is operated on a reserved seat basis nder existing applicable fares. The bs does not operate north of Brlington, nor does it serve St. Albans or Essex Jnction.. Traln service over the affected segment as sspended April 6th de to flood conditions beteen Springfield and White River Jnction. The service sspension as extended after April 2th hen an inspection of track confirmed that "slo orders" over portions of that line old redce Amtrak train speed, in some places to as lo as 5-1 mph, casing delays in excess of to hors. Also inflencing Amtrak's decision as B&M's position that it old not schedle track maintenance that old appreciably increase safe track speeds on the segments affected. This sitation is no in arbitration. Beteen April 6th and May 13th, Amtrak operated throgh overnlght bs service beteen Montreal and Springfield as a temporary sbstitte for the sspended MONTREALER passenger train. NARP is strongly spporting ongoing efforts to restore the MONTREALER passenger train servlce to northern Ne En~land.!W 12 11111111111111111111111111111111111111111111111111111 ( ( A R P M D S U M M E R M E E T N G 1 9 8 7 The OHO ASSOCATON OF RALROAD PASSENGERS ill hold its MD SUMMER MEETNG on SATURDAY, JULY 25th from 1:3am- 4:3pm at the MAD RVER & NKP RALROAD SOCETY's MUSEUM on Soth West Street in BELLEVUE, OHO. Becase of strctral problems and projected bilding renovation at the Michigan Central Station in Detroit, Amtrak is seeking an interim station site. Least expensive soltion is for Detroit Corridor trains to terminate at sbrban Dearborn. Use of Dearborn, and a direct roting, cold shave p to 3 mintes off the Toledo-Detroit LAKE CTES rn. As of this riting, OARP has not learned of any decisions. Early ord indicated Amtrak might have to vacate the M.C. Station as early as September of this year. RUDY reported the Ne York bond train as standing room only by the time it had reached Schenectady! People in Ne York have Amtrak trains to ride and they DO ride 'em! Pay as yo go? On Amtrak it costs (from Jacksonville, FL) $36. rond-trip to Orlando [16 miles] bt $6. rond-trip to Savannah [148 miles]; $75. rond-trip to West Palm Beach [352 miles] yet the same price to Charleston [25 miles].??? served by Amtrak. Warsa is an nmanned stop abot halfay beteen Fort Wayne and Valparaiso. According to Mayor Jeff Plank a massive local letter riting and phone campaign led to the establishment of the Warsa stop on the BROADWAY/CAPTOL rote. CAPTOL LMTED via Cleveland???? OARP's latest nderstanding is that Amtrak is still "considering" the rerote, bt that it old NOT occr ntil the Spring of 1988, if then. We DO nderstand that some changes in the CARDNAL's schedle are being considered for the Fall of 1987, bt Cincinnati's train times ill still be in the midnight- 6:OOam time-frame. Slight adjstments to the BROADWAY and CAPTOL schedles are also being considered for this Fall. n general, mail revenes on Amtrak are reportedly p abot 2% over last year!
