The meeting of the Orange Park Town Council was called to order in the Town Hall Council Chambers at 7 p.m. with Mayor Scott Land presiding.

The Beaver City Council met in a work session at 4:00 p.m. in the Beaver City Center on Tuesday, October 18, 2016. The following members of the Council were present: Mayor Craig Wright, Council Members Connie Fails, Robin Bradshaw, Chad McWilliams, Matt Robinson, and Tyler Schena. Also present were City Manager Jason Brown and City Recorder Anona Yardley. 4-H Bake and Take Members of the 4-H visited the council to thank them for their community support of the agriculture projects this year. Members Jonathan, Jaren, Jaycee, & Josh Webb accompanied by their mother Alison Webb brought cookies they made to show their appreciation for the Council s continued support of youth and the 4-H and FFA programs. The Council thanked the youth and encouraged them to continue learning. Water Rights Follow-Up Work Proposal Sunrise Engineering Ken Tuttle Manager Brown introduced the plan from Sunrise Engineering for consolidating water rights of Beaver City and introduced Ken Tuttle to the Council. Mr. Tuttle explained some of the steps the city would need to do to convert these water rights so they would be usable for the City at all points of diversion. He proposed a 40-year water right plan. This plan would help in making decisions about bringing water into the City s inventory and if the water could be used in the next 40 years. If there is more than 40 years of inventory, there may not be any need for the purchase of more water rights. This plan included a cleanup of the water rights to make sure all the points of diversion and changes are done correctly. It would show the water rights that need to be proofed-up-on. Mr. Tuttle explained the work that Sunrise would do and a proposal for the cost of the project. The Council thanked Mr. Tuttle for his visit and the proposal. They would discuss this subject further and Manager Brown would be in contact with him. Electric Base Rate Resolution Draft Review Sufficient data is needed to support a raise in the base rate. The council changed one sentence of the resolution and deleted one sentence. There was discussion on whether to increase the kilowatt rate or just the base rate. The infrastructure within the city was discussed as to the age and recent costs of upgrading the substation and distribution system and the age of the hydro generation plants the City is maintaining was considered. The public hearing on this increase is scheduled for Tuesday, November 22 at 6:30 p.m. Solar Ordinance Second Read The council made no corrections and recommended the ordinance be submitted to legal counsel for review. Appeal Board Ordinance Review This matter was tabled for recommendation by legal counsel. Betterment Club Donation Holly Blackner Mrs. Blackner, the former President of the Beaver Betterment Club which has been dissolved, met with the Council to present a donation of $2,500 to be used for the finishing of the Veterans Memorial. The cap stone needs to be set and a chain barrier placed around the memorial to prohibit skateboards and motorized vehicles. The Council was very grateful for the Betterment Club donation and thanked Mrs. Blackner for the organizations contributions to the community. Manager Brown Updates: Tree Grant Funding awarded to Beaver City Beaver City s grant application for funding of planting trees on the Main Street Park and the Tushar Mountain Ball Complex was approved for $8,000. Plans will move forward with the LDS Church and the City coordinating ideas on this project with its completion scheduled for Spring,

2017. Tree Planting Planning and update Manager Brown contacted the LDS Church Architect, Mr. Patton, and obtained a list of trees approve for this area that the City can choose from. The Tree City USA Urban Forester, Daniel Allen, will also be working with Beaver City to help recommend preferred tree species and a general plan for placing the trees for maximum shade and growth. PI Pond Structure Project Update The Water Resources Board approved additional funds for the diversion replacement project. The pre-construction meeting was held at the PI pond yesterday. The project will begin this week. The completion of the project is estimated for mid-december. Airport Project Update The final inspection with the FAA on the runway renovation project was held today. The FAA Inspectors were pleased with the project. Ariel photos will be taken of the finished runway. The project was under budget by an estimated $300,000 because there were no soft spots under the runway. Golf Course Update The golf course is scheduled to be closed on Oct. 29 th. The kitchen cabinetry was finished by Kerksiek Wood Shop. It is very beautiful. The construction project on Hole #1 of adding the Woman s Tee will begin after closing. The Council Retreat will be held in the clubhouse. Renting of the clubhouse is available for events and parties in the off season. Fireworks (July 4, July 24, and Santa Parade?) The fireworks shows have been scheduled for July 4 and July 24 and undetermined for the Santa Parade. It was the consensus of the Council to have a small fireworks display for the Santa Parade. The funding will be looked into. The Beaver City Council met in a regular session at 6:00 p.m. in the Beaver City Center on Tuesday, October 18, 2016. Also present were City Manager Jason Brown, City Recorder Anona Yardley, and Marcus Keller, representative from Zion s Bank. Mayor Wright was excused at 7:15 p.m. Recorder Yardley was excused at 7:00 p.m. and Deputy Recorder Venadee Limb entered the meeting at that time. The Opening Ceremony of an invocation, Pledge of Allegiance, and thought was conducted by Council Member Robinson.. CITY COUNCIL MINUTES APPROVED Minutes of the previous regular council meeting were presented. Council Member Robinson moved and Council Member Fails seconded the approval of the September 27, 2106 minutes as presented. BILLS APPROVAL Bills were presented and reviewed by the City Council. Council Member Bradshaw moved and Council Member Fails seconded to approve the proposed bills for October 7, 2016. All voted in favor. None opposed. CONFLICT OF INTEREST STATEMENT Council Members were asked if there were any conflicts of interest with the current agenda. No

conflicts were voiced at this time. PUBLIC HEARING PI WATER DIVERSION BONDING Mayor Wright informed the public regarding the issuance and sale of not more than $500,000 aggregate principal amount of irrigation water revenue bonds, Series 2016. He stated that the purpose of the hearing was to allow public input regarding any potential economic impact that the project to be financed with the proceeds of the Series 2016 bonds may have on the private sector and related matters. He asked Marcus Keller from Zion s Bank to outline the process of funding for the project. He stated that the bond was a fifteen year bond payback at 0% interest. Those in attendance were Gordon and Sherrie Eyre, David Kerksiek, Paul Barton, Wade Bradshaw, Leslie White, and Venadee Limb. Mayor Wright accepted public comment from the following citizens: Wade Bradshaw Mr. Bradshaw asked if there were any other irrigation companies involved with the project and if they had been consulted about the specifics of the project. He asked specific questions about the project and funding. Council Member Bradshaw answered his questions assuring him that no other irrigation companies are involved with this project but those who needed to know had been contacted. The elevation of the diversion will be kept the same so the other irrigation companies will not be affected. The PI pond will not be enlarged. The new diversion will be constructed on the north side of the canal. Two separate lines will be constructed for the PI water to enter the pond and for water to go to the power plant. The City has approached NRCS about getting some of re-stabilization money for the chasm by the diversion. Sherrie Eyre Mrs. Eyre wondered if the PI Pond would be drained and was concerned with what will happen with the system. Manager Brown stated that the PI pond would not be drained. The diversion project would be completed before the water would be in the system for Spring, 2017. Gordon Eyre Mr. Eyre suggested building a bigger pond to accommodate current and future users. Mayor Wright assured Mr. Eyre that the system was only in certain areas of the city and could not be extended to water users outside the existing lines. The money being sought will only be used for the new diversion. There being no other comment, Mayor Wright closed the public hearing at 6:50 p.m. The citizens who attended were thanked for their comments and attendance. BEAVER SANTA PARADE Holly & David Kerksiek David and Holly Kerksiek, and Leslie White met with the Council to discuss their preparations for the 2016 Annual Santa Parade. Other members of the committee are Cory White, Alecia Benson, and Shawn and Angie Griffiths. They inquired about the budget for the parade. The parade has been set for 6:00 p.m. on Saturday, December 3. Bob and Renae Davidson will be doing the Santa visit. Different prize categories will be awarded this year. All business will be invited to participate as well as individuals and families. The Council appreciates all that the committee is doing to promote the parade and get the businesses and community involved. David, Holly, and Leslie thanked the Council and Mayor for being so supportive of this event. SEPTEMBER AND QUARTERLY FINANCIAL STATEMENT REVIEW Mayor Pro Temp Fails turned time over to Treasurer Paul Barton to present the quarterly financial statement. He reviewed the Cash Allocations, General Fund Bonds, and Administrative Expenses and Revenue. The Golf Course revenue and expenses were compared. The Water Impact, Water Acquisition, and Sewer Impact were reviewed. The Airport improvements were discussed in comparison to the budget. The Water Fund expenses were discussed in detail. The

Sewer fund was reviewed and the project for the sewer manhole ring placements was mentioned. The Electrical fund was reviewed and the bonds have been paid for FY2017. The budget for the PI pond project will need to be amended to account for the increase in price. A revised copy of the financial statement will be provided to the council and mayor at the retreat meeting. There have not been any transfers of funds this fiscal year. The Council thanked Treasurer Barton for his presentation of the financial statement and for discussing the different funds. ADMINISTRATIVE/COMMITTEE REPORTS Council Member Bradshaw: City Christmas Party The City Christmas Party is scheduled for Tuesday, Dec. 6 and will be a Casino Night and a catered dinner at the City Center. Website Rural Community Consultants have been taking pictures to be used on the new website. Fire Truck The new fire truck may or may not be here for the Santa Parade. Kents Lake Lawsuit Rocky Ford Irrigation Company is considering an appeal to the Utah Supreme Court. Kents Lake and Beaver City s attorneys are working out the details. Roads There are some problems with the roads within the city. The city is looking for solutions to this problem. This will be a topic for the retreat. Water Rights Survey The proposal from Sunrise Engineering was questioned. Council Member Bradshaw and Manager Brown will look at the proposal to see if it is necessary. Council Member Robinson: Golf Course The golf carts will be serviced and winterized at the course. They will be stored at the airport out of the weather. The service will be done by Beaver City. Thanks to Melanie Myers and Steve Judd for all their ownership and work with the success of the golf course season. They have great ideas for the future of the course. Council Member Fails: Parks - The restrooms at the 4-plex need to be winterized. Library - The Library Board Meeting will be held November 1, 2016. The library would like shelves in the children section that are more kid friendly. Opera House - The Opera House needs new carpet for the office. City Beautification - The entrances to Beaver from I-15 need to be cleaned. UDOT could be contacted for a solution to the problem. Economic Development - Scott Albrecht, County Economic Development Coordinator offered suggestions of property Beaver City could consider purchasing to help make Beaver City more inviting to development. Council Member Schena: Youth Council - The Youth City Council is looking for service ideas to help the community. Economic Development - Council Member would like to have all Beaver City s events for the year listed to promote awareness and involvement by surrounding communities and Beaver residents. The Council agreed that the calendar of events is important. There should be advertising that supports and promotes the upcoming events that would bring people to our community. Council Member McWilliams: Recreation - Congratulations to the 7 th and 8 th grade football teams and the hard fought battle for the 6 th grade football team. Basketball signups are taking place now. The older boys will start playing games earlier than the other participants. The first of January basketball will be starting

for the younger children. Signs for Cemetery The information to be included on the signs are being compiled. Economic Development The Beaver County meeting was canceled for a state meeting. Beaver City wants to be forward thinking with community businesses. Events There will be the Coyote Calling Contest over the Thanksgiving weekend. Mayor Wright: Veterans Day Celebration Veterans Day is coming soon. Sponsors for the luncheon are being looked for. It needs to be organized now. The youth council could help with this event. Manager Brown: Council Retreat - Manager Brown reviewed the schedule for the Council Retreat on Nov. 9 & 10, 2016. Council Member Robinson moved and Council Schena seconded to adjourn the meeting.
