Regular Meeting of Belmont Village Council September 1, 2016 Mayor Stanley Sobel called the meeting to order and Mayor Sobel led the Pledge of Allegiance. Solicitor TJ Schultz presented Ordinance 2016-19 for the third and final reading. This ordinance pertains to rules for planting trees and shrubs in the cemetery. TJ presented Ordinance 2016-20 which pertains to donating the use of the gym to the Belmont Alumni Association for the third and final reading. Shawn Bruce made a motion to approve Ordinance 2016-20, seconded by Dan Scott, Mike Murphy - Yes, Lorie Grob - Yes, Shawn Bruce - Yes, presented Ordinance 2016-21 which pertains to the gym rental rate structure for the third and final reading. TJ presented Ordinance 2016-28 which pertains to the village credit card use policy for the first reading. Ron Woods made a motion to declare tonight the first reading of Ordinance 2016-28, seconded by Mike Murphy, Mike Murphy - Yes, Lorie Grob - Yes, Shawn Bruce - Yes, presented Ordinance 2016-25, which designates the Bridge Street and Brown Street intersection as a 4-way stop and approves the 1

purchase of signage, for the first reading. Dan Scott made a motion to declare tonight the first reading, seconded by Ron Woods, Mike Murphy - Yes, Lorie Grob - Yes, Shawn Bruce - Yes, presented Ordinance 2016-26, which designates the Third Street and Brown Street intersection as a 4-way stop and approves the purchase of signage, for the first reading. TJ presented Ordinance 2016-27, which vacates a right of way of 10 foot of property on Shaver Street for Belmont Mills. Mike Murphy made a motion to suspend the rules, seconded by Grant Williams, Mike Murphy - Yes, Lorie Grob - Yes, Shawn Bruce - Yes, Ron Woods - Yes, Grant Williams - Yes, Dan Scott - Yes. Ron Woods made a motion to approve Ordinance 2016-27, seconded by Mike Murphy, Mike Murphy - Yes, Lorie Grob - Yes, Shawn Bruce - Yes, Ron Woods - Yes, Grant Williams - Yes, Dan Scott - Yes. TJ presented Resolution 2016-4 which authorizes Mayor Sobel to sign the MOU and submit the application to participate in the LGIF loan program in cooperation with Bethesda. Mike Murphy made a motion to approve the resolution, seconded by Shawn Bruce, Mike Murphy - Yes, Lorie Grob - No, Shawn Bruce - Yes, Ron Woods - Yes, Grant Williams - Yes, Dan Scott - Yes. TJ informed council that the petition to transfer funds to the General Fund will be filed next tuesday. Fire Chief Bob Mills stated that August was a busy month as there were 32 squad calls 19 of which were billable. Bob stated that the brush truck has been repaired. The new pole lights for fire truck have been installed and are working fine. Bob stated the fire at Tony's house was electrical related. Bob stated that there was a wire that was used to support a ceiling that created the fire. Bob stated that the fire by the church was declared arson. Bob stated that there were also two cars that were also set on fire at the same location. Bob stated that the fire spread over to the neighbors house which suffered from smoke and water damage. Bob stated that he feels this is an isolated incident and that there is not a fire bug in town. Mayor Sobel thanked all of the individuals from all of the communities that have came to help fire these fires. Mayor Sobel stated that the community has opened up their hearts and their wallets to help those who have lost all of their belongings. Mayor Sobel stated that there has been a steady stream of donations coming in to help these people rebuild their lives. Mayor Sobel stated that if you see anything or hear anything pertaining to the fire they need to report it to the Bethesda Police Department or the Belmont Fire Department. The cemetery board stated that there was nothing new going on but they are working on a few projects. Mayor Sobel thanked the board for the work that they are doing to make the cemetery a 2

better place. Mayor Sobel stated that at the last meeting he asked people to donate to the cemetery upkeep. Mayor Sobel stated that Joan Shepherd sent a very nice donation to the cemetery this past month and he is thankful for the contribution. Andrea Baggott came to discuss the Belmont Fitness and Wellness Fair that will be held on September 29th from 5:00 to 8:00. Andrea teaches Zumba and Pound on Monday, Wednesday and Thursday evenings. Andrea stated that the fair is designed to reach out to residents and have them come and enjoy vendors, massages, Tupperware, Mary Kay, Sincerely Yogurt, and a Chiropractor. Andrea stated that she would be taking up donations at the event and all proceeds will go to the victims of the recent fires. Mayor Sobel introduced Brian Schambach who is running for Belmont County Commissioner. Brian gave an introduction and stated that he lives in St. Clairsville and grew up in Bridgeport. Brian stated that he owns his own business and also works for Progressive Bank. Brain stated that he were elected he would like to come to council meetings quarterly. Mayor Sobel introduced Jennifer Schuster who was hired to be the Belmont Mayor's Court Clerk. Jennifer stated that she has worked for 30 years for lawyers and other legal jobs. Jennifer has done title searches and has a paralegal degree. Jennifer stated that she is looking forward to working with the Village of Belmont. Lorie Grob stated that she had a resident give her a letter and it contained concerns with people speeding through town and they are worried about residents and children's safety. Mayor Sobel stated that Mayors Court will be activated soon and once that happens these speeders will be written a ticket and brought into mayor's court. Mayor Sobel gave an update on special events. Mayor Sobel stated that he will be working on brochures and door hangers and will need to go door to door to campaign and discuss with residents the need for a replacement General Operating Levy. Mayor Sobel stated that we need to think about when we want to hold Halloween. Mayo Sobel stated that Shawn Bruce has some ideas for some fun events to hold for the residents. Shawn stated that he is considering a soda pop run and a chili cook-off for Belmont, Bethesda, and Morristown. Shawn stated that he wants to have awards for the best chili. Shawn stated that he is looking to hold this around the end of October. Shawn stated that this would be sponsored privately and that all proceeds would go to the park playground fund. Lorie Grob stated that she is coming up with ideas for Veterans Day. Lorie stated that where she works they do projects to stuff stockings and get care packages for veterans who are alive to let them know we care about them and appreciate them. Mayor Sobel 3

At 7:51 p.m. Mayor Sobel declared executive session over. Ron Woods made a motion to accept Amy Witt's resignation, seconded by Lorie Grob,, Mike Murphy - Yes, Lorie Grob - Yes, Shawn Bruce - Yes, Ron Woods - Yes, Grant Williams - Yes, Dan Scott - Yes. Mayor Sobel that council has hired specialists in each position that are working efficiently and effectively for the betterment of the village. Solicitor Schultz stated council has been discussing what to do with the old school building that is in serious disrepair. TJ stated that there are three options that are being discussed. First option is to sell the school, second is to tear it down, and the third is to fix it which costs could be astronomical. TJ noted that the quote just to fix the brick work was over $100,000. Mayor Sobel stated that we are at a phase where we need to start thinking about options and what we need to do with the school building. Mayor Sobel stated that he wants residents to have discussion with council on this issue. Mayor Sobel stated that the three options are all open to discussion and that residents need to start thinking about it and voicing their opinions. Shawn Bruce stated that he feels we should get an estimate on what it would cost to tear the school down. Shawn stated that it's good to have discussion with the residents as a lot of them went to school here. Mayor Sobel stated that he is very grateful for the roofers union that came and helped patch the roof for free last winter. Ron Woods made a motion to begin researching all options on what to do with the school, seconded by Mike Murphy,, Mike Murphy - Yes, Lorie Grob - Yes, Shawn Bruce - Yes, Ron Woods - Yes, Grant Williams - Yes, Dan Scott - Yes. Ron Woods asked if the residents had any questions about the replacement levy that will be on the ballot November 8th. Mayor Sobel gave information on the General Operating Levy. Mayor Sobel state that we need the support of the residents to move the village forward. Motion to pay the bills by Mike Murphy, 2nd by Lorie Grob, with a unanimous vote.
