3. 05/16 TO APPROVE THE MINUTES OF THE MEETING HELD ON THE 16 TH NOVEMBER, 2015 The Minutes were proposed as correct by Councillor Brian Coleclough and seconded by Councillor Mrs. J. Wendy Sigsworth and formally agreed by the Members present. 4. 06/16 MATTERS ARISING The Clerk referred to the following matters from the previous Minutes; Minute no: 412. 212/15 - sub minute number; 4. 189/15 / 3(c). 163/15 (page 2), in relation to dust particles in Pentre Halkyn. The Clerk advised that as requested by Councillor Matt Wright, he had provided the required information, but had not received any acknowledgement. The Clerk further advised that he had received a copy of a further complaint from another resident of Cae r Onnen, Pentre Halkyn, who had written directly to the Flintshire County Council. Minute no: 412. 212/15 - sub minute number; 4. 189/15 / 5. 166/15 (page 2), in relation to the purchase of further land for burial and ancillary usage. Councillor David Hughes advised the Members that he had visited the offices of The County Archives in Hawarden. Councillor Hughes was able to trace a number of items in the name of the Community Council, including A Deed of Surrender and Variation of Land dated the 3 rd May, 1971 - between the then Delyn Borough Council and Halkyn Community Council. Councillor Hughes further advised that the County Archives will release the documents upon receipt of a signed letter by the Chair of the Community Council. Councillor Mrs. Delyth Jones-Taylor agreed to sign an appropriate letter, and Councillor Hughes, together with the Clerk will visit the Archives and collect the documents. Minute no: 412. 212/15 - sub minute number; 9. 202/15 (page 3), in relation to a public meeting, to seek the views of the community in respect of the continuation of the Halkyn Parish Hall library service. Councillor G. T. Robinson advised the Members in relation to the number of attendees who attended the public meeting - on an atrocious evening. Councillor Robinson explained that he had provided the residents with various alternatives to endeavour to keep the library service open. There were numerous questions from the residents, who indicated their unanimous support to keep the library open. As there was little time before the end of March when the County Council cease the service, it was agreed that the Community Council be approached to consider financially subsidising the library in full for a further year. Councillor Robinson indicated that this would provide time for the setting up of a sub-committee and seeking outlets for funding. Councillor Robinson felt that a good service can be run locally at a lesser cost. The Clerk advised that he had contacted the County Librarian seeking their views in relation to the Community Council financially subsidising the service for one year, should the Community Council agree to this in principle. The Clerk was advised that the present Service Level Agreement could only be extended for three months from the 31 st March, 2016. Councillor Robinson advised that he would assist with a sub-committee, including the research into funding outlets. Councillor Mrs. Wendy Sigsworth advised that she would also assist. The Members agreed the following: To further financially support the library service for a further three months from the 1 st April, 2016. The Members thanked Councillor Robinson for taking the matter forward, including the issuing of a press release. Page 2 of 8

Minute no: 5(B). 214/15 (a) (page 5), in relation to the Council Regalia. The Clerk advised that he had received a Valuation Certificate, which placed a value on the regalia as 4,200.00. The Clerk advised that he would advise the Insurance Company. Minute no: 5(B). 214/15 (c) (page 5), in relation to the Asset Transfer of the play areas within the Community. The Members agreed the following: To not proceed further with the Asset Transfer. The Clerk to advise the Flintshire County Council. Minute no: 8(A). 218/15 (page 6), in relation to street lighting repair invoices not being received from Flintshire County Council. The Clerk advised that he had provided Councillor Matt Wright with the information requested, but to date no acknowledgement had been received. County Councillor Colin Legg, asked that the Clerk provide him with the information and he would seek an appointment with the Chief Executive to discuss the concerns of the Community Council. In particular, to the lack of receipt of invoices. 5(A). 07/16 CORRESPONDENCE The following correspondence had been received, that was required to be either advised to, or dealt with by the Members: (1) In the absence of PCSO Carol Richards, the Clerk advised the Members of the following reported criminal offences: Anti-Social Behaviour Issues / Trends: Springfield Hill, Pentre Halkyn two incidents of objects (litter) being thrown at people s windscreens at night whilst driving / Quarry Road, Halkyn - 2 cars racing along the quarry road. Crime Issues / Trends: Allt Y Plas, Pentre Halkyn Burglary of handbag, phones and other personal items taken; some items have been recovered in the village - incident currently being investigated / Springfield Hill, Pentre Halkyn Criminal damage, 2 vans had locks damaged, but nothing stolen. (2) Flintshire County Council were enquiring if the Community Council would financially support the 2016 Summer Play Scheme. Whilst the County have applied for funding, the outcome will not be announced until late January to February. The Members provisionally agreed to fund the 2016 scheme. (3) Notification from the Town Council s Internal Auditor (JDH Business Services Ltd), that the fee for the 2015 / 2016 audit will be 156.00 plus VAT. The Clerk sought the Members approval of the fee, and also to confirm that the services of JDH Business Services were to continue for 2016. The Members agreed. (4) The Clerk referred to the following various consultations that had been advised to the Members by e-mail: Welsh Assembly - Draft Local Government (Wales) Bill / Office of the Crime Commissioner - Policing Priorities / Flintshire County Council - Formal Supplementary Planning Guidance Notes Consultation. (5) North Wales Police - notification in relation to a Consultation Meeting to be held on 3 rd February, at Mold Town Hall between 6.00pm and 7.30pm. As the Town Council s Page 3 of 8

representative on the Consultation Committee, Councillor Colin Barker had been advised in relation to the invitation. (6) Invitation to attend a Welsh Government Engagement event on the Draft Local Government (Wales) Bill, in Llandudno on 4 th February time to be confirmed. The Clerk advised that the invitation had been cascaded to Members on the 6 th January, 2016. The Clerk advised that he would attend the conference on behalf of the Council. (7) E-mail from CEMEX Quarry, Halkyn, in relation to possibly applying for permission to regularise the output from the Quarry. The information was cascaded to Members by e-mail from the Clerk. (8) E-mail received seeking information in relation to a family member who resided in a property in Berth Ddu. The Clerk advised that he had sent the information to the Editor of the Halkyn Mountain News, to be considered for inclusion in the next edition. (9) Conformation from Mr. Ian Williams (Street Scene Supervisor), that the salt bins in the areas of Jubilee Drive and The Catch will be filled within a few days. The following correspondence was taken as received: (i) (ii) (iii) Notification from Flintshire County Council, in relation to the following: Public Footpath No. 43 in the Community of Halkyn Public Path Diversion Order 2015. Welsh Government Road Safety Review. Information available on the Traffic Wales Website. E-mail from Cemex Quarry, advertising a public display in December. Information e-mailed to Members on the 26 th November, 2015. 5(B). 08/16 CLERK S REPORT (a) The Clerk advised the Members of a deposit to the Council s bank account, the sum of 15,000.00, being the third and final payment of the 2015 / 2016 precept for the current financial year. (b) The Clerk referred to the order for a bus shelter in The Windmill. The order was placed on the 23 rd September, 2015, with a delivery period of between six to eight weeks. The Clerk advised that he enquired with the Company in November, as to the delivery date, and was advised that due to a mix-up, the anticipated delivery will now be the end of February. (c) The Clerk advised in relation to a concern by Councillor Brian Coleclough, in respect of the felling of trees on land that was known locally to be Common Land The land is situated near to The Bethel Chapel, The Nant. Councillor Coleclough recollected that the land was formally part of the Flint Town Council area. The Clerk advised that he had made enquiries with the Clerk to Flint Town Council, who confirmed that the area was apparently transferred from the Town Council of Flint in 1985, when the Bagillt Community Council was formed, and the land was subsequently transferred in to the Halkyn Community Council. A vehicle had been noticed on a number of occasions in the area, and whose registration number had been provided to the North Wales Police. The Clerk advised that the Police had confirmed that the vehicle was not reported as stolen. The Clerk further advised that following enquiries with the Flintshire County Council, he had been sent a plan of the Common Land Register from the Council, who also confirmed that the land had been removed from the Register during the first registration period (No date was provided). The Members agreed the following: The Clerk to make enquiries with the Land Registry, as to the procedure and cost to register the land in the name of the Community Council. (d) The Clerk advised that he had been asked by the Trelawnyd & Gwaenysgor Community Council, to assist them until the appointment of a new Clerk. 5(C). 09/16 TO RECEIVE AND APPROVE THE QUARTERLY STATEMENT OF ACCOUNTS TO THE 31 ST DECEMBER, 2015 The Clerk and Financial Officer provided the Members with a copy of the Quarterly Statement of Accounts, to the end of December, 2015. The Members approved the Statement of Accounts, and the document was signed by the Chair Councillor Mrs. Delyth Jones-Taylor. 5(D). 10/16 TO RECEIVE, CONSIDER AND APPROVE THE BUDGET FOR THE FINANCIAL YEAR 2016 / 2017 The Clerk as Financial Officer provided the Members with an accounts spreadsheet, which indicated the present financial balances (as per the Minute above), including an estimation as to the balances as at the end of March 2016. The spreadsheet also provided the Members with a suggested precept for the financial year of 2016 / 2017, based on previous spending and allocations. The Community Council Members agreed to increase the precept from 45,000.00, to 47,000.00 (4.44%) - an increase to a Band D property within the community of 1.19p a year (3.59%) (9p a month)). The lower property bands would pay less per month. The Halkyn Community Council Band D property charge, will now be 34.32. The Chair Councillor Mrs. Delyth Jones-Taylor, signed the estimates for the end of the financial year 2015 / 2016, together with the precept allocation pro forma, advising Flintshire County Council in respect of the Town Council s financial requirements for 2016 / 2017. The Members thanked the Clerk for the financial presentation. 6. 11/16 REPRESENTATIVES / LIAISON COMMITTEE REPORTS (a) Councillor Colin Barker advised of his attendance at a meeting held in the High School, Holywell, on 18 th November regarding the financial challenge that will be experienced by Flintshire County Council (FCC) in preparing their budget for the forthcoming financial year due to a cut in the funding received from Government. (b) Councillor Colin Barker advised of his attendance at a recent meeting of the Pant Quarry Consultative Committee. 7(A). 12/16 PLANNING APPLICATIONS The following planning applications had been received: (a) Application number: Application by Tarmac, for out of hours working on the following dates: 7 th, 8 th 9 th and 10 th December. (b) Application number: 054664, for erection of first floor extension to side of dwelling, erection of porch to front, formation of new roof with creation of a second floor within the roof space, at Copper View, Pentre Road, Pentre Halkyn. (c) Application number: 054404, for Listed building application, for the erection of an extension to rear of dwelling, at The Lodge, Halkyn Castle, Halkyn. (d) Application number: 054551, for Listed building application for internal work, including a replacement front door, at The Old Hall, Pentre Road, Halkyn. (e) Application number: 054667, for alterations and extension to swelling, at Fron Oleu, Rhes Y Cae. (The above five applications were sent to the Planning Sub Committee Chairman, for consultation with the Members, due to statutory time limits for observations). 7(B). 13/16 The Members agreed with the above decisions. 7(C). 14/16 The following planning application was dealt with by the Members at the meeting: Application number: 054777, for the erection of a single storey extension to dwelling and erection of detached dwelling, at 1 Halkyn Hall Estate, Pentre Halkyn. 7(D). 15/16 PLANNING DECISIONS The following planning decision had been received from Flintshire County Council: (a) Application number: 054382, for proposed single storey side extension, at Nant Farm, Halkyn Road, Flint. Approved. 8(A). 16/16 COMMUNITY LIGHTING The following lamps have been reported out of order since the last meeting: Page 6 of 8

(a) Lamp number: 11 or 12, Near to Bron Haul, Rhes Y Cae. (b) Lamp number: 12, Opposite Spring Bank, Halkyn on the B5123. The following lamps were reported out of order at the meeting: (i) Lamp number: 11, The Windmill (first lamp driving from Halkyn) (ii) The lamp opposite The Old Post Office and near to the notice board / red dog bin. The Clerk advised that this lamp has been out of order for a number of months. The Flintshire County Council lighting department have been repeatedly advised and asked for an update - but to no avail. Bobath Therapy Centre Wales (Cardiff) None Halkyn Sports Association (Lunch Club) The Members agreed the following: The Members referred to a previous application made by an Official of the Halkyn Sports Association in 2015, towards funding for a luncheon club. Further information requested by the Council at that time was not received. The Council Members agreed to review the application in their July Council meeting. The Clerk to write to the applicant to advise, and to seek information to the number of attendees at the lunch club, together with financial costings. 11. 19/16 The Members agreed the payments of the above accounts and financial support as listed. 12. 20/16 Standing Orders Were Suspended: (1) Councillor G. T. Robinson referred to the various public notice boards in locations throughout the Community. Councillor Robinson seeked the views of the Members in relation to a notice being installed in the area of Berth Ddu. The Members agreed the following: The Clerk to obtain a quotation for a suitable sized notice board. To liaise with Councillor Robinson to meet on site with the joiner to discuss. (2) Councillor Robinson advised the Members, that he had been approached by a resident in the Moel Y Gaer area, seeking if the Community Council could assist with repairs to a number of pot holes on an un-adopted track near to their home. The Members agreed the following: Whilst the Members appreciated that the Council had in the past assisted residents in the repair of pot holes; it had been pointed out to the Council, that as un-adopted tracks were not registered in the Council s name, they should not assist in repairs. 13. 22/16 Standing Orders Were Re-instated: There being no further business, the Chairman thanked everyone for attending and closed the meeting.
