Chair Announcement An Executive Session of Council was conducted on Wednesday, November 29, 2017 to discuss personnel matters. Reports of Officials 4. Library Director s Report Library Director, Christine McIntosh, stated that the Bethel Park Public Library provides services to inform, inspire and enrich the community. Ms. McIntosh announced that Freegal, which is a free downloadable music service, will be discontinued January 1, 2018. The cost per user was too high. Ms. McIntosh stated we have broken a record. Over 1 million downloads of ebooks and eaudiobooks as of the end of October.
Regular Meeting 2 December 11, 2017 Ms. McIntosh announced that the Library received $1,000 in matching funds from the Buncher Foundation for September s Love Your Library fundraiser. Thank you to those who made a donation and thank you to the Buncher Foundation. Ms. McIntosh announced the current programs and classes. Illumination Creation on Wednesday, December 13 at 6:30pm. Join us and make some illuminating and inspiring connections with paint chips and circuit tape. You will be impressed with your illuminating, electrical designs. For grades 5 and up. Please register. Storytime Remix is on Thursdays at 6:30PM. Join us for a remix of our favorite Storytime hits from this month. This evening Storytime is perfect for working parents who cannot attend our weekly morning sessions. For 2-5 year olds with a caregiver. No registration necessary. Pokémon Pals is on Monday, December 18 at 7:00PM. If you are a Pokémon fan, you don t want to miss this special event. Pokémon guru and fanatic herself, Marisol Casanova, will be here to give you tips on trading and playing the game. Marisol has been collecting Pokémon cards for almost five years. Come meet some new Pokémon pals and don t forget to bring your cards to play and trade. For grades K-4. Please Register. Ms. McIntosh announced that the Library will be closed on Christmas Eve and Christmas and will open on December 26 th at 1pm. You can also follow the Library on Facebook & Twitter. 5. Police Chief s Report Chief Timothy O Connor announced that there is no Bethel Park crime watch meeting in January due to the holidays. Chief O Connor said that the Police are participating in Presents from Police. There are two large boxes for people to donate unwrapped presents. One at the entrance to the Police Station and one at the community center. All donations go to children s hospital. The last day to donate an unwrapped present is by December 21, 2017. The police will be delivering the presents to Children s Hospital. Chief O Connor wanted to recognize Officer David DiToppa who is retiring on December 31, 2017 and has 30 years of service with Bethel Park Police. Chief presented him with a certificate from Allegheny County and a plaque on behalf of the Bethel Park Police Department. Chief said Officer DiToppa will be greatly missed.

Mayor s Report In Mayor Allen s absence, Mr. Moury reminded everyone that the 2017 Annual Holiday Lighting & Decorating Contest will be held between December 18 31. If you would like to nominate a house, simply drop a note no later than Sunday, December 17, to the attention of Janet Davin, Bethel Park Municipal Building, 5100 W. Library Avenue, Bethel Park, PA 15102, call her at 412-831-6800 ext 211 or email her at jdavin@bethelpark.net. You may nominate your own house. Winners will be announced at the January 8, 2018 Council Meeting. 8. Municipal Manager s Report Municipal Manager, Shawn Arbaugh stated they are expecting the first snowfall this evening. He reminded everyone to please park in your driveway, so streets are clear for the salt trucks to get through. He also asked people not to shovel snow onto the roadway, to shovel the snow onto your yard. Mr. Arbaugh announced that we have a new salt brine system called Accubrine being installed. This will allow us to pretreat the roads. This year will just be a trial year so please be patient with us as we try out this new technology. Mr. Arbaugh said we are aware of the issue with the 5 way intersection at Library Rd., Corrigan Dr., South Park Rd, and Baptist, its due to Columbia Gas doing work, they broke a loop sensor. We are going to have that repaired within two weeks. 9. Approval of Minutes Regular Council Meeting Minutes of November 13, 2017 Motion by Mr. Hannan and seconded by Mrs. Gibbons to approve the Regular Council Meeting Minutes of November 13, 2017. Bills and Payrolls Motion by Mr. Hannan and seconded by Mrs. Gibbons to approve the Bills and Payrolls for the Municipality per Bill List #121117 in the amount of $2,517,904.06. Motion Carried 7 0. General Policy and Finance Items Ordinance No. 12-11-17A Salary Ordinance Motion by Mr. Hannan and seconded by Mrs. Gibbons to approve an Ordinance amending section 12.2.1 of Ordinance No. 7-12-93A (The Official Municipality of Bethel Park Code) by providing wages for management, supervisory, and other confidential employees. Resolution No. R12-11-17A Opposing House Bill 1620 Motion by Mr. Hannan and seconded by Mrs. Gibbons to adopt a resolution Opposing House Bill 1620, the Wireless Infrastructure Deployment Bill, which threatens municipal rights relating to the regulation of public rights-of-way for wireless infrastructure. Resolution No. R12-11-17B - Right-To-Know Law/Open Records Officer Motion by Mr. Hannan and seconded by Mrs. Gibbons to amend the resolution designating an Open Records Officer and providing for the posting of information pertaining to requests for public records at the Municipal Building and on the Municipality s website as required by Pennsylvania s Right-To-Know Law. Resolution No. R12-11-17C Casino Resolution Motion by Mr. Hannan and seconded by Mrs. Gibbons to adopt a Resolution prohibiting Category 4 Licensed Casino facilities from operating within its borders. Resolution No. R12-11-17D - Brightwood Road and South Park Road Intersection Improvements Motion by Mr. Dixon and seconded by Mr. Hannan to adopt the resolution authorizing the appropriate Municipal Officials to execute the agreement to extend the grant contract with Pennsylvania Department of Transportation to complete the intersection improvements on Brightwood Road and South Park Road in accordance with the Municipal Planner s correspondence dated November 21, 2017. Motion Carried 7 0. Council Members O Brien and McLean absent. HEALTH, SAFETY AND WELFARE ITEMS 19. Health, Safety and Welfare Items Resolution No. R12-11-17E: NIMS Motion by Mr. Hannan and seconded by Mr. Colella to adopt a resolution for updating the National Incident Management System Resolution for coordination of emergency management incidents. Motion Carried 7 0. Council Members O Brien and McLean absent. Mr. Consolmagno asked Council for permission, due to the recent killing of the New Kensington Police Officer, he asked Mr. Moury if there was anything the community did to recognize Law enforcement in Bethel Park. Mr. Consolmagno did some research and found that January 9 is National Law Enforcement Appreciation Day. He asked Council to do a meal on that day for officers but he also wanted to get the community involved, to expand it out. Mr. Consolmagno had a lamp with a blue light and stated the blue light symbolizes fallen officers. He asked if the community could put a blue light out after Christmas, especially during the week of January 8 15 for Law Enforcement Appreciation week. Andy Amrhein will have the blue bulbs at Evey Hardware. We will also be selling them on Saturday, January 6 from 9am- 1pm at the school house. Mr. Consolmagno said he spoke to the Bethel Park School District Superintendent and asked if the kids could get involved, maybe paint a picture and put it in the window, or write letters to our officers to show appreciation for what the officers do. They put their lives on the line every day for us and it would be nice to show appreciation for Bethel Park Law Enforcement. Mr. Consolmagno stated he would like to get a banner and have everyone in the community to sign it. He also stated he would like to have the Mayor make a proclamation for Bethel Park and Law Enforcement Appreciation and Awareness.
