The three dimensions of participation in sport practices 3
The need of a framework No harmonized nor agreed framework for sport statistics ESSnet report for Culture statistics proposes a general framework for cultural participation that could be adapted to sport: ü ü ü Amateur practices; Attending/receiving; Social participation/volunteering proposes to use the following data sources: ü ü surveys (EU-SILC, EHIS, TUS various years) Eurobarometer (ad hoc modules on "Sport and physical activities" 2009 and 2013) 4
Proposal for a framework for participation in sport practices statistics In terms of sport participation, 's sport statistics will encompass the following dimensions: Active participation: in order to know how many people practice sport/do some physical activity Attendance at live sport events: in order to know how often people attend live sport events without participating actively (i.e. going to matches as spectators) Social participation/volunteering: in order to know how many people are members of sport clubs/associations and/or do some voluntary work for a sport club/ association. 5
Potential data sources Participation dimensions Data sources Active participation European Health Interview Survey (EHIS) Time use Surveys (TUS) Eurobarometer - 2009 and 2013 ad-hoc modules: "Sport and physical activity" Attendance at live sport events The EU-Statistics on Income and Living Conditions (EU-SILC) Adult Education Survey (AES) Social participation/volunteering Eurobarometer - 2009 and 2013 ad-hoc modules: "Sport and physical activity" 6
Active participation European Health Interview Survey (EHIS) Managed by Survey split in four modules on: Ø Health status Ø Health care Ø Health determinants Ø Background variables Module on Health determinants à Indicator on Physical activity: Ø "Vigorous physical activity" Ø "Moderate physical activity" Was developed between 2006-2009 in 17 EU countries A survey with newly designed questionnaire has been carried out in 2014 7 à New data will be available in the second half of 2016
Active participation Time Use Survey (TUS) Managed by Non-mandatory survey A group of questions (item n.6) aims to investigate on the time spent by people doing: Ø Physical exercise Ø Ø Productive exercise Sport related activities Currently data available for 15 countries from the 2000 round A survey with newly designed questionnaire has been carried out in 2010 à New data will be available in the second half of 2016 8
Active participation Eurobarometer - 2009 and 2013 ad-hoc modules: Sport and physical activity Managed by European Commission - DG Communication Ad-hoc modules Main characteristics: UNIT: For Eurobarometer 2009 module, 26,788 European citizens (aged 15 years and over) in the 27 European Union Member States. For Eurobarometer 2013 module, 27,919 European citizens (aged 15 years and over) were interviewed in the 28 European Union Member States SAMPLE: multi-stage, random (probability) sample according to population size and to population density. The sampling points were drawn systematically from each of the "administrative regional units" (in compliance to NUTS II classification) UNIVERSE: derived from population data MODE OF DATA COLLECTION: face-to-face interviews at home in the respondents' mother tongue AVAILABLE BREAKDOWNS: Sex Age (15-24, 25-39, 40-54, 55+) Socio-professional status (Self-employed, Managers, Manual workers, House workers, Unemployed, Retired, Students) 9
Attendance at live sport events The EU-Statistics on Income and Living Conditions (EU-SILC) Managed by Statistical unit of the survey: all household members, aged 16 years and over. Data collected through personal interviews Ad-hoc module on social and cultural participation (2006) Ø One variable on attendance in sport events: PS040 - Number of times attending live sport events Data broken-down by: Sex Age groups (16-17 years, 18-64 years, over 65 years) Income (poor, non-poor) A new round of the survey has been carried out in 2015 à New data will be available in the second half of 2016 10
Attendance at live sport events Adult Education Survey (AES) Managed by First round carried out between 2005 and 2008 New round of the survey took place in 2011/2012 à special optional module on cultural participation was added to the standard questionnaire Ø One variable on attendance in sport events: Number of times attending live sport events Geographical coverage: only 15 countries completed this module 11
Social participation/volunteering Eurobarometer - 2009 and 2013 ad-hoc modules: Sport and physical activity surveys do not cover this dimension Some information can be retrieved from the Eurobarometer 2009 and 2013 ad-hoc modules on "Sport and physical activity" 12
Indicators proposed for dissemination 13
SUBSECTIONS INDICATORS SOURCES and VARIABLES Active participation Frequency of exercising or playing sport by sex, age, and socio-professional category Frequency of engaging in other physical activity by sex, age, and socio-professional category Levels of engagement in physical activity by sex, age, and socio-professional category Eurobarometer 2009/2013 QF1/QD1 Eurobarometer 2009/2013 QF2/QD2 Eurobarometer 2013 QD3a QD4a QD5a Time spent doing physical activity and sitting Eurobarometer 2013 QD3b QD4b QD5b Places where citizens practice physical activity Eurobarometer 2009/2013 QF3/QD7 Attendance at live sport events Social participation/volunteering Motivation and barriers to practice physical activity Number of times attending live sport events by sex, age groups, and income conditions Volunteering in sport by sex, age, and socioprofessional category Time spent on voluntary work on sport by sex, age, and socio-professional category Eurobarometer 2009/2013 QF4/QD8 EU-SILC ad-hoc module 2006 PS 040 Eurobarometer 2009/2013 QF8/QD12 Eurobarometer 2009/2013 QF9/QD13 14
Additional areas to be treated 15
Statistical areas to be treated Data sources Classifications Methodological issues Enterprises in sport sector SBS NACE Rev. 2 Ø Market-oriented statistical reference Ø Some cultural economic activities (classified in section R of NACE rev. 2) are not covered by the SBS regulation Ø The scope of the survey will be extended to codes NACE sections P,Q, and R International trade in sport services Balance of Payments EBOPS Ø Identification of sport codes not an easy task Private consumption in sport goods and services Household Budget Survey (HBS) COICOP Ø In principle, good correspondence between CPA (Vilnius definition) and COICOP Ø is considering using data at 5 digit level Public Expenditure Annual Government Finance Statistics COIFOG Ø The group 08.1 "Recreational and sporting services" encompasses the sport sector Ø It seems difficult isolating sport from other dimensions (culture, 16 religion, etc.)
Conclusions and questions 17
For participation: Some information from surveys (EHIS, TUS) is not updated and does not have a good geographical coverage In the meantime, is considering retrieving data from the 2009 and 2013 Eurobarometer ad-hoc modules on "Sport and physical activity" but the dissemination in Eurobase of data from external sources is not possible For the other areas to be treated: Isolation of fully sport related codes not straightforward (often mixed up with cultural and recreational dimensions) 18
Pending questions: Q1. Do you agree with the proposed framework for statistics in the field of participation in sport practices? Q2. Do you agree with the proposed list of indicators (page 8 of the relevant document) and to wait for fresh data? 19
